MINUTES OF THE REGULAR SESSION OF THE SANGGUNIANG BARANGAY OF BARANGAY DUNGON B. JARO,
ILOILO CITY HELD AT BARANGAY HALL ON JANUARY 5, 2019 AT 3:00 O’CLOCK IN THE AFTERNOON.

CALL TO ORDER:
The session was called to order by the Punong Barangay Hon. Haydee J. Mabaga at exactly 2:00
o’clock in the afternoon. Punong Barangay Hon. Haydee J. Mabaga led the opening prayer.

ROLL CALL:
The secretary called the roll of members, since all members were present, Hon. Haydee J. Mabaga as
Presiding Officer call the special session into order.

BUSINESS OF THE DAY:


1. Resolution No. 10 – series of 2018, A RESOLUTION AMENDING THE INTERNAL RULES OF
PROCEDURES OF THE SANGGUNIANG BARANGAY OF BARANGAY DUNGON B, JARO, ILOILO CITY. On
motion of Hon. Pauline Jean Dadison and duly seconded by Hon. Agnesius C. Otico.

Hon. Karen V. Barcoma requested Hon. Julie Ann Anitubo as temporary secretary to keep the minutes
of the special meeting and it was unanimously approved. Hon. Haydee Mabaga presented the Internal
Rules of Procedure to the new set of barangay council subject to any revision as necessary. Hon. Karen
Barcoma proceeded to moved to specific provisions in the Internal Rules of Procedure that needed for
amending but Hon. Pauline Jean Dadison requested that a formal reading of the entire rules be made
first for the benefit of the new members of the barangay council so as to better peruse the provisions
and make the necessary amendments with due care and diligence, to which the entire body agreed.
Hon. Haydee J. Mabaga requested Hon. Julie Ann Anitubo to do the 1st Reading of the Internal Rules of
Procedure subject for revision to cater to the new set of members of the barangay council.

A recess was made while reading was made due to the noise created by the electric fan that needed to
be fixed after which, the reading continued. After the reading of the internal rules, on motion of Hon.
Karen Barcoma the term of office be amended to reflect the correct dates as is applicable to the
current administration. This was duly seconded by Hon. Edna D. Lihao. Hon. Haydee J. Mabaga then
opened the floor to the body for any suggestion or revision to the Internal Rules to which Hon. Karen
V. Barcoma asked about the powers and duties of barangay Secretary and Treasurer stating that as far
as she knows, they are required to submit a DTR which means that they are required to do 8 hours a
day duty but that the same is not stated in the Internal Rules and that if its possible that the same be
added to the internal rules of procedure. Hon. Julie Ann Anitubo then explained that previously, as
secretary, they do have a DTR but that based on her experience, the Treasurer and Secretary also
have duties that require them to be out of the office to follow up transactions with government
agencies, and that there are days that they stay until late at night or even saturdays and sundays
hence, it is impossible that they be required to stay inside the office for 8 straight hours. After a few
exchanges and confusion as to whether the same be included in the Rules, Hon. Pauline Jean Dadison
then suggested to check with RA 7610 as to whether there is a specific provision that requires the
Secretary and Treasurer to report from 8am to 5pm daily.

In Conclusion it was agreed that as long as the Secretary and Treasurer are doing their job efficiently,
there is no need to include the duty hours in the internal rules. On suggestion of Hon. Karen Barcoma,
the provision on the date and time of session be changed from 1st and 3rd Tuesday of the month at
5:30 p.m to 1st and 3rd Saturday of the month at 3:00 p.m.. Hon. Pauline Jean Dadison also made a
suggestion that the same be held every 1st and 3rd Friday of the month , stating the pros and cons of
holding a session on a Saturday which most consider as a family day, to which Hon. Karen Barcoma
replied that as Kagawad we are required to render service anytime and anyday. Hon. Pauline Jean
Dadison then clarified that there is no question as to time of service and as to dedication to service
because she stated that service to the people never stops just because its Saturday or Sunday, but
that the question on the table was the schedule as to the session. The opinion and suggestion of the
body was also taken with Hon. Edna D. Lihao suggested also a Saturday 9am. After which, a vote was
taken and the proposal that the session be held every 1st and 3rd Saturday of the month getting the
majority vote. A motion made by Hon. Karen Barcoma and duly seconded by Hon. Roni Lacson.

