MEMORANDUM ORDER NO. 2012-2'I
RATIONALIZATION OF PHILIPPINE POSTAL CORPORATION
WHEREAS, Executive Order (E.O.) No. 366, s. 2004, directed a strategic

review of the operations and organizations of the Executive Branch including
Government-Owned or -Controlled Corporations (GOCCs), and provided options
and incentives for government employees who may be affected by the
rationalization of functions and agencies of the Executive Branch;
WHEREAS, the Governance Commission for GOCCs (GCG), pursuant to
Section 5(a) of the "GOCC Governance Act of 201 1" (R.A. No. 10149), is mandated
to "evaluate the performance and determine the relevance of the GOCC, to
ascertain whether such GOCC should be reorganized, merged, streamlined,
abolished or privatized, in consultation with the department of agency to which a
GOCC is attached";
WHEREAS, the Philippine Postal Corporation (PPC) currently has a plantilla

consisting o'f 12,727 positions, of which 9,979 are filled;
WHEREAS, the PPC Governing Board approved a Rationalization Plan (RP)

under Board Resolution No.2011-153 dated 27 October 2011 providing for the
reduction of its plantilla to 7,676 positions,
WHEREAS, as a measure of Good Governance and Economic Development

through improving national productivity pursuant to Sections 6 and 8(e) respectively
of E.O. No. 43, s. 2011, as well aslhe Philippine Development Plan 2011-2016,hhe
Commission has reviewed the RP in consultation and with the concurrence of
PPC's Supervising Agency, the Office of the President, and the Department of
Budget and Management (DBM);
WHEREAS, the rationalization of PPC is crucial and long overdue in light of the
continued downtrend in mail patronage brought about by developments in
communications technology, making it imperative to further trim down PPC's
organizational structure to a sustainable level;
WHEREAS, the rationalization is expected to result in a significant reduction in

the cost of Personal Services, which can be used to implement the 4th tranche of
Joint Resolution (J.R.) No.4, s. 2009, and motivate PPC's workforce whose
compensation levels are only at 50% of the 1't tranche (2009 levels) of J.R. No. 4;
NOW, BE IT -
RESOLVED, the RP submitted by PPC is hereby APPROVED W|TH
MODIFICATIONS, r.e., with 64 organizational units and 7,043 positions as
reflected in the documents below, which form an integral part of this Memorandum
Order (M.O.), to wit:

1. Annex A - Rationalization Plan;

2. Annex B - Organizational Structure;
3. Annex C - Staffing Pattern; and
4. Annex D - Functional Statement.
RESOLVED FURTHER, that the implementation of this order shall comply

with the following guidelines:
1. Filling up of vacant positions shall be programmed to ensure overall

financial viability of agency operations, actual revenue collection and
operating requirements;
2. Funding requirements for regular positions shall be included in the
Corporate Operating Budget of the Corporation;
3. PPC shall coordinate with and submit the list of retirees and other relevant
documents to DBM in connection with the necessary budgetary
requirements to implement the RP approved herein;
4. The Board through the Postmaster General shall be accountable for the
payment of separation benefits to the retirees/separatees pursuant to the
pertinent provisions of E.O. No. 366;
5. The RP shall be implemented within two (2) months after receipt of this
M.O. and an implementation report shall be submitted within one (1) month
thereafter to GCG and DBM; and
6. The pertinent civil service, budgetary, accounting, auditing and other
relevant laws, rules and regulations shall be complied with.

Rationalization Plan
Mandate
To plan, develop, promote and operate a nationwide postal system with

a network that extends or makes available, at least ordinary mail service, to
any seftlement in the country.
To provide for the collection, handling, transportation' delivery,

forwarding and exchange of postal matters between nations.
(Section 5 of R.A. No.7354).
. Core Functions
Under Section 5 of R.A. No.7354, the Philippine Postal Corporation

