“ Corruption is a global phenomenon that strikes the poor the hardest and hinders
the economics growth and business activities. Corruption starts from a corrupt
nature”

Indonesia is one of the countries with the largest population mobility with a diversity of
customs, cultures and natural wealth that is pervasive. There is no doubt the abundance
of natural resources that make this country rich, but on the contrary, our country is one
of the poorest countries in the Asian continent. Why is that? One reason is the low
quality of human resources. The quality is not only in terms of knowledge or intellectual
but also concerns the moral quality and personality. The fragility of morale and the low
level of honesty from state administrators have led to corruption. Corruption according
to KBBI (Big Dictionary of Indonesian Language) is fraud or misuse of state money
(companies and so on) for personal or other people's benefit.

Without realizing it, the symptoms of corruption start from bad habits that we often do
at home and school. For example is the habit of not telling the truth, for example asking
for more money to parents for reasons of increasing needs. This small example is
something that can trigger corruption, corruption in this case is not limited to money,
but in the form of material corruption, time corruption and others. People usually
commit corruption because of the weak teaching of religion and ethics in themselves
and the absence or weakness of leadership in key positions that are able to inspire and
influence behavior that tames corruption.

Why do many people choose to become corruptors rather than be honest? For some
people, this possibility is the easiest way or even the only way to get what they want.
Sometimes, bribery can be an appropriate means of avoiding punishment. Many people
just follow what has been done, because they see that politicians, police, and judges
don't really care about corruption, or even do it. As it continues to spread everywhere,
corruption is increasingly acceptable, eventually becoming the lifestyle of the people.
Low-paid people begin to feel they have no choice. They must be willing to take bribes
if they want a decent life. And, in general, people are reluctant to eradicate corruption
because people who accept bribes and those who pay bribes are not punished.

The impact that will be felt by perpetrators of corruption is punishment both from the
government, the community and from Allah SWT. Feelings of guilt and shame will
haunt life in the future, and of course the sins caused by the act of corruption itself.
While the impact that will be felt by others is the emergence of losses both materially
and non-materially for victims of corruption and the impact felt by the nation and state
of Indonesia is financial loss or reduced state income and damage to the government
structure and national morals.

Efforts to prevent corruption by the state are still being carried out, the law governing
corruption has also been implemented for a long time, except that the law is not used
properly, parties that are trusted to eradicate corruption actually contribute to this crime.
For this reason, the need to crack down on all violations aimed at seeking personal gain,
as well as enforcing legal equality for all perpetrators of corruption. Because based on
the experience of many acts of corruption that occur because of
imitation or repetition.

The problem of corruption is being a hot conversation in the community, especially the
local, national and international mass media. The rise of corruption in Indonesia seems
difficult to eradicate and has become a culture. The annual survey issued by
Transparency International revealed that there are still many countries in the world
involved in corrupt practices. Countries in the Asia Pacific region are also considered
still vulnerable to corruption. Transparency International ranks 180 countries and
assesses which has the greatest potential for corruption, and has no potential for
corruption. The indicator is indicated by a scale score of 0 to 100. The greater the score
obtained, the greater the likelihood that the country will be free from corrupt practices.
In 2017 Indonesia is ranked 96th. The 2017 corruption perception index of 180
countries was released at the beginning of 2018. This is due to the low culture of shame,
weak legal sanctions that are not capable of causing deterrent effects, inconsistent legal
application of law enforcement institutions, and lack of legal supervision. In efforts to
combat corruption , cooperation between all parties and all elements of society is
needed, not only related institutions. In dealing with corruption cases, what must be
highlighted is the perpetrators and the law. The corruption case is carried out by
irresponsible individuals so that it has a negative impact on the name of the agency to
the government and the state. The law aims to regulate, and every body in the
government has legal authority in accordance with existing laws. However, there is a lot
of overlapping of authority caused by a lot of bad political interference brought by
individuals and agencies. All Indonesian citizens have the same degree and treatment in
the eyes of the law. So in legal action for perpetrators of corruption must not be
favoritism, both for officials and the small community. An observant attitude is needed
by the government and society as the core actor driving democracy in Indonesia,
especially in selecting officials who will become representatives of the people. Not only
that, all elements of society also have the right to monitor and report to relevant
institutions if there is an indication of a criminal act of corruption.