Hon. Pauline Jean Dadison then pointed out a probable typographical error in Rule 9 , section 29, of
the internal rules, changing the words sangguniang bayan to sangguniang barangay. The correction
was duly noted by the body.

Hon. Haydee Mabaga then proceeded to assign committees to which Hon. Karen Barcoma suggested
that committees be assigned to those who have an idea on a particular committee to which Hon.
Haydee Mabaga replied that she has already prepared a set of chairmen on particular committees.
However, it was also Hon. Karen Barcoma who raised the fact that the chairmanship of the committee
on sports be given to the SK Chairman as is the practice in previous years, to which no objection was
made.

Hon. Haydee J. Mabaga then proceeded to name the chairmen of the different committees .Hon. Karen
Barcoma objected to the appointment of chairmanship of the appropriation committee stating that
Hon. Pauline Jean Dadison is a new Kagawad and she suggested that since Hon. Roni Lacson has more
experience and hence has an idea on how the committee on appropriation works. Hon. Pauline Jean
Dadison then interposed that Hon. Karen Barcoma statement could be likened to that of a fresh
graduate applying for a job but being turned down for lack of experience precisely because she is a
new graduate in which case it is a highly prejudicial. Hon. Haydee J. Mabaga then raised the
proposition that the committee chairmanship can always be changed in the future. Hon. Pauline Jean
Dadison then opened the idea that if the council sees that she is not effective, they can always change
her but that her point is to give everyone a fair chance in serving the people. Hon. Karen Barcoma also
raised the issue on partisan politics stating that committee chairmanship should not be affected by the
members’ political affiliation in the past. Hon. Haydee Mabaga greed to this statement and added that
what happened during the last election should be forgotten and everyone should just aim for a united
and harmonious council with no division among its members. Hon. Pauline Jean Dadison then stressed
the importance that if indeed the goal of each member is to serve and have a harmonious relationship
with each member, then this should reflect in our speech and actions. She also stressed about giving
due respect to the leader or head of the council who is the Punong Barangay, to respect her decisions.
Hon. Karen Barcoma however stressed that she has also the same goal with the body to have a
harmonious relationship with each other. The debate ended with Hon. Haydee Mabaga banging the
gavel so as to be able to proceed to the next agenda.

Vice chairmanships and members were then assigned by the respective committee chairman. Hon.
Pauline Jean Dadison asking Hon. Roni Lacson to be vice chairman of the committee on Appropriation
but he declined stating that from experience, it would seem that the vice chairman has more work than
the chairman. The post was also offered to Hon. Karen Barcoma but she also declined stating that she
is loaded. The post was then given to Hon. Edna Lihao to which she accepted with the membership
given to Hon. Agnesius Otico.

Respective chairmen then proceeded to name their vice chairman and members. After which, Hon.
Haydee Mabaga then assigned the different Zones in the barangay to the respective kagawads. Upon
request of Hon. Edna Lihao and Hon. Roni Lacson then proceeded to discuss the Zonal areas of
Barangay Dungon B.

2. Resolution No. 11 – series of 2018, A RESOLUTION CONCURRING THE APPOINTMENT OF CINDY


MARIE S. NORAN AS BARANGAY SECRETARY OF BARANGAY DUNGON B, DISTRICT OF JARO, ILOILO
CITY. On motion of Hon. Pauline Jean L. Dadison and duly seconded by Hon. Edna D. Lihao.

Hon. Haydee J. Mabaga presented Ms. Cindy Marie S. Noran as new appointed Barangay Secretary to
which Hon. Roni Lacson and Hon. Karen Barcoma perused and interviewed the former. Upon motion of
Hon. Roni Lacson and duly seconded by Hon. Karen Barcoma, the appointment of Ms. Cindy Marie S.
Noran was affirmed.

