EXECUTIVE SUMMARY

HAZARD AND VULNERABILITY ASSESSMENT

Tropical Storm (TS) Egay (international name: Linfa) was the fifth tropical cyclone that
entered the Philippine Area of Responsibility (PAR) in the same year. TS Egay
continued its track toward Northern Luzon but at a faster pace, as reported by the
country’s weather bureau, PAGASA.

PAGASA stated that as of 10 AM today, July 4, 2015, TS Egay was moving northwest
at a speed of 13 kilometers per hour. Bagyong Egay was last spotted 280 kilometers
east of Baler, Quezon Province.

TS Egay packs maximum sustained winds of 85 kph and gustiness of up to 100 kph.
The weather bureau also released the updated Public Storm Warning Signals in
different parts of the Philippines.

Public Storm Warning Signal No. 2: Isabela, Quirino, Cagayan and Northern Aurora
Public Storm Warning Signal No. 1: The rest of Aurora, Nueva Ecija, Nueva Vizcaya,
Ifugao, Benguet, Mt. Province, Kalinga, Apayao, Abra, Ilocos Norte, Ilocos Sur,
Babuyan and Calayan Group of Islands.

According to PAGASA’s latest weather bulletin, they expected that Bagyong Egay will
make a landfall at the northeastern part of Cagayan on Sunday morning or afternoon.
The areas of Metro Manila and the regions of Bicol, Calabarzon and Mimaropa will
experience moderate to occasionally heavy rains and thunderstorms because of
“habagat” (southwest monsoon).
DAMAGE AND LOSS ASSESSMENT
As a whole, the damage for the social sector is estimated at PhP1,913,814 and the
estimated total losses to the economy amounts to PhP312,900. Overall, the recovery
and reconstruction needs are estimated to reach PhP14,566,545.

Housing
Damage of PhP1,910,000 is estimated based on 98 partially damaged housing units
in the 3 affected areas covered by the PDNA, namely: Purok Centro, Purok Borayok,
and Purok Sentro of Barangay Ili Sur, San Juan, La Union. Damage to household
goods is estimated at PhP490,000. Loss estimates amount to PhP1,022,140, which
account for the cost of repair kits and cost of food and non-food items distributed to
affected households. Estimated total damage and losses in the housing sector is
PhP2,932,140.
Financing needs for the reconstruction and recovery of the housing sector is estimated
at PhP11,960,000. This amount includes capacity building on database creation
(baseline information), LGU funded Emergency Shelter Assistance (ESA), and the
construction of evacuation center strategically located in the barangay that can also
cater residents of adjacent barangays in the municipality.

Health
There was no damage or loss on this sector but there is an estimated financing needs
for the reconstruction and recovery amounting to PhP2,601,250. Priority is placed on
the construction of barangay health center equipped with over the counter medicines
and basic medical equipment like hospital bed, wheel chair, weighing scale, glucose
meter, nebulizer, blood pressure apparatus, and portable toilets.

Education
TS Egay caused minor damaged on the roof of school amounting to PhP3,814. No
losses were reported. Reconstruction and recovery needs are assessed to cost
PhP185,295 for the minor damaged on the roof using stronger roof materials that can
withstand strong wind velocity, and provision of capability building for teachers and
students on disaster preparedness.
HUMAN RECOVERY NEEDS ASSESSMENT

Barangay Ili Sur consists of three puroks namely: Borayok, Sentro and Paratong.
Purok Paratong was heavily affected due to continuous rain and strong wind. Since it
is a low-lying area, most of the housing units were partially damaged. Hence, loss on
families affected for the cost of repair. However, with the help of the barangay officials
and their readiness in terms of equipment during disaster, they were able to recover
gradually.
There is no existing barangay health center (BHC) in the barangay however there is
provision of over the counter drugs for residents who cannot afford to buy such.
Residents of the barangay go to the Municipal Health Office (MHO) for their medical
needs but some of the residents of Barangay Ili Sur are having a hard time accessing
immediate medical services due to the great number of clients availing services at the
MHO considering the fact that the MHO has 1 doctor and 6 nurses only catering the
41 barangays in the municipality.
According to Mr. Ramil Dollage – Brgy. Tanod, a land is available for the construction
of BHC at Purok Paratong but the problem is it is located at a flood prone area. The
drainage system in the area is prone to clogging which eventually causes flooding due
to its poor performance. Classes in all levels were suspended. During the disaster,
affected residents of the barangay immediately evacuated on designated evacuation
centers (school facilities and basketball court located in the barangay). Barangay hall
and basketball court cannot accommodate all the residents. There is need to construct
an evacuation center in the barangay so that schools and barangay hall which serve
as temporary evacuation centers will resume their operation. Toilet facilities in
designated evacuation centers were not enough to accommodate the number of
evacuees. Thus, resulting to poor hygiene and some common illnesses like diarrhea.
Once flood had subsided, classes resumed however some of the students were not
able to attend classes due to sickness, and passable flooded areas but risky to
students.
