Kapunungan sa mga Mass Communicators By-Laws and Constitution

Article I. Name, contact info and address

The name of this student council shall be the Kapunungan sa mga Mass Communicators or
KMC. Its office is located at the KMC Lounge in Emilio T. Yap Hall, Silliman University,
Dumaguete City, Negros Oriental.

Article II. Vision and Mission

Vision
A student council committed to inspire and lead competent, compassionate, and socially
responsible mass communication students.

Mission
• Support the university and the student government in all its endeavors in instilling the
“Via, Veritas, Vita” through active participation.
• Assist the faculty in instilling in future mass communication practitioners a sense of
mission and stewardship in their profession.
• Organize activities that will hone the skills and enhance the competencies of future mass
communicators.
• Encourage the sense of pride for the college and fellow students through academic, co-
curricular, and extra-curricular activities.
• Pursue opportunities for growth in other fields by coordinating and partnering with
student councils and organizations in the university.

Article III. Membership

Section 1. Members
A. The members shall be currently enrolled students at the Silliman University
College of Mass Communication.

Section 2. Privileges and Responsibilities of Members


A. Each member is entitled to one vote.
B. Each member shall enjoy all services of the student council.
C. Each member shall have access to all documents of the student council.
D. Responsibilities: Each member is expected to perform the following:
i. Members shall attend or participate in required activities.
a. College-based activities are those that are sanctioned, planned,
organized by KMC and the college.
b. University-based activities are those that are sanctioned, planned,
organized by the Silliman University Student Government and the
university.
ii. Members shall follow the scheme or schedule of KMC Fee payment
devised by the council.
iii. Members shall deal with the consequences implemented by the council
for absences incurred during College-based activities.
iv. Members shall join the SUSG Volunteers Committee or participate in
other community services before the end of the semester for absences
incurred during University-based activities.
v. Members shall vote during KMC and SUSG elections and other activities
that require their vote.

Article IV. Assemblies and other meetings.

Section 1. General assemblies are held at least two times every semester with the first
assembly held three weeks after the enrollment. Notification of this assembly shall be made
two weeks prior to said assembly.

Section 2. The President of the KMC may call for other meetings.

Section 3. At all assemblies and meetings of KMC, a quorum shall consist of 50% of the total
number of enrolled students plus one (1).

Article V. Officers

Section 1. KMC shall have the following officers elected from the current membership:
A. President
B. Vice-President for Internal Affairs
C. Vice-President for External Affairs
D. Secretary
E. Treasurer
F. Auditor
G. Public Relations Officer or PRO
H. Four (4) Batch Representatives

Section 2. Qualifications:
A. All officers, except the President, must have been enrolled in the College for at
least one year—two semesters and/or one summer consecutively. The President
must have been enrolled in the College for at least two years—four regular
semesters consecutively.
B. All officers must maintain a QPA of 2.50.
C. The President and the Vice-Presidents must not hold top positions in other
organizations and the student government except for the position of College
Representative.

Section 3. Duties of Officers


A. The President:
i. Shall preside at all meetings and be responsible for appointing all
standing, special, and ad-hoc committee heads.
ii. Shall perform such other duties as usually required of this office.
iii. Shall be an ex-officio member of all committees.
iv. Shall represent the council in meetings with the faculty, League of
Governors, SUSG and university administration.
B. The Vice-President for Internal Affairs:
i. Shall act in the absence of the President in all capacities as listed above.
ii. Shall assist in conducting the vision and missions of the student council.
iii. Shall head the Academic Affairs Committee.
iv. Shall organize the Leadership Training and IPR.
C. The Vice-President for External Affairs:
i. Shall represent the council in meetings with other organizations and
student councils.
ii. Shall coordinate with organizations and entities outside the campus.
iii. Shall coordinate and maintain communication with the alumni.
iv. Shall head the Founders Committee.
D. The Secretary:
i. Shall keep all records, minutes of meetings, and other documents of
KMC.
ii. Shall accept comments, suggestions and complaints of the members and
present them to the KMC Executive Committee.
iii. Shall inform the Executive Committee about meetings.
E. The Treasurer:
i. Shall oversee all financial concerns of KMC.
ii. Shall present financial reports during assemblies and meetings.
iii. Shall collect fees and fines of members.
iv. Shall prepare the KMC Fee breakdown and present them one week
before enrollment.
v. Shall collect all receipts from committee heads immediately after events.
vi. Shall coordinate with the Business and Finance Office (BFO) in
transactions such as liquidation, remittance, etc.
F. The Auditor:
i. Shall review all transactions of the Treasurer with the BFO immediately
after the transactions have been made.
ii. Shall secure all financial documents from previous KMC Treasurer and
Auditor.
iii. Shall prepare, hand out, and collect evaluation forms to and from
students immediately after KMC events.
G. The Public Information Officer (PIO):
i. Shall make sure all students are well-informed about activities and events
in the college and the university.
ii. Shall coordinate with the Batch Representatives in communicating with
the student body.
iii. Shall maintain the bulletin board in the KMC Lounge and the official
Facebook group of KMC.
iv. Shall be the master of ceremonies in all general assemblies.
H. The Batch Representatives:
i. Shall serve as the bridge of the Executive Committee and their respective
batch.
ii. Shall call for and preside at all batch meetings.
iii. Shall take the attendance of their respective batch in all activities.
iv. Shall evaluate the individual participation of his/her batchmates in
activities that their batch is tasked to organize.

