Businesses today face challenges especially when it comes to government

processes to legalize its existence. However, reality is government transactions demand,

time, effort, and money and these may limit doing business.

According to Mahajan (2014), he defined business as a financial activity, from

different economist’s definition of it is also different. But a decision reached by reasoning

is that, an institution or organization or economic system which or the goods and services

are exchanged for money called business. Every business requires investment and

customers. Because its output can be sold on a consistent basis to make profit.

Businesses can be various types: privately owned, not for profit, or state owned.

In today’s modern competitive, fast pace and global economy, a government must

consider its responsiveness to customers. From global to local government perspective,

responsiveness is one of the major concerns of the government in terms of delivering

quality services to the costumers. According to Cook (2002) the challenge for business is

to move from product orientation to customer focus this is becoming more difficult,

because now customer is increasingly sophisticated, educated and well informed

especially when it comes to the services that they want to receive. They want to be valued

and to feel their custom important.