3. Resolution No. 12 – series of 2018, A RESOLUTION CONCURRING THE APPOINTMENT OF


ROSETTE G. PAGAYON AS BARANGAY TREASURER OF BARANGAY DUNGON B, DISTRICT OF JARO,
ILOILO CITY. On motion of Hon. Edna D. Lihao and duly seconded by Hon. Roni U. Lacson.

The appointment of Mrs. Rosette Grecia-Pagayon as barangay treasurer was then moved by Hon.
Pauline Jean Dadison and duly seconded by Hon. Edna Lihao.

Hon. Karen Barcoma then questioned the appointment of the barangay treasurer since she implied that
Rosette Grecia-Pagayon seems to be busy, but Hon. Haydee Mabaga stressed that Mrs. Pagayon has
accepted the appointment and is committed to perform her duties.

4. Hon. Haydee Mabaga presented the list of Appointed Barangay Workers and Barangay Tanods for
concurrence of the entire council. She also informed that on the next regular session, it will be
presented personally.

5. Lastly, Hon. Haydee J. Mabaga opened to the barangay council the fact that the barangay hall will be
transfer to the new barangay hall in zone 3 and it was already packing and ready to transfer. Hon.
Karen V. Barcoma then suggested that the office of the secretary and treasurer be placed in the Uswag
Hall. Hon. Marlon V. Ordinal also suggested to stay at the same barangay hall. Hon. Haydee Mabaga
then justified the transfer stating making use of the resources provided by the government. Further
discussions and recommendations were made with regard to the transfer to the new site of the
barangay hall to which the council also resolved.

ADJOURNMENT:

There being no other matters to discuss, the special session was adjourned at 4:40 in the afternoon,
upon the motion of Hon. Edna D. Lihao and duly seconded by Hon. Agnesius C. Otico.

A RESOLUTION AMENDING THE INTERNAL RULES OF PROCEDURES OF THE


SANGGUNIANG BARANGAY OF BARANGAY DUNGON B. JARO, ILOILO CITY.

WHEREAS, pursuant of the provision of R.A. 7160, otherwise known as the Local Government Code
of 1991, and its implementing rules and regulations, the local bodies have the inherent right and
obligation to amend its own Internal Rules of Procedures for the proper discharge of legislative
functions;

WHEREAS, in the maintenance of good order in the sanggunian deliberations, it is necessary that
specific rules must be amend and enforced in the interest of effective legislation;

WHEREAS, the Sangguniang Barangay amend the previous schedule of the regular session from 1st
and 3rd Tuesday of the month at 5:30 p.m. to 1st and 3rd Saturday of the month at 3:00 o’clock in the
afternoon.

NOW THEREFORE, on motion of Hon. Pauline Jean L. Dadison and duly seconded by Hon. Agnesius
C. Otico.

RESOLVED AS IT IS HEREBY RESOLVED, which the above-quoted resolution approve this June
30, 2018.

RULE I – MEMBERSHIP

Section 1. Composition. The Sangguniang Barangay of Barangay Dungon B., District of Jaro,
Iloilo City shall composed of the Punong Barangay as presiding officer, and the seven (7) regular
sangguniang barangay members elected at large and sangguniang kabataan chairman, as members.

Section 2. Term of Office. The term of office of the Sangguniang Barangay of Barangay Dungon B.,
District of Jaro, Iloilo City shall be three (3) years which shall commence on noon time of June 30, 2018
and shall end on noon time of June 30, 2021.

Section 3. Oath of Affirmation. All members of the sanggunian shall, upon assumption to office,
take an oath of office or affirmation in the prescribe form, duly subscribed before a person to administer
oaths.
Copies of the oath of office or affirmation shall be filed and preserved in the office of the city mayor,
individual personal records file under the custody of the barangay secretary and the CLGOO/DILG.

RULE II – PRESIDING OFFICER

Section 4. The Presiding Officer. The punong barangay shall be the presiding officer of the
Sangguniang Barangay of Barangay Dungon B., District of Jaro, Iloilo City.

