BOARD OF SELECTMEN The Finnerty House One South Main Street, Post Office Box 670 Belchertown, Massachusetts 01007-0670 ‘Telephone: (413) 323-0403 + Facsimile: (413) 323-0494 WARRANT FOR ANNUAL TOWN MEETING May 13 and 20, 2019 Commonwealth of Massachusetts Hampshire, ss GREETING: In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn all the Inhabitants of the Town of Belchertown, qualified to vote in elections of Town officers, to meet at the polling places in said Belchertown, designated by the Selectmen, to wit: IN PRECINCTS A, B, C AND D at Belchertown High School gymnasium, 142 Springfield Road, Belchertown, Massachusetts, ‘on Monday, the 20" day of May A.D. 2019, at eight o’clock in the forenoon, then and there to give in their votes on one ballot to precinct officers of the several polling precincts of said Town for the following officers, to wit: ‘One (1) Assessor for three (3) years; two (2) Board of Health members for three (3) years; two (2) Housing Authority members for five (5) years; three (3) Planning Board members, one (1) for three (3) years, one (1) for four (4) years, and one (1) for five (5) years; one (1) School Committee member for three (3) years; and, two (2) Selectmen for three (3) years, The polls will open at eight o’clock in the forenoon and close at eight o’clock in the evening. And you are further required to notify and warn all the Inhabitants of said Belchertown, qualified to vote in Town affairs to meet at the Belchertown High School auditorium at 142 Springfield Road in said Belchertown, on Monday, the 13" day of May, A.D. 2019, at 7:30 p.m., then and there to act on the following articles, viz: Article 1 To choose the following named officers by nomination: Two (2) Almoners of the Whiting Street and Mrs. Susan M.D. Bridgman Funds, each for one (1) year; and one (1) Trustee of the Calvin Bridgman Fund for three (3) years. Article 2 To hear reports of the Officers of the Town and any Committees that may have been appointed by the Town and act thereon, Annual Town Meeting Warrant —May 13,2019 1 Article 3 Article 4 Article 5 Article 6 Article 7 Article 8 Article 9 To see if the Town will vote to authorize the Board of Assessors and the Board of Health members to appoint themselves to work in their various departments for the ensuing fiscal year, at hourly rates not exceeding the following: ‘© Board of Assessors: $17.50 © Board of Health: $7.25 or take any other action relative thereto, To see if the Town will vote to raise and appropriate or appropriate from available funds in the treasury a sum of money to be used by the Board of Assessors for legal counsel in resolving court tax cases, or take any other action relative thereto. To see if the Town will vote to raise and appropriate or appropriate from available funds in the treasury a sum of money to the Reserve Fund for use by the Finance Committee, or take any other action relative thereto. To see if the Town will vote to authorize the Board of Selectmen to apply for and accept funds from the Commonwealth of Massachusetts Highway Improvement Program for use on approved town ways, or take any other action relative thereto. To see if the Town will vote to appropriate from the Sale of Cemetery Lots Account a sum of money to the Cemetery Lot Development Account, or take any other action relative thereto. To see if the Town will vote to authorize the Board of Selectmen to apply for Massachusetts Small Cities Program or other Federal or State monies and to expend any monies received as set forth in the application following a public hearing, or take any other action relative thereto. To see if the Town will vote to raise and appropriate or appropriate from available funds in the treasury sums of money as may be deemed necessary to defray expenses estimated for the ensuing fiscal year commencing July 1, 2019, or take any other action relative thereto, ‘Annual Town Meeting Warrant May 13,2019 Article 10 Article 11 To see if the Town will vote, in accordance with M.G.L. Chapter 44, Section 53E%, to amend the Code of the Town of Belchertown, Chapter 94, Revolving Funds, Section 94-2 relative to expenditures from the Town’s revolving funds as follows: Program or Purpose ‘Current ‘Amended Spending Limit | _ Spending Limit Firefighters’ Protection Clothing & $10,000 $15,000 Equipment Purchase And to add the following to the end of Section 94-2(B): c Which funds may be expended without further appropriation for the purposes defined therein, with such expenditure limits to be applicable for each fiscal year until such time as Town Meeting votes, prior to July 1 for the ensuing fiscal year, to increase the same; provided, however, that in accordance with state law, the Board of Selectmen, with the approval of the Finance Committee, may increase the limit for that fiscal year only. or take any other action relative thereto. To see if the Town will vote to amend the Code of the Town of Belchertown, Chapter 91, Personnel, as previously amended, in the following prescribed manner: > In § 91-6, Employee benefits; B. Benefits (1) Sick Leave.
