JOB DESCRIPTIONS

Role & responsibilities of State Programme Manager (IBCB)

State Programme Manager (SPM-IBCB) will support the CEO/ACEO and


will be responsible to provide directions, guidance and support to a team
consisting of DPMs, Block Staff, YPs etc.
DPMs, YPs will assist SPM (IBCB) in all the activities related to IBCB & SM
and any other task as and when assigned by SPM (IBCB), ACEO and CEO.

Broad Area of Work


 The SPM is responsible to design, develop and plan implementation of
various activities related to social mobilization, Institutional and capacity
building.
 Plan and develop policies for sustainable institution building helpful for the
poor to come out of poverty
 Preparation of Annual Action Plan with Physical & Financial targets
specifying tasks, timelines, procedures, budget allocation & outcomes for
SM&IB
 Coordinate with the district/block team and facilitate the implementation
of various thematic activities
 Plan out strategies visualizing sustainable mobilization helpful for the poor
in the fighting and creating safety net against poverty.
 As the leader of the IBCB Component, the person will directly , lead,
manage and guide the HPSRLM, IBCB & SM teams (State, District and
Block level) on their day to day results in the short term.
 Liaison with different line departments related to the thematic area.
 Create an enabling work environment to maximize intra thematic and
cross thematic exchange of ideas, plans and strategies for
implementation.
 Undertake necessary liaison and coordinate implementation of the project
with all key stakeholders (district administration, line department, NGOs,
technical agencies, banks, etc.)
 Provide necessary technical and management support to District Mission
Management Unit (DMMU) & Block Mission Management Unit (BMMU) and
conduct regular review meetings
 Mentoring DMMU & BMMUs staff to ensure effective rollout of Mission
activities.
 Implementation of Community Operational Manual and SOPs to SHGs/
VOs/ Federations.
 Taken care of all IEC activities in the State and preparation of Success
Stories related to IBCB & SM.
 Implementation of community protocols on social inclusion, food nutrition,
health and wash (FNHW)
 Participatory identification of poor (PIP) and Participatory assessment
 Registration of community institutions / federations
 Develop, nurture and deployment of State/District/Block Resource Persons
on various themes, fixation of unit costs norms in taking up CB activities
 Maintenance and uploading of profiles of master trainers profiles and
capacity building trainings on MIS Portal.
 Establishment of training centers and preparation and implementation of
training calendar at District level.
 Periodical reviews of saturation of intensive blocks and expansion of the
programme in new blocks.
 Assist and train District, Block staff in grading of SHGs for the
disbursement of RF & CIF.
 Formation of convergence committees at State, District and block level.
 Prepare monthly progress review report for review.
 IBCB- preparation of action plan, distribution of District, block wise targets
and Responsible for the coordination with the District and Block levels
teams in respect of the formation of SHGs, VOs and CLFs and providing
basic trainings to the members.
 Provide guidelines and supervise field staff in respect of timely opening
of SHGs accounts, identification and provide basic trainings on standard
bookeeping practices to the VO Book keepers.
 Provide MCP preparation training to field and mission staff and monitor
the progress under MCP preparation.
 Manage all type of Capacity Building trainings for the staff of SMMU,
DMMU and BMMU.
 To design and supervise the implementation of IBCB & SM related all
policies.
 Identification, deployment and organize CRP rounds in the intensive
blocks.
 Responsible for the preparation and implementation of state capacity
building calendar.
 Coordinate and direct field staff overall implementation of IBCB & SM
functions in the State.
 Periodical performance and trend analysis of project implementation
 Responsible for all type of reporting in respect of IBCB.
 Any other task as and when assigned by CEO/Addl. CEO of HPSRLM.
Role & responsibilities of State Programme Manager(FI)

State Programme Manager(SPM-FI) will support the CEO/ACEO and will


be responsible to provide directions, guidance and support to a team consisting
of DPMs, Block Staff, YPs etc..