The Presiding officer hall vote only to break a tie.

In the even of the inability of the regular presiding officer to preside at a sanggunian session the
members present and constituting a quorum shall elect from among themselves a temporary presiding officer.
He shall certify within ten (10) days from the passage of ordinance enacted and resolutions adopted by the
sanggunian in the session over which he temporarily presided.

Section 5. Powers and Duties of the Presiding Officer. The presiding officer shall:
Call the session to order:
a) Recognize properly the member obtaining the floor or seeking recognition;
b) Make rulings particularly on points of order, parliamentary inquiry, requests and other routinely
procedural matters;
c) Maintain order and proper decorum;
d) Put the pending question to vote and announce the result thereof;
e) Inform the body of each item of business;
f) Clarify issues when needed;
g) Adjourn the session properly and
h) Perform other duties required of him by the rules of the organization

The regular presiding officer shall not be a chairman of any committee, but shall have a voice and vote
in all committees deliberation. He may however be elected as chairman of any special or ad hoc committee
which the sanggunian may organize for specific purpose.

RULE II – THE SANGGUNIANG BARANGAY MEMBER

Section 6. Powers and Duties of the Sanggunian Barangay Members


a) As a member of the legislative body of the barangay he shall;
1. Proposed measures for deliberations and adoption of the sangguniang barangay;
2. Participants in the meeting of his committee
3. Participate in the discussions of any business during sangguniang barangay sessions, and
4. Vote for the approval or disapproval of proposed ordinance and resolutions
b) Assist the punong barangay in the discharge of his duties
c) Act as peace officer in the maintenance of public order and
d) Perform such other duties and functions as the punong barangay may delegate

RULE IV – THE SECRETARY

Section 7. Appointment. The barangay secretary shall be appointed by the punong barangay with
the concurrence of the majority of all sangguniang barangay members. The appointment of the Barangay
Secretary shall not be subject to attestation by the Civil Service Commission.

Section 8. Powers and duties of the Barangay Secretary. The barangay secretary shall:
a) Keep custody of all records of the sangguniang barangay and barangay assembly meetings;
b) Prepare and keep the minutes of all the meetings of the sangguniang barangay and the barangay
assembly meetings;
c) Certify to all the ordinances enacted and resolutions adopted by the sangguniang;
d) Furnish copies of all barangay ordinances and resolutions to the sangguniang panlungsod for review as
to whether the ordinance is consistent with law and city ordinance within (10) days after its enactment;
and
e) Exercise such other powers and performs such other duties as may be presented by law or ordinance.

Section 9. Absence of the Barangay Secretary. In case of absence of the barangay secretary
during sessions, any appointive barangay official shall perform the powers and duties of the barangay
secretary.

RULE V – THE TREASURER

Section 10. Appointment. The barangay treasurer shall be appointed by the punong barangay with
the concurrence of the majority of all the sangguniang barangay members. The appointment of the barangay
treasurer shall not be subject to attestation by the Civil Service Commission.

Section 11. Powers and Duties of the Barangay Treasurer.


a) Keep custody of barangay funds and properties;
b) Collect and issue official receipt for taxes, fees, contributions, monies materials and all other sources
accruing to the barangay treasury and deposits the same in the account of the barangay;
c) Disburse funds in accordance with the financial procedures provided by law or ordinance;
d) Submit to the Punong Barangay a statement covering the actual and estimates of incomeand
expenditures for the preceding and ensuing years respectively;
e) Render written accounting report of all barangay fund and property under his custody at the end of
each calendar year, and ensure that such report shall be made available to the members of the
barangay and other government agencies concerned;
f) Certify as to the availability of funds whenever necessary
g) Plan and attend to the rural postal circuit within her jurisdiction and
h) Exercise such other powers and perform such other duties as may be prescribed by law or ordinance.

Section 12. Attendance of Barangay Treasurer to Sessions. The barangay treasurer is required
to attend the regular session to render financial reports to members of the sanggunian and to clarify or
answers questions related to financial matters.

