1.0 SCOPE OF WORK

1.1 Scope of work shall include, but not limited to the following:

1.1.1 Withdrawal of all piping materials, equipments & Rotating Machinery with pre-fabricated piping
received from vendors to be supplied by Coromandel/PDIL; unloading of equipment, piping
materials, valves etc. upon receipt at site (prior to erection) unpacking these from
packages/boxes, checking and reporting the defects/damages and shortages, if any, in writing
to the Coromandel/PDIL, lifting and transporting (by Contractor) these to Contractor 's site
stores/yard, storage and protecting them as per relevant specification and instruction of
Coromandel/PDIL. Contractor should note that Coromandel shall supply instrument items such
as control valves, safety valves, orifice plates and thermocouples and instruments etc. if
received from vendors. No other item shall be supplied to the CONTRACTOR by Coromandel/
Consultant.

In the event of non-reporting (by Contractor) of the defects/damages and shortages to the
items so issued by Coromandel/PDIL to the CONTRACTOR within a prescribed time (as per
instruction of Coromandel/PDIL) from the date of issue, the CONTRACTOR shall be
responsible for any eventual consequence resulting there from and shall repair/replace the
defective/ damaged items at his own risk and cost.

1.1.2 Checking of foundations/structures for their correct dimension, levels, coordinates etc., well
before the actual erection is planned. Discrepancies, if any, be reported to Coromandel/PDIL for
his decision so that rectification, if required, can be carried out earlier than planned erection
date.

1.1.3 Prior to installation of piping, instruments, structural etc., the CONTRACTOR shall ensure the
following:
(i) Foundation bolts are clean.
(ii) Nuts fit properly over the entire threaded length.
(iii) Foundation bolts are coated properly with "Grease mixed with graphite

Powder" and wrapped with polythene (Threaded part only).


(iv) To ensure the correctness of existing holes/slots in structure and to rectify existing
holes/slots or to make new ones, if required at no extra cost.

1.1.4 Necessary grouting space shall be maintained by CONTRACTOR by putting packing plates (to
be supplied by CONTRACTOR) as per requirement. If more than one packing plates are used
to build up the required thickness, the packing plates must be tack-welded to each other. The
packing plates may be retained in their place by grouting or by tack welding (using MS/TOR
steel rods) to each other.
1.1.5 Thorough initial surveying of the site with regard to the proper laying / routing of the pipelines.

1.1.6 In addition to piping designed and engineered by CONSULTANT, CONTRACTOR shall be


required to fabricate and/or erect pipelines designed, engineered and / or supplied by package
vendor etc.

1.1.7 Scope of work may vary by  25% of the total contract value. The quantity of any individual item
may vary to any extent or may be excluded altogether or any new item may be included in the
scope. CONTRACTOR shall not be entitled to any compensation of account of such variation
and omissions from the scope of work.

1.1.8 Coromandel /Consultant reserves the right to cancel the order for any item or items of work listed
in the Schedule of Rates without assigning any reason whatsoever within the limits of above
variation in scope.

1.1.9 Modification of Piping / Removal of Existing Pipelines if required cutting, removal to Ground Floor,
if required, beveling, fit-up, welding end reinstallation of different sizes of L.T.C.S. Pipes, A.S. /
S.S. Pipes, C.S. Pipes (IBR / Non-IBR) & thickness in position, over head & on pipe rack at
different Elevations including transportation of pipes, fittings, flanges etc. from work site owner’s
store including supply of necessary consumables tools and tackles.

1.1.10 First maintenance jobs should also include cold and hot settings of the spring supports/hanger
supports if any.

1.1.11 Modifications to existing pipe-racks, structures if required to erect any pipes etc. shall also be
included in scope of contract.

1.1.12 Unloading of heavy equipment from truck / trailer / heavy lift etc. and keeping on suitable support
or erect directly on foundations. Such unloading has to be done within 24 hours of receiving the
equipment or material at site.

1.2 ERECTION OF PIPING, EQUIPMENTS, MACHINERIES, STRUCTURALS, PIPE


SUPPORTS etc.

1.2.1 Erection of Equipments, piping, supports of pipe etc. leveling, alignment, finishing, including
supply of shims, packing plates, taper wedges etc. if required at site. Any type of ladders which
is not supplied by vendor or PDIL, shall be in the scope of CONTRACTOR within his quoted
rates.

1.2.2 CONTRACTOR is required to submit the lifting scheme for all heavier pieces, showing sketch in
plan and elevation, giving location of machine/ equipment to be lifted, location of crane, crane
boom and radius, holds required to be kept and areas to be compacted, if any. Derricks shall not
be allowed for erection of any equipment or machinery etc.

1.2.3 The following activities shall also be covered under the scope of this contract. These activities
shall be covered in the Unit rates of erection of equipment, moving machinery as the case may
be: -

a. First maintenance of Equipments, Moving machinery & piping.


b. Flushing of lubes oil and seal oil piping including supply of temporary strainer.
c. Marking and cutting of gaskets from asbestos sheets, if required.
d. Fixing of loose components like davits, manholes etc.
e. Cutting of lifting lugs and grinding off the surface irregularities.

1.2.4 SUPPLY, FABRICATION & ERECTION OF PIPING SUPPORTS:

Supports falling under the scope of this enquiry shall consist of:
a) Resting supports.
b) Guide supports.
c) Anchor supports.
d) Axial supports
e) Any other type mentioned in support scheduled.

Supply, fabrication and erection of these supports shall be done as per Consultant standards,
drawings, documents, specifications and instructions. Pad plates of alloy steel and stainless steel
shall be fabricated by the CONTRACTOR out of surplus scrap pipes available at site in
consultation with Coromandel/ Consultant.

Erection of all supports supplied and fabricated by CONTRACTOR as well as supplied by


vendors. Spring Support and turnbuckles, shall also be erected by CONTRACTOR.
CONTRACTOR may be required to fabricate & install additional supports, if required, up to the
time of and including pre-commissioning and trial runs of machinery.

1.3 SCOPE OF DISMANTLING PIPING


1.3.1 Some of the existing piping are to be dismantled. Dismantling shall involve but not limited to the
following:

a. Dismantled piping with pipe supports shall be brought down to ground floor, whenever
required and shifted to stores as directed by the Coromandel/ Consultant.

b. Dismantle the local piping and to be modified as per piping routing drawing.

c. Proper safety arrangement for carrying out the above job is under CONTRACTOR scope the
same has to be complied with as per the direction of engineer in charge.

d. Piping means including pipes, fittings, valves and support etc.

e. Removal of insulation material shall not be measured for billing purpose only weight of piping
and valves shall be considered for billing.

1.3.2 Dismantling of piping, handling, transportation & shifting of dismantled piping to stores / the
designated places (inside factory area) as desired by Coromandel/PDIL Unit rates of
dismantling of piping shall cover dismantling of pipes, fittings, other connected accessories etc.
Nos. of cuts shall be decided at site by CONTRACTOR on consultations with Coromandel/PDIL
keeping in mind the requirement of handling, storage etc. All dismantled piping materials such

as pipes, valves, fittings, flanges, instruments etc. shall be suitably marked for future
identification and shifted to store, valves & instruments may be used in new pipeline as per
instructions of Coromandel/PDIL

1.3.3 The cost towards No. of cuts made in dismantling shall be deemed included in the unit rate of
Schedule of rates. Along with dismantling of piping disconnection ./ dismantling of any other
attachment such as earthing connections, cables, cable tray, valves, pipe supports etc. are
required to be carried out and nothing extra shall be paid.’

1.3.4 Normally new piping plan (tentative) drawing shall be provided for erection. If, any drawing is not
available, then pipeline will be identified by Coromandel/PDIL

1.3.5 All structural steel including angles, channels, beams, plates, flats, turnbuckles, rod, bolts, nuts,
washers etc. shall be in the scope of supply by Coromandel. It must be clearly understood that
the supply of bolts, nuts, washers and anchor bolts shall be included in the scope of
Coromandel.

The following activities are included in structural support work

 Preparation of bill of materials for supports, transportation and handling etc of the materials.
 Fabrication of supports.
 Surface preparation, primer application and painting as per specifications.
 Erection of supports as per drawings/documents .

