ENROLLMENT/ENLISTMENT FOR THE FIRST SEMESTER AY 2019-2020

We are now preparing for the enrollment for the first semester of Academic Year 2018-2019. We waited
for the submission of grades so that you will have a clearer idea of what you will be taking in the first term.

I. SHIFTING TO THE JD NON-THESIS

We have requested the Legal Education Board’s (LEB) approval to shift to the Juris Doctor non-thesis
program effective 2019-2020. This will be the new curriculum for the incoming first-year students.

Similarly, we have requested permission for the current students to be allowed to shift to the JD non-
thesis. This will mean that 116, 117, and 118 students who choose to shift will NOT need to write a JD
thesis. There is difference between the JD non-thesis and the JD thesis programs. We will maintain the
apprenticeship program (which is not required under the LEB JD non-thesis curriculum). This difference is
in terms of courses and unit-loads.

To align your curriculum with the JD non-thesis will need to take the following courses:

a. Legal Counselling and Social Responsibility (2u);


b. Problem Areas in Legal Ethics (3u);
c. Alternative Dispute Resolution (ADR, 2u); and
d. Special Problems in Environmental Law (1u).

Those who wish to shift will also need 6 units of electives. Electives are those which are not required in
the LEB model curriculum for the JD non-thesis. To be safe, please do not include Introduction to Law,
Philosophy of Law, and Legal Profession in counting the electives.

115 students who have not written and defended their thesis may still shift subject to the same conditions.

If you wish to shift, please read the instructions very carefully. You will need to communicate your choice
of shifting.

If you need help, please come over and bring a print out (NOT a screen shot) of your academic record and
come in for advising prior to the deadline.

If you wish to write a thesis, you have the option to stay on the current curriculum.

II. Adjustments in the curriculum

There are adjustments in the 118 and 117 curricula to allow the shift to the JD non-thesis. Those who
choose to stay on the JD thesis curriculum will take the same courses in the current JD thesis curriculum,
including the 19 units of electives (with Tax Law Review) and the 4 units of JD thesis.

In pursuance of the LEB memoranda, there are also adjustments in the sequence and unit-loads in some
courses. Labor Law Review will now be increased to 3 units and Practice Court I reduced to 2 units. Natural
Resources and Environmental Law will be increased to 3 units, but will be offered in the second semester
of 2019-2020.

III. Pre-enlistment System

In the coming semester, you will have a choice: pre-enlist in blocks (individually or in groups) or enroll
online. Choosing the option to be pre-enlisted in a block does not mean that you will be automatically
enrolled, allowed to print your EAF, or to pay. In any of the following cases your enrollment and/or
payment will be blocked: 1) If you do not comply with the retention policy; 2) if you fail to satisfy any
other condition for your continued enrollment in the university (payment of fees, medical requirements,
discipline issues, etc); 3) enlisting in units beyond the maximum number without permission.

If you choose to pre-enlist in the blocks, IT IS YOUR RESPONSIBILITY to drop the courses (online or
manual). Refunds will follow the usual schedule. If you do not drop the course, you may end up having
unpaid balances.

BEFORE YOU PROCEED, PLEASE READ THE COURSE COMBINATIONS (print or open in another window or
page). YOU WILL NEED THIS DECIDE ON THE OPTIONS LISTED BELOW. Then review the courses you have
taken so far. Determine the courses you need for the coming semester.

IV. ENROLLMENT OPTIONS

Please read the course combinations and evaluate your current standing before you proceed.

1. Online Enrollment, No Pre-Enlistment in any Block

You will fall in the option of online enrollment (WITHOUT pre-enlistment) IF you fall in any of the following
situations:

a. You want to select your courses and schedule of classes during online enrollment;
b. After reviewing the combination of courses, they do not fit your need (none of the blocks) contain
the courses you need;
c. After reviewing the combination of courses, even if some courses do fit your need, the number of
courses you need found in any block combination are less than 3 courses (you can only choose 1
block);
d. You do not want to submit an IBES.

If you fall into any of these categories, you can still communicate your need for the courses in the coming
semester by submitting an Individual Course Preference Sheet (ICPS). This will allow us to determine the
demand for the courses. You will not be pre-enlisted in any course or block, but this tells us how many
students need a course, plus their characteristics (5YR, year level, student serial number). Remember,
there will be a sequence in online enrollment that will allow those with lower serial numbers preference
in the access to the system.

