Election Commission of India handles the largest electoral


operations of the world with 875 million voters spread over
almost one million polling stations across the far and remote
hamlets of our country.

Elections in India are one of the most challenging processes

in the country s democratic tradition for the sheer scale,
size, diversity and complexity. This document provides brief
information on some of the major initiatives of the ECI for
enhancing Voter Registration, Health of the Electoral Roll,
Inclusion, Election Access, Voter Education, EVM V V PAT
awareness, Regulating Election Expenditure and Media
Interactions besides some of other key areas of election
management.

The journey of the elections, since independence in India,


is a story of emerging challenges, and addressing them by
the Election Commission of India, through innovation, high
grade professionalism, strategic interventions including
integration of state-of-the-art technologies and aimed at

strengthening of our democracy.

First Lok Sabha Elections, 1951-52


The Indian general election of 1951–52 elected the first Lok Sabha since India became independent
in August 1947. Until this point, the Indian Constituent Assembly had served as an interim legislature.
Polling was held between 25 October 1951 and 21 February 1952. Although the majority of votes were
cast in February 1952, voters in the state of Himachal Pradesh were given the chance to vote in October
1951 because the heavy snowfall, primitive roads, and mountainous terrain of that state made it likely
that polling stations would be largely unreachable during a February election. The very first votes of the
election were cast in the tehsil (district) of Chini in Himachal Pradesh. The first general elections, which
were conducted for 489 seats in 401 constituencies, represented 26 Indian states. There were 173.2
million Electors and the voter turnout was 61.16 %.

great pride he got his finger inked and cast his vote for the 16th Lok Sabha elections.

97 year old Mr. Shyam Saran Negi is a retired schoolteacher who cast the first vote in
the 1951 general election in India — the nation’s first election since the end of the British Raj in 1947.
Although the majority of the election took place in February 1952, residents of Himachal Pradesh were
given the chance to vote five months early because of the probability that heavy snowfall would make
it impossible for citizens to reach the polling stations. Father to ten and grandfather to many, Mr. Negi
