Subject: Training of FTA’S of KCC Jammu-reg

Sir,
In reference to your E- mail dated 13th May, 2019 on subject cited above, it is to inform
your goodself that training programme for 11 FTA’s & 01 Supervisor of KCC, Jammu in two
batches have been scheduled on 16.05.2019 & 17.05.2019 in the Training Hall of SAMETI,
Directorate of Extension, SKUAST-J, Chatha from 10:00 A.M.
It is, therefore, you are requested to kindly depute 11 FTA’s & 01 Supervisor ( Six
trainees per day) to attend the said training on schedule date time and venue.

Placed alongside is the letter received from Mr. SS Kukreja Chief operating officer Kisan
Call Centre, IFFCO Kisan Sanchar Ltd. New Delhi through E mail wherein he has
intimated that due to delay in taking over the possession of the site allotted to them for
establishment of KCC they have decided to continue their existing location in (Jammu)
dropped the idea of shifting Kisan Call Centre operation to SKUAST-J. In this context it
is intimated that first letter from Joint Secretary (Extension), Ministry of Agriculture
Farmers Welfare Govt. of India for providing the space to set up KCC in the University
was received in our University on 10.07.2018 and the same was marked to undersigned
and after seeking the approval from the Competent Authority we responded back
positively to the Joint Secretary and conveyed the consent of the University for location
 of KCC in our premises on 12.07.2018 vide this office letter No: AUJ/DE/18-19/F-
83/1102-03 dated 12.07.2018 (copy enclosed). However, the formal request from the
IFFCO Kisan Sanchar Ltd. vide their letter dated 07.07.2018 was received in the
university on 23.07.2018 and the same was forwarded by registry to under signed on
08.08.2018. Immediately on 10.08.2018. I submitted the proposal to the Competent
Authority and obtained the approval of the Competent Authority and intimated the Chief
Operating Officer about the allotment of the space in the university vide this office letter
No: AUJ/DE/18-19/F-83/1490-95 dated 28.08.2018. However vide letter dated
06.09.2018, Mr. Kukreja showed inacceptability to the space provided to them due to
security reasons. Accordingly on their request another space in the main library building
was identified and after seeking approval of the Competent authority intimated Mr.
Kukreja to proceed ahead for establishment of KCC in the space as per their choice near
library. As such, there has been no delay on our part to provide the space to the
concerned agency. The Estates officer has already assessed the rent for the said premises
and the same has been approved by the Competent Authority. Now instead of taking
over the space they have intimated about their change of mind to continue their existing
location. This is for your kind information.
If, approved we may write a letter to Mr. Kukreja about the factual position along
the copy to the Joint Secretary and other officers of Ministry of Agriculture GoI . DFA
for the same is also placed alongwith for your kind approval before it is sent to Mr.
Kukeraj and other officers of Ministry of Agriculture.

Hon’ble Vice Chancellor

Dear Mr. Kukreja

Please refer to your e mail dated September 28, 2018 regarding shifting of KCC to
SKUAST-J. In this context, it is intimated that first correspondence by the Secretary
addressed to the Vice Chancellor dated 03.07.2018 was received in the University on
10.07.2018 and immediately after that vide this office letter No. No: AUJ/DE/18-19/F-
83/1102-03 dated 12.07.2018 consent of the University was conveyed . A formal
request from your side for providing the space measuring 300 Sq Ft addressed to the
Hon’ble Vice-Chancellor of this University was received in this office on 10.08.2018
through registrar SKUAST-J vide his office letter No: AUJ/Est/18-19/G-511/2719 dated
08.08.2018 after seeking the approval of the Competent Authority for providing the
space. You were intimated to proceed ahead vide No: 1490-95 dated 28.08.2018 for
establishment of KCC in the location identified in consultation with your local
representatives. However vide letter dated 06-09-2018 you showed your inability to
establish the KCC in the identified location due to security reasons and requested for
providing the required space in the library building. Accordingly, the proposal was re-
submitted to the Competent Authority and approval of the Competent Authority was also
conveyed to you vide this office letter No: AUJ/DE/F-83/18-19/1609-16 dated
06.09.2018. You also visited the University on 17.09.2018 and met the undersigned as
well as Hon’ble Vice-Chancellor to convey your thanks for the cooperation extended by
this University for establishing the KCC in SKUAST-J
Thereafter, local representatives approached undersigned for entering into lease
agreement and fix the monthly rent for the space. Accordingly Estates Officers of the
University approached for this purpose who also arranged the fixation of the rent and
conveyed the same to undersigned on 19.09.2018 which was duly approved by the
Competent Authority. No body from your local office has taken over the possession
most probably due to their personal reservations due to difficulty in transportation and
distance from the city. We have tried our best to extend the fullest possible cooperation
to your organization for establishment of the KCC in the University Campus. However
your goodwill to continue your existing locations for the reasons best known to you.
