PINs for digital signatures, 3 PINs for re-zeroing
Ziplock 2 contains checklist of the contents of VCM
Ziplock 3 contains USB modem with SIM card and one (1)
Contingency SIM Card (Smart/Globe/Sun)

Ziplock 4 contains five (5) cleaning sheets

After unpacking, BEI:
• Showed that VCM SD Card slots A and B are sealed with
installed SD cards
• Placed the VCM properly on top of the ballot box
• Opened the thermal paper printer cover and ensured that the roll
of official thermal paper was properly installed
• Closed the thermal paper cover
• Retrieved battery and cables inside VCM box and connected them
to VCM
• Connected power adaptor to AC power port of VCM and
plugged to the outlet
• Turned on VCM

BEI made VCM diagnostics

BEI members individually and separately entered their PINs during


the VCM diagnostics
After correct BEI members’ PINs were entered, VCM showed a big
GREEN check sign

VCM printed “passed” Diagnostic Report for:


• Audio (headphone)
• Cast and Return Ballot functions ( Green and Red Buttons)
• Date and Time Settings
• Ethernet Ports
• USB Ports
• Transmission Function
• Printer Functions
• Power
• Touchscreen
• Optical Scanner

BEI ran OPEN VOTING function of VCM

VCM printed INITIALIZATION REPORT with ZERO count for all items
VCM displayed “ THE ELECTION IS NOW OPEN”

TEST VOTING was conducted with only two (2) voters simultaneously
accomplishing ballots at a time and using ballot secrecy folders
BEI Chair examined the accomplished ballot and returned it to the
test voter who fed the ballot to the VCM

VCM displayed ‘YOUR VOTE HAS BEEN CAST/ANG IYONG BOTO

VCM printed 8 copies of election returns each for national and local
elective positions

BEI detached election returns, showed and examined the results with the
watchers and placed them in an envelope
VCM indicated “ CLOSED” after printing of election returns

VCM displayed “DO YOU WANT TO TRANSMIT ELECTION


RESULTS?” and BEI chose “NO”
VCM printed 22 copies of election returns each for national and local
positions and after which it displayed “ REPORT PRINTED
SUCCESSFULLY” and ‘THE AUTOMATED CLOSE VOTING PROCESS

VCM displayed “ RE-ZERO HAS BEEN COMPLETED”


BEI shut down VCM

BEI retrieved the accomplished valid test ballots from the ballot box,
manually counted the votes therein, and accomplished the Election
Returns (ERs) provided for the purpose.
BEI Chair:
• verified the ballots to determine whether there is over-voting
(when the number of votes for a position has been exceeded)
• took the ballot one by one, and read the names of the candidates
voted for and the office for which they were voted in the order in
which they appear thereon

Poll Clerk:
• recorded on the ER the vote as the names voted for each office are
read. Each vote was recorded by a vertical line, except every fifth
vote which was recorded by a vertical diagonal line crossing the
previous four vertical lines (“TARA”-style)
• determine the total number of votes obtained by each candidate

BEI:
• signed the certification portion of both ERs and compared the
results of the manually-prepared ER with that of the machine-
generated ER. (If the results of both ERs are not the same, the
BEI shall review/re-appreciate the ballots to determine the cause
of the discrepancy. If after re-appreciation, there is still
discrepancy, the BEI shall call on the assigned technical support
personnel)

• immediately submitted a report of the testing to the Election


Officer concerned.

REPACKING VCM
BEI:
• Returned the iButtons, and PINs to Ziplock labeled “1”.
• Placed the battery inside the battery box.
• Placed inside the VCM box the following:
The VCM, its power cord and the battery cables; and
Two (2) copies of the Minutes in their envelopes;
Ensured that the remaining rolls of thermal paper, headset,
adaptors, ziplock labeled “2”, “3”, and “4” with their
corresponding contents are inside the VCM box.
• Closed the VCM box with the GREEN sealing sticker.
• Allowed the watchers of the PPCRV to place their own seal, if any.

Watcher submitted appointment to BEI and his/her name was entered
into minutes of voting

Watcher checked identity of BEI members and stayed at the designated


place
BEI:
• Met at the polling place not later than six o’clock in the morning
(6:00 a.m.) of Election Day. 
• Ensured that the VCM box and the ballot box were inside the
polling place.
• Set-up the polling place.
• Posted one (1) copy of the PCVL of each precinct in the cluster,
near or at the door of the polling place.
• SHOWED to the watchers and the public present that:
The VCM box was sealed;
The Ballot box was empty and thereafter, locked with four (4)
seals; and 
The Package of official ballots is duly sealed.

