COMMON DESIGN REQUIREMENTS FOR PACKAGED CRUDE OIL STABILIZATION UNITS

1 INTRODUCTION
CLIENT from Kurdistan in Iraq are currently have two production facilities named PF-1 and
PF-2. Each PF had an original design capacity of 20,000BOPD and consisted of 2 x
10,000bbl heated separation trains with combined stabilisation, crude storage and truck
loading facilities. Production is from 9 wells producing a heavy oil; 16-18 API and circa 9.2
% H2S.
CLIENT are currently in the process of Phase 1 expansion projects which will increase the
capacity of the existing system to 27 500bopd per PF and wish to further expand the system
to 37 500bopd with the addition of a third crude oil separation train and additional Crude Oil
Stabilisation Unit. This expansion project will be installed concurrently with the Flare Gas
Recovery and Reinjection Project.

3 APPLICABLE CODES AND STANDARDS


Design and manufacture shall be carried out in accordance with International Standards and best
practices considering all local laws and legislation.
The plant at each PF is generally supplied in accordance with North American standards. However,
CLIENT has a strong preference that future electrical systems are supplied in accordance with IEC
standards.
The following codes and standards are referenced in this document.

4 BASIS OF DESIGN
4.1.1 End Users intend that the equipment for the Stabiliser Unit will be of identical sizes to the existing
designs as provided in the attachments (GAs and Datasheets etc.).
4.1.2 Tower trays shall be the same as the original supply as these give proven performance and operator
familiarity.
4.1.3 Due to the presence of up to 2% water (along with H2S and CO2) at the inlet to the Stabiliser
Column, VENDOR shall review the metallurgy of EQUIPMENT (including trays) and propose
materials of construction or appropriate corrosion mitigation measures accordingly.
4.1.4 CONTRACTOR shall review the thermal performance of the Reflux Cooler based on potential
change in materials and resize as necessary. Note also that CLIENT have previous experience of
wet elemental sulphur corrosion with the existing reflux cooler.

5 SCOPE OF WORK
The typical scope of work of packaged equipment shall include but not be limited to the following
activities:
a) Detailed Design pertaining to the Stabiliser system design including all necessary Tie-ins to the
existing facilities
b) Specification, manufacture and supply of skid-mounted, packaged equipment in accordance with
recognised and agreed international codes and standards
c) Specification, design, manufacture and supply of interconnecting pipework between equipment
items within the Crude Oil Stabilisation Unit
d) Design of equipment/skid and pipe supports
e) Provision of all Instrumentation necessary for control of the equipment
f) All access platforms and ladders necessary for safe operation and maintenance of the equipment.
g) Design of all necessary mechanical, electrical and instrumentation within the skid battery limits
h) Clearly identify all necessary piping, instrumentation and electrical interfaces
i) Provision of I/O signals requiring communication with the plant PLC
j) Inspection and testing of the packaged equipment
k) Surface preparation and painting of supplied equipment packages
l) Provision of design documentation, material certification and operating/maintenance data
m) Identify and provide any specialist lifting equipment/frame
n) Export packing and preparation for shipping for all Vendor-supplied items
o) Provision of Construction Support Engineer
p) Commissioning of the System (including tie-in)
q) Training of local operatives in the use of the equipment supplied
r) First fill of Lubricants and filters
s) Provision of construction spares for Vendor-supplied equipment,
t) Provision of commissioning spares for Vendor-supplied equipment.
u) Provision of 2 years operational spare parts for Vendor-supplied equipment if selected as a contract
option.
5.1 Packaging Philosophy

5.1.1 VENDOR shall supply EQUIPMENT as pre-assembled skids.


5.1.2 It is intended that the System should be a near-standard package, of proven design and performance.
5.1.3 As far as possible, the skids shall be complete; containing all equipment and instrumentation to
minimise the need for field installation.
5.1.4 Where construction of EQUIPMENT is sub-contracted, then VENDOR shall retain ultimate
responsibility for the supply, including performance and workmanship.
5.1.5 Equipment/component selection criteria shall be proposed by VENDOR.
5.1.6 Skids shall be supplied fully assembled, painted and ready for installation.
5.1.7 The skid shall undergo factory inspection and acceptance testing as detailed in Section 8.
5.1.8 All equipment and skids shall be provided with suitable lifting arrangements such as eyebolts,
lugs, jackscrews etc. to facilitate installation and maintenance. Spreader beams as needed for
handling of skids during transport and installation shall be included supplied by the Vendor.