(PPC) shall exercise the following powers and functions:
a. To provide for the collection, handling, transportation, delivery, forwarding,

returning and holding of mails, parcels, and like materials, throughout the
Philippines, and, pursuant to agreements entered into, to and from foreign
countries;
b. To determine and dispose of, in a manner it deems most advantageous,

with law and settled jurisprudence, confiscated or non-mailable mail
matters, prohibited adicles, dead letters and undelivered mails, except the
sale of prohibited drugs, dangerous materials, and other banned articles
as defined by law; and
c. To plan, develop, promote, and operate a nationwide postal system wilh a

network that extends or makes available, at least ordinary mail service, to
any settlement in the country.
It. Strategic Direction
The rationalization of PPC is crucial and long overdue in light of the

continued downtrend in mail patronage brought about by e-mail services and
other technological developments. Accordingly, this Rationalization Plan aims
to trim down the organizational structure to a sustainable level with the
following strategic thrusts:
a. From government bureau mentality to that of a business enterprise

operating under a very competitive environmenl;
b. Continue to maintain universal service allowing other means of access
to non-Profitable areas;

c. ldentification opportunities to improve delivery performance and
of
customer satisfaction by entering into new business/services, such as:
- Electronic Money order (E-MO)
- Agency Service
- Collection Service
- Data Capture Project
- Logistics and Warehousing Service
d. Re-engineering the Postal Regions by downsizing from fourteen (14) to
nine (9) regional offices; and
e. Making use of |CT/e-commerce opportunities.
tv. Organizational Structure
The PPC Rationalization is primarily aimed at improving service

responsiveness, and self-sustaining and focused operational capability of
each postal area. Similar or related functions, programs and activities of
different offices were grouped to eliminate overlaps and promote efficiency.
Some functional units were also renamed to better indicate the functions
being performed by such units. The rationalized structure is shown in Annex
B. ihe same shall consist of the following operating units with the
corresponding functions:
A. Office of the Board of Directo6 - Formulates policies, prescribes and

promulgates the rules and regulations for the attainment of the objectives
of PPC.
'1. Board Secretariat - Handle matters pertaining to and coordinates the

affairs of the Board of Directors.
2. lnternal Audit Department ' Develops and implements a

comprehensive internal control system, audit process and the process
for compliance with application laws and regulations.
a. Management Audit Division - Conducts financial and compliance

audit in different regions and offices/departments in the Central
office to determine the extent of obedience with policies, rules and
regulations.
b. Operations Audit oivision - Evaluates existing policies, standards'

systems and procedures affecting various phases of operations and
piovides technical assistance to various otfices in the design and
aPPlication of control measures
B. Office of the Postmaster General -

lmplements plans, programs and
management and operation

1. Corporate Communications Division -Conducts public affairs
activities and monitors service problems and identifies inadequacies for
resolution in order to help maintain public confidence in the postal
service.
C. Office of the Assistant Posimaster General for Administration and

Finance - Provides administrative assistance to the Postmaster General in
carrying out the mandate of the Corporation by administering and
overseeing funclions related to the procurement, acquisition management
and development of resources.
1. Human Resource Management Department - Performs staff,

advisory and consullative functions for the effective and efficient
planning, implementation and evaluation of policies and programs
relative to the management and development of human resources.
a. Human Resource Management Division - lmplements policies,

procedures and guidelines in the recruitment, selection and
promotion of personnel and manages the Personnel lnformation
System.
b. Human Resource Development Division - Determine the career

needs and individual goals of employees in order to prepare
modules and curriculum designs for the continuing education'
professional training and personal development of offlcials and
employees in accordance with the policy guidelines set by the
Corporation.
2. Logistics and Properly Management Depadment - Develops and

implements policies, guidelines, standards and procedures relative to
the acquisition, distribution and accountability of corporate equipment,
furniture & fixtures.
a. Procurement Division - Prepares, coordinates and recommends

the development of Annual Procurement Program of the
Corporation and determines modes of procurement and terms and
conditions of purchases.
b. Supply Division - lmplements and maintains a systematic

acquisition, distribution, accountability and safekeeping of supplies,
materials, equipment, furniture & fixtures of the Corporation.
c. Assets and Property Management Division - Conducts periodic

physical inventory of equipment, furniture & fixtures and other
uniixed properties and issues corresponding Memorandum
Receipts as well as credit memos for its return and/or disposals;
3. General Services Department - Develops and implements policies,

guidelines, standards and procedures relative to the administration and
management of corporate assets.