1.4 FABRICATION & ERECTION OF A/G PIPING, VALVES ETC. INCLUDING


RADIOGRAPHY, STRESS RELIEVING, INSULATION, PAINTING:

The owner shall supply piping as loose pipes in standard lengths, pipe fittings, flanges & valves

1.4.1 ABOVEGROUND PIPING: FABRICATION & ERECTION

All piping shall be sorted and marked for identification to avoid mix up of different materials.
The CONTRACTOR scope shall be inclusive of necessary scaffolding/ platform/fire blanketing
etc. required for safe execution of job. During erection of piping if any pipe line/structure is
fouling with running pipe line/ structure, the same shall be brought to the notice of
Coromandel/PDIL and site decision should be taken with consent.
a. Prefabrication and fabrication of pipes as per convenient spools from pipes & fittings.
CONTRACTOR shall mark spools on isometric drawings/layout drawings in consultation
with Coromandel/PDIL.
b. Erection of fabricated and prefabricated piping including all on-line items such as but not
limited to control valves, valves, rotameters, flow nozzles, steam traps, in line filters, basket
strainers, Y-strainers, safety valves, relief valves, orifice flanges, etc. Orifice plates, control
valves & piping specials strainers, in-line filters, safety valves etc. may have to be removed
and installed after cleaning and blowing of pipe lines and nothing extra shall be payable on
this account.
c. To take tapings from existing lines with or without valves and flanges / blind flanges and to
carry out hooking up during shutdown or otherwise as directed by Coromandel / Consultant.
All tie in points will be in CONTRACTOR scope. The CONTRACTOR has to complete the
tapping points, dismantling of piping, as per list within 30 days of time period during shut
down. Shut down period will be informed to CONTRACTOR 15 days in advance.

Completion of Tie in points, dismantling of piping / equipment / machinery / valves within


stipulated time frame in the essence of contract.

d. Erection of piping after cleaning from inside and joining by bolting, welding or screwing etc.
at SITE as per drawings, specifications, standards, codes and instructions of
Coromandel/PDIL.

e. To carry out radiography and post weld heat treatment and submission of graphs. Post weld
heat treatment shall be done by electric heating only.

f. Fabrication of mitre bends and reducers as per standards and instructions of


Coromandel/PDIL out of pipes. This shall however, be paid separately as per relevant
clause of Schedule of rates.

g. All activities listed below shall be covered under the scope of this CONTRACT. These
activities shall be covered in the unit rates for erection of piping and nothing extra shall be
paid on this account: -

i. Cleaning, edge preparation, welding, pre-heating, NONDESTRUCTIVE tests (Except


radiography) wherever required as per standards, codes and specifications including
supply of all the necessary materials & making arrangements for execution of all
activities.

ii. Safety valve to be mounted on equipment or piping shall be set at respective set
pressure after hydrotesting. Checking of all rupture discs, breather valves, flame
arrestors etc. prior to their installation in piping.

iii. The CONTRACTOR shall be required to make stub-in connection for branches from
main line and/or existing lines for piping as well as instrument tapping as per drawing,
documents, standards etc. Stub-in connection shall include fabrication and installation of
reinforcement pads wherever required as per drawings, documents & standards.

iv. Construction of special components of piping like nipples (screwed at one or both ends)
made out of CS, SS and AS etc. pipes wherever required.

v. Making and beveling of special degree elbows out of standard degree elbows such as
90o/45o at site as per site requirement. It may have to be done on lathe machine in
certain cases.

vi. Threading of ends of CS AS and SS piping upto 1.1/2” size, if required. Seal welding of
screwed joints of CS, AS & SS piping, wherever required.

vii. Marking and cutting of gaskets from asbestos sheet, as per Coromandel /PDIL's
instructions.

viii. For piping of sizes 11/2” & below for above ground and underground cooling water lines,
isometrics are being made as guidance only. Contractors have to modify suitably at site
in consultation with Coromandel/PDIL.

ix. Piping work shall be executed as per latest revision of piping layout drawings. However,
if CONTRACTOR requires modification in isometric drawings, he may mark the same

from layout drawing and do Coromandel/PDIL approve the same at SITE before
execution.

x. Pickling and passivation of SS weld joints (outside only).

xi. Some equipment / machinery, nozzles may be without flanges and may require welding
with pipes, equipment and machinery directly. Such piping may be tested by taking
equipment/machinery in the loop. But if this is not possible, the piping shall be tested by
welding a blank before finally welding with equipment / machinery and final joint DP
tested and 100% radiographed. This shall be treated as golden joint.

xii. Lapping shall be done on the machined seats of the mating surfaces prior to putting
metallic ring gaskets.

xiii. The CONTRACTOR will be required to take up pre-fabrication of piping even prior to
receipt & erection of equipments/machinery. There may be some deviations in
equipment/ machinery dimensions or levels and coordinates. This should be taken care
of while prefabricating the piping. In shop fabrication as far as possible, margins for
adjustment in three planes shall be kept. Nothing extra shall be paid for cutting /welding
etc. for such adjustments if reqd. to be done at time of actual hook-up.

xiv. The supply and application of anti-seize & lubricating compounds such as MOLYKOTE,
NEVER SEEZ etc. or suitable equivalent for the protection of threads of valve stems
studs, bolts & nuts etc.

xv. All permanent gaskets shall be fitted in the piping system just after all testing, blowing or
pickling etc., operations are over and just before leak testing / seal testing of the piping
system.

xvi. During bad weather, the CONTRACTOR shall make suitable and adequate arrangement
by way of providing protection against rain and wind for carrying out welding and other
fabrication and erection jobs smoothly at SITE.

xvii. Site bends less than 11/2” as indicated below shall be made at SITE, if required, out of
pipes supplied to CONTRACTOR as free issue. All SITE bends shall be made by cold
bending machines to obtain bends free from wrinkles, buldges and kinks.

xviii. Drilling of holes in the blind flange of equipment nozzle for the installation of instrument
assembly.

xix. All instrument pressure tapping and orifice impulse tapping up to and including first
isolation valve (valve to be paid separately); temperature tapping up to and including first
flange; thermo well tapping and installation of thermo wells shall be in the scope of the
CONTRACTOR. Installation data sheets (Hook up sketches) for carrying out the above
jobs shall be provided at the time of execution. Screwed joints, if & wherever required,
shall be seal-welded as per the instructions from Coromandel/PDIL.

xx. In case of dissimilar thickness at any weld joint, the internal surface of thicker member
shall be beveled for proper matching of I.D. The beveling slope shall not exceed 1:4. In
such cases, nothing extra is payable.

xxi. First maintenance of piping as listed in TECHNICAL CONDITIONS OF CONTRACT.


xxii. Removal and re-erection of all on-line instruments during testing.

xxiii. Carrying out hydraulic / pneumatic testing of the erected piping in loops after stress
relieving, which must be redone only after the joints have been tested and found
acceptable. Any temporary piping and necessary supports required for carrying out hydro
testing shall be supplied and erected by the CONTRACTOR within his quoted rates and
nothing extra shall be paid.
xxiv. After hydro testing, pipe lines of sizes 2” and above shall be cleaned by air blowing and
cardboard blasting or steam blowing as per instructions of Coromandel/PDIL for efficient
and proper cleaning of lines. During this activity the piping, shall be adequately
supported. Any temporary piping required for carrying out of above work safely shall be
fabricated and erected and dismantled after the activity is over by the CONTRACTOR
within the scope.
xxv. Carrying out the final "loop testing" of the entire process and IBR piping work including
the erected equipment and machinery system with either air or nitrogen at available
pressure for establishing a leak proof system to the satisfaction of Coromandel/PDIL. It
shall be noted by CONTRACTOR that after hydro-testing till completion of loop testing,
no additional payment shall be made for fixing and re-fixing of permanent gaskets,
fasteners, valves, on-line instruments, filters, traps etc. Complete IBR piping loop
including equipment may be hydro tested & demonstrated as per IBR guidelines to the
satisfaction of IBR authority.

xxvi. To make hook-up connections with existing lines.

xxvii. Supply of material for fabrication of platform & erection of platform & ladders as per PDIL
scope and if local platform for valve operation where ever required at site shall be in the
scope of Contractor. The CONTRACTOR will make the fabrication drg. For platform &
ladders and will take approval from PDIL site engineer/owner. The scope drg. Of main
platform & ladder will be supplied by PDIL. All consumable material required for
satisfactory completion of the job also in the scope of Contractor.

