Opening Prayer 65 66 The meeting started with an opening prayer delivered by Pat Welhada M Nawang, TATAG- 67 ALAB. 68 69 70 CALL TO ORDER: 71 72 PLTCOL LAMBERT A SUERTE, Deputy Force Commander called the conference to order at 73 3:00 PM and warmly welcomed everybody for the day’s meeting. After which, review of the previous 74 minutes of the meeting was done and was subsequently approved by the members of the AC and 75 TWG. 76 77 REVIEW OF PREVIOUS MINUTES OF THE MEETING 78 79 AC MEETING 80 81 As to the Investigation Section, with regard to the actions taken on the conduct of Investigation 82 seminar/refresher course within the Battalion which was suggested to be called “Train the Trainers”, 83 Pat Christoper Roque said that they have already conducted it. They have also already indicated the 84 accomplishment of TSC in their Operations Review (OR) presentation. 85 86 As to the PCAD Section, with regard to the actions taken on the distribution of leaflets about 87 Gun Ban, Pat Kevin Dawang said that they have already complied with the instruction. 88 89 90 As to the Intelligence Section, they already changed the Performance indicator from “Increase 91 in the Number of ISO Operation Conducted” to “Increase in the Number of Intel Driven ISO Operation 92 Conducted”. 93 94 As to the Administration Section, Pat Mangaliag changed the Identification of Gaps under 95 Monitoring/Recording of Cases (Criminal/Administrative) Activity from “Newly assigned personnel 96 already acquired cases prior to their reassignment” to “Newly assigned personnel already have 97 pending cases prior to their reassignment” and assured to double check the set monthly target before 98 the presentation. 99 100 As to the Logistics Section, with regard to the actions taken on the checking of location and 101 area signal from Purok 1 to Purok 6 Mayantoc, Tarlac., PMAJ VILLAVICENCIO mentioned that they 102 have already complied with the instruction. 103 104 As to the Technical Support Company, Mr. Ng asked the status of the repainting of the SAR fiber 105 boat and suggested to repair if necessary, the dilapidated trailer/carrier of the same. TSC have 106 already complied with the complete repainting of the SAR Fiber boat as well as the repair of its 107 dilapidated trailer/carrier of the same before the next AC meeting in preparation for the rainy season. 108 109 TWG MEETING 110 111 PCOL SANGALANG instructed everyone to submit statistics of compliance to Operation 112 Section for easy monitoring of activities which will serve as basis for rating the best company of the 113 month. Pat Kenneth Licay said that everyone is now submitting their statistics of compliance. 114 115 PCOL SANGALANG instructed the Logistics Section to coordinate with R4 for the request of 116 mobilization to be utilized on the conduct of activities of the Battalion. Pat Manalili said that they 117 always coordinate with R4 every time the Battalion will have an activity. 118 119 PCOL.SANGALANG.instructed.everyone.to.conduct.CDM.Practice/Training/Readiness 120 Assessment. Pat Licay said that they often conduct CDM Practice/Training because of the upcoming 121 competition. 122 123 PCOL SANGALANG suggested to conduct PICE regularly so that personnel have no reason 124 to participate in illegal activities because they are continuously being reminded to avoid such. He 125 also.suggested..to..increase..the..number..of..monthly..target..under..Conduct..of..Police..Informatio 126 n..and..Continuing Education (PICE) from twenty (20) to twenty-eight (28). Pat Mangaliag said that 127 they have not yet complied with the instruction due to periodic augmentation of RMFB3 personnel. 128 129 130 2. Actionable Items during Meeting: 131 132 Actionable Items Initial Action Taken 133 134 Mrs. Dayrit suggested that the AC and Everyone assured to comply 135 TWG members be alloted 3 days for 136 corrections, comments and 137 suggestions before approving the 138 minutes of the meeting and the review of IP Card and Individual Score Card. 139 140 141 142 Mr. Ng suggested to set the rules and Everyone assured to comply 143 guidelines for the next AC members’ 144 election by October this year. 145 146 147 148 Mr. Santos suggested to revisit the guidelines set by the CPSM and Everyone assured to comply 149 guidelines set during the formulation 150 of PATROL PLAN 2030 in the 151 selection of AC members. 152 153 154 155 156 Mr. Ng suggested that once the 157 schedule for AC and TWG meeting has Everyone agreed to comply 158 been set, everyone should stick to that 159 date and should not be re-scheduled. 160 161 162 PCAD Section 163 164 Director Rodolfo Santos Jr. instructed PCPT CASUPANAN assured to comply 165 PCPT CASUPANAN to separate the 166 SIMEX from the actual conduct of 167 accomplishment as to the 168 Implementation of IMPLAN 169 “SAKLOLO”. 170 171 172 Mr. Ng instructed PCADS to identify PCPT CASUPANAN assured to 173 those far flung areas so that the AC comply 174 and other stake holders will know 175 where to conduct medical and dental 176 mission as well as slippers 177 distribution to the community. 178 179 180 Logistics Section 181 182 183 184 Director Rodolfo Santos Jr, PMAJ VILLAVICENCIO 185 suggested to put a note in the assured to comply 186 presentation “Upon approval of 187 the NHQ or RHQ” to avoid misinterpretation as failure or 188 non-accomplishment of the set 189 targets. 190 191 PLTCOL SUERTE suggested that Ms. Ms. Patricia Nicole Villanueva assured to 192 Patricia Nicole Villanueva, AC member comply 193 (Youth Sector) be allowed to participate 194 in the upcoming meeting in the region 195 which will talk about the “Hiring of 196 Quality Recruits” which will supervised 197 by Director Santos. 