This avoids having to shout out for petition sheets. We will collate all these, and we will TRY to fill your
needs. This will depend on the total number of students, availability of qualified professors. AS A RULE, in
assigning professors, we will give preference to filling up the courses needed by students who are in-
sequence and are not delayed. We are trying our best to fill your needs, but going out of sequence due
to failures, leaves, or under-loading has consequences.

You may also choose NOT to file an ICPS if you do not feel that the slots in the courses you need will always
be available (e.g. JD Thesis or Apprenticeship).

If you choose this option, you will need to submit Shift to JD non-thesis (JDSHFT) form IF you are shifting
to the JD non-thesis. IF you do NOT submit a JDSHFT, and you choose this option, we will assume that you
are staying on the JD Thesis program.

If you are NOT choosing this option (please read the four situations above), you will submit an Individual
Block Enlistment Sheet (IBES). The IBES will ask you about the shift to the JD non-thesis. There is no need
to file a JDSHFT.

2. Individual Pre-Enlistment, Online Enrollment to Remove and Add Courses

You can choose this option if (after your read the course combinations), you are able to find a block
combination which contains AT LEAST THREE courses that you need for the coming semester.

The block offerings table shows the combination of courses in the blocks. The schedule in the blocks will
NOT have any conflicts. We have tried to ensure that there is proper spacing of courses. If the schedule
does not suit you, you may drop and add ONLINE or go to manual adjustment PRIOR the beginning of
classes.

Unlike the practice in previous semesters, you will now need to indicate the courses you will take in the
chosen block. You can only choose one block (not pick and choose courses from different blocks). You
can choose a block ONLY if you will take at least THREE courses in a block. If you choose less than 3 courses
in the block, or you do not indicate the 3 courses, you will NOT be pre-enlisted.

[Reminder: If you are taking less than 3 courses in a block, please accomplish the Individual Course
Preference Sheet (ICPS) and enroll in all your courses ONLINE. Again, we will try to consider the need for
the courses. If you do not accomplish these forms, we will not be able to accurately foresee or forecast
what you need, or the schedule that you prefer. We have not developed the system to do this.]

There are some blocks with attached electives. They are indicated. These electives are included in
counting the THREE courses referred to in the immediately preceding paragraph.

You will need to indicate the courses that you took in the immediately preceding semester and the
summer term. If you do not accomplish this, you will NOT be pre-enlisted. Do NOT indicate your grade.

You may choose a block that does not correspond to your student number. For example, a student with
a number beginning with 116 can choose a block that is offered primarily for those with student numbers
beginning with 117.

After choosing the appropriate block, you MUST write the additional courses that you intend to take. If
you leave this blank, we will assume that the only courses you need are those you chose in the block. We
will not know the courses you may need.

DO NOT list down the courses in the block you have chosen. The additional courses will indicate the
demand for the courses and the courses/sections of those taking these additional courses. This will avoid
having to look for colleagues who wish to join you in the petition and for us to try and avoid (as much as
we can) conflicts in schedule. You are still allowed to file petitions if this will make you feel more

comfortable or at ease that your need is properly communicated. You may indicate courses that are not
in the list of courses to be offered. You will need to enroll ONLINE for these additional courses.

Do not forget to fill in ALL the required blanks. Otherwise, your IBES will not be pre-enlisted.

AGAIN, there are no guarantees that these courses will be offered, or these will fit your schedule. This is
an accommodation for the students who are out of the regular sequence. You will NOT be pre-enlisted in
the courses you added, it will be up to you to remove and add these online.

You will submit these preferences in an Individual Block Enlistment Sheet (IBES).

On the day of online enrollment, it is your responsibility to look for a place with reliable internet
connection. If you are travelling, please take this into account.

3. Pre- Enlistment in Groups, Individual Online Enrollment to Remove or Add Courses

In addition to enlisting in a block, you MAY choose to select a group to join you in the block. You do not
have to choose the same three courses.

will be classmate in AD.]

You have the option to enroll as groups in the blocks. This system is designed to help you with your study
groups or for purposes of companionship. If you choose to do this, your group must submit a Group Block
Enrollment Sheet (GBES) PLUS the IBES for each member. You must choose the same block or course
combination.

In no case shall the group be composed of more than THREE students per group. We have reduced the
number to allow for more flexibility in building the blocks. A review of the records show that if we keep
the five members per group, it is extremely hard to build the blocks.