5.1.9 General arrangement drawing of skids shall also include 3D views and indicate the following:
a) Skid structure, equipment, piping, online / inline instruments, cable trays, panels, junction
boxes, supports (includes supports for pipes, instrumentation, panels, junction boxes) and any
other installed items as applicable.
b) Access, stair case, hand rails, ladder, operation & maintenance area, lay down area, floor gratings,
floor cut-outs, kick plates, material handling accessories like mono rail/ hoist (as applicable) /
provisional / optional requirements.
5.1.10 Lifting lugs shall be provided for each piece of removable equipment as well as for skids as a
whole. Skid lifting lugs shall be designed for 3 times the design load. Lugs shall be designed for
all possible lifting arrangements. An adequate number of lifting lugs shall be provided to enable
the skid to be lifted without distortion. Limitations of the lifting schemes, if any shall be explicitly
mentioned by the Vendor in the lifting scheme drawings
5.1.11 Vendor shall furnish the layout drawing for all the skids indicating the overall dimension and
weight along with their proposal.
5.1.12 The skid supports shall be capable for mounting on either a concrete foundation with or without
anchor bolts or on a compacted gravel base.
5.1.13 Equipment, instrumentation, or any other components on the skid shall not extend beyond the edge
of the skid. All connections shall be brought to the skid edge.
5.1.14 Piping connections shall be provided with suitable rating ANSI B16.5/B16.47 flanges. All electrical
and instrumentation cables termination shall be in junction boxes.
5.1.15 Sound pressure levels of 85 dB(A) shall not exceeded while operating at specified conditions at 1
meter from individual equipment
5.2 Material, Equipment and Component Selection

5.2.1 Design life of the System is 15 years


5.2.2 VENDOR shall select and procure materials and components suitable for the local environment
and process conditions.
5.2.3 Materials shall be supplied in accordance with ISO 15156 / NACE MR 0175 regardless of service.
Hardness test results shall be provided on material certificates and for completed welds.
5.2.4 Components that are likely to require replacement during the operating life of the equipment shall
be readily available in the Middle East region.
5.2.5 Component selection shall consider CLIENT preferred supplier list GKPI-ENG-PHI-0001
Standardisation Philosophy. Bidder shall advise with this proposal if this causes a cost/delivery
penalty.
5.3 Pressure Vessels

5.3.1 Vessels shall be supplied in accordance with ASME Section VIII Div 1.
5.3.2 Vendor shall design vessels and nozzles taking all aspects into consideration including steam out
condition, wind load, seismic, and thermal loads etc. and shall ensure compliance with the relevant
codes and standards.
5.3.3 All internals necessary to ensure separation shall be provided by VENDOR.
5.3.4 Specification and identification of materials for tray parts, supports and support rings welded to the
shell of a pressure vessel shall also be as per ASME Boiler and Pressure Vessel Code Section II.

5.3.5 Vessel Corrosion allowances for fixed internals shall be applied to all exposed surfaces.
Removable internals may have half of the specified corrosion allowance applied to exposed
surfaces.
5.3.6 Manways shall be a minimum 24”NB and shall be provided with davits.
5.4 Air Cooled Heat Exchangers

5.4.1 Air cooled heat exchangers shall be designed and manufactured in accordance with API 661.
5.4.2 Air cooled heat exchangers shall be provided complete with tube bundles, fans, motors, assemblies,
fan rings, plenums, fan decks, header access platforms and support structure.
5.4.3 Seamless tubes shall be used.
5.4.4 Edge tension wound fins shall not be used.
5.4.5 Headers shall be designed to allow cleaning of tubes by mechanical means.
5.4.6 Fans shall be electric motor driven. The margin between the required motor power and the installed
power shall be at least 15%. The fan and motor must be sized so that the design air flow can still
be maintained when there is a uniform fouling layer 0.125mm thick on the tubes and fins.
5.4.7 Moving parts shall be provided with safety guards.
5.4.8 Air Coolers shall be provided with insect screens
5.5 Pumps

