Praise for Burlingame apartments design

Burlingame officials praised the initial
designs of a 265-unit, mixed-use project
expected to the first sizable development
constructed in a newly-planned neighbor-
hood.
Burlingame planning commissioners
shared their support for the residential and
commercial proposal by Summerhill
Apartment Communities on the corner of
Adrian Court and Adrian Road, according to
video of the meeting Monday, May 13.
The project comprised of two, seven-
story towers is likely to be the first housing
development in the area around Rollins
Road, where officials are seeking to build a
new residential hub a short distance from
the Millbrae train station.
For his part, Commissioner Richard
Terrones said he believes the initial project
plans are appropriate for a development
which officials hope will make a good first
impression.
“I think this is a good project to start as
that pioneer,” said Terrones, noting the lack
of other similar developments nearby.
Officials only completed design review of
the project and made no decision, as plans
must first undergo environmental impact
analysis before moving ahead to more thor-
ough criticism.
The project is proposed on a 2.8-acre site
currently occupied by a Sprint building and
a vacant office. Plans include about 3,000
square feet of commercial space on the
ground floor of one building, the upper
floors of both buildings will be used for
housing. Plans make room for three studios;
194 one-bedroom units; and 68 two-bed-
room units which will be rented.
Thirty-eight of the units will be set aside
at an affordable rate for those making 80%
of the county’s area median income, which
amounts to $82,900 for a single-person
household, $94, 700 for a two-person

household, $106,550 for a three-person
household and $118,400 for a four-person
household, according to a city report.
There will also be 315 parking spaces for
residents, visitors and the commercial com-
ponent in a garage built at the site.
Other amenities will include a gym and
pool for residents as well as a lounge and co-
working space, plus a paseo leading to a
public park and dog park which will be
available to the community.
The privately-maintained nearly half-acre
park at the south end of the property will
offer segregated, fenced runs for large and
small dogs, a bocce ball court, a turf field,
seating area and other amenities. Another
portion of the site will offer a public plaza
with a fountain, outdoor seating and addi-
tional features.
Officials shared their appreciation for the
community benefits offered, noting such
details will be required to improve the quali-
ty of life for residents of the development,
and others which will soon be built nearby.
As part of the recent general plan update,
Burlingame officials agreed the area around
Rollins Road should be transitioned from
primarily industrial uses to a new residential
neighborhood. Seeking to seize on proxim-
ity to the joint Caltrain and BART station in
Millbrae, officials agreed the area abutting
Burlingame’s northern border can appropri-
ately accommodate an uptick in transit-ori-
ented development.
As the project is the first of its kind near-

appreciated Summerhill’s ambition to break
ground, as well as the development’s

sations he developed a sexual relationship
with a 16-year-old student that lasted two
years while he was a Spanish teacher at
Westmoor High School in Daly City,
according to the San Mateo County District
Attorney’s Office.

of April, according to new data released
Wednesday by the U.S. Bureau of Labor
Statistics.
Gasoline prices averaged just under $4 a
gallon in the San Francisco-Oakland-
Hayward area. That’s about 37 cents higher
than last April in the region, and 38 percent
more than the $2.89 national average.
Out of the 23 metropolitan areas surveyed
by the bureau, only Los Angeles and San
Diego were close to the $4 mark and the
only non-Western city that lingered above
$3 per gallon was Chicago, where the aver-
age price was $3.07, according to BLS
economist Todd Johnson.
Drivers have endured gasoline prices from
about 24 percent higher to 38 percent high-

“This is not a really unusual situation,”
Johnson said. “But it’s inching up to the
point where it looks more alarming than it
has in the past.”
Gasoline wasn’t the only thing Bay Area
residents paid more than average for in April
— electricity was 56.3 percent more than
the national average at 21.1 cents per kilo-
watt hour and natural gas was about $1.62
per therm, or 57.1 percent above the aver-
age for the rest of the country.

mean that more spam calls are blocked. Right now, cus-
tomers have to take the extra step of requesting tools from
their carriers or downloading apps from other companies to
help them weed out most unwanted calls.
The rising volume of calls in the last few years, driven by
how cheap and easy it is for scammers to call millions of
people as well as weak enforcement, has created pressure on
Congress, regulators and phone companies to act. The vol-
ume of calls has risen to roughly 5 billion per month,
according to call-blocker YouMail, from 2.7 billion in
November 2017. That’s when the government gave carriers
explicit, although narrow, permission to block certain
types of calls.
Many robocalls are not scam calls, though, but calls from
debt collectors and telemarketers selling insurance, cruises
and the like. It’s not clear if carriers would automatically
block those calls, too, said Margot Saunders, senior coun-
sel for the National Consumer Law Center and an expert on
robocalls.
Under the proposed rules, the agency won’t require carri-
ers to provide such services or mandate that the tools
offered are free. Today, some of these apps cost extra