If your student number begins with 118, 117 and 116, and you wish to form bigger groups, please indicate
the group that you wish to be with. There is a maximum limit of 4 groups of three students that can
combine, or 12 students. You may have less than 3 per group, but in no case will the group have a number
greater than 12 students. There are no guarantees that your request will be allowed. This is based on the
demand for courses. Having a smaller number allows more flexibility.

You can choose this option by sending the GBES. The name of the person that appears on the first line of
the list is the consolidator of the group.

The members of the group may still remove and add courses after being pre-enlisted. Again, we reiterate
that courses outside of the block not be pre-enrolled. This will simply give us an indication of the demand
for these courses.

Adding a student’s name without his or her permission is considered as gross dishonesty and will be dealt
with. If you are the consolidator, make sure you have a hard copy with the signature of the group
members. This will be your proof in case a person listed later claims that there was no permission granted
to you.

If you file an IBES, it is your responsibility to drop the course if you do not intend to take it. Your failure
to do so may result in the imposition of fees. We are unable to entertain amendments to the IBES or
GBES after the submission since we will upload this into the system. There are more than 500 of you and
it will be very hard to change this.

V. OVERLOAD

For those who are on their last terms (meaning they are taking mostly review courses), you can take an
overload of units. You will need to file an application; the deadline is on or before June 28, 2019, 2359.
You will need to indicate the courses that you wish to take on the last two semesters.

Manual adjustment will occur from July 17, 2019, 1700 to July 20, 1700. Manual adjustment is done in
case you are not able to enlist or drop online. To avoid long waiting times, please take note of the sign-
up process outlined above.

You can send a representative during adjustment. Using your DLSU email, you must send an email to
Rochelle Tabirao requesting that your representative be allowed to represent you in the manual
adjustment. In the email, please attach a scanned copy of your DLSU ID and the name of your
representative. The email should be sent by you (not your parents, because all of you are above the age
of majority). Ask your representative to print the email (that you sent to Ms. Tabirao) and to present this
to Ms. Tabirao. Your representative should be aware of the process and the sign-up system. Sending a
representative will not allow you to jump the line. Your representative will still need to follow the
processes.

By sending a representative, you are aware that his decision will bind you and there will be NO adjustment
after JULY 20, 2019 (Saturday). The only option left for you after JULY 20 is to drop (NOT ADD) a course.

In the sign-up process, the signing-up is based on the student represented, not the representative. This
means that a representative will have to sign up for each of the persons she represents. In fairness to
those in the queue, phone calls during the adjustment process to the principal should be avoided.

All emails for authorization should be sent on or before July 5, 2019, 2359 hrs.

VIII. SETTLEMENT OF ACCOUNTS, HOLDS or INELIGIBILITY

Prior to the enrollment period, you are advised to settle all accountabilities. DO NOT settle this during the
enrollment period and expect your courses to be still open AFTER you have settled them. This includes
issues with the SDFO, clinic, payments, library or any other issue that may result in a hold in your
enrollment, printing of EAFs, or payment. No enlistment or enrollment will occur AFTER July 20, 2019.
Take this into account in your travel plans.

If you are ineligible due to residency rules, CGPA, or courses failed, please see the Academic Programming
Officer (APO) on or before, June 30, 2019. For those taking courses in the Summer Term, the deadline for
academic advising is on July 15, 2019.

Academic advising is available during the entire course of the summer term. You may email Ronel
Saligumba for the appointments to see the associate dean. The APO is available from 1100 to 1200 and
1600 to 1800 every day for consultation.

If you expect to have issues with payments of tuition fees (or issues with existing accounts), scholarships,
or other issues, please discuss this with the appropriate office. Do not wait for the day of enrollment to
communicate with the appropriate office. The last day to settle ALL holds is on July 15, 2019. You must
visit the APO to ensure that the hold is lifter PRIOR to online enrollment.

It is easy to blame the IT system, but harder to prove that it is in fact at fault. System logs will be consulted.
In many cases, the system requires a confirmation. If you filed an application and there is no confirmation,
please go to the appropriate office. Please make sure you are forthright in your claims.

IX. LOANS and SCHOLARSHIPS

DLSU has a program for loans and scholarships. We are here to help. However, we need your cooperation
to be able to forecast your financial needs.

The deadline for filing of applications for scholarships is on June 25, 2019. After the deadline, we will
allocate the scholarship slots granted to the College of Law (including for incoming first-year students).
Beyond the deadline, we are UNABLE to grant more.

