bids online from the eligible and approved Contractors registered with UP PWD, As Per Colum No-7. The Bidder may
submit bids for any or all of the works. Bidders are advised to note the minimum qualification criteria specified in Clause 4 of
the Instructions to Bidders to qualify for the award of the contract.
2. Time allowed for completion of Whole work is as per Column No-5 including rainy season.
3. The bids shall remain valid for acceptance for a period of 90 DAYS from the last date of submission of bids. Bids once
submitted cannot be withdrawn.
4. Bids must be accompanied by non-refundable fee as indicated in Column 6 of the above table, in the form of Demand Draft
on any Schedule bank, for amount indicated in favour of “Executive Engineer, Provincinal Division, PWD,
Muzaffarnagar” payable at Muzaffarnagar. A set of bidding documents will be available online on website
http://etender.up.nic.in.
5. Bids must be submitted online 11:00AM of 14-05-2019 to 05:00 PM of 20-05-2019 and the technical bids will be opened
online on the day, that is, on dated 21-05-2019 at 12:00 NOON If the office happens to be closed on the date of opening of
the bids as specified, the bids will be opened online on the next working day respectively, at the same time and validity of bid
will be considered from the original date. The date and time of opening of the financial bid shall be notified on website. The
Financial bids shall be accordingly opened online
6. A pre-bid meeting shall be held in the Office of the Executive Engineer, Provincial Division, PWD, Muzaffarnagar for each
work on dated 17.05.2019 at 12.00 Noon corresponding to the respective package to clarify the issues and to answer
questions on any matter that may be raised at that stage as stated in Clause 9.2 of 'Instructions to Bidders' of the bidding
document.
7. Bids must be accompanied with security of the amount specified for the work in the table. Bid security will have to be in any
one of the forms as specified in the bidding document and shall be valid for 45 days beyond the validity of the bid or 135
Days . Bid security pledged in favour of “Executive Engineer, Provincial Division, PWD, Muzaffarnagar.
8. A bidder shall not be permitted to bid for works in the Circle responsible for award and execution of contracts in which his or
his spouse's near relatives (defined as first blood relations, and their spouses) is posted as Divisional Accountant or as an
officer in any capacity between the grades of Superintending Engineer and Junior Engineer (both inclusive).
9. No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering
Department of the State/Central Government is allowed to work as a Contractor for a period of two years after his retirement
from Government service, without Government permission. This contract is liable to be cancelled if either the Contractor or
any of his employees is found any time to be such a person who had not obtained the permission of the Government as
aforesaid before submission of the tender or engagement in the Contractor's service.
10. Bid documents and other details consisting of qualification information and eligibility criterion of bidders, plans,
specifications, drawings, the schedule of quantities of the various classes of work to be done and the set of terms &
conditions of contract to be complied with by the Contractor can-be seen in the office of the Executive Engineer mentioned in
column 7 of the table corresponding to the respective package on any working day between 11:00 AM of 14.05.2019 to 05:00
PM of 20.05.2019.
11. Any bidder who is having criminal record is not allowed to participate in the bidding process.
12. Any bidder who is registered with the state Bar Council is not allowed to participate in the bidding process.
13. Each bidder is required to furnish an affidavit online on -a non-judicial stamp paper of Rs. 100/-giving all information on
prescribed Performa required for evaluation of the bidding capacity of the bidder.
14. Bidder must submit information/document on prescribed Performa i.e., T4, T5, T6 in original with each bid.
15. Bid documents and original security shall be submitted/received as per G.O NO 3070/78-2-2018-42 IT /2017 (22) IT
and Electronics Section-2 Dated 03-01-2018 in the office of Executive Engineer , Provincial Division, PWD,
Muzaffarnagar.
16. Bidder has to provide extra performance security at the time of making bond of percentage below bid in compliance of GO
622/23-12-2012-2AUDIT /08TC-2Dated 08.06.2012 as per rule as below upto 10 % below rate on BOQ @ 0.50% per 1%
rate. In case of bidder quote rates more than 10% below on BOQ than bidder has to provide extra performance security @
1% per below rates.
17. The contractor shall make sufficient arrangement during construction to pass the traffic without any obstruction.
18. If any defect is found in the work the loss shall be recovered from the contractor.
19. Remaining conditions as prescribed in bidding documents shall be binding on the contractor.
20. Defect Liability Period is TWO Year Calculated From Actual Date of Completion.
21. GST as applicable.
22. One percent Labour cess will be deducted from the Contractor Bill.