1.4.2 To carry out Nondestructive testing and stress relieving wherever required. Radiography and
stress relieving shall be paid as per unit rates for the same. However, all other nondestructive
test, as per standards, codes and specification shall be deemed to be included in the unit rates
for fabrication and/or erection as the case may be and nothing extra shall be paid for this.

1.5 SCOPE OF PAINTING

1.5.1 Scope of work for painting (including supply of paints, primers etc. as per equivalent
chart for various paint manufacturers) as per standards, specifications (Doc. No. PC00079-
PVMP-PAINT-01) and instructions of Coromandel/PDIL shall include, but not limited to the
following:

1.5.2 Sand blasting on pipe shall be done at ground level before erection. The painting
scheme of piping shall be done prior to erection. So that cold insulation work shall carry out

after erection of piping. The work includes shot blasting, wash-up, touch-up, primerisation
and painting of equipments, moving machineries, piping and structurals which shall include
but not limited to, items as mentioned below:

i. Steel structural: Pipe racks structure, Equipment platforms, ladders staircases and other
misc. structures, including supports for piping etc.

ii. Piping (Uninsulated): Piping (including fittings), valves, safety showers, other on line
instruments, instrument impulse piping, supports and mounting etc.
iii. Piping (Insulated): Piping (including fittings), valves, safety showers, other on line
instruments, instrument impulse piping, supports and mounting etc.

1.5.3 Writing of identification marks on piping etc. (irrespective of whether painting of the same
has been included in Contractor’s scope or not).

1.5.4 COLOUR BANDS FOR IDENTIFICATION OF PIPING

i) For piping the color of finish paints shall be as per table 2 of ES-2001. For such color
bands the specified epoxy paints are to be normally used when the required colours are in
the product range of paint manufacturers. If not, for the above purpose the
CONTRACTOR may use synthetic enamels of the required shade.

ii) For any service for which color codes scheme is not indicated in Table 2 of ES-2001 this
shall be decided by Coromandel/PDIL at site and shall be carried out accordingly by the
Contractor.

1.5.5 The direction of flow shall be marked by arrows of suitable size and at suitable interval and near
valves.
1.5.6 Arrow marks of proper size indicating direction of rotation of rotating equipments shall be painted
at place where it can be easily seen.

1.5.7 Pipelines conveying toxic and hazardous fluids shall be painted with hazard marking with equal
diagonal stripes of golden yellow and black at suitable interval.

1.5.8 Paints of only approved brand as given below shall be used:

Asian / Berger / Jenson & Nicholson/Bombay Paints/Shalimar Paints /Goodlac Nerolac

1.6 CONTRACTOR shall carry out all work based on drawing issued by Coromandel/PDIL and shall
receive payments based on the unit rates on the quantity actually executed, upto variation of
+/-25 % (plus or minus twenty five percent) of the total contract price without change in time of
completion. The rates quoted against each item shall remain firm as long as variation in the
total contract value of work executed under this contract remains within the above variation
limit. Extra job done on man hour rates basis or on the basis of unit rates of modification or
extra jobs done at site on site agreed rates shall not be treated as part of the contract for the
purpose of above variation limit. Quantity of any individual item may vary to any extent or may
be excluded altogether, or any new item may be included but CONTRACTOR shall not be
entitled of any compensation on account of such variations and omissions.
CIL/PDIL reserves the right to cancel the order for any items of work listed in Schedule of
Quantities or Schedule of Rates without assigning any reason whatsoever, within the limits of
above variation in scope. Such steps by CIL/PDILshall not constitute a breach of CONTRACT.

1.7 SUPPLY, FABRICATION & ERECTION OF STRUCTURAL STEEL WORK


This specification covers the technical requirements for the preparation of shop drawings,
supply, fabrication, protective coating, painting and erection of all structural steel rolled
sections, built up sections, plates and miscellaneous steel required for the completion of the
work.

1.7.1 Steel
All structural steel used in construction within the purview of this contract shall, comply with one
of the following Bureau of Indian Standard Specifications, whichever, is appropriate or as
specified.
IS – 2062 Hot rolled sections and plates
IS – 1161 Tubular sections

1.7.2 Fabrication

Fabrication of steel structure shall be carried out in conformity with the best modern practices
and with due regard to speed with economy in fabrication and erection and shall conform to IS-
800. All members shall be so fabricated as to assemble the members accurately on site and
erect them in correct positions. Before dispatch to site the components shall be assembled at
shop and any defect found rectified. All members shall be free from kink, twist, buckle, bend,
open joints etc. and shall be rectified before erecting in position. Failure in this respect will
subject the defective members to rejection.
1.7.3 Welding
Welding shall be adopted in most of the cases for fabrication of steel structure. Welding work
shall be carried out as shown in relevant drawings as per IS-816 or as required and approved
by the Owner / Consultant. Welding of joints shall be so arranged that the resulting tensile and
compressive stresses produced by each part of weld tend to balance each other.
The step back method of welding shall be adopted for continuous runs. Members which offer
greater resistance to compression shall be welded first. The work shall be securely held in
position by means of tack weld, clamps or jig before commencing of welding work so as to
prevent relative movement due to distortion or other cause. All welds with blow holes, slag-
intrusion and other defects must be removed from each run before another run is super
imposed and also from the final run. Any defects in the work shall be rectified by the contractor
at his own expense. Bends, twists or distortion caused in any member due to faulty
workmanship and method adopted during welding or in transit will be rejected and will have to
be replaced / rectified by the contractor at his own expense. According to the size of electrodes
used, the contractor is expected to adjust the current rating in the welding generators.
1.7.4 The Owner / Consultant reserves the right to have test done at any time for any welding and
the cost of the test shall be borne by the contractor.
1.7.5 Wherever continuous plates are used in built up member such as girders, columns, etc. the
continuity of such plates shall be first ensured by full strength butt joints before welding such
plates with the main member to form part of the built-up member.

1.7.6 All connection / joints made in shop shall wherever possible be welded connections and
connections / joints made at site shall be bolted connections / site welded connections,
continuous welding shall be done for all box members even if it is not required from design
point of view.

1.7.7 Electrodes
Electrodes used for welding shall comply with IS-814 or IS - 815 or any specification provided
to the contractor from time to time. No electrodes remaining in open containers for more than
72 hours shall be used.
1.7.8 No welder shall be employed to carry out welding in any position except those who are fully
qualified to weld in that position as per IS -7318, part-1 qualifying tests for metal arc welders.
Welders employed shall be required both before commencing work and at intervals during the
progress of work to make test pieces as laid down in IS -817 and 7318, part-1 for the purpose
of grading of welders and according to the said grading, welders will be employed on jobs.
Welders are to be got approved by Owner / Consultant before engaging on work.
1.7.9 MS Black/High Strength Bolts and Nuts
M.S.Black or high strength bolts, nuts and washers etc. shall be as per IS-800, IS-1363 and IS-
1367. Manufacturer's test certificate shall be made available to the Owner / Consultant or his
representative, when called for. For bolted joints, shanks and threaded bolts are to be used to
ensure that threaded length do not encroach within the thickness of connected members of
dimension beyond the following limit:-
a. 1.5 mm for connected members of thickness below 12 mm and
b. 2.5 mm for connected member of thickness 12 mm and above and that adequate
shearing and bearing values required as per design are achieved.
1.7.10 Every portion work shall have its erection mark or number stenciled on the member for
guidance in erection and bears all necessary marks of erections as directed by the Owner /
Consultant.
1.7.11 No part of the work is to be oiled, painted (except contact surfaces) packed, bundled, crated or
dispatched until it has been finally inspected and approved by the Owner / Consultant or his
authorized representative. The whole steel work before being dispatched from the contractor's
shop shall be dry and after being thoroughly cleaned from dust, mills scale, rust etc., and shall
be given two coats of primer and one coat of final paint as per painting specification attached
in this enquiry. Unless otherwise specified, all surfaces inaccessible after welding shall be given
two coats of primer and two coats of paints as per painting specification Annexure attached in
this enquiry.
1.7.12 The Owner / Consultant or his authorized representative shall have free access at all
reasonable time to all places where the work is being carried out, and shall be provided by the
contractor at his own expenses all necessary facilities for inspection during fabrication and
erection. The Owner / Consultant or his authorized representative shall be at liberty to reject
the work in whole or in part if the workmanship or materials do not conform to the terms of the
specifications mentioned herein. The contractor shall remove, replace or, alter any part of the
work as ordered by the Owner / Consultant or his authorized representative.
1.7.13 Erection and Setting of Steel Structure
The erection of steel work shall be in accordance with Bureau of Indian Standard
Specifications Nos. IS-800 and IS - 816.
1.7.14 The contractor shall be responsible for the suitability, safety and capabilities of all plant and
equipment used for erection.