Broad Area of Work

 Preparation of Annual Action Plan -FI with Physical & Financial targets
specifying. tasks, timelines, procedures, budget allocation & outcomes for
MF & FI
 Developing the Institutional framework for linking of all eligible SHGs with
Bank Finance/credit.
 Coordination with SLBC/NABARD/RBI/Banks and other concerned
agencies.
 Review/Updation of Guideline on grading and credit linkage of SHGs by
Banks as and when felt necessary.
 Disbursement of Interest Subvention Scheme for Women SHGs.
 Coordinating with all the other concerned verticals of the HPSRLM in which
Institutional Finance is involved for the implementation of Livelihood
Programmes.
 Representing PSRLM in various meetings/Forums as and when necessary.
 Follow up, Monitoring and review of the progress on credit Linkages under
the various programmes of NRLM.
 Prepare monthly progress review report for review in regards to FI &
Interest Subvention.
 Attending to the Correspondence emanating from various departments/
agencies/organizations on a day to day basis.
 Formulation of policies of the Financial Inclusion/Credit Linkage.
 Develop network of and partnership with similar Institutions and financial
Institutions/donor agencies.
 Build partnership and linkages with private sector, civil society
organizations, banks and other stakeholders as per the requirement of the
vertical.
 Monitoring the preparation of Micro Credit Plans (MCP) by the field staff
and submission to the concerned banks
 Training of Bankers on SHG Bank linkage
 To play intermediary role for strengthen of CLFs for effective fund
management.
 Coordinate with District and block team in timely distribution of RF & CIF
to eligible SHGs.
 Identification and positioning of Bank Sakhis / Bank Mitras and plan
community based repayment mechanism (CBRM) for bank branches
 Attending to the matters of Regional Rural banks.
 Make policies to enroll all SHGs members in the social insurance schemes
of Government.
 Any other duties as assigned by the CEO/ACEO-HPSRLM from time to
time.
 Updation of Bank Linkage Portal designed by GOI-NRLM team.
 SHG mapping in online system for easy process of bank loan.

 Any other task as and when assigned by CEO/Addl. CEO-HPSRLM.


Role & responsibilities of State Programme Manager(Livelihoods)

State Programme Manager (SPM-Livelihoods) will support the CEO/ACEO


and will be responsible to provide directions, guidance and support to a team
consisting of State/District Programme staff, Block Staff, YPs etc.

Broad Area of Work


Farm Livelihoods Activities:

 Preparation of Annual Action Plan with Physical & Financial targets


specifying tasks, timelines, procedures, budget allocation & outcomes for
Agriculture, Horticulture & Animal Husbandry special projects under NRLM.
 Providing inputs in formulation of policies of the PSRLM in specific
thematic area/vertical.
 Develop network of and partnership with similar institutions and financial
institutions for implementation of policies.
 Portfolio management of subsectors and quality management of the work.
 Managing entire pool of vertical Team – DPMs & Block level Domain
Experts and YPs.
 Conceptualize and develop livelihood generation strategies with plans for
fund mobilization and road maps for implementation
 Executing the strategies and project by focused pilots and surveys in
initial phase of the project.
 Monitor the affectivity of the policies and projects.
 Clearing doubts regarding new concepts and policies and smoothening the
understanding of the team.
 Ensuring the market linkage for the vertical’s projects on case to case
basis.
 By actively participating in initial phase/pilots of the project to provide
hands on support to implementation team
 Determine the frequency and content of status report from project team;
analyze results and troubleshooting the problem area.
 Coach, Mentor, Motivate and supervise project team members and
influence them to take positive action and accountability for their assigned
work.
 Oversee and supervise the progress and activities of projects, ensure
performance of project team.
 Assigning the job responsibilities to project team and ensuring the
execution of the team.
 Determining the success parameters and supervise the team to achieve it.
 Manage cost and effectiveness on expenditure incurred in the operational
area.
 Prepare monthly progress review report for review.
 Assist in livelihood promotion and other plans of the Mission
 Help building partnership and linkages with private sector, civil society
organizations, banks and other stake holders as per the requirement of
the vertical.
 Bring in team spirit among members.
 Maintenance of Farm-Livelihood(MKSP)-MIS portal designed by GOI for
report generation and monitoring of activities
 Any other task as and when assigned by Management

Non-Farm Livelihoods Activities:


 Preparation of Annual Action Plan with Physical & Financial targets
specifying tasks, timelines, procedures, budget allocation & outcomes for
Non-Farm Livelihoods special Projects (AGEY, SVEP, Non-SVEP etc.).
 Meet and exceed targets in creating sustainable livelihoods by Planning,
Organizing and Managing and Executing projects including Financial
Management.
 Manage, enhance and build effective relationships with existing and new
partner organizations
 He / she will manage and be responsible for a cross-section of MoUs in the
region.
 Prepare monthly progress review report for review.
 Additionally the individual will be responsible for positively influencing
partner organizations and defusing potential problems, anticipating their
needs and identify jointly any appropriate alternatives and solutions as
required
 The individual shall work with a cross functional teams from other
verticals and possible engagement of other resources within and outside
of HPSRLM.
 This individual will be required to acquire and maintain good working
knowledge of relevant government’s policies, schemes and guidelines
 Conduct Project Review Meetings with DPMs and YPs
 Project allocation to Districts/Blocks
 Find new innovative livelihoods projects with substantial impact &
Improvements in on-going projects
 Identify new forward & backward linkages between the poor and
Corporations engaged in Organized Retail, Exports, Business-To-Business
and Business-To-Government sectors.
 Identifies areas of risk/opportunities and influences and implements
continuous improvements.
Any other task as and when assigned by Management.
Role & responsibilities of State Programme Manager(MIS)
Project Manager(PM-MIS) will support the CEO/ACEO and will be
responsible to provide directions, guidance and support to a team consisting of
State/District Programme staff, Block Staff & YPs etc.