a. Engineering lnfra-Planning Division - Prepares plans and

programs for the construction, renovation, and improvement of
postal facilities.
b. Records Management Division - Acts as the official repository of

permanent and current records of PPC, and develops and
implements standards and guidelines, and methods and techniques
on classification, maintenance, control, security, servicing, filing,
retention and disposition of records.
Maintenance and Miscellaneous Division - Takes charge of the

over-all maintenance of electrical and mechanical devices,
equipment and other properties of the Head Office except postage
metered machines and computers/lT equipment.
4. Accounting Department - Provides staff/assistance to the Assistant

Postmaster General for Administration and Finance and establishes
and implement financial policies and programs of the Corporation.
a. Claims and Processing Division - Receives, checks, verifies and

processes all money claims and disbursements and prepares
related reports such as annual BIR alpha list, W2 and other related
reports.
b. Bookkeeping Division - Makes available books of accounts and

records accounting and financial transactions of the Corporation.
5. Financial Management Department - lmplements systems and

procedures pertaining to financial management service and coordinate
with the Accounting Department in checking the accuracy and
adequacy of reports and statistics regarding the budget and the
financial operations of the Corporation.
a. Budget and Financial Management Division - Reviews,

evaluates and consolidates budget proposals of difierent operating
units in line with the approved operational plans for submission to
higher management and approval of the Board of Directors.
b. Cash and lnvestment Division - Manages the financial resources

of the corporation including cash collections from sale of stamps
and the control of metered machines.
Postage and Metered Machine Division ' Examines and controls

stamps and postage metered machine transactions and coordinates
and oversees actual stamp production.
O. Office the Assistant Postmaster General for Operations - Administers

and oversees functions related to the development and implementation of
policies, rules and regulations relative to mail operations in the overall
network including the international arena.

1. Service Regulations Department - Develops and implemenls
corporate-wide policies and procedures, and short and long range
operational plans for the collection, processing, routing, transporting
and delivery of all classes of domestic and international mails.
a. lniernational Affairs Division - Conducts continuous studies on

the acts of the Universal Postal Union conventions, poslal parcel
agreements and its detailed regulations for implementation in the
international mail operations.
b. Domestic Affairs Division - conducts studies and recommends

policies relating to procedures in handling of mail and other related
postal products and services, and guidelines in the opening and
closing of Postal Offices including its classification.
2. Network and Transport Department - Administers the distribution of

motor vehicles nationwide in accordance with established mail
transportation networks and administrative service vehicle
requirements.
a. Network Division - Establishes and controls a nationwide, inter,

intra-regional and international mail transport network.
b. Motor Transport Division - Monitors and evaluates transportation

allocation of operating units and manages the repair bay and
attends to the repairs of motor vehicles.
3. Express Mail Exchange Department - Responsible for the receipt,

handling, processing, dispatch and delivery of express mail matters
and parcels both domestic and international.
a. Operations Division - Receives, handles, processes, dispatch and

distributes the inbound and outbound express domestic and
international airmail matters and parcels.
b. Delivery Division - Responsible for the delivery of international

express mail and parcels in Mega Manila PostalArea.
4. Airmail Exchange Department -

Responsible for the receipt,
handling, processing, dispatch and delivery of air mail matters both
domestic and international:
a. Letter Post Division - Receives, handles, processes, dispatch

and distributes the recorded and non-recorded domestic and
international airmail matters.
b. Parcel Post Division - Receives, handles, processes, dispatch

international air parcels.