1.7.15 Prior to starting erection of fabricated structure, defects if any shall be rectified. The contractor
shall give to the Owner / Consultant not less than 24 hours notice of his intention to set out or
give levels for any part of works, in order that arrangements may be made for checking. The
contractor shall provide all necessary arrangements and assistance which the Owner /
Consultant may require for checking the setting out.
1.7.16 The contractor shall erect the structural steel members in position, to dimension, and levels, as
in relevant drawings and shall take care to see that component parts are not interchanged.
Girders, stanchions etc., must rest fairly on their beds and will not be taken as erected until
completely plumbed, aligned leveled, bolted or welded and strengthened, in every respect. The
camber, if any, is to be maintained as shown in relevant drawings.
1.7.17 Particular care should be taken to ensure free expansion and contraction wherever provided in
the relevant design / drawings or so directed on site.
1.7.18 While erecting, the holes in different component parts of structure should be made concentric
with the use of drifts before any service bolts are fitted. No drifting shall be allowed except for
bringing together several parts forming a member but the drifts must not be driven with such
force as to disturb or damage the metal above the holes. Hammering of bolts to make holes
concentric shall in no case be allowed. No nuts should be allowed to become loose and no
unfilled bolt holes are to be left in any part of the structure unless otherwise specified in the
relevant drawings. Welding should be adopted wherever specified in the drawings. Wooden
rams or mallets shall be used in forcing members to position, in order to protect metal from
injury or shocks, chipped edges shall be finished off smooth and all concave surfaces rounded
off.
1.7.19 All erection tools and plants viz. derricks, cranes etc. will have to be provided by the contractor
as required in the erection work. All erection devices must be removed after the work is over, in
such a way that no damage is done to the erected structures. Any damages, in this respect
must be rectified by the contractor at his own cost.
1.7.20 The maximum tolerance for line and level of the steel work shall be + 3.0 mm on any part of the
structure. The structure shall not be out of plumb more than 3.5 mm on each 10 M. Section of
height and not more than 7.0 mm per 30 metre section. These tolerances shall apply to all
parts of the structure unless mentioned in the drawings issued for erection purposes.
1.7.21 Match Marking & Stamping
i. All materials shall be match marked to facilitate erection.
ii. All pieces shall be stamped on at least two sides with erection marks as per fabrication
drawings to facilitate identification on receipt and assembly.
1.7.22 Transport to Site
All parts pertaining to one assembly shall be transported in the same lot. All materials shall be
transported in sequence of erection. Fabricated materials transported not in sequence of
erection shall not be paid until erection reaches that stage.
1.7.23 Preparation of Challans
It is very important that against transport of each lot, the contractor shall prepare separate
challans of all parts in respects of each assembly (indicating item number of both order)
included in the consignment and against each proper quantity. Part number of drg. Number as
per latest revision shall be indicated.

1.8 PAINTING ON STRUCTURAL STEEL


The following specification shall be used for painting of structural steel work.

This specification shall be used for the painting of structural steel in coastal area in saline
atmosphere.

1.8.2 SURFACE PREPARATION


Air Blast Cleaning with abrasives

The surfaces shall be cleaned using one of the abrasives like copper slag, Al2O3 particles,
chilled cast Iron or malleable iron and steel at pressure of 7kg/cm2 at a appropriate distance
and angle depending on nozzle size maintaining constant velocity and pressure. Chilled cast
iron, malleable iron and steel shall be in the form of shot grit of size with appropriate size of
G42 grade (maximum) and S250 grade size of steel shots (maximum) to obtain a desired
surface profile and of 35-50 microns through to peak or specified profile in case of steel and
malleable iron. The combination of steel grits and short shall be normally in the ration of 3:1.
The quality of abrasives shall be free from contaminants and impurities and shall meet the
requirements of SSPC ABI. Compressed air shall be free from moisture and oil. The blasting
nozzle should be venture style with tungsten carbide or boron carbide as the material of liners.
Nozzle orifice may vary from 3/16” to ¾”. On completion of blasting operation, the blasted
surface shall be clean and free from any scale or rust and must show a grey white metallic
luster. Primer/first coat of painting shall be applied within 4 hours of surface preparation. Blast
cleaning shall not be done outdoors in a bad weather without adequate protection or when
there is dew on the metal, which is to be cleaned. Surface profile shall be uniform to provide
good key to the paint adhesion (i.e 35 to 50 microns). If possible vacuum collector shall be
installed for collecting the abrasives and recycling.

1.8.3 Painting systems to be used are as indicated below:-

a. FOR UNPAINTED SURFACES

i. P1-One coat of Ethyl silicate inorganic zinc primer having DFT of 70 microns per coat.

ii. IP1-One coat of Epoxy MIO having DFT of 70 microns per coat.

i. FP-1 One coat of finish epoxy paint using two pack Polyamide cured epoxy having DFT
of 40 microns per coat.
ii. FP-2 One coat of Aliphatic Acrylic Polyurethane paint having DFT of 40microns per coat.

1.8.4 The following points must be observed for painting work:-

a. Only the approved paints/primers as indicated in the equivalent product chart (attached
herewith) are to be used.

b. All the surfaces must be air blast cleaning and one coat of primer including one coat of
MIO are to be applied in the fabrication shop at project site before lifting the components
for erection. After erection is over all the surfaces must be washed as indicated below:-

i. Wash with clean water (pressure approx. 7 kg/cm2) using suitable nozzles. During
washing, broom corn brushes to be used to remove foreign matter, if any.

ii. Solvent washing if felt necessary to remove traces of oil, grease etc.

iii. After washing surfaces as indicated above, shall be suitably touched up to the
extent required, so that all the damages to the primed surfaces caused during
erection are taken care off.

c. Surfaces effected by welding and/or gas cutting or handling during erection shall also be
suitably touched up after preparing the damaged surfaces by mechanical means such as
grinding, power brushing etc. to achieve surface finish to ST-3.

d. Application of ethyl silicate inorganic zinc primer must be under taken by spray method.
Other application methods such as brush/roller application are not permitted.

e. Primers and paints for a particular system must be purchased from same manufacturer
for compatibility.

f. Recommendation of the paint manufacturer regarding mixing, maturing, application


(except as indicated specially in this specification) must be followed meticulously.

g. Technical representative of the paint manufacturers at site must be made available as


and when required by owner/consultant for their expert advise as well as to ensure that
painting work is executed as per instructions of paint manufacturer.

h. All paints, primers must be supplied to site in original containers with factory seal.
Otherwise paints, primers shall not be allowed to be used.

i. Mode of application for other primers and paints except ethyl silicate inorganic zinc
primer shall be strictly as per recommendation of paint manufacturer.

j. All painting materials should be consumed within expiry date indicated by manufacturers
on the containers.

k. Number of coat and DFT per coat must be strictly followed as indicated in the
specification above and if the desired DFT is not achieved in the specified number of
coat, contractor shall be required to apply extra coat(s) to achieve desired DFT without
any additional cost to PDIL/owner. It may be noted here that multi coat is not allowed for
ethyl silicate inorganic zinc primer and therefore extreme care is to be taken for assuring
desired DFT in single coat.

Unless it is not practical to do so, colour shades for primer, intermediate coat and finish
paints must be different to identify each coat without any ambiguity.

l. All painting materials must be accompanied by manufacturers test certificate. However,


if PDIL has any reasonable doubt regarding quality of the materials then, contractor shall
be required to get doubtful materials tested by PDIL approved testing agencies and
nothing extra shall be paid for carrying out above testing and testing charges shall be
deemed to be included in the rates quoted for painting work.

m. DFT for painting shall be measured at least 20 points and mean DFT shall not vary by
more than 10% of the specified DFT.

Reliable and calibrated instrument for measurement of DFT shall be arranged and
provided by contractor at his cost at site.