Trump blurs line between governing, campaign

WASHINGTON — It was an
Oprah-worthy moment: President
Donald Trump stood before a
Louisiana crowd at an official tax-
payer-funded event and tossed out
an enticing promise. “If we win
this election, which is just 16
months away, we’re giving you a
brand new I-10 bridge.”
Trump’s commitment during a
visit to a liquefied natural gas
export facility on Tuesday drew
cheers from his audience. But it
generated immediate criticism from
ethics experts who have already
sounded alarms about Trump’s
apparent willingness to put the fed-
eral bureaucracy to work for his
own political gain.
All presidents benefit from the
trappings of the office. But as
Trump heads into a turbulent re-
election campaign, historians and
observers are wondering just how
far the president might be willing
to go in using the levers of presi-
dential power, from the Pentagon to
the Justice Department, to energize
his supporters and help bolster his
election chances, especially if the
polls are tilting against him.
“I think there’s no limit to what
Donald Trump will do to get re-
elected,” said historian Douglas
Brinkley. “When painted into a
corner in an election season,” he
said Trump has shown a willing-
ness to take “extraordinary leaps to
frighten people into voting for
him” or make grand infrastructure
promises that may never come to
pass.

mize losses in the House, Trump
turned to his go-to issue — immi-

from the White House about an
“invasion” of Central American
migrants , even though the caravan
he warned against was still hun-
dreds of miles from the U.S.-
Mexico border and dwindling.

halcyon days when strong military and
political ties between Britain and the United
States meant that Washington could assume
it had a staunch partner for standing up to a
foreign foe.
Dating back to World War II and including
joint actions against Kosovo, Afghanistan
and the two wars against Iraq, U.S. leaders
have been able to count on Britain to take
part in invasions and airstrikes, and to help
persuade sometimes cautious European allies
to offer political and logistical support.

own seems particularly weak at the moment
because the government is in disarray over
its stalled Brexit divorce plan from the EU,
and Prime Minister Theresa May has said she
will step down once the withdrawal becomes
a reality.
Some European diplomats say privately
that Pompeo was unconvincing when he met
separately with several European foreign
ministers and that there is little comprehen-
sion of what U.S. officials hope to achieve
by putting maximum pressure on Iran at a
time when its economy is already suffering

parties in Congress demanded more infor-
mation on the White House’s claims of ris-
ing threats in the Middle East, warning
President Donald Trump off a dangerous
escalation with Iran.
The top leaders in Congress — the so-
called Gang of Eight— are to receive a clas-
sified briefing from the administration on
Thursday. But House Speaker Nancy Pelosi
said the White House has resisted a wider
presentation for all lawmakers, part of what
Democrats say is a pattern of stonewalling.
Some Republicans, including Utah Sen.
Mitt Romney, sought out their own briefin-
gs as the administration called U.S. person-

that the U.S. moves are a prelude to war.
Trump himself denied a report Tuesday that
the administration had reviewed a plan to
send 120,000 troops.
Still, the actions are exposing skepticism
in the U.S. and among foreign allies, a lega-
cy of the 2003 invasion of Iraq that was
based on false intelligence. U.S. officials
have not publicly provided any evidence to
back up claims of an increased Iranian
threat.
“Congress has not authorized war with
Iran, and the administration, if it were con-
templating military action with Iran, must
come to Congress to seek approval,” said
Sen. Bob Menendez of New Jersey, the top
Democrat on the Senate Foreign Relations

US pulls staff from Iraq amid Mideast tensions

BAGHDAD — The U.S. on Wednesday
ordered all nonessential government staff to
leave Iraq, and Germany and the Netherlands
both suspended their military assistance
programs in the country in the latest sign of
tensions sweeping the Persian Gulf region
over still-unspecified threats that the Trump
administration says are linked to Iran.
Recent days have seen allegations of sab-
otage targeting oil tankers off the coast of
the United Arab Emirates, a drone attack by
Yemen’s Iranian-allied Houthi rebels, and
the dispatch of U.S. warships and bombers
to the region.
At the root of this appears to be President
Donald Trump’s decision a year ago to pull
the U.S. from Iran’s nuclear deal with world
powers, embarking on a maximalist sanc-
tions campaign against Tehran. In
response, Iran’s supreme leader issued a
veiled threat Tuesday, saying it wouldn’t be
difficult for the Islamic Republic to enrich
uranium to weapons-grade levels.
The movement of diplomatic personnel is
often done in times of conflict, but what is
driving the decisions from the White House
remains unclear. A high-ranking British
general said there was no new threat from
Iran or its regional proxies, something
immediately rebutted by the U.S. military’s
Central Command, which said its troops
were on high alert, without elaborating.
Last week, U.S. officials said they had
detected signs of Iranian preparations for
potential attacks on U.S. forces and inter-
ests in the Middle East, but Washington has
not spelled out that threat.

difficult part,” Khamenei said, according to
the newspaper. “The next steps are easier
than this step.”
It was a telling remark from the supreme
leader — Iran is not known to have enriched
beyond 20% previously and it’s unclear how
far Tehran is willing to go in this process.
Khamenei has final say on all matters of
state in Iran.