Section 4. Terms of Office


A. Officers shall be elected annually during Mass Communication Week by the
members except the Freshmen Representative who is elected during the first
month of the first semester. Elections shall be by ballot and a majority of the
votes cast shall elect.
B. Officers shall take office immediately after the second semester in preparation
for the new school year.
C. Officers shall serve a one-year term and may be re-elected consecutively to the
same office for an additional one-year term except for the President.
Section 5. Vacancies and Removal:
A. A vacancy in the office of the President shall be filled by the Vice-President for
Internal Affairs unless he or she is unable to serve, at which time the vacancy
shall be filled by the Vice-President for External Affairs. Should the Vice-
President for External Affairs be unable to serve, the vacancy shall be filled by
election of the members by a majority of votes cast. A vacancy in the office of
other positions shall be filled by election of the members by a majority of votes
cast.
B. Any officer, including the President, may be removed from office or suspended
from office by a vote of two-thirds of the members during a general assembly.
Removal or suspension may be with or without cause. The person under
consideration shall be given an opportunity to be heard at the assembly with
sufficient notice of the proposed removal or suspension. The person under
consideration shall not be counted in determining the presence of a quorum.
Upon a vote of removal or suspension of the President, the Vice-President for
Internal Affairs shall preside at the assembly.
Article VI. Committees

Section 1. The Executive Committee (ExeCom)


A. The elected Officers of KMC, along with the Appointed Committee Heads, and the
College Representatives who are elected during the SUSG elections, shall constitute
the Executive Committee.
B. The Executive Committee shall perform the following:
i. Adopt policies of operation for the student council
ii. Approve committee appointments and the creation of new committees
by the President
iii. Approve appointments by the President to fill vacancies in committees
iv. Review all proposed amendments to the Bylaws
v. Present to the members, with recommendations, proposed amendments
to the bylaws
vi. Review all comments, suggestions, complaints and evaluations from the
students
vii. Perform such other duties as are prescribed by these By-laws.
C. Meetings shall be called by the President, or upon the written request of three
voting members of the Executive Committee.

Section 2. Academic Affairs Committee


A. The Academic Affairs Committee shall be composed of the Vice-President for
Internal Affairs and the Batch Representatives.
B. The committee shall be responsible in promoting academic excellence in the student
body.
C. The committee shall coordinate with the College Secretary in determining which
areas of studies do students need assistance in.
D. The committee shall conduct tutorial programs and other activities that will assist
students in their academic performance.

Section 3. Founders Committee


A. The Founders Committee shall be composed of the Vice-President for External
Affairs and the heads of committees involved in the Founders Celebration.
B. The committee shall be responsible for guiding, organizing, delegating, and
supporting all KMC students and activities during the Founders Celebration.
C. The committee shall be responsible for coordinating with the SUSG-COMSO about
requirements, rules, etc. during the Founders Celebration.

Section 4. Faith Committee


A. The Faith Committee shall be composed of two committee heads appointed by the
President, and at least one volunteer from each batch.
B. The committee shall be responsible for chapel hours, prayer concerns of the
students, and bible study sessions in the college.
C. The committee shall coordinate with SU Church for chapel hours and outreach
programs.
D. The committee shall be responsible for the participation of the student body during
the University Christian Life Emphasis Month and the worship service coinciding with
the Mass Communication Week.

Section 5. Sports Committee


A. The Sports Committee shall be composed of at least two committee heads
appointed by the President, and volunteers.
B. The committee is responsible for the participation of the student body in all sports
related activities especially during the University Intramural Games.
C. The committee is responsible for the procurement and maintenance of all sports
equipment of KMC.
D. The committee shall organize the KMC Fun Day held during the Mass
Communication Week.

Section 6. Food and Support Committee


A. The Food and Support Committee shall be composed of not more than two
committee heads appointed by the President, and volunteers.
B. The committee is responsible for the preparation of food and drinks as requested or
needed by other committees.
C. The committee shall ensure that moral support of KMC shall reach all members who
participate in sport events during the Intramural Games.

Section 7. Electoral Committee (ComElec)


A. The Electoral Committee shall be composed of three volunteers from the fourth year
students as approved by the ExeCom.
B. The committee is responsible for the production, distribution, collection and
tabulation of ballots.
C. The committee shall announce the results through an official document submitted
to the faculty and ExeCom, and bulletin posts in the KMC Lounge and official
Facebook groups.

Section 8. Special Committees


A. Each Special Committee shall be composed of not more than two committee heads
appointed by the President and volunteers.
B. Special Committees includes, but is not limited to, Miss Silliman Committee, Silliman
Idol Committee, Booth Committee, etc.

Article VIII. University Policies

This student council shall abide by all applicable policies instituted by Silliman University.

Article IX. Amendments


A. A proposal to amend this by-law in written form must be submitted to the ExeCom
not later than one month before the end of a semester.
B. The ExeCom shall call a special assembly to discuss the proposal. If a special
assembly can not be convened, the student body shall be informed through the
Batch Representatives.
C. This by-law may be amended only by a vote of two-thirds of the total members of
KMC.
D. Only two proposals to amend the by-laws shall be entertained each semester.
