Feature Description
LOFD-001052 Flash CS Fallback to UTRAN
Description: This feature is an enhancement to the optional feature LOFD-001033 CS Fallback to UTRAN. After the two features are
activated, the eNodeB obtains the system information of UTRAN cells through RIM procedures and then sends UEs the EUTRAN-to-
UTRAN redirection messages that contain the system information. In this way, the UEs access the UTRAN cells with no need to read the
system information in the cells. This reduces the access delay.
This feature requires that the eNodeB can obtain UTRAN cell information through the RIM procedures and the networks and UEs
involved should comply with 3GPP Release 9 or later.
Impact: This feature enables UEs to obtain information about the target UTRAN cell for redirection before RRC connections to the LTE
network are released, reducing the delay of CSFB to UTRAN by approximately 0.2s to 0.5s. This gain varies depending on the radio
network environment and the processing capability of UEs.

Flash CS Fallback to UTRAN Procedure
During the flash CSFB procedure, the eNodeB receives a CS Fallback Indicator, and then it sends an RRC Connection Release message to release
the UE. The message contains information about a target UTRAN frequency, as well as one or more physical cell identities and their associated
system information. In this way, the UE can quickly access the target UTRAN without the need to perform the procedure for acquiring system
information of the target UTRAN cell. Then, the UE can directly initiate a CS service in the UTRAN cell.
1.The UE sends the MME an NAS message Extended Service Request to initiate a CS service.
2.The MME sends an S1-AP message to instruct the eNodeB to initiate a CSFB procedure. If
the MME supports the LAI-related feature, the MME also delivers the LAI to the eNodeB.
3.The eNodeB determines whether to perform a blind handover based on the UE
capabilities, parameter settings, and algorithm policies.
4.The eNodeB sends an RRC Connection Release message to instruct the UE to perform a
redirection. The message contains information about a target UTRAN frequency, as well as
one or more physical cell identities and their associated system information. Then, the
eNodeB initiates an S1 UE context release procedure.
5.The UE may initiate an LAU, a combined RAU/LAU, or both an RAU and an LAU in the
target cell.
6.The UE initiates a CS call establishment procedure in the target UTRAN cell

Version and configurations of the NEs in the E-UTRAN, UTRAN, and core networks all support CSFB and the RIM
procedure. Table below describes the requirements of flash CSFB to UTRAN for the core networks

CS Fallback to UTRAN description and Procedure
In CSFB to UTRAN (LOFD-001033), the eNodeB receives a CS Fallback Indicator, and then it sends an RRC Connection Release message to
release the UE. The message contains information about a target UTRAN frequency, reducing the time for the UE to search for a target network.
After selecting the UTRAN, the UE acquires the system information of a UTRAN cell. Then, the UE performs initial access to the cell to initiate a CS
service. For the UTRAN, the UE is an initially accessing user.
1. The UE sends the MME an NAS message Extended Service Request to initiate a
CS service.
2. The MME sends an S1-AP message to instruct the eNodeB to initiate a CSFB
procedure. If the MME supports the LAI-related feature, the MME also delivers
the LAI to the eNodeB.
3. The eNodeB determines whether to perform a blind handover based on the
UE capabilities, parameter settings, and algorithm policies.
4. The eNodeB sends an RRC Connection Release message to instruct the UE to
perform a redirection. The message contains information about a target UTRAN
frequency. Then, the eNodeB initiates an S1 UE context release procedure.

RIM Based UMTS Target Cell Selection for LTE Description and Procedure
RIM Based UMTS Target Cell Selection for LTE feature (WRFD-150231) reports the load status of the target UMTS cells to the eNodeB through the
RAN information management (RIM) procedure during a CSFB or load-based handover from LTE to UMTS, so that eNodeB can remove “overload”
cells from target UMTS cell list to avoid the handover failures.
During a CSFB, the eNodeB preferentially selects a non-overloaded UMTS cell as the target cell.
During a load-based handover from LTE to UMTS, the eNodeB preferentially selects a UMTS cell that is neither congested nor overloaded as
the target cell.
In the RIM Based UMTS Target Cell Selection for LTE feature, the RIM procedure is used to notify the eNodeB of the load status of target UMTS
cells. The RIM messages can be exchanged using the CN or Huawei eCoordinator. Below picture shows RIM procedure using the CN to
exchange RIM messages

Fast CS Fallback Based on RIM description and Procedure
Fast CS Fallback Based on RIM (WRFD-140224) shortens the delay in redirection-based CSFB by transmitting system information of the
neighboring UMTS cells of the LTE cell to the eNodeB before CSFB is performed. When a UE initiates a CS service and redirection-based CSFB
needs to be performed, the eNodeB sends the UE an RRC Connection Release message that contains the system information of the target UMTS
cell. Upon receiving the message, the UE can access the target UMTS cell by sending an RRC Connection Request message. This reduces the UE
access delay and improves user experience.
1.The eNodeB obtains the system information of the neighboring UMTS cells of the LTE
cell by using the RIM procedures.
2.When a UE initiates a CS service and CSFB needs to be performed, the eNodeB
sends the UE an RRC Connection Release message that contains the primary
scrambling code and system information of the target UMTS cell.
3.Upon receiving the message, the UE sends the target UMTS cell an RRC Connection
Request message without reading the cell system information.
The RIM message exchange through the CN requires that the CN supports the RIM procedures. This
requirement for the CN restricts the application of the Fast CS Fallback Based on RIM feature. If the CN
does not support the RIM procedures or does not have the RIM procedures enabled in this CN, the Huawei-
proprietary eCoordinator can be deployed to support the RIM message exchange.

2G/3G are in separate USN as that of 4G will be considered as Inter RIM procedure, thus SGSN will follow the target query
procedure of 3G 4G handover. Routing the RIM Info toward MME when SGSN received the RIM info from RNC toward
the target eNB, SGSN needs to query the target MME’s routing info as per the TAC code of target eNB ID.
To be able for SGSN to query the MME’s TAC code, it is advise to add DNS records of MMEs in SGSN so that MME is selected
according to TAI

MML Observation
Check the status of the RIM procedure towards neighboring UTRAN cells by running the DSP UTRANRIMINFO command. If the ID of a neighboring
UTRAN cell is displayed in the command output, the eNodeB has obtained the system information of this neighboring UTRAN cells
Signaling Observation
Enable a UE to camp on an E-UTRAN cell and make a voice call. If the call continues and the RRC Connection Release message traced on the
Uu interface carries the information about neighboring UTRAN cells, flash CSFB to UTRAN has been activated.
The signaling procedure for flash CSFB to UTRAN is similar to that for redirection-based CSFB to UTRAN. The difference is that the RRC Connection
Release message carries the information about neighboring UTRAN cells as below.
