1.2. The main transformer tank and attached components shall be designed to withstand

2.7. MAINTENANCE PROPOSAL
• One (1) year Maintenance of generator set/s offered by the

3.9. DELIVERY, STORAGE AND HANDLING


• Deliver in convenient shipping groups. Shipping groups shall not exceed
3 meters in length.
• Outdoor walk-in single-aisle switchgear shall be shipped fully assembled

10. RACEWAY IDENTIFICATION MATERIALS (PIPING TAGGING)


11.1. COVERAGE
• This guideline is applicable for this project only.

10.2. PURPOSE
• The purpose of this document is to ensure that pipes, conduits and ducts
are labeled to identify:
1. Identify the contents and the direction of flow and additional pipe/ duct
information.
2. Ensure uniformity and consistent methodology; and
3. Lessen the chances of error, confusion or inaction especially in times
of emergency.

10.3. SCOPE
• This procedure shall provide a common information to assist in the proper
labeling of piping and ducting system. This shall cover only the labeling
the pipes, conduits and ducts and does not cover pipes buried in the
ground.

10.4. STANDARD REQUIREMENTS


• Labeling of pipes, conduits and ducts shall be mainly on the basis of the
stenciled or lettered legends. Use of color as means of identifying the
type/ use of pipe, conduit and ducts shall be in conformity with the
provision of this standard.

10.5. METHOD OF IDENTIFICATION of CONTENTS of PIPING SYSTEM


• The legend and directional flow arrow will be the primary means of
identifying the type/ use of pipe, conduit and ducts and the secondary

means of identification is the color code of the band or the color of the
pipe or conduit. Identification by colored stenciled or lettered legends with
colored bands shall be placed at frequent intervals on straight pipe runs,
close to all valves, and adjacent to all shange-in-directions, or where pipes
pass through walls and floors. If desired, the entire length of the piping
system may be painted with the color.

18.17. Where indicated, provide neutral bus bar of the same material as the phase
bus bars and a continuous current rating 200 percent of the phase bus

I. FIRE DETECTION AND ALARM SYSTEM

a) SCOPE
• This guideline established the basic specifications for fire detection and
alarm system based on commercial requirement set forth by the following
Codes and Standards.
o RA 9514 – Fire Alam Codes of the Philippines; [Div.6; Section
10.2.6.4] o RA 6541- Building Codes of the Philippines; [Chapter 2, Section
2.02] o NFPA 72 – National Fire Alarm Codes
[2007]
b) Specification

The following shall be the minimum required specifications of the system


components, any features or specifications that is above on the following list is
still considered, and it should be mentioned in the bid documents.

1. Fire Alarm Control Panel (FACP)


1.1 Primary Power : Power shall be 220/230 volts 60 hertz service. A
secondary DC power supply for operation of system in
the event of failure of the AC supply shall be provided
with a minimum of 24 hours operation.

1.2 Panel : shall be UL Listed with a built-in printer and a 10%


provision for a possible mall expansion. Shall be
all operating and supervisory functions of the system.
the panel should also be capable of giving maintenance
alarm or notification for dirty detectors, self-protection to
power surges and can handle conventional and

2. Initiating Devices

2.2 Heat Detectors : Designed for detection abnormal heat in terms of


rate of rise and fixed rate temperature shall be
compatible with the panel with a programmable
sensitivity of three levels. Each heat detector shall be
addressable plug-in type, shall have a manual dip
switches for addressing and shall be UL listed. Heat
detectors should also have false alarm rejection, dust
proof sensing chamber and intelligent drift compensation.

2.3 Beam Type Smoke Detector : Beam type shall be used for areas with a clear
ceiling height and there is no obstruction in between the
effective line of sight with an operational range of eight
meter to 100 meters, monitoring area of 1,40,
maximum height of 40 meters and an adjusting angle of
-6° to + 6° (line of sight). Shall have electronic addressing
and shall be reflective infrared beam obstruction, with
reflectors, combination of emitting and receiving parts.

2.4 Manual Pull Stations : Shall be UL listed, push-type resettable using


reset key without break glass. Shall be installed 1.2
– 1.4 meters from the finish floors. MPS shall
be red in color with manual addressing.

3. Notification Devices

3.1 Sounder and Strobe Light : Shall be UL listed with a sound level output of
84 dBA to 95 dBA at 3 meters and a beacon light
frequency of 20 to 180 times. It should also have
a programmable alarm/sound (e.g. for evacuate
mode or alarm mode) and shall have a manual
addressing dip switches.

4. System Accessories

4.1 Secondary Power Supply : A secondary power supply for indoor use with a

power input of 220/230 volts, maximum standby
capacity of DC24V/24Ah, output capacity of
DC24V/6A-8A and has a sealed lead acid battery.
It should also be addressable (can be fully
monitored FCP), dully monitored with self-test
facilities, display AC input voltage, DC output
voltage and DC load and with built-in battery
charger.

