General accused by huachicol
bought spyware at Pemex: MCCI
Despite being a powerful espionage system, which allows access to
cellular equipment, the huachicol shot up.

General Brigadier Eduardo León Trauwitz, officially investigated for his alleged
involvement in the theft of fuels, was the one who negotiated the purchase of
an espionage system for Petróleos Mexicanos (Pemex) for 1.1 million dollars.

According to information published by Mexicanos Contra la Corrupción

y Impunidad ( MCCI ), an Italian company named Hacking Team sold to the
state company a malware called Da Vinci, known for its effectiveness in
stealing information, data, images, audios and files from mobile phones, as well
as computers.

MCCI stressed that this system has the same characteristics as Pegasus,
manufactured by the Israeli company NSO.
On July 6, 2015, digital experts seized files belonging to the Hacking Team; this
information was filtered in Wikileaks. Among the clients from 35 countries
appeared the Navy, the Center for Research and National Security (CISEN),
some state governments and Pemex, with an expired license.

What was not known until now is that the operation to bring Da Vinci to Pemex
did materialize. Hacking Team activated the permits and initiated training plans
once the payment was completed, according to the more than 25 emails
located by MCCI on the WikiLeaks platform, a media organization that has
disseminated secret government documents in the world.

In November 2013, executives of Hacking Team and its subsidiaries in Mexico,

Grupo Kabat and SYM Servicios, invited General León Trauwitz and Major
Carlos Javier Álvarez Cárdenas -who is also being investigated for fuel theft,
according to newspaper reports - to the milipol armament and espionage world
fair that is held annually in Paris, where the world's largest manufacturers
attend.

Both soldiers received "VIP" treatment and contemplated taking them to the
legendary Parisian cabaret Crazy Horse. In the emails there is no proof that this
happened, however, the visit was among the plans to convince them to sign the
contract.

Asked about this operation, Alejandro Hope, an analyst in security policies and
statistics, told the MCCI that Pemex can not buy this type of systems and even
less use them.

"Only the Attorney General of the Republic, the CISEN and the Federal Police
can acquire these systems, and in the states the Procurator's Offices or
Prosecutors."

"In principle they can not (acquire this type of systems). And another thing that
is important, all interventions have to be judicialized to be legal. It has to be
authorized by a judge. You can not intervene in someone's communications
without judicial authorization. Only the instances that I mentioned can do, with
the authorization of a judge. Others can buy it, but can not use it. If they use it,
it is an illegal act. It's that simple, "said Hope.

It did not help combat against huachicol

In January 2013, 10 months before the trip to Paris, León Trauwitz and Álvarez
Cárdenas were appointed as manager and superintendent, respectively, of
Pemex's physical security services.

Later, in April 2014, this area was transformed into the Strategic Safeguard
Subdivision (SSE). Under the command of both were 2,500 soldiers.

At that moment, the milking of fuel had been fired. In 2012, the last year of
Felipe Calderón's government, 1,635 illegal takeovers were located. At the end
of 2013, just when the negotiations began, 4,125 boreholes were discovered,
this represented an increase of 69.6% in just one year, as we published
previously .

The spy malware arrived at Pemex in January 2015 when the director was
Emilio Lozoya. In spite of this, the milking of pipelines quadrupled in the
following four years. Up to October of 2018, 12 thousand 581 clandestine
takeovers were detected, while in the same 2015 they were 4 thousand 125.

On January 8, President Andrés Manuel López Obrador revealed that Eduardo

León Trauwitz is part of a list of people investigated for fuel theft. The military
has frozen his bank accounts, but the court gave him an amparo on Friday.

The current government has estimated in 65 billion pesos the amount of annual
losses for the huachicol.

In an email intercepted by WikiLeaks, dated August 27, 2014, it is shown that

the operation of the purchase of spy equipment should be kept secret:
"(...) All are under military license and at this moment they are employees of
Pemex. For a military to sign the EUC (End User Certificate, a document
necessary for the sale of weapons or security systems), we need the approval
of the chief of personnel and pass it through bureaucratic channels that will
eventually reveal the existence of the system, which I am not willing to risk (...)
".

This message was sent to Hacking Team executives in Italy by one of their
contacts in Mexico named Niv Yarimi, at a time when the negotiation was hard
because the General would not appear in the contract. There were fears of
breaking the operation for fear that some authority would impugn the purchase,
but finally the operation was made only with the signature of Adolfo Sánchez
Ramírez, then Superintendent of Planning and Vulnerability of the SSE.