Broad Area of Work


 To upload the MIS reports relating to State Head Quarter at National
portal of NRLM MIS.
 To create users IDs and Passwords of District and Block.
 To upload and add new Banks and Bank branches on MIS
 To prepare review meeting files and make other necessary arrangements
for meetings.
 To impart training to concerned MIS officials and newly joined staff in
HPSRLM
 To look after the problems if any faced by the field staff District and Block
level with regard to MIS
 Standardize Location Master (Addition, Deletion & shifting of
Grampanchyat &Village ) on request of blocks.
 Responsible for timely upload and verification of monthly progress report
MPRs from Block and District levels.
 Generate reports in regards of important indicators of HPSRLM from MIS.
 Uploading State and Central share related file on IWDMS portal for release
of funds from Finance Department.
 Generate bills for treasury to release funds against the amounts
sanctioned by the Finance Department Punjab.
 Co-ordinate with the National Team MIS for any problem and
implementation of new services in the state.
 Time to time hold refresher training for the mission staff and eCRPs.
 To Provide different types of formats to State, Districts and Block level in
respect of MIS.
 Organize Monthly, Quarterly, Half Yearly and Yearly review meeting of all
staff at state level on the basis of MIS data.
 All type of MIS reporting to National Level.
 Responsible for overall implementation of Transaction Based SHG Digital
Accounting System by supervising MIS, IBCB and FI persons at State,
District and Block Levels.
 Managing Annual Maintenance / service contracts and warranty.
 Guide and support HO and District team for proper implementation of IT
and MIS related activities
 Process computer, server and peripheral parts maintenance and
replacement demands.
 Maintain IT infrastructure Inventory and create plans for future new
technology requirements.
 Monitor the performance of the District/Block level –MIS.
 Report regularly to NMMU/SMMU in form of generating periodic reports
 Creation of Block level user in TBSDAS.
 Responsible for Preparation and implementation of eCRP policy in the
state in respect of TBSDAS.
 To prepare block wise monthly progress report in regard of TBSDAS.
 Rectify the problems occurs at all level in the implementation of TBSDAS.
 Identify and train master trainer in respect of NRLM MIS and TBSDAS.
 Monitoring of implementation of MIS in state by regular field visit to
District and blocks.
 Any other task as and when assigned by CEO/Addl. CEO-HPSRLM.
Role & responsibilities of State Programme Manager M&E, HR and
Knowledge Management

State Programme Manager(SPM-M&E, HR and KM) will support the


CEO/ACEO and will be responsible to provide directions, guidance and support to
a team consisting of State/District Programme staff, Block Staff & YPs etc.

Broad Area of Work

 Regular monitoring of blocks on the basis of KPIs of NRLM-MIS.


