ABSTRACT. In the framework of the peace dialogues with the guerrilla FARC-EP, in November 2016 final agreements signed to put an end
to an armed conflict of more than half a century against the Colombian state. The first problem addressed to solve in the agreements is a
comprehensive rural reform (RRI), called: Towards a new Colombian field, in this chapter seeks to recognize the most important issues that
gave rise to the conflict within which we find: land distribution, its use vocation, the informality in the occupation. Both sides recognize that
they seek to reverse the effects of the conflict and to change the conditions that have facilitated the persistence of violence in the territory.
For parties it is of vital importance to establish national plans financed for the provision of public goods and services and to ensure for all the
rural and urban population in Colombia availability and sufficient access in opportunity, quantity, quality and price to food. Through of the
principles of structural transformation, integral development of the field, equality and focus on gender, well-being and good living,
prioritization, integrality, restoration, regularization of property, right to food, participation, benefit, impact and measurement, sustainable
development, presence of the state, democratization of access and adequate use of the land. Parties seek to provide a definitive solution to
the main cause that has repeatedly led to violence in Colombia. Recalling the events that occurred after the assassination of leader Jorge
Eliecer Gaitan between supporters of liberal and conservative thinking, attempts at rural reform or agrarian in Colombia have been several.
Which have not been more successful at the time of implementation. We can bring what wanted to implement between 1962 and 1968, that
during the implementation years the results were not optimal, not even half of the expected, we wanted to perform a cadastral update to
identify the land and its vocation; a redistribution of land two events that never happened. Here we will see that those points of the past
established in the agreement. In the RRI signed by three fundamental titles, the problem being solved, namely: Access and use, Development
Programs with Territorial Approach (PDET) and National Plans for integral rural reform. In terms of access and use, through the
implementation of a land fund for rural reform, the establishment of mechanisms that allow the allocation of land to peasants without land or
with insufficient land to develop their crops. Enabling credit lines to the acquisition of land and the massive formalization of small and medium
rural properties, with the condition of being inalienable and no attachable, and that its use be for the vocation that the land has, that is, that
it is not dedicated to a different economic activity for which serves the land. Requires the formation and updating of the cadaster and rural
property tax, deconcentrating unproductive rural property, and the implementation of the property tax in progress of the principle of
progressivity, together with a policy of closing the border agriculture and the protection of reserve areas. To the PDET point, is sought to
ensure the goods and good living, the protection of wealth, the development of the peasant economy, the recognition of communities, through
action plans for regional transformation, the implementation of participation mechanisms that it assures to listen the opinions of the greater
amount of the possible population. Giving priority to the populations more affected by the conflict. Finally, in the separate National Plans for
the RRI, what sought was a commitment from the national government to implement the following national plans. Tertiary routes, irrigation
and drainage for the peasant economy, rural electrification, rural health, rural education, construction and improvement of social housing.
Promotion of the solidary economy and rural cooperative, technical rural assistance, support and consolidation of the income generation of
the peasant economy, promotion of the commercialization of products of the peasant economy, social protection and of guarantee of rights.