5. Surface Mail Exchange Department - Responsible for the receipt,
handling, processing, dispatch and delivery of surface mail matters
both domestic and international.
a. Letter Post Division - Receives, handles, processes, dispatch

international surface mail matters
b. Parcel Post Division - Receives, handles, processes, dispatch

international surface parcels.
6. Business Lines Department - Develops and implements the annual

work programs for the production of postage and philatelic products
and assists in negotiations for the opening of additional businesses on
domestic and international money orders and other postal services.
a. Postal Payment Delivery Division - Conducts research sludies

for the improvement of domestic & international money order
service, its systems improvement and monitors the
implementation of its rules and regulations.
b. Busine$ Mail and Express Post Division - Develops and

implements the annual work programs for the acceptance and
delivery of business mail and express posts.
c. Post Shop, Philately and Museum Division - Designs postage

stamps and other philatelic products and undertakes the
promotion, distribution and sales of philatelic products and
manages the postal museum.
E. Office of the Assistant Postmaster General for Management Support

Services - Provides assistance to the Postmaster General in carrying out
the mandate of the Corporation and administers and oversees functions
related to the management of PPC resources.
1. Corporate Planning Department - Reviews, formulates, develops and

recommends policies, standards, guidelines and procedures relative to
work planning/programming, project development, statistical analysis,
postal affairs, policy matters, form designs and organizational
development.
a. Planning, Research and Business Development Division -

Conducts market research and actuarial studies in response to
changes in the environment and industry trends.
b. Systems and Methods Division Monitors and develops

management information system that provides necessary support to
the management process.

2. Management lnformation Systems Department - Formulates and
implements the installation and maintenance of computer hardware
and peripherals, integrated computer development program, and other
related facilities nationwide.
3. lnspectorate Department - Performs staff, advisory and consultative

functions relative to investigation, intelligence and security concerns of
the Corporation.
a. Postal lnspection and lnvestigation Division -

Conducts
preliminary investigation and recommends preventive measures of
cases based on complaints or reports received from postal
employees and the mailing public.
b. Postal lntelligence Division - Provides intelligence requirements

and security operations of the Corporation and formulate strategies
in combating perceived postal syndicate.
4. Legal Department - Acts as the legal adviser ofthe Corporation.
a. Legal Services Division - Adjudicate all administrative cases filed

against PPC and provides legal staff support, opinions and
assistance on matters and issues brought to the Legal Service.
b. Claims and Prosecution Division - Represents the PPC in all civil

cases filed by or against it.
F. 9 Postal Areas - Oversees the implementation of all promulgated policies

approved by the PPC, monitors and evaluates on-going programs and
operations relevant to lhe overall functions of each unit in the region and
recommend possible improvements. Said postal areas are as follows:
1. Mega Manila Regional Area

2. Nodhwest Luzon Area
3. Northeast Luzon Area
4. Southern Luzon Area
5. Western Visayas Area
6. Central and Eastern Visayas Area
7. Western Mindanao Area
8. Central l\4indanao Area
9. Eastern Mindanao Area
Staffing Pattern
Under this Rationalization Plan, PPC's staffing pattern shall be reduced

to 7,043 positions after taking into account the reduction in the Department
lvlanager, Division lvlanager and Rank and File positions. A total of 2,936
("$"
employees shall be separated, of which 1,029 are permanent and 1,907 are
non-permanent.
vt. Financial Plan/Projection
Based on GCG's review, the effecVimpact of the RP on efforts to

improve the financial standing of PPC is notable due to a more responsive
organizational structure coupled with the proposed implementation of new
businesses/services that will contribute in generating higher revenues for the
Corporation. The RP is expected to result in a significant reduction in
Personal Services cost, which PPC can use to implement the 4th tranche of
the Salary Standardization Law (SSL lll) and still have savings amounting to
P164.25 Million. The bottom line of the PPC after RP will be positively
improving from a loss of P270 Million in 2010 to a projected profit of P530
million in 2016.

l. Office of the Board of Directors
Formulates policies, prescribes and promulgates the rules and regulations for
the attainment of the objectives of PPC.
A. Board Secretariat
. Handles matters pertaining to and coordinates the affairs of the Board of

Directors;
. Takes minutes and proceedings of Board meetings,
. Maintains files pertaining to the affairs of the Board, such as resolutions,
documents, elc.;
. Furnishes copies of Board of Resolutions needing actions to management
offices concerned; and
. Performs other related functions.
B. lniernal Audit Oepartment
. Develops and implements a comprehensive program to:

. evaluate the effectiveness of internal control systems;
. appraise performance levels of organizational units in carrying out
assigned tasks/ responsibilities;
. determine compliance with policies, laws, rules and regulations;
. determine if results of operations, plans/programs are consistent
with established goals and objectives;
. review the extent to which assets are accounted for and
safeguarded; and
. ascertain the reliability of management data developed within the
corporation;
. Appraises the economic and efficienl use of resources;
. Recommends continuous improvements of financial and other operational
procedures to promote effective internal controls at reasonable cost;
. Develops audit standards and review procedures;
. Systematically evaluates and improves the effectiveness of
risk
management, control and governance processes of the corporation;
. Furnishes top management with analyses, appraisals, recommendations
and information concerning reviewed activities;
. Recommends corrective actions/measures on deficiencies observed;

and the means to identify and report such information;
. Conducts compliance audit in different operational areas of Central
Office to determine the extent of compliance with policies, rules and
regulations;
. Conducts special audits on special accounts and on any phase of
management activity upon request of the office concerned and/or
instructions from the Postmaster General & CEO;

Represents the Corporation in all dealings with offices, agencies and

instrumentalities of the Government and with all other persons and
entitaes, whether public of private, domestic, foreign of international;
lmplements plans, programs and policies approved by the Board
concerning the management and operation of the Philippine Postal
Corporation;
Signs for and in behalf of the Corporation contracts and debt instruments
authorized and approved by the Board;
Subject to the approval of the Board, determines the staffing pattern and
the number of personnel, defines their duties and responsibilities, and
fixes their salaries and emoluments in accordance with the approved
compensalion structure of the Corporation;
Appoints, promotes, assigns, reassigns, transfers and removes personnel
below the ranks of Assistant Postmaster General. ln case of removal,
same may be appealed to the Board;
Delegates any of his powers, duties or functions to any official of the
corporation, subject to the approval of the Board; and
Performs other related functions.
A. Corporaie Communications Division
Plans, reviews, evaluates and supervises completed staff work;

Develops and recommends policies, guidelines and procedures relative
to public relations, protocol and public information;
Conducts public affairs activities such as answering queries, arranging
interviews, reviewing articles, arranging news conferences, organizing
public appearances, preparing news releases, fact sheets and feature
articles:
Monitors service problems and identifies inadequacies for resolution in
order to help maintain public confidence in the postal service;
Responds to customer public complaints;
Oversees implementation of corporate image enhancement programs;
Conceptualizes advertising and promotional materials for postal
products and services;
Conducts periodic evaluation of the effectiveness of advertising and
promotional programs vis-a vis product performanc€; and

Finance
. Provides administrative assistance to the Postmaster General in carrying

out the mandate of the Corporation by administering & overseeing
functions related to the procurement, acquisition management &
development of resources;
. Ensures the provision of administrative support services;
. lmplements administrative policies and decides on routine employee
relation problems and conflicts;
. lssues Office Orders, circulars and Memorandum for the proper guidance
of the employees on office or government practices, procedures, rules and
regulations;
. Reviews, checks and certifies communications, supply procurement and
distribution, personneland other routine office transactions; and
A. Human Resource Management Department
. Performs statf, advisory and consultative functions for the effective and
efficient planning, implementation and evaluation of policies and
programs relative to the managemenl and development of human
resou rces;
. Studies, designs, implements, evaluates and continuously improve
employees' performance evaluation system;
. ldentifies and recommends rewards and sanctions to support the
performance evaluation system;
. Designs and provides channels for the career enhancement and
development of human resources to make them responsive to
changes in the business environment;
. Regularly study available compensation packages and non-monetary
benefits to employees;
. Provides human resource management services such as policy
development, interpretation and monitor complianceffeedback of HR
policies; and
. Performs other functions that may be assigned from time to time.
l. Human Resource Management Division
. Regularly identifies quantitative and qualitative manpower

requirements;
. lmplements policies, procedures and guidelines in the recruitment,
selection and promotion of personnel;

on the development of modules, courses and curricula;

processes to determine the extent to which programs objectives
have been achieved and make recommendation for program course

