PREFACE
This document specifies the use of USSD as part of the generic prepaid service phase
3.1 USSD operations will first be used to recharge or consult a prepaid account but
extensions to other services already offered via an IVR menu are possible.

PRESENTATION
In order to refill or consult his account a subscriber in his HPLMN or in a VPLMN
can dial a sequence on his MS that will be interpreted as an USSD message.
The sequence must match the following format:
 *1XY*recharge_code# for the refill and
 *1XY* for the consultation so that the USSD operation is directly
forwarded to the HLR.

The string *1XY identifies the prepaid operation and is designed as a “service code”.
 X is an integer between 0 and 4.
 Y is an integer between 0 and 9.

The subscriber is notified of the success or the failure of the refill procedure with an
USSD acknowledgement. This message includes the reason for the failure or
information on the account, especially the bonus the user may have received. This
message is displayed on the handset screen.

The message is sent in a transparent way through the entities of the NSS to the HLR,
which recognises the service code and forwards the USSD operation to the SCP.
The messages corresponding to the numbers are described in the paragraph below.

P-USS-R stands for Process Unstructured Supplementary Service Request and


RC stands for Recharge Code.

The SCP identifies the service code and the procedure to apply. The identity of the
subscriber is not included in the USSD message in the MAP layer, but in the TCAP
layer. The subscriber is identified by his IMSI.

Restrictions concerning the recharging function


In a first time, the functionality of USSD allows only question/answer type dialogue.
The subscriber has then only one attempt per call to recharge his account. In case of
failure, he is notified of the reason and this ends the dialogue. The sequence dialled by
the subscriber is included in a “TC_Begin” message, TCAP layer, and the notification
in the corresponding “TC_End”.
The user has to redial the complete sequence composed of the service code and the
recharge code in order to try to recharge his account.
For the same reason, in the case where the subscriber receives many bonuses, he is not
notified of each bonus one by one but of all bonuses in single message including the
new balance of his account.

Impact on the current objects


The subscriber can only be identified by his IMSI. To identify the account the IMSI is
used as a key for the account object.
The structure of the content of an USSD message is the same as the structure of a
SMS. That is why the SMS object is used to build the USSD acknowledgement
messages. Nevertheless it is necessary to define a range of SMS used for USSD for
the clarity of the data model.
The service code can be considered as a service access code. So it is possible to reuse
the object sub-service. As it is not possible to have the characters * or # in the object
sub-service, the “* “and the “#” are replaced respectively by “0” and “1” to identify
the sub-services.

Announcement Impact
The messages are the same for the consultation via USSD as for the consultation with
answer via SMS. For the refill and the bonus, new messages have been created. The
only constraint on the messages is that they must have less than 182 characters.
