DELPHOS — The Delphos
Community Christmas
Project started in 1976 by just
one woman who wanted to
provide a better Christmas for
10-12 local families. Today,
her vision is carried on by an
almost-countless number of
volunteers.
“When Marie Dorman
started this 34 years ago, I
don’t think she could have
imagined serving 171 fami-
lies and 414 children,” cur-
rent project director Edna
Fischer said Thursday. “I
worked with Marie on the
very first endeavor. She start-
ed a good thing. I think she
would be saddened by the
growing need but encouraged
by how the community steps
up and fills it.”

growing need. I don’t worry
about it. They always come
through,” Fischer said.

Optimist Club launch the
project with the local Angel
Tree Program. Trees filled
with paper soldiers listing the
needs of more than 230 local
children can be found in all
Delphos banks. Angels can
be taken, items purchased and
landscape. Merapi was active
throughout the day today.
The volcano, in the heart
of densely populated Java
island, has erupted scores of
times, killing more than 1,500
people in the last century
alone. But tens of thousands
of people live on its rolling
slopes, drawn to soil made
fertile by molten lava and
volcanic debris.
Its latest activity started
Oct. 26. After today’s explo-
sion — said by volcanologists
to be the biggest since the
1870s — officials announced
by loudspeaker that the moun-
tain’s danger zone had been
expanded to 12 miles (20
kilometers) from the crater.

DETROIT (AP) — Trucks
outsold cars by the highest
margin in nearly five years in
October, a small sign that the
economy may be starting to
improve.
These trucks aren’t the trac-
tor-trailers that haul freight.
They were vehicles such as
pickups, SUVs, minivans and
smaller SUVs, which made up
54 percent of all U.S. vehi-
cle sales according to indus-
try tracker J.D. Power and
Associates, while cars made
up 46 percent of the market.
That’s the biggest margin of
difference between the two
categories since December
2005, when trucks accounted
for 56 percent of sales.
Strong truck sales make
economists giddy because it
means people are willing to
spend money again. Small
business owners feel com-
fortable enough to buy a new
pickup truck or delivery van
for their company; and regular
folks are confident enough in
their jobs and finances to take
on beefy SUV payments.
Here are the trends behind
the stronger truck sales:
— People are spending
more. Personal savings rates
are coming down. The most
recent figures show the rate has
decreased from a yearly high
of 6.4 percent in June to 5.3
percent in September - mean-
ing people don’t feel the need
to hoard cash at the bank.
— Gasoline is still afford-
able. Truck sales have been
sensitive to high gas prices in
the past, falling dramatically
when gas topped $3 and $4
a gallon in 2008 and many
drivers were spending over
$100 to fill their tanks. After
nearly eight straight years of
dominating the vehicle sales
market, truck sales quickly
declined after that gas price
spike, which was driven by
fears that demand from China
would constrain U.S. supplies.
Now, gas prices are around
$2.80 a gallon, according to
AAA, higher than the $1.50 to
$1.90 range through the peak
of truck and SUV popularity,
but not enough to hinder sales.
Truck sales are “encour-
aging, because we know that
gasoline prices have not been
particularly low recently,” says
Dana Johnson, chief economist
for Comerica Bank.
— Promotions are helping.
Ford, which just wrapped up a
month of zero-percent financ-
ing offers on its F-series pick-
up trucks, saw sales jump 24.2

Escape and Ford Taurus sedan,
make up about 80 percent of the
increase in commercial sales

about finding something that’s

at the tiny Sardjito hospital,
where the bodies piled up in
the morgue, and two other
hospitals.

whelmed here!” said Heru

Pleas Judge Charles D. Steele
has released the following
report of the court’s activi-
ties for the month of October,
2010.
Ten defendants were
arraigned on felony criminal
charges as a result of indict-
ments issued by the grand
jury or bills of information
presented by the prosecuting
attorney. The court conducted
36 criminal pretrial confer-
ences and 16 defendants were
convicted as a result of trial or
guilty pleas. No criminal jury
trial was held. Twenty-two
motion hearings were held.
One trial to court was con-
ducted.
Ten search warrants were
signed by Judge Steele in
October.
Fifteen defendants were
sentenced to incarceration
with the Ohio Department of
Corrections and Rehabilitation,
Western Ohio Regional
Treatment and Habilitation
Center (WORTH), the Van
Wert County Correctional
Facility or Electronically
Monitored House Arrest. Nine
defendants were placed under
Community Control Intensive