2.0. OBLIGATIONS OF Coromandel/PDIL

2.1. To allot a plot of land inside Coromandel factory premises working SITE to enable the
CONTRACTOR to build his office, stores, fabrication shop, shot blasting and painting
shop, urinal & latrine etc. at his own cost. Cleaning of the plot of any wild vegetation shall
be the responsibility of Contractor.

2.2. To issue hot & cold work permits to CONTRACTOR if & when required. However, it will be
CONTRACTOR’s responsibility to get the necessary format (to be supplied by
Coromandel/PDIL) with the details of job to be undertaken.

2.3. To facilitate issuance of gate passes and night/special passes to workmen of


CONTRACTOR for their entry to work SITE through security gate as per Coromandel
/CISF Rules applicable from time to time.

2.4. To facilitate issuance of gate passes to CONTRACTOR for entry of his materials and
equipment including tools & tackles etc. to work at SITE through security gate.

2.5. To function as a medium of co-ordination between various CONTRACTORS for facilitating


smooth progress of work.

2.6. To provide all clarifications in technical matters for expediting the job.

2.7. To lay down the system for issue of materials from Coromandel’s stores/storage yard.

2.8. To provide information regarding availability of fronts and materials to be issued by


OWNER so as to enable the CONTRACTOR to plan & organize the execution of work
under his scope as per the overall project schedule.

2.9. Coromandel/PDIL shall evolve a suitable system for the transfer of identification marks
(provided by piping and/or structural CONTRACTOR during sand blasting and painting.

2.10. To provide the following items as free-issue to CONTRACTOR:

a) All piping materials as listed in Bill of quantities as per document Nos. PC00079-
5111-0056.

b) Spring support and any other support supplied by vendors.

c) To provide steam for steam blowing and test media other than service/ instrument
air for leak/seal testing at available pressure.

d) To provide portable and DM water at one place at one designated place in plant
area. Further distribution should be in Contractor’s scope.

e) Coromandel shall provide single point electrical supply at the designated location.
Further distribution should be in Contractor’s scope.

CONTRACTOR at his own cost shall supply all other materials.

3.0 OBLIGATIONS AND RESPONSIBILITIES OF CONTRACTOR

The CONTRACTOR obligations and responsibilities shall include but not limited to the
following: -

3.1 To set out the works for timely completion and as per the best engineering practices.
CONTRACTOR should provide the site progress report based on inch dia etc. on daily
basis to Coromandel/PDIL.

3.2 To deploy skilled, semiskilled and unskilled personnel in requisite numbers and as per
scheduled programmed so as to complete the WORK as per overall project schedule.

3.3 To deploy suitably qualified supervisors & engineers in requisite numbers to assure
execution of good quality job as per best engineering practices and to the full satisfaction
of Coromandel/PDIL.

3.4 To prepare detailed planning & execution schedule considering the availability of fronts &
materials. This shall be reviewed by Coromandel/PDIL and CONTRACTOR shall be
required to keep updating the same (as per the instructions of Coromandel/PDIL) to take
care of any changes in the availability of fronts & materials & to complete all jobs as per
the overall project schedule. Coromandel/PDIL shall in no way be held responsible for
such changes because such changes are deemed quite a common feature in such jobs.

3.5 To check for quantity compliance between bill of materials and drawings for piping
supports and take procurement action sufficiently in advance. In case of miss match in
BOQ & drawing for piping, it will be brought to the notice of Coromandel/PDIL well in
advance.

3.6 To arrange & supply compressed air for shot blasting and card board blasting etc. Quality
of water used for hydrotesting shall be as per specification of this attachment.

3.7 Deployment and demobilization of crane of required capacity and for required duration is
CONTRACTOR responsibility.
3.8 If it necessary for the CONTRACTOR to have certain changes/ strengthening made in
the existing infra structure of Coromandel site like culverts , drains, gates, walls etc. the
same should be intimated to Coromandel with necessary details well in advance.

3.9 CONTRACTOR should deploy suitable strength steel plates/ sleepers in case it is
necessary for crane movement for crane movement on the site.

3.10 The vehicles to be deployed shall be having valid RTO documents and the drivers shall
possessing valid driving license for the category of the vehicle he is driving.

3.11 The crane and other lifting equipment operator shall be experienced in the activities
involved and shall be holding proper license to operated the said equipment.

3.12 Pre-fabrication work, laying of pipe lines , erection of small equipment is to be carried out
while the adjoining plant / equipment is running taking due precautions and following all
safety systems of Coromandel.

3.13 CONTRACTOR shall engage qualified engineers for site supervision who are well
conversant with welding, erection, machinery alignment and other techniques involved in
the contract activities.
3.14 For misc. jobs which may be required to be carried out as per site requirement, rates for
manpower supply for skilled, semi-skilled and unskilled manpower shall be included in the
contract, to be operated in case of requirement.

3.15 To arrange & supply all tools & tackles which are required for the execution of jobs as per
the best engineering practices & within the targeted schedule. It must be clearly
understood that Coromandel/PDIL shall not be responsible for arranging or supplying any
tools & tackles. List of major tools and tackles required are as listed below: -

Mechanical:
i. Crane - of suitable capacity.
ii. Trailer with prime mover/Tractor trailers.
iii. D-shackles, slings etc.
iv. Motor generator welding sets.
v. Transformer sets for welding and stress relieving.
vi. Gas cutting set.
vii. Drilling/Grinding machines
viii. Pipe beveling machine
ix. Air compressor.
x. DG welding machines.
xi. TIG welding sets complete with all accessories.
xii. Theodolite/Dumpy level/Contractorter level/sprit level.
xiii. Dial gauges, venire and micrometers in sufficient numbers for alignment of
machineries.
xiv. Inspection and alignment tools and tackles in sufficient numbers for alignment of
machineries.
xv. Pipe bending machines and gasket cutting machines.
xvi. Coating and wrapping machines.
xvii. Stress relieving eqpt. Incl. recorder etc.
xviii. Elcometer, MICRON TEST instruments for paint thickness measurement.
xix. High voltage spark tester for coating and wrapping of underground pipelines.
xx. Wooden sleepers and scaffolding materials.
xxi. Dewatering pumps in sufficient numbers.
xxii. Pump for hydrotesting complete with associated piping, calibrated pr. gauges,
temporary fasteners, valves etc.
xxiii. Shot/Grit blasting machine.
xxiv. Scaffolding materials as required.
xxv. Sand Profile meter for checking profile of sand plastered surfaces.
xxvi. Spray guns, power brushes, buffing machines, scrappers etc.

xxvii. Supply receipt at site and storage (till use in the plant) of all primers, finish paints,
paints for colour bands lettering, arrow marking thinners etc. shall be in the scope
of CONTRACTOR unless it is expressly stated otherwise in schedule of rates.
xxviii. Any other tools and tackles and facilities required for completing all the jobs as per
ITB to the best Engineering practices.

3.16 To arrange & supply all consumable (required for executing the job under question) such
as but not limited to the following in sufficient quantity, of required quality and in time to
meet the schedules: -

Electrodes, filler wires, industrial gases such as oxygen, acetylene, argon; water soluble
paper; diesel, petrol, kerosene, cotton waste; marking cloth; oil stones; emery papers;
thread petroleum / lubrication compounds, cardboard, target plates and grinding / cutting
wheel, temperature chalks etc.

3.17 To provide proper storage and security arrangements for CONTRACTOR’s tools, tackles,
equipments, materials etc. As well as materials issued by OWNER to CONTRACTOR.
Coromandel/PDIL shall not be responsible for any loss or damage to items in the custody
of CONTRACTOR at site for any reason whatsoever.

3.18 Completion of all repairs arising out of defective work done by CONTRACTOR.
Coromandel/PDIL may at his discretion require the CONTRACTOR to rectify certain
defects in materials caused due to bad workmanship of supplier and/or during
transportation. (For materials supplied by Coromandel/PDIL) For such work of course, the
payment modalities shall be settled by mutual agreement before starting such rectification
jobs.

3.19 To maintain all the records for men, materials and execution of job as required by law as
well as Coromandel/PDIL/CISF-Security.

3.20 To get his work approved from statutory agencies such as but not limited to Boiler
inspector, Factory Inspector, Inspector of Explosives etc. Work includes liasoning with
statutory authority, submission of drawings/ documents and to get the drawings/work
approved from statutory authority.