Stocks extend gains after an early slide

Wednesday, giving the market its second
straight gain in a week of bumpy trading.
Big technology and communications
companies, including Microsoft, Apple and
Google parent Alphabet, led the rally as the
market shrugged off an initial stumble.
Banks took heavy losses following a sharp
drop in bond yields.
Investors got in a buying mood after
Treasury Secretary Steven Mnuchin gave a
Senate subcommittee a promising update on
the Trump administration’s efforts to reach a
trade deal with Canada and Mexico. Markets
also got a boost from reports that the White
House plans to delay new tariffs on car and
auto parts imports from Europe by up to six
months.
“The market does not believe that the
trade discord will be protracted or widen, nor
lead to a worldwide economic slowdown, or
worse yet, a global recession,” said Sam
Stovall, chief investment strategist at
CFRA.
The S&P 500 index gained 16.55 points,
or 0. 6%, to 2, 850. 96. The Dow Jones
Industrial Average rose 115.97 points, or
0.5%, to 25,648.02. The index had briefly
fallen 190 points.
The Nasdaq, which is heavily weighted
with technology stocks, added 87. 65
points, or 1.1%, to 7,822.15.

NEW YORK — It’s not just big oil and
power companies that investors are push-
ing to do better on the environment.
In the next few weeks, Amazon investors
will vote on a proposal made by sharehold-
ers and workers to push the company to
describe how it’s curbing its use of fossil
fuels. In California, investors of Ross
Stores are asking the retailer of off-price
clothing to set goals for reducing green-
house gas emissions. And in Kentucky, Yum
Brands shareholders are pushing for an
annual report on what the parent of KFC,
Pizza Hut and Taco Bell is doing about defor-
estation caused by its suppliers.
As the earth gets warmer, shareholders
with the environment in mind are widening
their focus and increasingly targeting con-
sumer businesses, internet companies and
others that don’t first come to mind as big
polluters.
Every year shareholders try to place pro-
posals on the agenda for their companies’
annual meetings. Five years ago, only 33%
of all proposals related to climate change
were aimed at companies outside the energy
and utility industries. So far this year, 60%
of such proposals are targeted at companies
outside energy and utilities, according to
ISS Analytics.
“Climate change will affect all indus-
tries,” said Kosmas Papadopoulos, execu-
tive director at ISS Analytics, the data intel-
ligence arm of Institutional Shareholder
Services, “and I think we’ll see more in
other sectors.”
Once limited to a niche group of mutual
funds that simply promise not to own
tobacco or gun stocks, sustainable and
responsible investing has grown increas-
ingly mainstream and more comprehensive
in its decision making. These investors see
additional profits to be made — and losses
to be avoided — by considering how the
world’s changing climate affects compa-
nies, as well as how those companies are
affecting the environment.
Consider PG&E, which some investors
call the first climate change bankruptcy. It
filed for Chapter 11 protection earlier this
year due to potential liabilities piling up
following devastating wildfires in northern
California.
Famed value investor Jeremy Grantham,
who correctly predicted the dot-com and
housing bubble crashes, sees climate
change investing offering decades of
growth. His firm, GMO, launched a climate
change fund in 2017. Competitors around
the industry have been launching their own
funds that value companies’ approaches to
environmental, social and corporate gover-
nance issues, which are known in the indus-
try as “ESG funds.”

MILWAUKEE — Down for most of the game,
clearly rusty at times after nearly a full week
off, the Milwaukee Bucks looked very much
like a team in trouble. Until the fourth quarter.
The team with the NBA’s best record this
season found its stride at the perfect time.
Brook Lopez scored 13 of his career play-
off-high 29 points in the fourth quarter,
Giannis Antetokounmpo added 24 points and
the Bucks closed the game on a 10-0 run to
beat the Toronto Raptors 108-100 in Game 1
of the Eastern Conference finals on
Wednesday night.
Milwaukee forced Toronto to miss its final
eight shots and outscored the Raptors 32-17
in the fourth.
“I think it speaks a little bit to the character
of the group,” Bucks coach Mike Budenholzer
said. “They just stick with it. I think it’s
become a little bit of a theme in the playoffs:
I think eventually, hopefully, we feel like if
we stick with what we’re doing good things
will happen for us.”
Lopez had a dunk with 2:20 left to put the
Bucks ahead for good, added a 3-pointer on
the next Milwaukee possession to push the
lead to four and the Bucks — after trailing for
the overwhelming majority of the game —
did just enough in the final minutes to grab
the series lead.

