GUIDELINES IN THE IMPOSITION OF ADDITIONAL AD VALOREM TAX ON IDLE LANDS

IMPLEMENTATION UPDATES  (1 ST QUARTER OF 2011)

BACKGROUND
DOF and DILG issued JMC No. 2010‐001 and JMC No. 2010‐002 on 18 
October 2010  to reinforce the mandate of the Local Government Code 
(LGC) relating to real property valuation, taxation, and land ownership. 
Signed on the occasion of the 20th Anniversary of the LGC

ƒ Reinforces the statutory requirement 
of LGC for LGUs to revise SMVs and 
to conduct general revision of 
property assessments every 3 years

ƒ Expects to increase local revenues 
from Real Property Tax to fund 
development projects

ƒ Seeks to arrest the very low LGU 
compliance

ƒ Utilizes LAMP2 Component 4 
technologies and outputs and other 
policy issuances of DOF and BLGF

IDLE LAND TAXATION JMC No. 2010‐002

ƒ Provides guidelines for the imposition 
of the additional ad valorem tax on

idle lands

ƒ Encourages LGUs and property 
owners to efficiently utilize and 
cultivate idle lands, particularly 
agricultural and urban lands, into 
their most productive use