3.21 To make arrangements for services such as transport, medical, lighting, canteen etc. for
working round the clock.
3.22 In addition to safety regulations indicated in General Conditions of Contract and Site
conditions, Coromandel/PDIL may issue certain safety directives, which shall have to be
followed meticulously without any reservation.

3.23 To undertake scope of work listed in clause no. 1.0.0; to follow TECHNICAL CONDITIONS
listed in clause No. 4.0.0 and to honour all other obligations listed specifically in other
volumes, sections or subsections of this enquiry.

3.24 Reconciliation of materials issued to CONTRACTOR as directed by Coromandel/PDIL.

3.25 Handing over of the completed works to Coromandel/PDIL as per procedure laid down by
Coromandel/PDIL.

3.26 To submit documentation forming part of request for issue of completion certificate as per
the instructions from Coromandel/PDIL.
3.27 Clearing the site after cleaning the areas where the CONTRACTOR executed the job
stored the materials and built his office, fabrication shop etc.

3.28 To ensure that when the work is over, floors, walls, and other items around are cleaned
free of paint and stains. CONTRACTOR shall also ensure that painting does not damage
during painting and/or other items like insulation, machinery, equipments, piping etc..
Contractor, in the event any damage is caused, shall arrange repair and/or replacement at
his own cost.

3.29 The CONTRACTOR shall be required to transfer the identification marks (provided by
piping and structural fabrication Contractor) in such a fashion that the mix up of various
spools and sub-assemblies is avoided. For this purpose the CONTRACTOR shall strictly
follow the instructions issued by CIL/PDIL.

4.0 TECHNICAL CONDITIONS OF CONTRACT

4.1 FOR SUPPLY ITEMS

4.1.1 Unpriced copies of all the purchase orders should be submitted to CIL/PDIL for further
necessary action regarding inspection.

4.1.2 Approval from CIL/PDIL must be obtained before accepting any deviations/substituted
materials or items even if the alternative material or item is superior to the original
material/item.

4.1.3 All materials must be procured from any of the approved vendor lists which are attached to the
tender enquiry. However, the CONTRACTOR shall be allowed to purchase materials from
traders/ stockiest with the condition that materials must originate from any of the approved
vendor and shall be supported by test certificates, which must be certified with the materials
under consideration. For those items, which are not included in the approved vendor list,
CONTRACTOR will submit the list of vendor for CIL/PDIL’s approval.

4.1.4 Material/item test certificate/inspection reports must be submitted in 2 sets to CIL, Visakh Unit
and 1 set to RCM, PDIL at CIL Visakh site.

4.1.5 Materials must be dispatched to VISAKH site only after inspection & issue of release note from
Coromandel/PDIL Inspection Office.

4.1.6 All materials must be dispatched to & received by CONTRACTOR at VISAKH site. After
receipt, CONTRACTOR must store all the items properly till their use or handing over (of
balance items) to CIL/PDIL after completion of work.

4.1.7 All Structural steel material shall be as per I.S. standards from approved suppliers.

4.2 WELDER'S QUALIFICATION

Welders proposed to be deployed at SITE shall be tested for welding procedure qualification
and welder performance qualification in the presence of Coromandel/PDIL strictly as per
standards, codes and specifications. CONTRACTOR shall arrange all the materials and
facilities for such tests, at his cost. Welder qualification as per ASME sec IX should be carried
out & all documents such as PQR, WPS, WQR and QAP should be submitted to
Coromandel/PDIL.

4.2.1 ELECTRODES AND FILLER WIRES

Selection of electrodes and filler wires shall be as per standards, codes and specifications.
However the approval for brand names shall be taken from Coromandel/PDIL before their use.
Tests required, if any, to satisfy the technical suitability of these electrodes/ filler wires should
be arranged by CONTRACTOR at his cost. CONTRACTOR shall supply all electrodes and
filler wires within their quoted rates.

Electrodes and filler wires to be used shall be procured from following approved vendors only.
If any additional party is to be included then CONTRACTOR has to take prior approval from
Coromandel/PDIL.

4.2.2 ROOT RUN USING TIG:

Root run for all alloy steel and stainless steel weld joints shall be done by using TIG welding
only. Carbon steel weld joints wherever specified by Coromandel / consultant, shall be done
using TIG welding. Welding of socket joints of high pressure CS/AS/SS piping > 600# rating
shall be done using TIG welding. During TIG welding, Argon gas shall only be used both for
shielding and purging. Root run of TIG welding should be followed by DP & it should be
included in schedule rate of welding.

4.3 FIRST MAINTENANCE

a. PIPING

After hydrotesting, all blanks, temporary spool pieces etc. shall be removed, replaced by
permanent fixtures before fixing permanent gaskets, as required.

After hydrotesting, pipe lines shall be cleaned by air blowing and card board blasting or steam
blowing as per instructions of Coromandel/PDIL for efficient and proper cleaning of lines.
During this activity, the piping shall be adequately supported. Any temporary piping required for
carrying out above work shall be supplied by OWNER as ‘Free Issue Material” and fabrication /
erection done by CONTRACTOR and then dismantled after activity is over by CONTRACTOR
within his quoted rates and nothing extra shall be paid.

 All piping, dismantled for hydro test, cleaning and blowing etc. shall be erected as per
drawings and instructions of Coromandel/PDIL.
 Seal/leak testing of piping as per instructions of Coromandel/PDIL.

 Gland packing of valves (where defective) to be changed. Required packing materials


shall be supplied by Coromandel/PDIL as free issue.

 Removal, inspection and reinstallation of first spool pieces of suction piping of machinery
before start up.

 Removal, cleaning and reinstallation of temporary strainers during pre commissioning (as
many times as required).

 Removal of preset pins of spring hangers (after hydrotesting) and hot setting of springs
and other hanger support using turnbuckles.

4.4 TECHNICAL CONDITIONS FOR PAINTING WORK

The painting work shall be carried out as per Painting specifications attached here with as
Doc. No. PC00079-PVMP-PAINT-01

4.5 TECHNICAL CONDITIONS FOR STRUCTURAL WORK

4.5.1 Structural steel work shall be carried out as per specification ES-2105. Apart from this
specification, the fabrication and erection of structural steel works shall be in compliance with:

- IS 800, IS 9595 and other relevant Indian Standards.


- Drawings and supplementary sketches / standards.

In case of conflict between this specification Standards, this specification shall govern.

4.5.2 MATERIAL

All structural steel used in construction within the preview of this contract shall comply
with the following Indian Standard Specifications, whichever is appropriate or as
specified.

IS-226/2062 Hot rolled sections and plates


IS-1079 Cold formed light gauge sections
IS-1161 Tubular sections
IS-4923 Hollow sections (rectangular or square)

The structural steel and reinforcement steel will be procured from the following
manufacturers:

1. Steel Authority of India (SAIL)


2. Indian Iron & Steel Company (IISCO)
3. Tata Iron & Steel Company (TISCO)
4. Rashtriya Ispat Nigam (RINL)

The other materials to be used for the construction are the following:

- Normal bolts: Class 4.6 of IS 1367.


- High strength Bolts: Class 8.8 of IS 1367.
- Nuts, locknuts, washers as per appropriate Indian Standards.
- Covered Electrodes (for metal arc welding of structural steel): IS 814.

4.5.3 The CONTRACTOR shall however ensure accuracy of the following and shall be solely
responsible for the same.

i) Provision for erection and erection clearance.

4.5.4 Connections, splices and other details where not shown on the design drawings shall be
suitably designed and shown on the fabrication drawings based on good Engineering practice,
developing full member strength.

4.5.5 CONTRACTOR shall incorporate all the revisions in his fabrication drawings resulting from
revision in design drawings during the course of execution of work at no extra cost.
4.6 GENERAL
4.6.1 In case of any dispute over proper interpretation of drawings and technical documents,
methodology in which jobs are to be executed, modification necessary to complete a job or
jobs etc., in all site matters, the decision of Coromandel/PDIL shall be treated as final.
4.6.2 The CONTRACTOR shall arrange for daily cleaning of his site area of execution without fail. If
he fails to do so, Coromandel/PDIL shall arrange to get this job carried out through other
agencies and cost for this shall be deducted from the running bills of CONTRACTOR.