VCM BOX contained the following items:


• The VCM;
• Power cord of the VCM and battery cable;
• Main SD and back-up SD cards already installed;
• Remaining rolls of thermal paper inside the VCM box;
• 4 Ziplock Bags numbered from 1 to 4 (see next slide)
• Twenty-Four (24) Marking Pens; and
• One (1) YELLOW sealing sticker to be used at the end of Election
Day to close the VCM box.

ZIPLOCK BAGS CONTAINED THE FOLLOWING ITEMS:
• Ziplock No. “1” containing:
✓ Three (3) Personal Identification Numbers (PINs)
for operating the VCM;
✓ Three (3) PINs for the digital signature;
✓ Three (3) iButtons; and
✓ Three (3) PINs for re-zeroing;
• Ziplock No. “2” containing the checklist of the contents of the
VCM box;
• Ziplock No. “3” containing:
✓ The USB modem with SIM card; and
✓ One (1) contingency SIM card (Smart/Globe/Sun);
and
• Ziplock No. “4” containing five (5) cleaning sheets;
Turning ON the VCM
BEI:
• Retrieved the iButtons and security PINs from the VCM box and
distributed the same among themselves. The RE-ZERO PINs
remained inside the VCM box.

• Retrieved the VCM from its box.

• Showed to the public that the slots labeled “A” and “B”
containing the main SD and back-up SD cards, respectively,
were sealed.

• Placed the VCM properly on top of the ballot box.

• Opened the thermal paper printer cover and ensured that a roll of
official thermal paper is installed.

• Closed the thermal paper printer cover.

• Connected the power adaptor to the VCM AC power port (220


VAC) and plug the other end to the electrical outlet.
• Connected the battery to the VCM DC power port (12 VDC).
• TURNED ON THE VCM.

VOTING PROCESS
• Election Day Computerized Voters List (EDCVL) was properly
posted
• Voting started on time (if not, indicate the exact time when the
first voter was allowed entry by the BEI)
• Only ten voters were allowed at a time
• Watchers stayed in their designated place at the precinct

WATCHER’S OBSERVATIONS
While voting was on-going
• Vote buying in the precinct assigned
• Campaigning in the precinct
• Flying voters were discovered (if yes, indicate the names)
• Unregistered voter allowed to vote (if yes, indicate the names)
• Some persons used the name of another;
• Disqualified voters allowed to vote; or
• Double or multiple registrant, or someone who used the same
name repeatedly in the same or other precincts
• Made a bet or is interested directly or indirectly in a bet that
depends upon the results of the election.
• Voter was not given FOUR(4) attempts to feed the ballot to VCM
• Voter was not given a new ballot after FOUR(4) attempts to feed
an INVALID ballot to VCM
• BEI members assisted illiterate/disabled voter ( indicate how
many times per BEI member)
• Power interruption while voting was on-going
• Voter allowed to use another ballot even if not “INVALID”
• Fake ballots were used and detected
• VCM did not print VVPAT/voter’s Receipt (Voter Verification
Paper Audit Trail)
• Voters complained that VVPAT did not show his real vote
• BEI did not enter voter’s/watcher’s complaint in the minutes
• VVPAT taken by voters outside of precinct
• Voters still around the precinct beyond 5:00 pm
• Voters within a radius of 30 meters from the precinct were called
out, listed and allowed to vote beyond 5:00 pm

POST-VOTING ACTIVITIES
• Voting closed at 5:00 pm (if not, indicate exact time when voting
was officially closed)
• USB modem that will be used for transmission was inserted in
VCM
• BEI Chairman tapped the iButton security key to access the
Administration Menu
• VCM asked for three (3) digital signatures from the BEI
representatives
• VCM was closed for voting
• VCM printed initial 8 copies of ERs
• Watcher obtained copy of ERS
• VCM transmitted election results (indicate time)
• VCM printed 22 copies of ERs after a successful transmission of
results
• BEI printed thirty (30) copies of the ERs and within one (1) hour after
the printing of the election returns and electronically transmitted
the precinct results to three (3) Servers:

Dominant Minority Party, PPCRV and KBP)

City Board of Canvassers (CBOC)

COMELEC Central Server

• VCM was shut down and repacked
