1 RFP Background
Reference is made to our previous offer no. 101/2015 dated 10.06.2015, Giza systems have
requested to revise our offer on the basis that project interface is not part of the scope. Revised
offer excludes the relay setting as associated studies.

2 Scope of works
Power Engineering have been briefed that the scope of works is to investigate the overall protection
and control system design for 33/11 kV YNyn0 transformer and associated interface with 33 kV and
11 kV switchgears. The scope also includes the power cable sizing for upstream and downstream
connections. Deliverables as detailed under clause 3 hereunder will be sent in .pdf format only.

3 Power Engineering Methodology


3.1 Secondary & Protection
Our proposed methodology is as follows:
Undertake protection assessment
The specific areas of the protection and control investigation will include the following:
- Due to the fact that the proposed mobile substation is supposed to mitigate the overloaded
existing substations, the need for synchro-check relaying will be assessed for parallel
operation.
- Based on our experience with similar installations, the 15 MVA, 33/11 kV YNyn0 transformer
should be provided with the following protective relays/schemes:
a) Differential
b) REF (LV)
c) OC/EF (HV)
d) OC/EF (LV)
e) Buchholz
f) Pressure Relief
We will assess the need for any additional protection upon discussion with Client.
- On-Load Tap Changer (OLTC) AVR relaying and associated metering will be provided.
Provision for parallel operation with other existing transformers will be assessed.

Prepare R&ID (Design) and control room layout
Upon completion of the protection assessment; we will prepare a proposed Relay & Instrument
Diagram (Design), for approval by Grid Owner (TANESCO). Following receipt of proposed 11 kV
container, we will update the relevant drawing with required C & P panel(s).

Review supplier’s drawings


We have allowed for reviewing transformer control & protection panels detailed design. Detailed
interface drawings will be marked on supplier’s drawings showing instrument wiring, cabling and
termination list.

Consider system fault current


We will investigate the prospective short circuit currents for CT selection, relay setting and cable
sizing.

Undertake CT/VT calculations


Current and Voltage Transformers will be sized based on protection gear requirements and system
parameters.

Undertake 11 kV and 33 kV cable calculations


We will undertake power cable rating calculations based on provided ambient temperature.
We understand that the cables will be stacked on reels during operation. Though this sounds to be
uncommon, the thermal performance will be assessed. (Further clarification needed).

Verify proposed AC/DC system capacities


A review of station DC capacity (100 AH) shall be performed based on selected relaying & metering
(if any) devices. High-level verification of proposed 50 kVA service transformer will be carried out.
AC/DC Auxiliary SLD will be prepared accordingly.

3.2 Clarifications
• We have assumed that both 33 kV & 11 kV equipment detailed drawings will be available upon
request by the time this contract is awarded.
• The provided schematic diagram for transformer protection doesn’t show any energy metering
devices. Please highlight Client requirements for the same.
• We have allowed for two sets of comments on all deliverables.
• No SCADA system integration has been allowed for.

3.3 Design Inputs Required


• 15 MVA transformer detailed drawings, nameplates, inrush current and overload capability
• Preferred relay list
• Site ambient conditions
• A sample protection study report or relaying diagrams. (If there are any special requirements for
similar installations around Tanzania).
• Typical connection substation SLD

4 Deliverables and Timing
A coordination meeting will be held upon engaging for agreement on deliverables time schedule in
light of project milestones and availability of inputs.