. Establish linkages with local/international developmental agencies

B. Logistics and Property Management Department
. Develops and implements policies, guidelines, standards and

procedures relative to the acquisition, distribution and accountability of
corporate equipment, furniture & fixtures;

. Maintains statistical data on prevailing prices of common items
needed by the Corporation;

accountability and safekeeping of supplies, materials, equipment,

. Conducts periodic physical inventory of equipment, furniture &

fixtures and other unfixed properties;
. lssues corresponding Memorandum Receipts as well as credit
memos for its return and/or disposals;
. Undertakes the distribution and shipment of equipment and other
properties to different offices in the Central and Regional offices;

designs and specifications of postal building plans programmed for
implementation;
Formulates standards and guldelines, methods and techniques on
classification, maintenance, control, servicing, filing, retention and
disposition of records; and
1. Engineering & lnfra-Planning Division
Prepares plans and programs for the construction/renovation/

improvement of postal facilities;
Prepares the architectural, structural, electrical and mechanical
design and specification of postal building plans programmed for
implementation;
Undertakes the implementation of infrastructure projects in the
Central Office and Regional Offices whenever necessary;
Coordinates infrastructure programs and activities of the Regional
Offices and conduct site inspection whenever necessary;
Evaluates proposed building sites, building plans, renovations and
other related projects under the corporation's infrastructure capital
outlay program; and
2. Records Management Division
. Develops and adopts standards and guidelines, methods and

techniques on classification, maintenance, control, security,
servicing, filing, retention and disposition of records;

the disposal of said records;
. Acts as the official repository of permanent and current records of
PPC except records on personnel, accounting, those of the MIS

distribution/dissemination and keeping of the originals thereto; and

. Takes charge of the maintenance of electrical and mechanical

devices, equipment and other properties of the Head Office except
postage metered machines and computers/lT equipment;
. Checks on adequate ventilation, lighting facilities of working spaces
in the central office complex;
. Administers the maintenance program relative to janitorial and
miscellaneous services including upkeep of premises and
environmental sanitation of the Head Office complex;
. Administers the maintenance/servicing and repair of official
equipment, business machines, building renovations and the like;
. Exercises supervision over contractual janitorial agency; and
D. Accounting Department
o Provides staff/assistance to the Assistant Postmaster General for

regions - monitors and checks all necessary adjustments that are

. lmplements systems and procedures pertaining to financial

management service;
. Prepares the annual budget in line with approved corporate operation;
. Reviews and evaluates proposals of different operating staff
components of the Corporation in line with the approved corporate

Corporation;

Union (UPU) conventions, postal parcel agreements and its detailed
regulations for implementation in the international mail operations;
Reviews, assesses, implements and monitors compliance to
international postal policies, treaties and agreements;
Formulates policies and procedures in the treatment, acceptance
and/or prohibitions of all types of mails and other postal products
and services in the international mail operations;
Coordinates with the lnternational Bureaus of the UPU relative to
the studies conducted on the revision of UPU acts and agreements;
Prepares supporting documents in the collections and payments of
international mail conveyances and/or terminal dues; and

Corporation;

. Formulate strategies in combating perceived postal syndicate;
o Maintains close coordination with law enforcement agencies in the
apprehension of criminals and offenders;
o lntensifies detection and prevention of postal crimes such as theft of
postal funds or destruction of mails, equipment and properties and
terrorist acts and other syndicate related crimes; and
D. Legal Department
o Acts as the legal adviser of the corporation; interprets laws as they

relate to the postal service industry and the corporation;
. Renders advisory/legal oPinion;
o Recommends policy statements, drafts and approves legal
instruments;
. lnstitutes proceedings for claims and indemnity;
r lnitiates administrative disciplinary proceedings, prosecutes
complaints;
o Acts as agent for the receipt of legal processes for and in behalf of the
Corporation, the Postmaster General and other officials , resulting from
the performance of their official functions;
. Advises corporate officers on legislative or other policy matters in areas

. Maintains liaison with the members of the Congress and/or their staff in