5.5.1 Pumps shall generally be designed and manufactured in accordance with API standards appropriate
to the pump type selected. CLIENT may accept non-API pumps which must be presented as an
option (with full technical justification) in VENDOR bid.
5.5.2 Pumps shall be electric motor driven.
5.5.3 Notwithstanding para 5.12.3, motors should be sized to accommodate the largest available impellor
size.
5.5.4 Moving parts shall be protected by safety guards
5.5.5 Pump skids shall be fitted with drip trays which shall be piped to an edge of skid location and
terminating in a flange connection
5.6 Minimum Line Sizes

5.6.1 For on-skid piping the minimum line size is 1”NB.


5.6.2 Flanged tie-in connections shall be at least 2”NB.
5.6.3 Screwed connections may be used for instrument air, Nitrogen or Fuel Gas in 1” and 2” sizes.
5.6.4 For off-skid tie-in piping the minimum size for butt welded pipe shall be 2”NB
5.6.5 1”NB is acceptable for high point vents and low point drains on interconnecting pipework but these
must be socket weld fittings.
5.7 Piping Design

5.7.1 CONTRACTOR shall be responsible for the design of tie-in pipework between EQUIPMENT and
the existing facilities. Manufacture of the tie-in pipework shall be by Others.
5.7.2 Piping on individual skids shall by Designed and manufactured by VENDOR

5.7.3 The tie-in piping design shall be based upon a site survey (conducted by CONTRACTOR). The
purpose of the survey will be to verify the existing plant arrangement and to determine tie in
locations.
5.7.4 All piping shall be designed in accordance with ASME B31.3.
5.7.5 Vendor shall be ultimately responsible for the sub-vendor piping design within the individual
packaged items.
5.7.6 Flanges shall be to ASME B16.5.
5.7.7 Piping shall be designed to eliminate all pockets in gas lines.
5.7.8 Vendor shall be responsible for ensuring that new pipework (including that within the Degassing
System skids) and equipment is not overstressed and that the loads generated by tie-in pipework do
not cause overstressing of the existing pipework.
5.7.9 Skid pipework should be anchored at or near the skid limits or else appropriate guides and line
stops shall be provided to keep the piping in its design orientation.
5.7.10 CONTRACTOR shall generate bills of quantities for tie-in materials. These materials will be
supplied by CLIENT.
5.7.11 Butt welded valves shall not be used.
5.8 Pipe Support

5.8.1 VENDOR shall be responsible for determining locations for pipe supports. Support locations shall
be given using the plant grid coordinate system.
5.8.2 Insulated lines shall be installed on pipe shoes
5.9 Access

5.9.1 Vendor shall ensure that both the on and off-skid layout is of a good ergonomic design. It shall
provide easy and suitable access for operation, maintenance and for safe emergency egress.
5.9.2 All instruments, valves and items requiring maintenance shall be accessible from grade or by way
of fixed platforms.
5.9.3 Platforms for access of items on individual equipment and skids shall be provided by Vendor.
5.9.4 The layout of the tie-ins shall consider existing plant access and shall take care not to impose
additional burden on operators. In particular, existing emergency egress routes must be
maintained.
5.10 Hazardous Area Classification

5.10.1 The facility area classification is based upon API 505 Recommended Practice for Classification of
Locations.
5.10.2 All package equipment supplied shall comply with the area classification requirements. Where
equipment is installed outside of hazardous areas a revision to hazardous area boundaries may be
required. Update of hazardous area drawing is part of contractor’s scope.
5.11 Electrical Supply

