Environmental Management System


What is EMS?
 Environmental Management System (EMS) is a set of processes and practices that enable an
organization to reduce its environmental impacts and increase its operating efficiency.
 It includes the organizational structure, planning and resources for developing, implementing and
maintaining policy for environmental protection.
 In layman’s term, An EMS is really just a formal planning tool to help an organization organize
priorities and pursue goals.
 It focuses mainly on continual improvement of the system.
 It is based on ISO 14001, the international standard that specifies requirements for an effective
environmental management system (EMS). It provides a framework that an organization can
follow, rather than establishing environmental performance requirements.
AN EMS IS IMPORTANT FOR
 Consistently complying with environmental laws
 Improving overall environmental performance
 Maximizing investment in environmental affairs
 Integration of environmental objectives into overall mission and business objectives
 Providing an environmentally safe workplace

EMS Basis & Components: Policy

 An environmental policy defines our organization’s commitment to the environment through


continual improvement in environmental performance.
 The policy should be evaluated regularly and modified to reflect changing environmental
priorities.
EMS Basis & Components: Planning

 In the planning phase of EMS, we will identify impacts of the environment, and determine which
of those impacts are significant, set objectives and targets to minimize environmental impacts and
improve environmental performance, and establish action plans to meet the objectives and
targets.

 ” According to ISO 14001 definitions: An aspect is an element of an organization’s activities,


products, or services that can interact with the environment.
 An impact is any change to the environment…wholly or partially resulting from an organization’s
activities, products, or services

 All EMSs must address compliance with applicable environmental regulations. To comply
with the laws and regulations we must know what the regulations are and implement
procedures and install equipment to comply with those regulations.

Objectives and Targets

 An objective is a goal that is consistent with environmental policy, priority environmental


aspects and impacts, and applicable environmental regulations.
 A target is a more detailed performance goal related to and supporting a specific objective.
 Specific targets must be met to achieve an objective of an EMS.
 The objectives and targets will drive many other EMS elements, particularly measurement
and monitoring activities.

 The implementation phase of EMS involves systematically executing plans

 Regular reviews are key to continual improvement and to ensuring that EMS will continue to
meet needs over time.
Is EMS Important?
YES because,
 It identifies causes of environmental problems and is used to eliminate them
 Improves communication and assigns responsibility
 Saves money and makes good business sense
 Important to satisfy grant or other business terms
Environmental Impact Assessment
WHAT IS EIA?

 Environmental Impact Assessment (EIA) represents both process and a set of information which
is normally undertaken in compliance with environmental laws to determine the environmental
effects of a proposed action prior to its implementation.
 It is a management tool to arrive at the right decisions and not as a means to justify predetermined
notions.
PHILIPPINE ENVIRONMENTAL IMPACT STATEMENT SYSTEM

 Is established through Presidential Decree 1586 in 1978 sets a systematic EIA system and the
Environmental Management Bureau (EMB) of the Department of Environment and National
Resources (DENR) is mandated as the lead agency in the implementation of the system.
 As the basic principle, the Philippine EIA system is used to enhance planning and guide decision
making. Through the EIA process, adverse environmental impacts of proposed actions are
intended to be considerably reduced through the subsequent formulation of appropriate
environmental management and monitoring plans.

Legal Framework of the PEISS

 DENR Administrative Order No. 30 (2003) including its REVISED PROCEDURAL MANUAL
Philippine Policies Governing the Implementation of the PEISS

 1987 Philippine Constitution - The State shall protect and advance the right of the people to a
balanced and healthful ecology in accord with the rhythm and harmony of nature.
 PD 1586 - To attain and maintain an orderly balance between socio-economic growth and
environmental protection
 AO 42 - Optimum economic development shall be achieved without delay and shall be pursued to
ensure that the present generation meets its needs w/o compromising the needs of the future
generations
Real Purpose of EIA

 To enhance planning and guide decision-making for the proponent/ applicant and the EMB.
 The real value of the EIA Process is in the reduction of adverse environmental impact as a result
of incremental decision making before a proposed action reaches final decision-making on
whether it should be allowed to proceed or not