CHILLICOTHE (AP)
— Officials say a fire dur-
ing a gospel performance

historic Majestic Theater in
Chillicothe.
The Chillicothe Gazette
reports that a curtain caught
fire Thursday night in the the-

tumes, ironed, put costumes
on racks in the order of
appearance, set up individ-
ual actor vanity spaces and
organized cowboys boots
and hats. This year’s vol-
unteers were seniors Sara
Gardner from Paulding,
Amelia Pierce from Wayne
Trace, Ashley Collins from
Continental and Kayla
Peoples from Lincolnview.
Peoples thought this was
a great experience. She is
the only student who was
also on the crew last year.
This isn’t something we
get to do every day. It’s
good to do some different
things. Pierce would like to

ing the state’s looming $4 billion
to $8 billion budget deficit and
welcomed lobbyists and policy

see him going astray. He likened

making more should return to

proclaimed tea party leader
Michele Bachmann’s bid for
a top Republican post in the
House received a cool reac-
tion Thursday from Speaker-
to-be John Boehner, an early
test of how GOP leaders
will treat the antiestablish-
ment movement’s winners in
Tuesday’s elections.
“Constitutional con-
servatives deserve a loud
and clear voice in leader-
ship!” Bachmann, R-Minn.,
who founded the Tea Party
Caucus, said in a one-para-
graph Facebook announce-
ment that she is running for
GOP conference chairman.
House Republican lead-
ers don’t disagree. But that
doesn’t mean they want the
hyperbolic Bachmann being
a spokeswoman for the new
majority during the 2012
election cycle.
Boehner, aware of the
role tea partiers played in
or isolationists who could
split the GOP with debates
over the U.S. commitment to
shaping events abroad.
Tea party hero Rand Paul,
now a senator-elect from
Kentucky, has said the great-
est threat to U.S. national

If the Republicans can
avoid internal divisions, they
will be able to slow some
Obama programs or policies
and kill others.
On Afghanistan, some
Republicans say they will
increase pressure on Obama
to stick with a war plan they
generally support, using the
bully pulpit of congressional
hearings this spring.
They will argue that
Obama’s plan to begin with-
drawing forces in July 2011
is arbitrary and that war com-
manders should not be asked
to yank forces prematurely.
“If we see the White House
beginning to discuss with-
drawing, and the conditions
aren’t right on the ground,
you’re going to see us talk
about the importance of
keeping focused,” said Adam
Kinzinger, a Republican and
former Air Force pilot who
won a House seat in Illinois
with tea party support.
The arms control treaty
called New START is one
of Obama’s top foreign

Gibbs said the White
House wants the issue dealt
with before Jan. 1 so that tax-

average $3,700 higher tax bill
come April for some 30 mil-
lion middle-income families.
“I think what the president
believes is that we have both
houses coming back and that
this is an issue that must and
has to be dealt with in that
session,” Gibbs said.
Republicans welcomed the
developments but expressed
caution since the White House
hasn’t been more explicit.
“I take any signal that the
president may be backing off
his pledge to raise taxes on
small businesses as a good
sign, but we have to see where
this discussion goes,” said
Rep. Dave Camp, R-Mich.,
who will become chairman of
the tax-writing House Ways

said Pence, who is stepping
down to pursue a possible
gubernatorial or presidential
bid in 2012.

that he didn’t think there will
be enough time.
Even with majorities in
both houses of Congress,
Democrats did not give the
White House what it sought
— repeal of the “don’t ask,
don’t tell” ban on gays serv-
ing openly in the military.
Republicans have even less
inclination to end the ban
now.
Obama said Wednesday
that he considers the ban
unjust and said there is still
time to repeal it before the
new Congress arrives.
“This should not be a par-
tisan issue,” he said. “You’ve
got a sizable portion of the
American people squarely
behind the notion that folks
who are willing to serve on
our behalf should be treated
fairly and equally.”

a showdown if it came to that

The obvious — and per-
haps only — way to get an

sition to raising taxes on any-
body,” said Senate Minority
Leader Mitch McConnell,
R-Ky. “What I hope we’ll
do is come together ... and
agree to extend the current
tax policy for everyone.”
McConnell spokes-
man Don Stewart said the
Republican Senate leader
is amenable to a two-year
extension.
Gibbs reiterated that
Obama won’t go along with
a permanent extension of the
upper bracket tax cuts, which
would cost about $700 billion
over the upcoming decade.
Rep. Steve King, R-Iowa,
said Bachmann is a talented
communicator who would
represent the views of the
more than 30 newly elect-
ed tea partiers who helped
return the House majority to
Republicans.
“The new majority-mak-
ers need to have a voice
inside the leadership team,”
King said. Hensarling is said
to have lined up dozens of
endorsements for the lead-
ership elections scheduled
to take place after Congress
returns Nov. 15.
Boehner is careful to
avoid alienating either one.