We have adjusted the qualifications. If you meet the retention policy, you may apply. You do NOT need a
CGPA of 2.50 to maintain or apply for scholarships or loans.

Deadline for the filing of loans is on July 20, 2019 (Saturday), up to 1200, after you have generated your
EAF. You will need to sign a promissory note and submit this to the OAS at the Taft Campus. The BGC
offices cannot accept the promissory notes. This means that if you intend to file a loan, you must finish
ALL adjustments at the close of business hours on Friday, July 19, 2019.

Please read the policies and requirement at the OAS website PRIOR to submission. Most of the steps and
procedures are self-explanatory.

X. RETURNING STUDENTS

Returning students will be given priority instead of being the last ones to enroll (and consequently run out
of slots). Returning students must process all requirements of the Office of the University Registrar on
June 30, 2019 (office hours) and submit the appropriate forms to the College of Law to be eligible for pre-
enlistment on July 13, 2019. If the returning student submits the forms beyond this period, he or she will
be enrolled during the manual adjustment.

XI. RETENTION POLICY

If you have met and satisfied the retention policy, you will be allowed to enroll in the second semester of
2019-2020. If not, there will be a hold on your enrollment. If there is no hold, but you are not sure if you
are in breach of the retention policy, or If you think there is a mistake in this hold on enrollment, please
see the APO immediately.

Do NOT wait for the last day to clarify this.

XII. ELECTIVES

Under the current DLSU JD thesis curriculum, you need 19 units of electives with Tax Law Review as a
(mandatory) elective. You are free to choose the other electives. For Academic Year 2019-2020 you can
defend your thesis before a panel in the first semester. You are encouraged to conduct a defense earlier.

XIII. PREREQUISITE COURSES

The rule on prerequisite courses apply and you are responsible for ensuring that you follow the rules of
the Legal Education Board and the university. If you do not observe the sequence, you will automatically
be removed from the roster of the class after the enrollment period. There will be an audit after
enrollment and those who violate this rule will be removed from the courses which are in violation of this
rule. It is YOUR responsibility to ensure compliance. The online enrollment and pre-enrollment system
may result in your being enlisted, but it is your responsibility to remove or drop the course.

XIV. CALENDAR

We are now in the process of revising the calendar. Each 1 credit unit is equal to 18 hours of instruction
spread over 18 weeks. To allow for contingencies (natural calamities, declarations of suspension of
classes, unavailability of faculty, sickness of faculty), we will have 20 weeks for each semester. We will
begin classes on July 22 (Monday). Mid-term exams are scheduled between September 16 – 21, although
the faculty may adjust this schedule. Final exams may be scheduled between November 25 to December
6 (2 weeks). During this same period, the faculty may also schedule make-up classes. Students are
required to attend make-up classes, unless this conflicts with an exam. Conflicts in schedules should be
avoided by settling the schedules ahead of time. The last day for submission of grades is on December 13,
Friday. Grade consultation is on December 14, Saturday.

Pre-enlistment (via email) for the second semester will begin on December 15 and will close on December
16. We will send out the forms earlier. Online enrollment for the second semester will begin on January 7
(Tuesday). Classes will begin on January 13 (Monday).

Please take these dates into account if you are planning any travel during these periods. Travelling during
these periods will not be an excuse to obtain special considerations. We will release the new calendar in
the coming weeks.

XV. RECOLLECTIONS

The recollections will be held on:

119 – August 21, 2019 (Wednesday)

118 – August 25, 2019 (Sunday)

117 – August 26, 2019 (Monday)

All these days are holidays. This will be a one-day, live-out recollection to be held at the BGC Campus
from 0800 to 1800. This is a required activity for Lasallian Formation. Please plan your study schedule for
these days. The faculty will be advised and requested to avoid quizzes (but not recitations) 2 days after
such events.

Graduating students will have their recollection in December 2019. We will announce this in the coming
weeks.

XVI. SUBMISSION OF FORMS

To avoid confusion (and chaos) and to ensure that deadlines are met, ALL forms will be SUBMITTED via
email on or before June 18, 2019, 2359 hours, TUESDAY. There is a time-stamp on all emails. Fill-up the
appropriate form AND send it to the correct email address. The proper email is based on the serial number
of the SENDER (not all the members of the group).

You may NOT submit hard copies to the office OR to any other person.

To ensure receipt of your email, you may choose to request a receipt message on your DLSU Gmail
account. These are the three dots on the lower right hand corner of the page. Choose the send receipt.
You will get a notification that your message has been received by our office.