Rain forces CCS openers rescheduled

While most teams in the Central Coast
Section baseball and softball brackets were
scrambling to beat the rain — to various
degrees of success — some schools decided
early Tuesday to not even tempt the rain gods
and postponed their games to later in the
week.
Both the North Salinas-Aragon and the
Alvarez-San Mateo CCS Division I softball
games were moved not only to Friday, but the
teams will play a double header on College of
San Mateo’s artificial turf facilities. Aragon-
Salinas will go at 3 p.m., followed by San
Mateo-Alvarez at 5 p.m.
Those weren’t the only postponements.

then when Aragon manager Lenny Souza
added water-absorbing material on the
mound to combat the water that was begin-
ning to puddle around the field.
And still they played on.
Bever ended up wiggling out of the jam
and after adding two bags of the water-
absorbing material around home plate, the
Dons took their last at bats. When the
inning ended on a strikeout, the umpires
finally suspended the game.
It was a fitting end to a day during a season
in which rain wreaked havoc.
The game is tentatively scheduled to
resume at 4 p.m. Friday at Aragon in the top
of the eighth inning tied at 5, field condi-
tions pending.
“I think it was fair,” Aragon manager
Lenny Souza said about the decision to sus-
pend the game. “There was relief that neither
of those teams was going to lose because of
the conditions. The kids want to keep play-
ing, but it’s our job to protect them.”
As dramatic as the game was through the
first 5 1/2 innings, the drama was taken up a
notch in the bottom of the sixth. Aragon’s
Drake Kenneally led off the inning with a
bloop single to shallow center. He moved up

made early because forecasts showed rain hit-
ting the Peninsula around 4 p.m. He said he
didn’t want Alvarez to come all the way from
Salinas, only to have the game suspended or
rained out and then force the Eagles to make
the long drive a second time.
“The rain around three or four is supposed
to be hellacious,” Scheller said. “If we were
playing a team from down the street, we’d be
trying to get it in.

Following a groundout for the second out of
the inning, Cam Grant was intentionally
walked and No. 3 hitter Conor Hourigan also

he lifted a foul ball behind the plate. SHC
catcher Leo Kikuchi made a staggering,
bending-backward catch to end the inning.
The Irish took that momentum to the plate
against Bever, in relief of Hourgian, who
went the first six innings.
Bever got into immediate trouble.
Although he was spotting his pitches well,
he wasn’t getting the calls. He gave up a sin-
gle to Lucas Kelly to lead off the seventh
before Dan Hinderliter drew a walk on a full
count.
Bever struck out the next batter looking
for the first out of the inning, but after get-
ting ahead of Chris Rodriguez 0-2, Bever
ended up walking him to load the bases.
But then Bever buckled down. He went 3-2
to Conner LaChapelle before notching his
second strikeout of the inning on a full
count. He then went 3-1 against pinch hitter
Jaime Gomez, but Bever bounced back to get
the strikeout swinging and end the threat.

While Scheller said he still had to finish
out the paperwork necessary to reserve the
CSM field, he said the two schools have
already agreed verbally.
North Salinas was in the same boat as
Alvarez and Aragon athletic director echoed
Scheller in the reasoning behind moving the
game. Sell said it’s much easier to postpone
CCS softball games because pitching is not
as taxing on softball pitchers as it is on base-
ball players, who have pitch counts and
mandatory rest days to factor into a game.
“We didn’t feel as squeezed in softball as in
baseball,” Sell said. “The worst case scenario
is (a game) Friday and (the quarterfinals)
Saturday. (Softball) pitchers can handle that.”
“[Bever] was a man,” Souza said. “Bever
didn’t get the start. He would have loved the
start, but he was ready when we needed him.”
Aragon, the No. 5 seed in Division II,
knew it was in for a game when SHC, the
No. 12 seed, took a 1-0 lead in the top of the
first when Raphael Cervantes’ two-out dou-
ble drove in Kelly, who was on after being
hit by a pitch.
But Aragon showed it was up for a battle as
the Dons needed just two batters to tie the
game. Shortstop Jace Jeremiah led off the
bottom of the first by banging a double to
left. Grant followed and hit a booming shot
to right-center field. He thought he got all of
it, but instead settled for an RBI double.
Grant would later score on a fielder’s choice
error to give the Dons a 2-1 lead after one.
‘These kids fight. They’re not afraid to
square off against a team,” Souza said of his
squad. “When we got those [two doubles to
lead off], I was like, ‘OK. Here we go.’”
The Irish scored single runs in the third on
a single to center by Cervantes to tie the
game at 2-all and scored again in the fourth
on a LaChapelle sacrifice fly for a 3-2 lead.
But Aragon battled back with three runs in
the bottom of the fourth, sending nine bat-
ters to the plate in the process. Grant drove
in Kenneally with a sacrifice fly, Mukai
drove in Calvo with two-strike single to
center and Jeremiah scored from third on a
wild pitch to put the Dons up 5-3.
SHC would tie the game in top of the sixth
when pinch hitter Dave Briseno ripped a
two-run triple to right, just missing a three-
run home run.
Both teams had their chances to take the
lead over their final at-bats, instead settling
for a suspended game.
“It was a fun, back-and-forth game,” Souza
said. “That’s what CCS is all about. You get
these matchups and everybody cares a lot
and get these great games. They’re fun
games. They’re a fun thing to be a part of.”

