Dear Friends,
It sounds funny when the majority Federation say that some minuscule and
diminutive unions have come out with circulars and communications by the
stooges of the management.
Cancellation of Sub-Staff recruitment process:
Who withdrew the agitation program during the time of Ms. Daruwalla the
then Chairperson? What made these Federations to take the help of all such
minuscule and diminutive unions to fight the then Chairperson Ms
Daruwalla? Who ran away by signing the minutes in early mornings and by
withdrawing the agitation without taking other constituents into confidence
in Central Bank of India? They have the history of backstabbing the
constituents of Forum not only across banking industry but also in Central
Bank of India when they backed out from the forum’s joint agitation during
the regime of Ms. Daruwalla, who arm twisted the leader of majority
Federation threatening to open up their scams and scandals.
When our Congress was fighting for the recruitments of Clerks and
allocation of the recruited Clerks to different zones on the basis of
business/employee ratio, why the Federation did not agree to this and kept
mum on the subject? Did they not feel that all Metros should be treated at
par while making allocation of the newly recruited Clerks? May be because
the zones in which the Federations were in majority could bag maximum
number of Clerks while allocation was being done. What all jugglery has
been done in zone wise allocation of Officers/Clerks/Sub-Staffs is made very
clear in the following chart.
2
Zone wise Business Employee Ratio
From the above chart you would agree that in Mumbai Zone 1 person is
working for 36.38 cr of business as against 11.30 cr in Chennai, 19.80 cr in
Delhi and 11.97 cr in Kolkata. Due to lack of application of mind and not
applying scientific formula there is a total imbalance in allocation of award
staff. It appears that by using muscle power the President and General
Secretary of the so called majority Federation has managed to get more
award staff in Chennai and Hyderabad Zone by neglecting the requirements
of other zones.
Merger of Zones:
3
In the past also Zones were merged on which Federations did not raise any
voice. Now in their letter to GM HRD Federations are pointing out that they
do not agree to the decision to close down certain important zonal offices.
Does it mean that all zones those were merged in the past were not
important? Or is it so that zones like Hyderabad and Chennai are only
important zones to these majority Federations because President and
General Secretary come from these zones.
This one more issue which they have addressed to GM HRD stating that
discrimination is being made to their Bihar Unit. By saying this Federation
is misguiding the members. Fact is that since there is a dispute pending
regarding the merger of two unions’ management has taken a balance stand
by not allowing any of the unions the facilities of the joint discussions etc.
Management has asked the Federation to get the appropriate order from the
court in this matter which they have not done so far, however our local unit
has filed writ petition in Patna High Court for recognition of Patna Zonal
Unit. Under such circumstances, when the matter is subjudice how the
management would give joint discussion facility to the Union under dispute?
Friends, issue mentioned in their letter to GM HRD and in the circular are
totally miss-matching, an eye wash and misleading to the members. If the
Federation was so much worried about its members they would have taken
up the issue of Sub-Staff recruitment process after cancellation of the same,
Federation would have also insisted upon promotions to Clerks on seniority
basis on regular basis and not as onetime measure, they would have also
agreed for allocation of Clerks on business employee ratio and they would
have also objected to the merger of zones even earlier when other zones were
merged.
Friends, from this you be the judge to ascertain whether the so called
Federation is fighting for the better cause of employees or do they have any
personal interest just to avoid merger of Hyderabad zone. You all be vigilant,
do not be blind followers, do not get misguided by selfish leaders and think
hundred times before you become a part of agitation.
Thanking you,
Your sincerely,
Subhash S. Sawant
General Secretary