RULE VI – SESSIONS

Section 13. Regular Session. The regular session of the Sangguniang Barangay of Barangay
Dungon B, District of Jaro, Iloilo City shall be twice a month and shall be held every 1st Saturday and
3rd Saturday of the month at 3:00 p.m.
In the event that the pre-scheduled regular sessions fall on a holiday, the working day immediately
following shall be the regular session day.

Section 14. Special Session. When public interest so demands, special sessions may be called by
the punong barangay or by a majority of the members of the sanggunian.

In case of special sessions, a written notice to the members shall be served personally at the member’s
usual place of residence at least twenty four (24) hours before the special session is held.

Section 15. Call to Order. The presiding officer shall open the session by calling the session to order.

Section 16. Attendance to Session. Every member of the sanggunian shall attend all sessions
unless he is prevented form doing so by reason of sickness or other unavoidable circumstances, provided that,
a previous notice shall be sent to the sanggunian thru the presiding officer or the secretary.

Every members of the sanggunian attending regular session shall be entitled to a leave credits with pay
which shall be computed on the basis of one and one fourth (1 ¼ ) days per regular session.

Leave credits earned shall not be subjected to commutation after the end of the term of office.
Commutation of leave credits shall only be allowed every first quarter of the next succeeding year, after the
barangay officials have rendered one (1) full year of service.

Section 17. Open to Public. All sanggunian sessions shall be open to the public unless a closed-door
session is ordered by an affirmative vote of majority of the members present, there being a quorum for reason
of security, decency, or morality.

RULE VII – ROLL CALL AND QUORUM

Section 18. Quorum. A majority of all members 9f the sanggunian who have been elected and
qualified shall constitute to transact official business.

Section 19. Absence of Quorum. Where there is no quorum, the presiding officer may declare a
recess until such time a quorum is constituted, or a majority of the members present may adjourn from day to
day compel the immediate attendance of any member of the sanggunian to be assisted by a member or
member of the tanod assigned in the barangay, to arrest the absent member and present him at the session.

If there is still no quorum, despite the enforcement of the above provision, no business shall be
transacted. The presiding officer, upon proper motion duly approved by the members present, shall then
declare the session adjourned for lack f quorum.

RULE VIII – THE COMMITTEES

Section 20. Creation of Committees. The following rules shall be observed in the creation of the
committees:
a) A regular or standing committee may be created or re-organized by a majority vote of all the members
of the sanggunian;
b) The presiding officer may recommend the creation of the re-organized of any regular or standing
committee. The sanggunian shall act on his recommendation and vote on it immediately;
c) Special or Ad-Hoc committees may be created upon the iniative of the chair or thru a motion by any
member, subject however, to the affirmative votes of a majority of the members present, there being a
quorum.

Section 21. Composition. Every regular committee to be created shall be composed of not more
than three (3) members including the chairman and the vice chairman.

Section 22. Restrictions.


a) The presiding officer shall not be a member of any regular committee. However, he may be designated
by the body as chairman of an Ad-hoc, committee or special committee, provided that the purpose or
task for which committee is created does not involved legislative matters or policy making.
b) No members of the sanggunian shall be made a member of more than three regular committees.
c) No member of the sanggunian shall be made a chairman or vice chairman of more than two (2) regular
committees.
d) No member shall participate in the committee’s deliberations if he has a direct or indirect personal or
pecuniary interest on the matter being handled by that committee.

Section 23. Quorum. A majority of all members of the committee shall constitute a quorum to do
business.
Section 24. Calling a Committee Meeting. A committee may be called by the following
a) Chairman
b) Vice Chairman, if he is in the capacity or “Acting Chairman”
c) Majority of the committee members
Provided, that due notice is serve upon each and every committee member.

