1. BACKGROUND:
‘The Government of the Republic of Rwanda through the Ministry of Infrastructure (MININFRA) intend
to engage a consultant for the Feasibility Study and Associated Preliminary and Detailed Designs for
Infiastructre in Secondary Cites.
‘This request for Expression of Interest sets the framework forthe assignment, which involves assesing
infrastructure priorities (based on curently available information) eururing sustained urban economieé
growth: transport, urban services, and energy; and a diagnostic of the country’s Public and Private
Partnership (PPP) framework, to leverage private sector resoures.
‘The success of the assignment will be based on the achievement of certain milestones, which will reflect
the delivery and acceptance by the Ministry of Infrastructure (MININFRA) in eccondance with the
technical specifications and forms of outputs-deliveables in the terms of references of the feasibility
study.
2. OBJECTIVE OF THE ASSIGNMENT:
‘The overall project objective ofthis assignment is guided by Rwande's Urbanisation end Rural Settlement
Sector Strategic Plan 2013-18, ‘The Sector Strategy promotes the development of sevondaty cities while
creating 2 network of urban and urbanizing centers
The successful consultant will be asked to work with six selected secondary cities, the City of Kigali, and
the Ministry of Infrastructure in assessing ther respective realistic and sustainable investment priorities in
relation to urban services. These priorities will be framed within the form of two basic produets: (a)
Feasibility Study and (b) Preliminary Design, While the assessment in the secondary cities looks at their