4.7 WASTAGE ALLOWANCE

4.7.1 On completion of the work, the CONTRACTOR shall submit material reconciliation statement
for all materials supplied by Coromandel/PDIL. Percentage allowed for unaccountable and
salvageable scrap by weight for various categories of materials shall be as given below:

iv) No wastage is allowed on pipe fittings, valves, flanges etc.

v) Wastage of 2% on General Purpose bolts / nuts / washers shall be allowed. However,


no wastage shall be allowed on machine bolts / studs / nuts etc. The defective bolts / nuts
/ washers shall be returned to Coromandel/PDILas directed by Coromandel/PDIL.

vi) Unaccountable wastage shall not be more than 0.5 % of the executed length for
electrical cables.

4.7.2 Pipe/ Tube pieces smaller than the lengths /sizes mentioned below shall be treated as
salvageable wastage: -

4.7.3 For free issue material all the pieces equal to and bigger than mentioned above shall be
returned to stores along with surplus materials available with the CONTRACTOR. For plates,
both sides must be bigger than the dimension mentioned above.

Salvageable materials shall also be the property of CIL/PDIL (in case of free issue materials)
and shall be shifted to scrap yard by Contractor. However, for materials issued on chargeable
basis, the following alternatives may be operated:-

a) Salvageable materials may be taken out by CONTRACTOR as his property because


CONTRACTOR has already paid for it.

b) Coromandel/PDIL may at his discretion retain the salvageable materials and


compensate the CONTRACTOR@ 50% of issue rate. However, the decision of
Coromandel/PDIL in this regard shall be binding on the CONTRACTOR.

4.7.4 The issue, consumption and return of surplus structural steel sections and plates, shall be in
Metric Ton. Measurement shall be taken and weight calculated as per ISI handbook (latest
revision).

4.7.5 In case the shortage of the material issued or the wastage/cut pieces generated is beyond the
limits specified above, recovery shall be effected from the Contractor’s bill as book value plus
15% or market price whichever is higher.

4.7.6 Material reconciliation for piping shall be done material-wise, size-wise & thickness wise. Final
bill should be submitted with reconciliation statement.

4.8 NON DESTRUCTIVE TESTING

Radiography of weld joints, DP testing, hardness testing, ferrite checking, ultrasonic testing
etc. are to be carried out by CONTRACTOR as per standards and specifications wherever
required. Gamma ray radiography using IR 192 source of suitable strength depending upon
thickness shall be used upto 30 mm thk. pipes. Beyond pipe wall thickness of 30 mm,
ultrasonic test shall be carried out and for ultrasonic testing prices are covered in unit rates of
piping. For gamma ray radiography CONTRACTOR shall be required to use DUPONT 55 films
or equivalent from KODAK, AGFA or FUJI only. The joints to be radiographed shall be selected
by Coromandel /PDIL. Radiography of repaired joints shall be at CONTRACTOR cost. The
decision of Coromandel /PDIL regarding interpretation of radiographs shall be final. DP testing,
hardness testing, ferrite checking wherever required as per standard & specification are
inclusive in rate for piping. Radiography for 20% of weld joints shall be carried out as per code.
NDT testing, being a specialized job, it is mandatory that CONTRACTOR must get this job
done through Coromandel/PDIL approved agencies.

Hydraulic/Pneumatic testing including repair, rectification and retesting of the complete piping
system, by making suitable loops in consultation with Coromandel/PDIL, shall be done by the
CONTRACTOR. The decision whether to include any equipment in a loop or not shall be
taken by Coromandel/PDIL. All the necessary materials and arrangements required (such as
but not limited to blanks, temporary supports, temporary spools in place of on-line instruments,
pressure gauges, pumps suitable upto 400 kg/cm 2, suitable rating compressors, including
connected piping and accessories for pumps or compressors, temporary fasteners etc.) shall
be in scope of CONTRACTOR. The pressure gauges shall be used after due calibration and
certification by the Coromandel/PDIL. During testing all on-line instruments may have to be
removed or blanked as required by Coromandel/PDIL. If removed, necessary suitable
temporary spool pieces are to be fabricated and installed by CONTRACTOR. The above
instruments shall be installed back in the line only after cleaning and blowing of the line is over.
Additional vents and drains, if required for pressure testing, shall be installed by
CONTRACTOR. But the valves required for vents and drains, shall be supplied by
Coromandel/PDIL as free issue. All the above activities form part of hydrotesting/pneumatic
testing, as the case may be.

After hydro/pneumatic testing is completed to the satisfaction of the Coromandel/PDIL, the


piping shall be cleaned and blown with steam/air as per relevant technical specification. All on-
line instruments shall be removed, (except if permitted by the Coromandel/PDIL) and installed
back after cleaning of the pipeline. Whenever the on-line instruments are to be removed,
supply, fabrication, installation and removal of spool pieces shall be arranged by the
CONTRACTOR, without any extra cost to the Coromandel/PDIL.
Water if required, for hydrotesting must be normally of potable quality.
4.9.1 Where the operating fluid would get adversely affected by presence of water, a hydrocarbon
like kerosene may be substituted for water. Hydrocarbons shall not be permitted for oxygen
services.
4.9.2 Hydraulic testing of ferritic material shall preferably be carried out using suitably inhibited
water, which permits extended period between the start of testing and drying of components.
Alternatively, uninhibited water may be used but the permitted period between the start of
testing and drying of component is reduced.

Hydraulic testing of austenitic material shall preferably be carried out using de-ionised water;
chloride contents of water shall not exceed 5 ppm.

4.9.3 WATER QUALITY

4.9.3.1 Ferritic parts and ferritic parts associated with non-ferrous parts

The water shall be free from oil and suspended matter. If this water is to be inhibited one
of the inhibitors as specified below shall be added and the same shall be supplied by
Contractor.

i) Sodium benzoate -- 1.5% w/w


And Sodium nitrite -- 0.1% w/w

OR
ii) Sodium Fluoresoein -- 50 ppm
Lisapol N -- 0.125% v/v
Monoethanol amine -- 0.625 % v/v

4.9.3.2 Austenitic parts and ferritic parts associated with austenitic parts.

Water shall be deionised water having conductivity not more than 1 micro mho per cm
at 25 o C. In case of works testing of unerected components town’s main water free from
oil and suspended matter may be used.

4.9.3.3 Period between the start of testing and drying.

The period between the start of testing and drying a component shall not be longer than
48 hours in case of inhibited water and 4 hours in case of uninhibited water. Where
difficulty may be experienced in draining and therefore in achieving the drying specified
above, drying shall be accomplished in as short a time as is practicable.

4.10 CARD BOARD BLASTING

For lines to be cleaned by air, cardboard blasting shall be done as per standards,
specifications and instruction of Coromandel/PDIL in order to ensure that the lines are cleaned
properly. For this purpose, the following points be kept in view:

i. Lines to be cardboard blasted shall be properly supported.

ii. One end of the line shall be blanked with two or three "standard card boards of 1/16"
thickness" using flanges and bolting system.

iii. Other end of the line shall be connected to the pneumatic pressure system.

iv. Air pressure shall then be increased till the cardboard bursts at around 3-4 kg/cm 2
pressure, thereby expelling out even the tiniest dust, rust and weld slag particles from
inside of the pipelines.

4.11 STEAM BLOWING

For lines which require steam blowing the following needs to be kept in view while carrying out
to job as per standards, specifications and instructions of Coromandel/PDIL.

i. Lines to be steam blown shall be properly supported.

ii. Temporary lines are required to be laid for proper venting of steam. Such vents shall be
properly supported.

iii. The open end of vent line shall be provided with suitable arrangement for fixing of target
plates.

iv. The total loop shall be allowed to get heated up with suitable pressure steam for a certain
interval after which steam should be vented and line allowed to cool. This alternate
heating, cooling and venting shall enable proper cleaning of pipelines.
v. After some cycles, target plates shall be installed to gauge the status of cleaning. Steam
blowing shall continue till satisfactory results are obtained.

vi. Any fixture/assembly if required for blowing job shall be Contractor’s scope.