5.11.1 The Vendor shall supply all necessary electrical equipment for the system, which shall include
the following:

a) Electric Motors
b) Cables
c) Protection and Alarm System
5.11.2 Available power supply at site is as per the 230 / 400V 50Hz 3 phase. Electrical power shall be
supplied by CLIENT. This may be a single point or multiple supplies depending on package utility
requirements. Vendor shall inform the power requirement and termination details.
5.11.3 All electrical components and installations shall be suitable for installation and operation in the
area of classification, gas grouping and temperature classes indicated in the process data for the
package.
5.11.4 For Lighting and other auxiliary power needs cables shall be wired and terminated at separate
junction box located at the skid edge. Lighting shall be LED type.
5.11.5 Local start / stop push buttons for local controls of motors shall be provided by the Vendor
and connected to skid junction boxes. Local start / stop push buttons for local controls of
motors shall be provided by the Vendor and connected to skid junction boxes.
5.11.6 All electrical cables shall be BS5467 armoured, conductor insulation temperature 90°C. Cable
Glands shall be Ex rated, double seal with armour clamp. Hawke Universal preferred.
5.12 Motors

5.12.1 All motors shall be 400V, 3-phase 50Hz squirrel cage induction motors; unless otherwise agreed.
5.12.2 As a minimum, drive motors for pumps shall be selected for 10% higher than the power absorbed
at rated capacity. All motors shall be ‘Ex d’ flameproof protected and air cooled.
5.12.3 Motor starters for equipment shall be provided by CLIENT from group Motor Control Centre
(MCC). Noting there is a 56kW/300A maximum switchboard constraint.
5.12.4 All motors shall be provided with local Hand, Off, Auto (HOA) control stations.
5.13 Instrumentation and Control

5.13.1 Control of the System shall be via locally operated skid mounted panels (LCP.) These shall
interface with the main plant control system.
5.13.2 VENDOR shall develop the control system for the System which shall be compatible with the
existing plant facilities.
5.13.3 CLIENT will implement the changes required to the plant Control System to accept alarm and
emergency shutdown (ESD) communication with the LCP.
5.13.4 VENDOR shall provide a Control Narrative and a Cause and Effect Matrix (Shutdown Key) for
the System.
5.13.5 Each LCP shall be provided in a suitably specified, weatherproof enclosure appropriate for the area
classification of its location.
5.13.6 A sunshade shall be installed over the top of each LCP for operator protection.
5.13.7 Discrete, analogue and power cables shall be kept segregated with separate junction boxes as
appropriate. These shall be located at the edge of individual skids
5.13.8 Control panel push buttons and lamps shall be clearly and permanently labelled in English
language.
5.13.9 Cables and terminals shall be clearly tagged using permanent labels.

5.13.10 Pressure instruments shall display in both kPa and psi.


5.13.11 Temperature instruments shall display in °C
5.13.12 Instrument cables shall be BS5308 Pt1, Type 2, twisted pair, collective screen, steel wired
armoured. Cable glands shall be Ex rated, double seal with armour clamp. Hawke Universal is
preferred.
5.14 Manufacture/Fabrication

5.14.1 VENDOR shall be ultimately responsible for all fabrication/assembly/welding of the


EQUIPMENT. CLIENT will provide all fabrication, assembly and welding of the tie-in pipework,
5.14.2 Welding shall be carried out to the appropriate design code using qualified weld procedures and by
approved welders.
5.14.3 VENDOR shall carry out Post Weld Heat Treatment (PWHT) of all welds in hydrocarbon services
if this is required to meet the requirement of ISO 15156/NACE MR-0175. Where VENDOR
proposes to waive PWHT this shall only be permitted if technically justified and agreed in advance
and in writing with CLIENT
5.14.4 All pipework shall be pressure tested prior to installation. The complete assembled System will
be subject to a low pressure leak test as part of the final acceptance testing.
5.14.5 VENDOR shall provide a system for ensuring and demonstrating that all interconnecting bolting is
correctly tightened.
5.14.6 The paint system(s) provided for the EQUIPMENT may be the manufacturer’s standard where this
can be demonstrated as being suitable for the process and environmental conditions.
5.14.7 Fabrication shall be verified by a recognised Third Party Inspection organisation. Cost of this
inspection shall be to CONTRACTORs account.
5.15 Shipment Preparation