 Development of procedure for the quantitative and qualitative monitoring
of HPSRLM staff at all level.
 Thematic area wise review of all blocks on monthly/Quarterly basis with
respect to targets approved under AAP.
 Ranking of good performing blocks.
 Devising monitoring strategy for the project staffs
 Recruitment for positions at State, District, Block and Cluster as per
approved in Annual Action Plan through Direct or an external Recruitment
Agency.
 Designing Job Descriptions across all levels and for all Verticals for
SMMU,DMMU & BMMU.
 Facilitating joining process and conducting induction program of staffs
recruited for district and block level.
 Facilitating both State and District unit to execute necessary formalities
towards staff exit; staff database management; staff deployment; and
management of HR processes viz. leave transfer, entitlements, advances
etc.
 Handle cases related to grievances and organizational/staff discipline
 Responsible for designing module for induction and orientation training of
HPSRLM staff.
 Carry out skill Gap Analysis by development of Skill Mapping format for
identifying next phase of training needs.
 Develop Training Plan and Training Calendar for the employees based on
Skill Map Analysis for the phase wise development of Training Modules
and continuous process of Capacity Building.
 Arranging logistic, maintaining stocks, training kit preparation,
recruitment kit preparation etc.
 Design and Develop formats for Annual Performance Appraisal for the
HPSRLM employees.
 Policies related to TA&DA, Compensation, Transfer, Promotion, Interns,
Short Term Consultants, Grievance Redressal and Exit
 Development of a uniform and comprehensive HR Policy by the
development of Human Resource, Capacity Building and Performance
Appraisal & Incentive Manual
 Employees Empowerment, Employee Engagement, Employee Retention
 Provision of adequate Human Resource, Office utilities, Logistics
arrangements, Facilities maintenance, Tackling all disciplinary issues with
suitable action , Conduct of Timely Meetings, issuing of necessary Orders,
Circulars & Notices, Monitoring the work of staff.
 Maintenance of Records related to Human Resources, Policies and
Circulars issued under HPSRLM.
 As part of the Communication team at state level, you would be primarily
responsible for rolling out the communication strategies across the
Mission. You would closely work with the district and block teams to
ensure that all staff shares the same vision of the Project. You would also
provide close guidance to assist capacity building teams with design
inputs.
 SPM-Knowledge Management will be responsible for supporting in
Capacity building exercise activities. Media relation activities with success
story compilation. Dissemination of Project information to all concerned.
Implementing communication strategy and hand holding support in
publication at various levels with various tools - Print, Audio/Video Web
etc.
 S/he will be responsible for developing and disseminating State & District
specific IEC materials under HPSRLM.
 S/he will also have to undertake extensive field visit to ensure quality
project/program interventions.

Any other task as and when assigned by Management


Role & responsibilities of District Programme Manager

District Programme Managers will support the SPMs (All thematic areas) and will
be responsible for overall implementation of progamme at field level.

Broad Area of Work

 Take leadership role in designing and roll out of Mission activities in the
district in consultation with thematic experts at State Level.
 Undertake field visits proactively
 Regular inspection of block for successful implementation of HPSRLM
activities at field level – 2 blocks each month [format to be shared]
 Responsible for the inspection and implementation of PRP and CRP rounds
conducted in the district.
 Provide necessary technical and management support to BMMUs and
conduct regular review meetings.
 Assist SPM-Livelihoods for the effective implementation of livelihood
projects undertaken under livelihood interventions.
 Overseeing all planned activities related to social mobilization, Institution
Building, Financial Inclusion , Livelihoods and ensures its timely execution
across the district.
 Liaison with Banks and other financial institutions at the district level
specifically with commercial banks for fostering and pushing the SHG bank
linkage program to ensure greater financial inclusion
 On time disbursement of Revolving Fund and Community Investment
Fund money.
 Better relationship with banking sector and ensuring SHG Bank Linkages
as targeted in the district
 Monitoring, reviewing and documentation of all thematic intervention in
district and preparing periodic reports and other relevant documents as
required.
 Facilitating environment and taking effective initiatives towards building
capacity of community institution’s and community cadre on LH related
issues.
 Maintaining thematic data update in MIS at district level.
 To make regular on hand holding support to CBOs and BMMU officials as
well as communities on SD issues.
 To prepare and submit the programmatic and financial progress reports in
the prescribed format to the SMMU every month and whenever required.
 Develop innovative strategies to capture case studies, best practice
learning notes, handouts, short films in order to support the overall
knowledge management.
 Document case studies of best practices, success stories and innovations
of SM/ IB existing in the district to draw lessons and share with SMMU for
replication in other districts
 Make timely reports to SMMU (MPRs, QPRs and other relevant reports)
 Ensure physical and financial target as per plan
 Work as master trainer for BMMU, community, community institution,
community cadre and other stakeholders
 Support Community Federations in layering activities like social security
and development, convergence, livelihoods activities etc.
Any other task as and when assigned by Management
Role & responsibilities of Young Professionals

Young Professionals will support the DPMs & SPMs (All thematic areas) and will
be responsible for overall implementation of progamme at field level.

Broad Area of Work

 Undertake field visits proactively.