Anderson impresses in Giants debut

SAN FRANCISCO — In the throes of
Tuesday’s failed “opener” experiment, the
Giants needed a pitching boost.
Shaun Anderson delivered that boost, as
the latest addition to the carousel that is the
Giants’ 2019 roster impressed through five
solid innings in his major league debut
Wednesday in a 4-3 win over the Blue Jays at
Oracle Park.
Anderson settled for a no-decision, yield-
ing three runs on two hits. He made up for
those two hits at the plate, going 2 for 2
with a double in the second inning in his
first big league at-bat.
“We didn’t play our best defense and they
got a couple of cheap runs but overall I
thought he did a nice job,” manager Bruce
Bochy said. “Couldn’t get a hit to blow it
open but he did his job.”
Brandon Crawford hit a tiebreaking home
run in the sixth off Ryan Tepera (0-2) after
going 0 for 2 against Jackson.
“He’s always been a tough at-bat for me,”
Crawford said. “Threw me a nasty cutter in
my second at-bat, and has always mixed
speeds with his slider and changeup.”
Mark Melancon (1-0) pitched out of a
first-and-third, no-outs jam in the sixth for
the win. Will Smith struck out the side in the
ninth to remain perfect in 11 save chances.

Jackson has played for the Dodgers, Tampa
Bay, Detroit, Arizona, the White Sox, St.

dominant fastball to match his season-high
with 12 strikeouts.
“I told my guys to cut their swings down,
put the ball in play and see what happens,”
Scott said.
The strategy paid off in the sixth.
Kim reached base on an infield error, hit-
ting a slow bounder to the right side of the
infield that Pioneer’s second baseman
charged but couldn’t field cleanly. Kim went
on to steal 180 feet, swiping second base
with close play on a feet-first slide, then later
stealing third base off the pitcher.
“We had a plan of attack on certain balls in
the dirt with it being 0-0 so late and their
pitcher being so dominant,” Scott said. “So,
we had to attack on balls in the dirt.”
With his legs already in gear, it didn’t take
much to prompt Kim take a shot at home. So,
when Torpey bounced ball four on a walk to
Chase Funkhouser, the speedy sophomore

“It felt really nice to finally have some

disaster. But McMaster, a senior catcher,
blocked it and threw the runner out at first.
The closest Burlingame came to recording
a hit was in the fifth when Emilio Flores belt-
ed a line drive to right field. Scott said on any
other day, the ball could have carried over the
right fielder’s head. But with the wind knock-
ing it down, it made for a can of corn.
With the win, Larkin improves his record
to 5-2. The sophomore has worked in the
Burlingame starting rotation since the outset
of the season. Wednesday marked the first
complete game of his varsity career.
Burlingame now advances to the quarterfi-
nals of the Division II bracket. The Panthers
travel to face No. 1 Monterey at Sollecito
Park Saturday at 1 p.m.

Race jury give van Garderen lead
MORRO BAY — Tejay van Garderen
thought he had lost his overall race lead in
the Tour of California after a string of bad
luck in the final couple of miles Wednesday.
The race jury gave it right back a couple
hours later.
Tour organizers issued a
controversial statement
that said a major crash
near the finish that held
up van Garderen and many
other top contenders
would be treated “such
that all riders affected by
the incident and the road Tejay
blockage will receive the
van Garderen
field time,” effectively
giving van Garderen the lead back.
That rule is designed to protect overall lead-
ers from the chaos that comes in the final 3
kilometers of a race, when sprints often lead
to crashes. But the crash in California
occurred just outside of the 3-kilometer-to-go
mark, putting the decision of the commis-
saires into a harsh spotlight.
They did not provide the reasoning
behind their decision.
Regardless, it meant that rather than
falling to 13th place and 47 seconds behind
Kasper Asgreen for the race lead, van
Garderen kept his yellow jersey by 6 sec-
onds over Gianni Moscon — a rider who
also was held up by the pileup.
“When they told me I was back in yellow, I
was surprised,” van Garderen said. “I thought it
was bad luck, and then they decided to give us
the time from the crash because we were back
on. I just have to applaud their decision.”