Section 25. Mandatory Standing Committees. The sanggunian shall, thru a resolution, create the
following mandatory standing (regular) committees:

a) Committee on Appropriations:
This committee shall be composed of not more than three (3) members, including its chairman and
vice chairman, to which shall be referred all matters or questions pertaining to or connected with the
following:

 Local taxes, fees and charges


 Loans and other sources of local revenues
 Annual and supplemental budgets
 Appropriation ordinances
 All other matters related to local taxation and fiscal administration

This committee shall be composed of not more than three (3) members, including its chairman and

 Women’s welfare, rights and privileges
 Women’s organizations
 Family welfare
 All other matters related to women and family

c) Committee on Human Rights


This committee shall be composed of not more than three (3) members, including its chairman and
vice chairman and vice chairman, to which shall be referred all matters or questions pertaining to or connected
with the following:
 Human rights
 Prevention of human right violation
 All matters affecting human rights

RULE IX – ORDINANCE AND RESOLUTIONS

Section 27. Ordinances and Resolutions. Legislative actions of a general and permanent character
shall be enacted in the form of ordinances, while those which are temporarily in character shall be passed in
the form of resolutions. While relating to propriety functions and to private concerns shall be acted upon by
resolution.

Section 28. Essential Parts of Ordinances and Resolutions. Propose ordinances and resolutions
shall be in writing and shall contain as assigned number, a title or caption, an enacting or ordaining clause and
the date of its proposed effectively. It shall be signed by the author and submitted to the secretary who shall
report the same to sanggunian at is next session.

Section 29. Review of Barangay Ordinances by the Sanggunian Bayan. Within the (10) days
after enactment, the sangguniang barangay shall furnish copies of all barangay ordinances, to the
sangguniang bayan for review as to whether or not the ordinance is consistent with law or municipal or
ordinances.

If the sangguniang bayan fails to take action on barangay ordinances within thirty (30) days from
receipt thereof, the same shall be deemed approved.

If the sangguniang bayan finds the barangay ordinances inconsistent with law or municipal ordinances,
the sangguniang concerned shall, within thirty (30) days from receipt thereof, return the same with its
comments and recommends to the sangguniang barangay for adjustment, amendment, or modification, the
effectivity of the barangay is suspended until such time as the revision called for is effected.

Dungon B. Jaro, Iloilo City, shall be:

RULE XI – ASSIGNMENT OF PUROK TO KAGAWAD CONCERNED

Section 31. Assignment of Puroks. The assignment of purok to the kagawad concerned shall be as
follows:

RULE XII – DECORUM AND DEBATE

Section 32. Manner of Addressing the Chair. When a member desires to speak, he shall rise or
raise a hand and respectively, address the chair, “ Mr. Chairman” or Mr. Presiding Officer”

Section 33. Recognition of Member to speak. When two (2) or more members rise at the same
time, the presiding officer shall determine and recognize the member who is to speak first.

Section 34. Conduct During Sessions. During sessions, the members shall be in proper attire and
observe proper decorum.

a) No wearing of slippers.
b) Non-wearing of uniform
c) While the presiding officer is addressing the Sanggunian or putting a question, no members shall walk
out or cross the session hall.

Section 35. Discipline of Members. Members of the Sanggunian shall observe the following:

a) No Monthly Accomplishment report, no honorarium. Also, every members of the sanggunian barangay
Is required to submit to the punong barangay a quarterly accomplishment report and the same shall be
submitted to the MILGOO/DILG.
b) More than fifteen (15) minutes late durng session hall be excused if there is valid reason
c) Confidential matters within the sanggunian must not be brought outside the session hall.
d) No smoking while the session is going on
e) Sign the attendance sheet every end of session
f) Attend all barangay activities.

Section 36. Collection of Fines and Its Disposition. The barangay treasurer shall deduct the
corresponding fines from the honorarium of the sangguniang member, to be deposited in the bank as private
fund of the barangay. All penalties shall be deducted upon the release of honorarium. In the disposition or
disbursement of the said fund, the sanggunian shall decide upon by a majority vote of all its members how
and what purpose the said fund would be spent.