198 199 200 3. AGENDA: 201 202 203 Community 204 205 206 PCAD Section 207 208 PCPT RAYAN P CASUPANAN, Officer-in-Charge, PCAD Section presented their own 209 dashboard. As regards IMPLAN SAMBAYAN, the monthly target is one hundred five (105) and the 210 accomplishment is two hundred one (201) activities, resulting into a positive ninety-six (96) 211 variance. On the IMPLAN SANTINIG and SAKLOLO, the Battalion exceeded its accomplishments 212 based on its set target resulting to positive variances. Director Santos instructed PCPT 213 CASUPANAN to separate the SIMEX from the actual conduct of accomplishment as to the 214 Implementation of IMPLAN “SAKLOLO”. 215 216 217 Process Excellence 218 219 220 Operations Section 221 222 Pat Kenneth C Licay, IT PNCO, Operations Section presented their own dashboard with its 223 primary objective: “Intensify Police Operations”, and secondary driver, “Intensify support Role to ISO”, 224 all Maneuver Companies except 303rd MC were able to conduct four (4) Major Combat Operation 225 while one (1) Minor Combat Operation was conducted by the latter. Mr. Wilfredo M. Ng mentioned 226 that he will donate combat meal for RMFB3 personnel who will conduct major and minor combat 227 operation in far flung areas. 228 229 Investigation Section 230 231 PCPT RESTY S ASTRERO, Officer-in-Charge, Investigation Section, presented their 232 accomplishment for the month of March 2019. All targets were met except for the Activity: Sibat priority 233 target list which has a monthly target of five (5) with an accomplishment of three (3) which resulted to 234 a negative two (-2) variance. 235 236 237 Learning and Growth 238 239 240 Admin Section 241 242 Pat Andrew Philip Gamao, TATAG-ALAB, presented the Dashboard of Admin Section with 243 Primary Driver: Intensify Police Operations and Secondary Driver: Intensify Support Role to ISO. The 244 monthly target is 8.32% (17 personnel) and the accomplishment is 1.98% (4 personnel) which resulted 245 into a negative thirteen (-13) variance. On the Issuance of Commendations to deserving personnel, 246 the monthly target is seventy-nine (79) and the accomplishment exceeded the target with seven 247 hundred ninety-three (793) which resulted into a positive seven hundred fourteen (714) variance. On 248 the Conduct of Police Information and Continuing Education (PICE), the monthly target is twenty (20) 249 and the accomplishment is twenty (20) giving a zero (0) variance. On the Conduct of CDM Drills, the 250 target was met giving a zero (0) variance. 251 252 Resource Management 253 254 Logistics Section 255 256 PMAJ VILLAVICENCIO presented the Dashboard of Logistics Section with Primary Driver: 257 Increase & Maintain Reliable Police Equipment and Secondary Driver: Issuance of Lacking Police 258 Equipment. As to the request of Police Equipment, the set targets were not met due to the non- 259 issuance of equipment from the Higher Headquarters. With this, Director Rodolfo Santos Jr, 260 suggested to put a note in the presentation “Upon approval of the NHQ or Region” to avoid 261 misinterpretation as failure or non-accomplishment of the set targets. 262 263 264 5. Monitoring of the Functionality of PSMU, TWG and AC 265 266 PCpl Queen-Lee G Torrecampo, Operations Review PNCO, discussed the functionality of the 267 Maneuver Companies’ PSMU, TWG and AC. She also presented the GANTT Chart which serves as 268 the guide of BPSMU to monitor if the respective Maneuver Companies are religiously complying with 269 the scheduled submission of compliances required for their PGS reporting. 270 271 She also mentioned that the skills training program that was initiated by DHVSU, started last 272 April 10, 2019 with 55 participants from RMFB3 and will be soon followed by Automotive Engine 273 repair, Air-conditioning Unit repair, Computer Literacy trainings and other line-up of seminars this 274 coming June 2019. 275 276 She also mentioned the Attendance of AC members during the Conferment Ceremony of PGS 277 Proficiency Units on Monday (April 15, 2019) during the Flag Raising ceremony wherein Mr. Wilfredo 278 M Ng will be the representative of the RMFB3 AC who will receive the award. She also presented the 279 Key AC Contributions for the month of January to April 2019. 280 281 282 6. Other Issues and concerns 283 284 Mr. Abel Mendoza, AC member, questioned those inactive AC members if they will be 285 terminated in the group or not. PCpl Torrecampo explained that BPSMU is personally sending a 286 confirmation letter to AC members who are already inactive attending the pre-scheduled AC meetings. 287 Information are then gathered if the inactive AC member is still willing to continue his/her membership 288 or not. Reasons for withdrawal from the AC are also indicated in the confirmation letter by the inactive 289 members themselves. Director Santos added that AC members should also know their 290 responsibilities. 291 292 Pastor Pabalan will be conducting a Spiritual Enhancement Activity every first Monday of the 293 month. The objective of this Spiritual Enhancement Activity is to provide more opportunities for 294 personal growth and development. Workplace spirituality prevails in the culture and increases peer 295 knowledge and enables their feelings toward others in the group. 296 297 Director Santos asked PLTCOL SUERTE to differentiate the Major and Minor combat 298 Operation, PLTCOL SUERTE explained that Major Operation consists of 5 days ISO and Minor 299 combat operation consists of at least 3 days. He also added that there is also what they call 300 Prophylactic Patrol and Mobile Patrol. PCPT ASTRERO also added that RMFB3 is also conducting 301 Information Operations (IO) in order to get information about the enemy, for the citizens to realize that 302 the policemen are willing to build a stronger relationship towards them and to win back the hearts of 303 the people. 304 305 306 307 308 309 310 311 312 313 314 315 4.