 Provide necessary technical and management support for implementation
of all Mission activities i.e. CRPs, PRPs, LSEOs, Area Coordinators and
conduct regular review meetings
 Identify opportunities and implement activities under convergence model.
 Facilitate preparation of livelihoods plans by community level institutions
and its implementation.
 Undertake regular monitoring through field visits.
 Report to DMMU and submit MPRs, QPRs and other relevant reports i.e.
8th of every month.
 Liaison with PRI institutions, line departments and other non-government
organizations.
 Prepare plan for the implementation of livelihoods activities (Farm and
Non Farm) and provide hand holding support to CBOs in market linkage.
 Assist SPM-Livelihoods for the effective implementation of livelihood
projects undertaken under livelihood interventions.
 Support Community Federations in layering activities like social security
and development, convergence, livelihoods activities etc.
 Develop innovative strategies to capture case studies, best practice
learning notes, handouts and short films in order to support the overall
knowledge management.
 Responsible for the inspection and implementation of PRP and CRP rounds
conducted in the district.

 Ensure quality and sustainability of CBOs by regular interaction and
proactive field visits.
Role & responsibilities of Area Coordinators

Area Coordinators will support the DPMs, YPs, LSEOs, LBDCs and will be
responsible for overall implementation of progamme at field level.

Broad Area of Work

 Undertake field visits proactively.


 Provide hand holding support to CBOs after formation.
 Identify and facilitate the process of organizing and inclusion of women,
vulnerable communities (Differently-abled, SC/STs and other under
privileged sections) and strengthening them into functional Community
level institutions.
 Facilitate activities relating to livelihoods planning, micro credit meetings,
micro credit plan development, and CIF utilization among communities.
 Submit MPR’s, QPR’s and other relevant reports to update on MIS.
 Liaison with PRI institutions, line departments and other non-government
organizations.
 Attend SHG’s, VO’s and CLF’s meetings on random basis for inspection
and hand holding support in related activities.
 Opening of SHG and individual members bank accounts.
 Inspection of Micro credit plan prepared by CBOs.
 Conduct and Inspect CRP round in the concerned area.
 Submit progress report of the each CRP round conducted.
 Responsible for the submission of appraisal report of CRP team members
after each CRP round through proper channel.
 Facilitating the Social Mobilization and formation of community Institutions
 Enabling the Capacity Building of Community Institutions.
 Facilitate the Linking of the Community Institutions with Financial
Institutions
 Work closely with and reporting to Community Institutions
Role & responsibilities of Computer Operator/MIS Coordinators

 Registration of CBOs (SHG, VO and BLF/CLF) profiles on NRLM-MIS.


Where Computer operator is not present LSEO will perform all duties.
 Monitoring and implementation of TBSDAS at GP level.
 Ensure timely and accurate data entry of all MIS related data of the
project as well as community level
 Ensure timely availability of data in order to generate required Progress
reports.
 Timely submission of Monthly progress report i.e. 5th of every month.
Role & responsibilities of CRPs

CRPs will undertake CRP round under the supervision of DPMs, YPs, LSEOs and
NRLM staff at field level.
The details of the activities taken under CRP round are as under:

Self Help Group Level


 The team will meet the Pardhan, Panchayat Secretary, village elders, and
opinion leaders and brief the purpose of visit.
 Conduct a meeting of villagers and leftover POP and Poor to have a
diagnostic study of the status of SHGs and the poverty issues in the
village.
 Formation of new groups with leftover poor and Poorest of the Poor.
 Trainings to SHG regarding panchsutra, auditing and book-keeping
 As per the assumptions, 6 out of 10 SHGs in a V.O. will be trained by the
CRP team. This will also include all of the new SHGs formed.
 Conduct group level members training to each SHG for 3 days.
 Facilitate group meetings in the night and develop group management
norms and financial management norms in the SHGs.
 Facilitate SHG members to identify /Community Mobiliser/Bookkeepers.
 Give Intensive training to Community Mobiliser/Bookkeepers on their roles
and the requirements of the Bookkeeping.
 Facilitate leadership rotation in the groups where some leaders continued
for long years.

Village Organization Level


 Give training to all SHG members on how to constitute VO around
members having common social economic interests.
 Facilitate VO GB and EC meetings to develop clarity on VO seating
arrangement, meeting process, agenda preparation, discussion and
decision making, review of community mobiliser and SHG performance in
the meeting and appraisal of MIP/MCPs from SHGs in the VO meeting.
 Facilitate VO members in formation of sub committees and imparting
training to the members of subcommittee on their role and responsibilities
and its execution.
 Give training to the VO members on requirements of VO Bookkeeping and
preparation of VO transaction report for TBSDAS
After completion of CRP round, CRP teams has to submit all data related to CBO
profiles (SHG, VO BLF/CLF), members details with bank details and aadhar
seeding status to the supervising officer. On the basis of report submitted by
CRP team supervising officer conduct inspection visits and will grade the CRP
team for further reference.