The Knights jumped out to an early lead,
capitalizing on three Mercy errors in the
first inning. Santos led off the first with a
single, stole second and advanced to third on
a passed ball. Cleanup hitter Mika Chong
then shot a single over third base to drive
home Santos. Addison Eftekhari then scored
on an infield error to make it 2-0.
Then in the second, with two on and one
out, Santos shot a drive into the right-center
gap. After Bella Carreon and Hannah Levy
scored in front of Santos, the two excitedly
waved her home before greeting her at the
plate with a spirited celebration as Hillsdale
took a 5-0 lead.
The message from McDonald at that
point? Keep the pedal to the metal.
“When we scored [five] runs, one of our
character traits of the season has been when
we get up early like that, we kind of go back
on our heels a little bit,” McDonald said.
“As a coach and as leaders, the seniors and I,
had to hold ourselves accountable to really
start reminding the girls that this is not real-
ly the time to be satisfied. We have to keep
our foot on the gas and continue to do things
properly because the minute we fall asleep is
the minute we lose the game.”
The only thing that went wrong for Santos
all day was when Mercy scored its lone run in

49ers sign tight end Levine Toilolo to 1-year deal
SANTA CLARA — The San Francisco 49ers have signed tight
end Levine Toilolo to a one-year deal.
The team waived safety Cameron Glenn on Wednesday to make
room on the roster.
Toilolo has ties to 49ers coach Kyle Shanahan. He was drafted
by Atlanta in 2013 and spent five years with the Falcons.
Shanahan was offensive coordinator there for two of those sea-
sons. Toilolo played last season in Detroit, where he had 21
catches for 263 yards and one TD in 10 games.
He has played 95 games in his career with 95 catches for 986
yards and eight TDs.

following the settlement announcement. In
the months following the settlement stem-
ming from PG&E’s mishandling of commu-
nication regarding the safety of a San
Carlos natural gas line in 2012, then-vice
mayor Cameron Johnson suggested offi-
cials consider supporting volunteer-driven,
community organizations in the city in
keeping with former mayor Tom Davids’
efforts to recognize those giving back to
the community.
Officials also supported dedicating funds
toward upgrading the Holly Street and
Highway 101 interchange and affordable
housing projects, but the suggestion from
Johnson had been a mainstay in City
Council discussions about the funds.
Johnson, whose last term on the council
ended in January, was joined by Davids in
presenting an update Monday on an effort
taken on by a 15-person steering committee
to scope the vision, mission and impact of
the entity since November. Having become
chair of the committee after his term ended,
Johnson explained the committee has dis-
cussed offering two grant cycles per year to
support efforts to improve the quality of life

tive report, saying it had been forwarded to
the Butte County district attorney’s office,
which is considering criminal charges
against the utility.
The investigation also identified a second
nearby ignition site involving PG&E’s
electrical distribution lines that had come
into contact with vegetation. The second
fire was quickly consumed by the initial
fire.
The disclosures came on the same day the
utility’s new chief executive was testifying
before a legislative committee in
Sacramento. Bill Johnson told the state
Assembly Utilities and Energy Committee
he had expected the utility would be blamed
for the fire.
“I have made the assumption when I got
here that PG&E equipment caused the fire,”
he said, noting the utility had said that was

paigns to assist with building projects and
other priorities identified by the City

Johnson said the entity would work to
generate investment income to grow the
endowment, and noted the foundation would
explore fundraising with San Carlos resi-
dents who have not historically donated to