Earthquake camps bet on Tomas missing capital

PORT-AU-PRINCE, Haiti — Mud up to
their ankles and a steady rain falling on their
tents, residents of Haiti’s earthquake camps
ignored warnings to leave their makeshift
homes as Hurricane Tomas raked the western
tip of their deforested and flood-prone nation
early today.
Tomas’ maximum sustained winds were
near 85 mph (135 kph) and it was centered
close to the point of Haiti’s southwestern penin-
sula, said the U.S. National Hurricane Center in
Miami, which predicted dangerous storm surges
along the coast and possible flash floods and
mudslides in mountainous areas.
Haitian radio, citing the Interior Ministry,
reported that a man drowned in the far-western
department of Grand-Anse while attempting to
drive through a swollen river. The report could
not be independently confirmed. Tomas killed
14 people in the eastern Caribbean earlier.
Haiti’s civil protection department had urged
people living in camps for the 1.3 million
Haitians made homeless by the Jan. 12 earth-
quake to go to the homes of friends and family.
By evening it was clear most camp residents
were not heeding the advice. People in the yard
of a high school on the Delmas 33 thoroughfare
said their camp’s governing committee had
passed along the official advice to leave, but
they decided to stockpile water and tie down
their tents instead.
Buses began circulating around the camps
just after dark Thursday night to take residents
away, but few were willing to go. Four civil
protection buses that pulled up at a camp in the
Canape-Vert district left with about five pas-
sengers on them.
Many camp residents stayed put out of fear
they would lose their few possessions and,
worse, be denied permission to return when the
storm was over.
“I’m scared that if I leave they’ll tear this
whole place down. I don’t have money to
pay for a home somewhere else,” said Clarice
Napoux, 21, who lives with her boyfriend on
a soccer field behind the St. Therese church in
Petionville. They lost their house to the quake
and their only income is the little she makes sell-
ing uncooked rice, beans and dry goods.
Late Thursday, Tomas passed to the east of
Jamiaca, where earlier schools closed in eastern
provinces and traffic was jammed in the capital,
Kingston, as businesses closed early.
“I’m taking no chances,” said Carlton
Samms, a bus driver who went home early after
stopping at a supermarket for food and other
supplies.
The storm was expected to cross over Haiti’s
southwestern tip, then swirl through the strait
that divides Haiti from Cuba.
At the U.S. Navy base at Guantanamo Bay
in southeastern Cuba, the military cleared away
any debris that could fly off in strong winds,
suspended flights, canceled school and closed
the harbor to recreational craft.
“We have a well-rehearsed plan that is going to
serve us well,” said Navy Cmdr. James Thornton,
Guantanamo Bay’s operations officer.
Early today, the hurricane was located about
160 miles (255 kilometers) west of Port-au-
Prince and 80 miles (130 kilometers) south-
southeast of Guantanamo, Cuba. It was moving
to the northeast at about 10 mph (16 kph).
Tropical-storm-force winds extended as far as
140 miles (220 kilometers) from the center.
Forecasters warned of a dangerous storm
surge that would generate “large and destruc-
tive waves” and raise water levels up to 3 feet
(nearly 1 meter) above normal tide levels. It also
predicted rainfall of 5 to 10 inches (12 to 25 cen-
timeters) for much of Haiti and the Dominican
Republic, which share the island of Hispaniola.
Port-au-Prince’s airport was expected to
be closed through today, American Airlines
spokeswoman Mary Sanderson said.
Most of Haiti’s post-quake homeless live
under donated plastic tarps on open fields. It is
often private land, where they have been con-
stantly fighting eviction. A September report
from U.N. Secretary-General Ban Ki-moon said
29 percent of 1,268 camps studied had been
closed forcibly, meaning the often violent relo-
cation of tens of thousands of people.
Haitian human-rights lawyer Mario Joseph,
who testified on behalf of those evicted before
the Inter-American Commission on Human
Rights this summer, said he fears the govern-
ment is using the storm as an excuse to drive
people off disputed land.
“I think it’s going to be a time of eviction,”
he said. He said he has advised people who
know they are at risk for floods, landslides and
wind damage to stay in buildings near the camp
and return to their squatters’ sites as soon as
possible after the storm.
Reconstruction has barely begun and even
the building of transitional shelters — sturdier
than makeshift tents, but not solid houses —
has been slow. Large installments of long-term
funds, including a promised $1.15 billion from
the United States, have not arrived. The State
Department now says it still has to prove the