4.12 MEASUREMENTS

4.12.1. EQUIPMENTS, MACHINERY & STRUCTURALS

For payment, weights indicated on approved vendor drawings shall be taken. Where
weights are not indicated on vendor drawings, net weight indicated on packing lists shall
be taken. However, if weights are neither indicated on vendor drawings nor on packing
lists, weights shall be calculated from approved vendor drawings. For calculation of
weights the following guidelines shall be followed:

i. Weld metal weight shall not be considered.

ii. No deduction or addition shall be made for openings and nozzles less than 300 mm
diameter.

iii. For 300 mm and above openings, nozzles and skews the actual weights shall be
added or subtracted.

iv. Weights of structural and plates shall be taken as per IS handbook.

v. Mountings and accessories such as safety valves, rupture discs including


manifolds/distance piece if any, equipment skirts, pipe davits and foundation bolts,
if erected by CONTRACTOR, shall be considered as part of equipment. Erection of
pre-fabricated piping received from vendors shall be paid on the same rates as
static equipment.

vi. For structural / heat exchangers base plates, if the weights are not available in the
drawings the same shall be taken as per relevant IS hand book/code.

vii. Static units (not pipes) which are neither mounted on the machines body nor directly
mounted on machine flange shall be considered as static equipment.

4.12.2. PIPING

i. For payment of piping, length of piping shall be measured along the centerline of
piping including all fittings but excluding valves (which are being paid separately).

Length of piping may be calculated from isometrics. However, if no isometric exists


for a line, actual measurements shall be taken at site.

ii. On-line instruments such as control valves, rotameters, Nozzle assembly, orifice
plates and steam traps, in line filters and strainers, expansion bellows, relief/safety
valves etc. shall be treated as valves.

For relief/safety valves, the size at smaller end shall be considered.


iii. Measurement for branch connection shall be taken from the root of stub-in or
weldolet joint.

iv. Reducers shall be paid along with piping of larger diameter, except in the case of
funnels, where they shall be paid along with drainpipe to which they are connected.

v. No separate payment shall be made for cutting, end preparation for welding joints,
welding, threading, bolting, supporting, pre-heating, magnaflux, dye-penetrant test,
ultrasonic testing etc. All these activities shall be deemed to be covered in the per
meter erection rates for piping.

vi. Weight of supports shall be calculated from support sketches, drawings or standards
and specifications using ISI handbook.

vii. Steam tracer lines shall be paid on the same basis as piping of similar size, rating
and material.

viii. Wt. of structural steel shall be taken as indicated on drawings. If not indicated on
drawings, the same may be calculated using ISI handbook.

ix. Payment for radiography shall be made based on Inch-dia.

Payment shall be made only for the weld joints found acceptable and no payment
shall be made for defective weld joints.

x. Stress-relieving of support or reinforcement pads shall be paid on the basis of one


weld joint on main pipe on which pad is welded.

4.12.3. PAINTING

The basis of measurement for the purpose of payments shall be as follows:

a. Piping including valves, in-line instruments and all fittings (whichever are painted)
shall be measured along the centerline of piping. Surface area will be calculated
(from this measured length) on the basis of outside dia. of pipe. No extra/additional
payment shall be made for valves, fittings and other in-line instruments, etc. Branch
line will be measured from the root of the stub in connection.

b. For stenciling, the payment shall be on the basis of No. of words/letters-size-wise.

c. For colour band (including enamel ground colour for colour bands) payment shall be
made on the basis of area in sq. meter.

d. Unit rates for painting shall include the following and no separate payment shall be
made for these items: -
i. Direction of rotation/flow indicating arrow marks.
ii. Painting of protruding items such as bolts & studs, nuts, clips, cleats etc.

4.13 DOCUMENTATION

CONTRACTOR shall prepare and hand over the following documents to CIL/PDIL when
work / activity is completed.
i. Erection completion report
ii. Calibration report

4.14 INSTRUCTIONS FROM VENDOR SPECIALIST

Coromandel/PDIL may call vendor specialists for assisting in the erection of plant. The
CONTRACTOR shall comply with all the directions issued by such specialists for the
installation of plant and machinery. This will, however, not absolve the CONTRACTOR from
his responsibility nor his obligation to provide his own supervisors.

4.15 TRIAL RUN, TESTING AND COMMISSIONING

All machines shall be put on trial for 72 hours continuously as per instructions of
Coromandel/PDIL. The CONTRACTOR shall provide his competent personnel during trial
run and up to acceptance by Coromandel/PDIL. Final inspection of bearings etc. to be
carried out after trial run shall be part of trial run and testing. Up to this activity, the
services of CONTRACTOR are covered within the unit rates of erection. However during
commissioning, Coromandel/PDIL shall require the services of CONTRACTOR'S
personnel.

4.16.3 PIPING STANDARDS

NOTES:
a. In case of any conflict between standards, codes and specifications most stringent of all
shall be followed.
b. All the PDIL standards, specifications are attached with the enquiry.

c. In PDIL standards/specifications, please read PDIL (Projects & Development India Ltd.) in
place of P&D, FPDIL or FCI.

4.17 GENERAL

4.20.1 All weld joint designs shall be deployed as per technical specifications. For alternative weld
joint design, prior approval of Coromandel/PDIL is required.

4.20.2 Anchor bolts for sliding saddle shall be kept in the middle of slotted hole. The nuts for sliding
saddle are loosened approximately by 3 mm and then counter nuts are tightened.

4.20.3 Maximum tolerance on line and level of steel work shall be +/- 3mm on any part of the
structure. The structure shall not be out of plumb by more than 3.5 mm on each 10M-section
height and not more than 7 mm per 30M-section height. This shall apply unless indicated
otherwise on drawings.

4.20.4 The use of existing foundation, structures and supports as a point of anchorage for lifting,
pulling and locking purpose is prohibited and shall be allowed only when Coromandel/PDIL
permits in writing.

4.20.5 Prior to connecting of the two equipments, or an equipment / machinery with piping, tack
welding of joints shall be done and got approved by Coromandel/PDIL prior to actual welding
and completion of the job.

4.20.6 The CONTRACTOR shall arrange for daily cleaning of his SITE area of execution, including
trenches pits & drains, without fail. If he fails to do so, Coromandel/PDIL shall arrange to carry
out this job through any other agency and cost for this shall be deducted from the running
bills of CONTRACTOR.

4.20.7 During the bad weather condition, the CONTRACTOR shall make suitable and adequate
arrangement by way of providing protection against rain and wind for carrying out welding
and other fabrication and erection jobs smoothly at site.

4.20.8 All equipment and machinery shall be preserved after erection till commissioning of plants as
per instructions of Coromandel/PDIL. Any damage and/or cost of rectification because of
noncompliance of above shall be to CONTRACTOR’s account.

Even after handing over of the work to Coromandel/PDIL if some defects like dirt and foreign
materials are found inside the equipment, wrong fitting of any sort etc., (which could not be
detected during the time of execution) were noticed, CONTRACTOR must make good the
above mentioned defects, clean the inside of the equipment properly, arrange for proper
fitting etc. at his own risk and cost, without any additional cost to Coromandel/PDIL.

4.20.9 The CONTRACTOR shall take whatever steps are necessary so as not to exceed the
allowable bearing capacity of the track when moving and/or operating lifting equipments such
as cranes, trailers etc.

4.20.10 The following safety factor shall apply to all lifting equipments: -

Hoisting line 3.5

Shackles 5.0

Safety factor
Load

4.20.11 Load test of all lifting tackles of CONTRACTOR shall be conducted by CONTRACTOR at
SITE in the presence of Coromandel/PDIL before such tackles are used at SITE or
CONTRACTOR shall produce valid certificate tested tools & tackles

4.20.12 Lapping shall be done on the mechanical seats of the mating surfaces prior to putting
metallic ring gaskets.

4.20.13 All the machinery shall be stored with adequate care. Direct mounted instruments shall be
removed from machine before transportation, during storage and erection (to be properly
tagged and marked for identification) and shall be mounted just before pre-commissioning.
Flanged connections of all machines to be kept blanked or plugged to prevent entry of foreign
materials.

4.20.14 Where machines are supplied with gland packing for initial running and mechanical seals for
ultimate use, the CONTRACTOR shall install mechanical seals or gland packing as and when
directed by Coromandel/PDIL.

4.20.15 During alignment of moving machinery, wherever cutting, grinding, minor welding, lapping etc.
would be required to complete alignment operations, the same shall be provided and
arranged by CONTRACTOR without any additional cost to Coromandel/PDIL.
