Dear Katherine;

Thanks for taking my call and filling me in on next week'3 supposedly necessary hearing,
however I forgot to ask you. WHY are you holding this hearing? Why can't this all be done
over email?

So with that, here's my informal protest of a public hearing. CC'd to Reid and two folks who
will back up my assertions and have rock-solid personal integrity way stronger than mine.

Did you know there are multiple YouTubes on the Internets of what happens when you give
COER a stage: Like this one: 1 1.1.. ' :1 ' _ - _ COER and crew can't stay on
topic and be respectful or comply with basic rules. Rules that need to be stringently enforced
by hopefully a registered parliamentarian with a functioning clock visible to all for the public
to have confidence all sides were heard equally, all. Because there are way more than two or
three sides to this...

It's like COER thinks they can have their own public comment period when THEY decide to
show up. Case in point: March 2016 State Board of Health. I email their staff, get
clarification on the rules, pay a taxi then transit fare than an Amtrak Cascades fare then
another taxi to make the public comment period at 9:30 AM. COER? COER drives. over in
gas guzzlers at 1 PM and stomp their heels to get their special public comment slot. ' I could
have made that time slot via public transit, no cabs and not spending $60+ & precious
accumulated Amtrak Cascades miles just for the pro—Navy side to be heard I dont get
financially compensated for my advocacy, BTW My point being: W

With/that, my family is scared sh-tless and frankly so am I. Doesn't help when this audio is

when I have to pay for a cab home because Island Transit winds down by ’7 PM. Shoulda
thought about that...

Safe to say others on my side of the aiSle are scared and anxious too. We're all tense right
now. I'll stop there, I'm not a selfish guy and I'm coming anyway as the #2 speaker to speak
for those who can't because they're on active duty. Ditto all those who couldn't rearrange their
holidays or stomach, likeI have, breaking friends' hearts to deploy to this "Christmas Crisis in
the Coupeville Commons” your organization is championing & responsible for.

I've cc‘d two souls I consider friends with nnunpeachahmmegmy just so it's clear I protested
once, for the official record and if anything happens... you/ACHP were warned and that
written warning was also safely placed on US Navy 85 Island County Gov't servers. If you can
call this off, please do and just say you couldn't find a venue in a tight timeframe, everybody
can still e-mail in comments, a written response will be made to germane comments, and all
the comments will find their way online one way or'another. If not, ACHP is responsible for
any and all consequences for appeasing COER .. I'm sure the two great Americans I CC'd
would agree.

this over with. I just don't see the point and see the physical dangers 1n having a "Christmas
Crisis in the Coupeville Commons” to the point my sense of honor & loyalty to Close friends
like Kendall plus Commish Jill demand I file“ a written informal protest so I sincerely hope you
can‘t find a venue, blink and take this to e—mail.