5.15.1 The individual equipment and skid mounted units shall be suitable for transportation to the job site
by Ocean and Road. The size limit for transportation is 4.5m x 4.5m x 32m.
5.15.2 All components which could be damaged by moisture shall be protected against moisture ingress.
5.15.3 All exposed machined surfaces shall be coated with a suitable corrosion inhibitor.
5.15.4 Flanged connections shall be protected with metal closures bolted in place with rubber gaskets or
equal. Wooden covers are NOT accepted
5.15.5 Vulnerable components in the system shall be removed and packaged separately for shipment.
Where items have been temporarily removed for shipping these shall be clearly identified.
5.15.6 All loose-shipped equipment shall be suitably tagged for identification purposes.
5.15.7 Any temporary shipping bracing shall be clearly marked and identified by alternate paint colour.
5.15.8 If a specialist lifting frame is required, then this shall be provided by VENDOR. This shall be
correctly designed, inspected (NDT), load tested and marked with its Safe Working Load.
5.16 Spare Parts

5.16.1 BIDDER shall provide recommendation for the following spare parts for the System and off-skid
instrumentation:
a) Capital Spares

a) Construction
b) Commissioning
c) 2 years operation
5.16.2 The spares recommendation shall be presented on a Spare Parts Interchangeability Form which
should demonstrate commonality of spare parts. This form shall consolidate spares information
from all sub-suppliers. CONTRACTOR’s own standard format may be used.
6 QUALITY CONTROL
6.1 Quality Assurance

6.1.1 VENDOR shall operate a Quality Control System which approved in accordance with ISO 9001:
2008. The Quality System shall provide for the planned and systematic control of all quality-related
activities performed during and after completion of the work. Implementation of the system shall
be in accordance with the VENDOR’s Quality Manual and project specific Quality Plan.
6.1.2 VENDOR shall provide a copy of the index for their Quality Control Manual with their bid.
6.1.3 To ensure that all work is being performed consistently and accurately and to the requirements of
the project specifications, VENDOR shall have in effect at all times, a QA Plan, which clearly
establishes the authority and responsibilities of those responsible for the quality system. Persons
performing quality functions shall have sufficient and well-defined authority to enforce quality
requirements that they initiate or identify and to recommend and provide solutions for quality
problems and thereafter verify the effectiveness of the corrective action.
6.1.4 VENDOR is responsible for performing quality assurance and quality control, inspection and
testing activities associated with VENDOR’s work including any activities of SubVendors. On
request, VENDOR shall provide objective evidence of its QA/QC and/or SubVendor activities.
6.1.5 CLIENT reserves the right to carry out audit referencing to VENDOR’s Project Quality Plan
throughout the entire execution phase. Should non-conformities be identified, VENDOR shall issue
a NCR submitted to CLIENT for approval.
6.2 Documentation

6.2.1 VENDOR shall provide a full package of design documentation, manufacturing drawings,
quality/testing documents, installation operating and maintenance manuals, and final data records.
6.2.2 A manufacturer Vendor Document List (VDL) detailing all technical documents associated with
the System that shall be provided by VENDOR with their bid. CLIENT will advise which
documents within the list are to be submitted for their review.
6.2.3 The information provided within documents shall be sufficient detail to enable CLIENT to make a
critical appraisal/review of the design.
6.2.4 The final detailed document list shall be agreed prior to PO award.
6.2.5 CLIENT will endeavour to provide feedback on documents within 10 working days of receipt.
6.2.6 VENDOR has overall responsibility for the correctness of all sub-vendor documents.
6.2.7 CLIENT document numbering shall be provided after contract award. CLIENT document numbers
shall be shown on all VENDOR documents. VENDOR may additionally include their own
document numbers for internal control purposes.
6.2.8 All documentation shall be in English language.
6.2.9 Specifications, calculations and similar documents shall be in A4 format.

