DOUBLE SPEAK AND MISSING ISSUES

IN
AICBEF/AIBEA & AICBOA/AIBOA
AGITATION IN CENTRAL BANK OF INDIA

Dear Friends,

In our earlier circular we have already exposed the majority Federation on

their issue for agitation, viz:

 Closure of Zonal Office at Hyderabad, Guwahati and Raipur

 Fight against Top Heavy Policy, creating more posts at the top and
reducing more posts of Clerical and Sub-Staff in the branches.
 Fight against double standard of management- talk of better customer
service but want to create shortage of Clerks in branches.
 Top Priority – Recovery of Rs.40000 cr of NPA, improve business of the
bank to come out of PCA, Cordial Industrial Relations, Bring our Bank
to profits.
 Wrong Priority – Provoking employees to go on agitation.

Now, in the recent circular dtd.14.05.2019, the majority Federations are

patting themselves for the agitation program carried out till now and have
appealed to all their members to participate whole heartedly in all further
programs by not giving co-operation to the management. On the other hand
they have also requested management to initiate dialogue on all the issue on
which the present agitation is unleashed and have also communicated to
the newly joined GM HRD with their agitation program wherein some of the
issue i.e. Top Priority of Recovery of Rs.40000 cr NPA, improving banks
business and better customer service are found missing.

It sounds funny when the majority Federation say that some minuscule and
diminutive unions have come out with circulars and communications by the
stooges of the management.
Cancellation of Sub-Staff recruitment process:

We wish to question the Federation that who were stooges of the

management, when Sub-Staff recruitment was cancelled in the past in most
of the zones barring Chennai and Hyderabad? Why Federation did not think
of agitation when the recruitment of sub-staff was cancelled in other zones?
Our Congress had brought to the notice of the management that criteria of
45 days of temporary service as an eligibility was nowhere in the
financial/Public Sector. It was also pointed out that this criteria has scope
of malpractices and the same was proved in Hyderabad and Chennai Zone.
On the contrary we had brought to the knowledge of management the
decision of Hon’ble Supreme Court in the case of recruitment in LIC which
stated that those sub-staff who have put in more than 5 years of service be
made eligible to participate in written test in regional language and
thereafter the merit will be the criteria. In spite of apprising the above facts
Management proceeded further on the 45 days criteria whereby huge
amount of malpractices were noticed then management cancelled the
recruitment process in most of the zones except Hyderabad and Chennai.
The enquiry was conducted in Hyderabad and Interview Panel members
were awarded punishment and in Chennai some of the candidates were
dismissed after enquiry. Federation remained silent for the past 5 years and
how come all of a sudden are now on agitation?

Who withdrew the agitation program during the time of Ms. Daruwalla the
then Chairperson? What made these Federations to take the help of all such
minuscule and diminutive unions to fight the then Chairperson Ms
Daruwalla? Who ran away by signing the minutes in early mornings and by
withdrawing the agitation without taking other constituents into confidence
in Central Bank of India? They have the history of backstabbing the
constituents of Forum not only across banking industry but also in Central
Bank of India when they backed out from the forum’s joint agitation during
the regime of Ms. Daruwalla, who arm twisted the leader of majority
Federation threatening to open up their scams and scandals.

Filling up of vacancies in Clerical cadre and promotions to Clerks:

When our Congress was fighting for the recruitments of Clerks and
allocation of the recruited Clerks to different zones on the basis of
business/employee ratio, why the Federation did not agree to this and kept
mum on the subject? Did they not feel that all Metros should be treated at
par while making allocation of the newly recruited Clerks? May be because
the zones in which the Federations were in majority could bag maximum
number of Clerks while allocation was being done. What all jugglery has
been done in zone wise allocation of Officers/Clerks/Sub-Staffs is made very
clear in the following chart.

Total 11766 7041 1.67 16868 1.43 35675 483642.1 13.56

From the above chart you would agree that in Mumbai Zone 1 person is
working for 36.38 cr of business as against 11.30 cr in Chennai, 19.80 cr in
Delhi and 11.97 cr in Kolkata. Due to lack of application of mind and not
applying scientific formula there is a total imbalance in allocation of award
staff. It appears that by using muscle power the President and General
Secretary of the so called majority Federation has managed to get more
award staff in Chennai and Hyderabad Zone by neglecting the requirements
of other zones.

Similarly the majority Federation was against the promotions of Clerks on

seniority basis. The reason is very simple once the Clerks get promoted the
Federation is having fear of losing the membership. This was the sole
reason why they entered into a policy agreement allowing promotions to
Clerks on seniority basis only as one-time measure and not as routine
process. The then CMD Mr.Tanksale had offered Seniority Channel for 5
years but the Federation agreed for one time measure thereby thousands of
clerks were deprived of promotion during their service tenure. We have put
forth our demand of promoting clerks on seniority basis. The management
has decided to fill up 1725 vacancies under All India Service, we doubt
whether 1725 candidates are available?

Merger of Zones:

3
In the past also Zones were merged on which Federations did not raise any
voice. Now in their letter to GM HRD Federations are pointing out that they
do not agree to the decision to close down certain important zonal offices.
Does it mean that all zones those were merged in the past were not
important? Or is it so that zones like Hyderabad and Chennai are only
important zones to these majority Federations because President and
General Secretary come from these zones.

Not allowing Bihar Zone unit of AICBEF for Joint Discussions:

This one more issue which they have addressed to GM HRD stating that
discrimination is being made to their Bihar Unit. By saying this Federation
is misguiding the members. Fact is that since there is a dispute pending
regarding the merger of two unions’ management has taken a balance stand
by not allowing any of the unions the facilities of the joint discussions etc.
Management has asked the Federation to get the appropriate order from the
court in this matter which they have not done so far, however our local unit
has filed writ petition in Patna High Court for recognition of Patna Zonal
Unit. Under such circumstances, when the matter is subjudice how the
management would give joint discussion facility to the Union under dispute?

Friends, issue mentioned in their letter to GM HRD and in the circular are
totally miss-matching, an eye wash and misleading to the members. If the
Federation was so much worried about its members they would have taken
up the issue of Sub-Staff recruitment process after cancellation of the same,
Federation would have also insisted upon promotions to Clerks on seniority
basis on regular basis and not as onetime measure, they would have also
agreed for allocation of Clerks on business employee ratio and they would
have also objected to the merger of zones even earlier when other zones were
merged.

Friends, from this you be the judge to ascertain whether the so called
Federation is fighting for the better cause of employees or do they have any
personal interest just to avoid merger of Hyderabad zone. You all be vigilant,
do not be blind followers, do not get misguided by selfish leaders and think
hundred times before you become a part of agitation.

Thanking you,
Your sincerely,

Subhash S. Sawant
General Secretary
