PERSONNEL NARRATIVE FOR PATROL OFFICER MARCO VALZOVANO

On 06/01/2019, at approximately 1819Hrs, Officer Topazio and I (Officer M.Valzovano) were dispatched to
the area of Narragansett Avenue and Summit Avenue for the report of a motor vehicle accident.

Upon our arrival, officers were met by rescue as well as other members of the fire department to assist with
our investigation (19-135-AC). As a result of the disabling damages which the motorcycle suffered, I contacted
dispatch and advised them to send the next available tow truck. Dispatch advised me that Tiverton Auto Body
would be responding to tow the motorcycle from the scene.

Upon Tiverton Auto Body's arrival, I identified two (2) male occupants within the tow truck. The first was
the operator, whom later identified himself as Christopher Perry Sr, and the other was the passenger,whom was
later identified as Christopher Perry Jr. Upon exiting the tow truck, Christopher Jr stated that he identified the
soil as too soft to drive on; as a result, he had Christopher Sr back up the truck just a couple of feet onto the
lawn. After Chris Sr parked the truck, Chris Jr stated that he exited the vehicle and began walking with the
winch line towards the bike. At this time, Captain Craig Committo of the Tiverton Fire Department stated to
Chris Jr, "why don't you back all the way up to the bike?" Chris Jr ignored the comment and continued working
on the bike. Captain Committo continued to joke with Chris Jr regarding how he was handling the towing of the
involved motorcycle.

At this time, Christopher Jr looked up at Captain Committo and stated "if you think you can do a better job,
go ahead fatass." At this time, Captain Committo became visibly irritated and proceeded to rapidly walk
towards Christopher Jr. Captain Committo walked over the damaged chain link fence that was lying on the
ground from the accident and proceeded to grab Christopher Jr by the throat. Christopher Jr stated that Captain
Committo squeezed his throat for approximately 3-5 seconds and he had difficulty breathing during this time.
Officer Topazio and I, as well as Christopher Sr, then proceeded to step inbetween Christopher Jr and Captain
Committo to separate the involved parties. As officers were separating both parties, Craig stated to Chris Jr that
when he got off duty, he would "finish [it] then."

At this time, Captain Committo proceeded to leave the scene along with other rescue apparatus. I asked
Christopher Jr if he was hurt or needed medical attention of any kind. Christopher Jr stated that he was not hurt
and, therefore, did not require medical attention. After Tiverton Auto Body left the scene with the vehicle, I
proceeded to contact Acting-Captain Costa regarding the incident whom advised me to document it.

At approximately 1932Hrs, I was dispatched to Police HQ for the report of a walk in complaint. Upon my
arrival, I was met by the complainants whom identified themselves as Christopher Sr and Kelly Perry. Both
parties stated that they were upset regarding the incident that occurred and felt that Captain Committo's actions
were unacceptable. At this time, I contacted Acting-Captain Costa and advised him that Christopher Sr and
Kelly were in the station to file a complaint. Acting-Captain Costa advised me to take an offense report and
further document the incident as necessary.

A formal witness statement was obtained from both Christopher Sr as well as Christopher Jr that they
reviewed and signed for. Both parties stated that they did not wish to pursue charges regarding this incident.

At this time, I was advised by Chief Jones that, given the act committed in the presence of officers, in
conjunction with the observations made by third parties, as well as the involved parties, Captain Craig

Committio was to be charged with disorderly conduct.

I then contacted Captain Committo regarding the incident and advised him to respond to Police HQ to be
given some paperwork. Captain Committo was booked, processed, and fingerprinted without incident. Captain
Committo was then issued a District Court Summons as well as a Misdemeanor Release Form which he
reviewed and signed for. After Captain Committo was processed and provided with all necessary paperwork, he
was released from police custody.

SUPPLEMENTAL NARRATIVE FOR PATROL OFFICER MICHAEL S TOPAZIO
Ref: 19-225-AR

On 06/01/2019 at approximately 1819Hrs, I (Officer Topazio) along with Officer Valzovano were
dispatched to the area of Narragansett Ave and Summit Ave for the report of a motor vehicle accident.

Upon arriving, we were met by members of rescue in addition to members of the fire department who were
assisting with the investigation (19-135-AC). Due to the motorcycle having disabling damage, a tow truck was
requested by Officer Valzovano. Dispatch advised that Tiverton Auto Body would be responding to the scene.

Upon Tiverton Auto Body's arrival, I observed two male occupants within the truck. The male occupants
were later identified as Christopher Perry Sr., and the other being Christopher Perry Jr. Christopher Sr. was the
operator of the tow truck, and I observed him backing up onto the lawn where the motorcycle had landed. At this
time I observed Christopher Jr. walking out with a winch line towards the bike. At this point, Captain Craig
Committo of the Tiverton Fire Department asked Christopher Jr. "why don't you back all the way up to the bike?"
Christopher Jr. went on to ignore the comments. Captain Committo continued making jokes about how Christopher
Jr. was handling his tow.

At this time, Christopher Jr. was heard stating "if you think you can do a better job, go ahead fatass."
Captain Committo became agitated by these comments and proceeded to walk towards Christopher Jr. in an
aggressive manner. Captain Committo stepped over the bent fence from the motor vehicle accident and then went
on to grab Christopher Jr. by the throat. Christopher Jr. stated that his throat was grabbed for approximately 3-5
seconds and that he had difficulty breathing during that time. Officer Valzovano and I had to step between
Christopher Jr. and Captain Committo in order to seperate them and prevent further dispute. As we were seperating
the two, Captain Committo stated that when he got off duty he would "finish it then".

At this time Captain Committo was informed that the scene was clear and he could leave, which he did.
When Christopher Jr. was asked if he was hurt or needed medical attention, he stated he was not hurt and did not
require any medical treatment. At this point both occupants of Tiverton Auto Body left the scene with the
motorcycle from the accident. Officer Valzovano then proceeded to contact Acting-Captain Costa regarding the
incident.
