MESSAGE FROM CHIEF MINISTER
The Annual Development Programme (ADP) is the key policy
instrument to execute the development vision, meet policy
objectives and achieve development targets set by the Govern-
ment. With the formulation of new Government in 2018, the
development priorities of the Punjab Government have shifted
from hard infrastructure to progression of social sectors and
human capital development in the province. Sustainable deve-
lopment in different sectors including education, healthcare and
clean drinking water are our important priorities and a realistic
ADP had been designed for these sectors.

To support and effectively manage the development portfolio of


the province, Government of the Punjab has formulated Punjab
Growth Strategy 2023 that has served as a guide post not only for formulating Annual
Development Programme of the province but also for the implementation and adoption
of evidence based policies. This has helped in making the ADP formulation evidence
based. The Strategy focuses on regional equalization and efficient distribution of resour-
ces along with building human capital, skills through education, vocational training, and
improvements in the healthcare system. Moreover, the resolution of water crisis and
boosting agriculture performance has also been given top priority.

The ADP 2019-20 is fully aligned with the key focus areas of Punjab Growth Strategy.
Furthermore, strengthening compliance with Sustainable Development Goals (SDGs),
supporting Private Sector Development and Public Private Partnerships, fully capturing
the potential of China Pakistan Economic Corridor (CPEC) are the areas the Government of
Punjab is focusing on for growth and development. This year’s development Programme
has also been made inclusive by explicitly addressing development needs of South
Punjab and other less developed areas of Punjab.

As a result of the aforementioned features of ADP, we are hopeful that this year’s develop-
ment programme will be a big push towards fulfilling the Vision of Punjab Government for
the prosperity of the province. I would also like to acknowledge the professionalism and
hard work of Planning and Development Board in preparing this important strategic
document.

FOREWORD
Punjab today houses a large population of over 110 million
people and the planning managers of the province are commit-
ted to providing a strategic road map with key interventions for
the growth and development of the province and its people.

The Planning and Development Board, under the direct


guidance and supervision of the Chief Minister Punjab, Sardar
Usman Khan Buzdar, has developed an Annual Development
Programme that has the Human Development Agenda of the
government at the forefront. Health and Education are at the top
of the priority list and the ADP 2019-20 allocates a substantial
portion to human capital development as investing in people is
key to the sustainable development that the government envisages. The Government of
Punjab is cognizant of the fact that people- centric development rather than the infras-
tructure led growth and development, will pay dividends for the future of the province
and the country. I also forward to collaborate with our various development partners for
projects on health, education, water & sanitation, environment, improving governance and
service delivery in the province.

Apart from this, the ADP 2019-20 focusses on industrial and agricultural development
including skills development, supporting SMEs, working towards Public Private Partners-
hips and leveraging CPEC for realizing economic opportunities as key drivers of growth
and development for the province.

Regional Equalization takes center stage in the development planning for Punjab to
remove the regional disparities as a result of ill managed development planning of the
past. This year the ADP 2019-20 places special emphasis on removing all regional inequa-
lities and through an evidence based and data driven approach guided by the Multiple
Indicator Cluster Survey that the P&D Board launched this year and the Punjab Growth
Strategy 2023, we have been able to formulate a Development Programme that will
improve the lives of the people who have been left at a great disadvantage in the past. 35
percent of the development spending has been allocated to South Punjab with no
re-appropriation of any South Punjab funds to projects elsewhere.

I would like to thank the Chief Minister Punjab for his vision and guidance during the whole
process and his dedication to serving the people of the province. The supervision and
support provided by Minister of Finance Punjab, Hashim Jawan Bakht, Adviser to the Chief
Minister, Dr. Salman Shah and Chief Secretary Punjab, Yousaf Naseem Khokar has been
instrumental in designing a development program that is a true reflection of the aspira-
tions of the people of Punjab.

I would like to acknowledge the hard work and diligence of my team at Planning and
Development Board, especially the Coordination Wing and all sector chiefs, in their
support and dedication for developing the Annual Development Program 2019-20.

ADP STRATEGY
Punjab being the most populous province of Pakistan contribu-
tes significantly to the National GDP. The development portfolio
of Punjab, therefore, plays a key role in overall growth rate of the
national economy. In terms of population, Punjab houses 110
million people, equivalent to 52.95 percent of the national popu-
lation. Punjab is also blessed with a young population which
offers a huge advantage as the dividends can be reaped if a
people centric growth and human development strategy is put
in place.

The Planning & Development Board has worked tirelessly over


several months and taken a strategic direction guided by the
Punjab Growth Strategy 2023 to channel public’s money in the most effective and efficient
manner. The ADP 2019-20 is the combination of key programmes in priority areas that
optimize the value for money and the growth impact in the province. It relies heavily on
the leveraging private capital for sustainable development setting tangibles targets under
PPPs. The primary focus of ADP 2019-20 is fostering productive and quality human capital,
improving basic health outcomes, water resource management making industries and
agriculture more competitive and create an enabling environment for the Punjab’s private
sector – in short the current development agenda is cross-cutting and comprehensive.

The ADP also attempts to address the critical issue of regionally balanced development.
In the past there has been severe disparities in the way resources were allocated to diffe-
rent parts of the province.

To ensure an equitable and inclusive approach to development Planning and Develop-


ment Board has made a conscious effort to shift investments towards the poorer and
deprived districts, with 35 percent of the ADP allocation in 2019-20 going to South.

Focus on Human development is also a key highlight of the ADP 2019-20 where Health,
Education and clean drinking water are getting a major portion of the development
spending. It in line with the current government’s shift from an infrastructure development
approach to human development agenda. Apart from Health and Education, water and
sanitation are key areas of ADP interventions this year, as they have been either ignored or
mismanaged in the past. Agriculture and industries also find a prominent place in this
year’s development program as these critical sector can pay quick dividends and work as
propellers of economic growth.

There is significant focus on research, innovation and evidence based development


planning in the ADP 2019-20. ADP 2019-20 will prove instrumental in improving the lives of
the people of Punjab.
