Subject: Implementation of the Government decision on the


recommendations of the Sixth Central Pay Commission- Pension
of Personnel Below Officer Rank (PBOR) discharged from
service on or after 01.01.2006.

Reference: This office Circular No. 471 dated 30.09.2011 & Circular No. 506
dated 18.01.2013.

A copy of Government of India, Ministry of Defence letter No.1 (15)/2012-


D(pen/Pol) dated os" February, 2019 on the above subject is forwarded herewith
for information and necessary action which is self explanatory.

2. As brought out in Para 3 of the MOD letter dated 06/02/2019, it has been
decided that the provisions of Gol, MoD letter dated 18.08.2010 shall also be
applicable to post 01.01.2006 JCOs/ORs granted Honorary Commission as
Lieutenant and Captain. The Notional Pay in the revised pay structure for these
ranks shall be worked out by adding pay in the revised pay band corresponding
to the fixed pay of Fifth CPC (in terms of Para 9(a) (i) of SAl 11S12008as
amended and laid down in equivalent instructions for Navy & Air Force) plus
Grade pay and Military Service Pay introduced under Sixth CPC revised
pay structure.

3. The Service Pension of Honorary Commissioned Officers who


retired/discharged/invalided out/died while in service on or after 01.01.2006, shall
be re-calculated in terms of these orders by the Pension Sanctioning Authorities
concerned and suo-moto Corrigendum PPOs will be issued on the data of
Post 2006 retired Honorary Commission Officers held with them, if the
recalculated pension in terms of these orders, are found beneficial.

4. It is requested that after issue of suo-moto Corr PPO in such cases who
covered under these orders may please be reviewed and a list of all left out
affected cases of service pension, if any may be forwarded to concerned PSAs.

Subject: Implementation of the Government decision on the recommendations of the
Sixth Central Pay Commission - Pension of Personnel Below Officer Rank
(PBOR) discharged from service on or after 01.01.2006.

The undersigned is directed to refer to the provrsions contained in this


Ministry's lette: No. 17(4)j08(2)/D(Pen/Policy) dated 18.08.2010 as amended vide
this Ministry's letter No. 17C4)/2008/D(Pen/Policy) dated 20.09.2012 under which a
note below Pard 3(v) of the ibid MoD letter dated 18.08.2010 was inserted regard:
non-applicabili of provisions of letter dated 18.0B.2010 to jeOs granted Honora
Commission as Leiutenant and Captain.

2. Further, in supersession of the prOVISIon contained in this Ministry's


letter No. l7(4)/200B(2)jD(PenjPolicy) dated 20'()9.201L, letter No.
1(15)j2012jD Pen/Policy) dated 17.01.2013 was issued under which itwas decided
that. the provisinns of MoD letter dated I8.0S.2010 are also applicable to pose
01.01.2006 ICOs/Ors granted Honorary Commission as Lieutenant and Captain with
effect from 24.09.2012.

3. The I\ ..esident is now pleased to decide that provisions of this Ministry's


letter dated 18.08.2010 shall also be applicable to post 01.01.2006 JCOs/ORs granted
Honorary Com ission as Lieutenant and Captain. The notional pay in the revised pay
structure for these ranks shall be worked out by adding pay in the revised pay band
corresponding \o the Fixed pay of Fifth (PC (in terms a/Para 9{a) [i] a/SAlliS/20GB
(IS amended and equivalent instructions tor Navy & AirForce) plus the Grade pay and
Military Service Pay introduced under Sixth C~C revised pay structure.

4. In view of the above, the note below Para 3(v) of this Ministry's letter No.
17(4)j0F3(2JjD Pen/Policy) dated 18.08.2010 inserted vide this Ministry's letter No.
17(4)/2008(2)/D(Pcn/Policy) dated 20.0.9.2012 may be considered as deleted.

5. The financial benefit in past cases shall be granted from 01.01.2006 or date
of discharge/tnvalidment, whichever is later. In this regard, concerned PSA's would
suo-mote issue Corr PPO based on the data of Post 2006 retired Hony Commissioned
Officers held with them.

6. All other terms and conditions shall remain unchanged.

7. This issue with the concurrence


of the Finance Division of this Ministry vide
their II) No. 10(1 ~»)/2015/FIN/PEN dated 02.01.2019.