6.2.10 Drawings shall be fully legible when printed in A3 format.


6.2.11 Typically, documents shall be provided by electronic submission using pdf format. Wherever
possible, pdf files shall be rendered from original document files.
6.2.12 Where native formats are required they shall be in the following format:
- Cad Drawings .dwg(readable with AutoCAD 2015)
- Microsoft Word Documents
- Microsoft Excel Files
6.3 Inspection and Testing Requirements

6.3.1 CONTRACTOR shall undertake manufacturing inspection and expediting of the equipment within
the manufacturing and testing phase.
6.3.2 As a minimum inspection of EQUIPMENT shall be in accordance with the appropriate
Code/Specification used for supply of the EQUIPMENT and shall also satisfy VENDORS normal
inspection criteria.
6.3.3 CLIENT reserves the right to inspect materials and workmanship during fabrication of the
equipment at the VENDOR’s premises either in person or via 3rd party agencies.
6.3.4 VENDOR shall provide CLIENT with an Inspection and Test plan and proposed manufacturing
and test procedures. The ITP will give provision for CLIENT to highlight areas where their
involvement in the inspection process is required.
6.3.5 VENDOR shall provide an ongoing schedule of predicted inspection dates but, in any case,
CLIENT shall be given at least 10 working days’ notice of inspections where CLIENT attendance
is requested.
6.3.6 All components shall be trial assembled and functionally tested at the VENDOR’s facility prior to
preparation for shipment
6.3.7 Final acceptance of the unit shall be by way of a witnessed Site Acceptance Test.
6.4 Certification

6.4.1 VENDOR shall furnish CLIENT with a comprehensive set of material certification. As a minimum
the following should be provided
d) Material traceability to BS EN 10204 3.1
e) Material certificates shall include hardness test results demonstrating compliance with ISO
15156/NACE MR0175.
f) Electrical Test Certificates
g) Cable Test Certificates
h) Equipment Hazardous Area Certificates
6.4.2 VENDOR shall provide CLIENT with all calibration certificates for test equipment for review.
Copies of these shall be included in the final data record.
6.5 As-built documentation

6.5.1 Critical documentation shall be updated to as-built/supplied. Critical documentation should be


considered as any information that may be relied upon for future system modification. As a
minimum this will include P&IDs, piping isometrics, datasheets and control documentation

6.5.2 As-built documentation shall be provided by the VENDOR.


6.5.3 VENDOR Construction Engineer will be responsible for carrying as-building activities during
construction.
6.6 Final Data Package

6.6.1 VENDOR shall provide a Construction Work pack containing necessary information for the
fabrication/construction work that will be performed by CLIENT. Two copies shall be provided
electronically on a CD ROM
6.6.2 VENDOR shall provide detailed installation, operating and maintenance instructions specific to the
equipment supplied. This shall include OEM data for bought-out items. Generic OEM data shall
have actual supplied item part numbers highlighted for ease of reference. Two copies shall be
provided electronically on a CD ROM along with 3 hard copies to be provided in A4 binders.
6.6.3 A Manufacturer’s Data Dossier shall be provided by VENDOR covering all equipment supplied
by them. The data book shall include appropriate reference maps (e.g. material map, weld map,
etc.) to enable easy identification of the appropriate certification.
6.6.4 The contents of the Manufacturer’s Data Dossier shall, as a minimum be as listed in Appendix 3
6.6.5 BIDDER shall provide copies of their standard Data Dossier and IOM indexes with their bid.

7 INFORMATION TO BE PROVIDED WITH THE BID


BIDDER’s shall submit their bid providing technical details with past experience list. As a minimum
the following information shall be provided in the Technical Proposal.
i) Material Selection Philosophy
j) A detailed technical description of the how the System will function.
k) List of proposed codes and standards (including any requested deviations)
l) Details of principal material and component specifications
m) Details of VENDORS proposed deviations from the requirements of this specification
n) Example Inspection and Test Plan,
o) Description and schedule for standard shop tests (e.g. Typical FAT procedure)
p) Experience List demonstrating bidder’s history in completing projects utilising the proposed
technology,
q) Experience list for any major sub-suppliers; in particular for the nominated oil and water treatment
process,
r) Recommendation of Capital, Construction, Commissioning and two-year operating spare parts.
This should be provided unpriced in the technical proposal and be provided with prices in the
commercial submission.