profits. He noted the committee is planning
to request $200,000 in startup funds to
begin a grant cycle and cover the costs of
marketing and outreach efforts as the effort
gets off the ground and said that, once
formed, the nonprofit would hold public
meetings and report to the City Council
annually.
“We think there’s a significant untapped
opportunity,” he said, according to a video
of the meeting. “We understand that there’s
lots of organizations that are doing
fundraising and we want to be respectful to
that. We want to make sure that we are focus-
ing first and foremost on the untapped
opportunities out there.”
But for some nonprofit leaders such as
Alano Corso, president of the San Carlos
Education Foundation, the committee’s
plans to begin a grant-making cycle so
soon felt premature. Corso was joined by
other residents with nonprofit experience
in advocating for the group to spend more
time working with local nonprofits to bet-
probable in recent filings. “It’s a disap-
pointment that this happened. Let’s not do
it again.”
Butte County District Attorney Mike
Ramsey said in a statement that he is still
weighing possible criminal charges against
the utility, a decision that could take
months. He called Cal Fire’s decision to for-
ward its report to Butte County “strictly
symbolic.” because it has been long known
that PG&E’s equipment caused the fire.
State fire investigators have determined
that PG&E caused 18 wildfires in 2017.
They referred 12 for possible criminal pros-
ecution.
Attorney Mike Danko, who represents
2,000 victims of the fire, said he was
encouraged by the fact that Cal Fire sent its
latest report to the district attorney, which
could mean it has evidence that the utility
was negligent on safety issues.
“We know from our work that PG&E knew
its towers in the area were corroded and were
at risk of failing,” Danko said.
The utility, which filed for bankruptcy
protection in January, said in February it
was “probable” that one of its transmission
lines sparked the blaze. PG&E has estimat-
ed its total liability from the Paradise fire

Johnson acknowledged the steering com-
mittee has more work to do in reaching out
to nonprofits to receive input from them,
and said with two children in the San Carlos
Elementary School District, he is very sup-
portive of the San Carlos Education
Foundation and wouldn’t want the communi-
ty foundation’s efforts to result in any fewer
funds donated to the nonprofit.
Acknowledging the challenging funding
environment for school districts, Johnson
said the group plans to be sensitive to the
San Carlos Education Foundation’s con-
cerns and would be open to discussing the
nonprofit’s suggestions as to how the
groups can coordinate and target different
donors.
“Our goal is to grow the overall amount of
resources that are available for the commu-
nity,” he said.

Authorities said it was like no fire they had
seen before. Strong wind gusts blew hot
embers a mile or more, creating multiple
fires.
“The tinder dry vegetation and red flag
conditions consisting of strong winds, low
humidity and warm temperatures promoted
this fire and caused extreme rates of spread,”
Cal fire said in its release.
The utility previously acknowledged that
the Caribou-Palermo transmission line lost
power right before the fire and was later
found to be damaged.
Paradise Mayor Jody Jones said she was
not surprised to hear Pacific Gas & Electric
power lines sparked the blaze that decimat-
ed her town and she hopes the findings help
the city’s legal case against the utility.
“It’s nice to have a definite answer,”
Jones said.
Paradise sued PG&E in January seeking
damages for the loss of infrastructure, land,
property, trees, public and natural
resources, and lost taxpayer resources.

tion were called the San Carlos Community
Foundation, Johnson said the group would
be open to finding a different name for the
entity.
Several officials voiced support for a sug-
gestion from Karen Molinari, executive
director of Healthy Cities Tutoring, to form
a working group of nonprofits and conduct a
needs assessment for the city to inform the
nonprofit’s strategy.
Mayor Mark Olbert was optimistic the
groups could work together in the coming
weeks, but wondered whether officials could
release the $200,000 in startup costs the
steering committee requested later this year
after the group has had a chance to speak
with other nonprofits. Johnson said the
group could work on incorporating the
organization as a 501(c)3 nonprofit, among
other projects, but hoped it could begin on
its first grant cycle fairly soon to build on
its momentum.
Having served on the boards of local non-
profits, Councilwoman Sara McDowell said
she has seen how donor and volunteer
fatigue have affected nonprofits, and hoped
those involved in establishing the new
foundation could collaborate with other
organizations in the city before the funds
are released.
“For me, it’s really important to not lose
sight that we are stewards of these commu-
nity funds,” she said. “These funds are
meant to benefit the whole community.”

PG&E’s bankruptcy reorganization plan
is due by the end of May, but it has request-
ed an extension until November.
California Gov. Gavin Newsom said in a
Wednesday filing that PG&E shouldn’t get
an extra six months to reorganize. He said
the utility’s request continues to show it
lacks an urgent focus on improving safety.

216 long-term bike parking spaces —

electric vehicle-recharging spots.