RULE XIII – VOTING AND MOTION

Section 37. The Vote. A tie vote resulting from a vote taken on any motion, measures or proposal
shall be construed to mean that the practical motion, measure or proposal is defeated, unless the chair
decided to break it. Exception to this rule is when a “motion to appeal from the decision of the Chair” is put to
a vote and it resulted in a tie. In this case the tie vote I considered to sustain the decision of the Chair.

RULE XIV – SUSPENSION OF THE RULES

Section 38. Vote Required. No rule shall be suspended except by a vote of two-thirds (2/3) of the
members a quorum being present.
RULE XV – AMMENDMENTS

Section 39. Amendments. Any position of these rule may be amended by a majority vote of all
member of the sanggunian.
RULE XVI – EFFECTIVITY

Section 40. Effectivity . These Internal Rules of Procedure of the Sangguniang barangay of
Barangay dungon B. Jaro, Iloilo City shall take effect on the date of its amendment.

A RESOLUTION CONCURRING THE APPOINTMENT OF CINDY MARIE S. NORAN AS


BARANGAY SECRETARY OF BARANGAY DUNGON B, DISTRICT OF JARO, ILOILO CITY.

WHEREAS, under Section 389 (b) and Section 394 (a) of the Local Government Code of 1991, the appointment
of Barangay Secretary requires the concurrence of the majority of all the Sangguning Barangay members;

WHEREAS, the powers and duties of the barangay secretary are:


 Keep custody of all records of the sangguniang barangay and barangay assembly meetings;
 Prepare and keep the minutes of all the meetings of the sangguniang barangay and the
barangay assembly meetings;
 Certify to all the ordinances enacted and resolutions adopted by the sangguniang;
 Furnish copies of all barangay ordinances and resolutions to the sangguniang panlungsod for
review as to whether the ordinance is consistent with law and city ordinance within (10) days
after its enactment; and
 Exercise such other powers and performs such other duties as may be presented by law or
ordinance.

WHEREAS, after perusal of the documents submitted by the Punong Barangay, the sanggunian members find
the presence of all the qualifications and none of the disqualification as provided by law;

WHEREFORE, BE IT RESOLVE, AS IT IS HEREBY RESOLVED, to concur the appointment of CINDY MARIE S.


NORAN as Barangay Secretary of Barangay Dungon B, Jaro, Iloilo City.

Let copies of this Resolution of Concurrence be furnished the appointee CINDY MARIE S. NORAN, the

A RESOLUTION CONCURRING THE APPOINTMENT OF ROSETTE G. PAGAYON AS


BARANGAY TREASURER OF BARANGAY DUNGON B, DISTRICT OF JARO, ILOILO CITY.

WHEREAS, under Section 389 (b) and Section 395 (a) of the Local Government Code of 1991, the appointment
of Barangay Treasurer requires the concurrence of the majority of all the Sangguning Barangay members;

WHEREAS, the power and duties of the barangay treasurer are:


 Keep custody of barangay funds and properties;
 Collect and issue official receipt for taxes, fees, contributions, monies materials and all other
sources accruing to the barangay treasury and deposits the same in the account of the barangay;
 Disburse funds in accordance with the financial procedures provided by law or ordinance;
 Submit to the Punong Barangay a statement covering the actual and estimates of income and
expenditures for the preceding and ensuing years respectively;
 Render written accounting report of all barangay fund and property under his custody at the end of
each calendar year, and ensure that such report shall be made available to the members of the
barangay and other government agencies concerned;
 Certify as to the availability of funds whenever necessary
 Plan and attend to the rural postal circuit within her jurisdiction and
 Exercise such other powers and perform such other duties as may be prescribed by law or
ordinance.

WHEREAS, the barangay treasurer is required to attend the regular session to render financial reports to
members of the sanggunian and clarify or answers questions related to financial matters.

WHEREAS, after perusal of the documents submitted by the Punong Barangay, the sanggunian members find
the presence of all the qualifications and none of the disqualification as provided by law;

WHEREFORE, BE IT RESOLVE, AS IT IS HEREBY RESOLVED, to concur the appointment of Rosette G. Pagayon


as Barangay Treasurer of Barangay Dungon B. Jaro, Iloilo City.