Less fat, fruit may cut risk of dying of breast cancer

For the first time, a large experiment
suggests that trimming dietary fat and eat-
ing more fruit and vegetables may lower a
woman’s risk of dying of breast cancer.
The results are notable because they
come from a rigorous test involving
49,000 women over two decades rather
than other studies that try to draw health
conclusions from observations about how
people eat.
Healthy women who modified their diets
for at least eight years and who later devel-
oped breast cancer had a 21% lower risk of
dying of the disease compared to others
who continued to eat as usual.
However, that risk was small to start
with and diet’s effect was not huge, so it
took 20 years for the difference between
the groups to appear. The diet change also
did not lower the risk of developing breast
cancer, which was the study’s main goal.
Still, doctors say the results show a way
women might improve their odds of sur-
vival.
“Patients are eager for things that they
can do,” said Dr. Jennifer Ligibel of the
Dana-Farber Cancer Institute in Boston. “It
really suggests that changing your diet,
losing weight, exercising, could actually
be a treatment.”
She had no role in the study, led by Dr.

was given regular counseling sessions and
told to limit fat to 20% of calories and to
eat more vegetables, fruit and grains. The
rest continued their usual eating habits.
The group aiming for low fat missed the
target, but cut fat intake to 24% after one
year and about 30% after eight years —
still lower than where they started. Fat
intake in the comparison group stayed
about the same.
The study previously showed that there
were fewer deaths from all causes among
women in the lower fat group who later
developed breast cancer. Now, after 20
years, there’s also a difference in deaths
from that disease. However, only 383
women died of breast cancer, so the benefit
in absolute terms was small.

“Diet is complicated. If somebody is eat-
ing more of one food, they’re eating less of
another,” and it’s hard to say which change
is doing what, Ligibel said. Eating too
many starchy foods isn’t good either, and
researchers now know that the type of fat
matters, and that some fats such as olive
oil are better than others.

America’s baby bust isn’t over. The
nation’s birth rates last year reached record
lows for women in their teens and 20s, a
government report shows, leading to the
fewest babies in 32 years.
The provisional report, released
Wednesday and based on more than 99% of
U.S. birth records, found 3.788 million
births last year. It was the fourth year the
number of births has fallen, the lowest
since 1986 and a surprise to some experts
given the improving economy.
The fertility rate of 1.7 births per U.S.
woman also fell 2%, meaning the current
generation isn’t making enough babies to
replace itself. The fertility rate is a hypo-
thetical estimate based on lifetime projec-
tions of age-specific birth rates.

Trump issues order apparently aimed at China’s Huawei

President Donald Trump issued an execu-
tive order Wednesday apparently aimed at
banning equipment from Chinese telecom-
munications giant Huawei from U.S. net-
works.
It declares a national economic emer-
gency that empowers the government to
ban the technology and services of “for-
eign adversaries” deemed to pose unaccept-
able risks to national security — including
from cyberespionage and sabotage. While
it doesn’t name specific countries or com-
panies, it follows months of U.S. pressure
on Huawei. It gives the Department of
Commerce 150 days to come up with regu-
lations.
The order addresses U. S. government
concerns that equipment from Chinese sup-
pliers could pose an espionage threat to
U. S. internet and telecommunications
infrastructure. Huawei, the world’s biggest

being compromised by backdoors installed
by the manufacturer to facilitate espionage
by Beijing. Huawei vehemently denies
involvement in Chinese spying.
A senior U.S. administration official,
speaking on condition of anonymity, told
reporters in a hastily arranged call that that
the order was “company and country agnos-
tic” and said it would not be retroactive.
Officials said “interim regulations” were
expected before final rules were set but were
vague on what that meant.
Washington and Beijing are locked in a
trade war that partly reflects a struggle for
global economic and technological domi-
nance.
In a statement, Federal Communications
Commission Chairman Ajit Pai called the
executive order “a significant step toward
securing America’s networks.”
“It signals to U.S. friends and allies how
far Washington is willing to go to block
Huawei,” said Adam Segal, cybersecurity
director at the Council on Foreign
Relations. Many in Europe have resisted a
fierce U.S. diplomatic campaign to insti-
tute a wholesale ban on the Chinese compa-
ny’s equipment in their next-generation 5G
wireless networks.
Sen. Mark Warner, vice chair of the
Senate Intelligence Committee and a former
telecoms executive, called the order “a
needed step” in a statement endorsing the
State Department’s contention that
Chinese law compels Huawei to act as an

that its implementation not “harm or sti-
fle” legitimate business.
The order’s existence in draft form was
first reported by The Washington Post last
June. Segal said that with U.S.-China trade
talks at a standstill, the White House “felt
the time had finally come to pull the trig-
ger.”
It is a “low cost signal of resolve from
the Trump administration,” Segal said, not-
ing that there is little at stake economical-
ly.
All major U.S. wireless carriers and inter-
net providers had already sworn off
Chinese-made equipment after a 2012
report by the House Intelligence
Committee said Huawei and ZTE, China’s
No. 2 telecoms equipment company, should
be excluded as enablers of Beijing-directed
espionage. Last year, Trump signed a bill
that barred the U.S. government and its
contractors from using equipment from the
Chinese suppliers.