4.2 Wires /Cables : shall have a voltage rating and tempeture rating of
300V and 75°C respectively.

4.3 Pipes, Fittings, and : Pipes shall be EMT/IMC with hot-zinc galvanized
Accessories coating (interior or exterior) or equivalent. Pipes
shall be painted RED, whole or part that will serve
as an indication of fire alarm circuits. Lock nut,
Bushing, Connectors, clamps, TEE and LB conduit
shall be specified in the materials list, including the
octagonal boxes and square boxes (with boxes).

4.4 Hangers & Supports:


• Round bars: 10mm shall be specified in the
material list.
• Angle Bars: 1” x1” shall be specified in the material
list.
• U-bolt shall be specified in the material list.

II. STRUCTURED CABLING SYSTEM

2.2 HORIZONTAL SYSTEM:

2.2.1 Horizontal cable: Horizontal cable shall be 100Ω, 4 pairs, Category 6, Unshielded

2.3 MAIN & INTERMEDIATE DISTRIBTUTION FRAME (MDF & IDF)

The distribution frame shall link the horizontal system & backbone system together. Shall
be composed of floor mounted rack, patch panels, terminal block, cross connection wires,
patch cord, and cable management system.
2.3.1 Cable Management Rack

Cable management rack shall be standard EIA 19” X 7 ft floor mounted rack. Rack
shall include vertical cable managers mounted on the channels with removable
covers that can handle large quantities of cables and patch cords.

2.3.2 Copper Patch Panel

Path panel shall have Category 6 electrical performance. Path panel shall be made
of black anodized aluminum 24/48 ports, TIA 568A configuration.

2.3.3 Telephone/EPABX terminal Block

2.4 BACKBONE CABLING:

2.4.1 TELEPHONE CABLE

Telephone cable shall conform to REA-PE-39 for underground installation and


REA-PE-22 for above ground installation, sizes shall be as indicated on the
plans.

III. Closed Circuit Television

A. General requirements are as follows:

1. The system shall be capable of capturing all camera pictures and shall
provide a multi-screen camera display.
2. The Network Video Recorder (NVR) provided shall operate the
recording process when the system is on the machine command mode.
3. System operation and programming shall be accomplished using a
full function keyboard.
4. Permanent record of system status shall always be available showing time
and dated of changes such as: incoming alarms, acknowledgement of
alarms, loading of sequences, user log-on to keyboard and a power-up
reset message.
5. All devices equipment and enclosure shall be UL listed or equivalent.
6. The CCTV system shall utilize PoE (Power-over-Ethernet) technology
based IEEE 802.3af standard Relay Servers (Integrated Security
Switch) which shall serve as power supply for IP-based cameras.
7. Each Camera and each Relay Server shall have an IP address on a
Network (i.e. LAN, W AN, VPN).
8. All control commands shall be transmitted over the network using TCP/IP
protocol.

2.1 CCTV Camera
A. Video cameras shall comply with the following minimum requirement:
1. The IP-cameras utilizing CCD or CMOS shall be of fixed, pan/tilt/zoom
type as indicated in the Drawings.
2. The Contractor shall propose the suitable lenses appropriate to the
viewing areas and the sensor elements. Automatic aperture control shall
be provided. Where zoom lenses are specified, these shall be motorized
and shall also have an auto-iris and spot filter. The zoom lens shall be
rated at 10:1.
3. The IP-cameras shall have RJ-45 port for integrated signal and power
over Ethernet, optional 24 VAC socket, mounting holes; with built-in
local memory storage (micro or mini-SD) for alarm capturing.
4. Cameras shall be supplied from the manufacturer with a case to house
the electronics and shall be UL listed. Cameras supplied as printed
circuit board (PCB) assemblies without a case shall not be acceptable.
5. Where the lens is inbuilt into the camera (i.e. not interchangeable) a
number of different focal length lens shall be available.

9. Universal mounting bracket for wall, ceiling and support mounting


plate shall be used for the installation of cameras. The proprietary bracket
shall be compatible to the camera and housing. All brackets mounts,
housing and accessories, used both internally and externally, shall be
suitably manufactured and installed to prevent corrosion, rusting and
deterioration.
10. Cabling to all cameras shall be neatly loomed, and where housings are
installed contained within a flexible conduit or similar. Flexible steel
conduit shall be used for all external cameras. Sufficient, but not
excessive, slack shall be provided to allow camera alignment and
minimize mechanical stress on both the cable and associated connectors.

11. The camera housing shall be proprietary and shall suit the needs of the
application. Cameras that will be used outdoor shall have a
weatherproof type enclosure. In some areas, where aesthetics are a
concern or camera concealment is necessary, a decorative enclosure
shall be provided. The camera and lens package shall be suitably
installed in the housing. The Contractor shall include full details of camera
housings with the bid.

2.2 Monitor
A. Monitors shall comply with the following requirements:

1. High resolution color video LCD monitors confirming with NTSC,


PAL/SECAM, and HDMI standards shall be provided. Monitor size shall
be as indicated in the drawings and can be used as desktop
units or rack or console mounted. The equipment shall meet or

ANNEX “A”

Sample Contract

Contract

1. This contract has a validity of one (1) year effective upon receipt of confirmation.
2. This contract is renewable upon expiration of contract effectively.

Supplier Responsibilities

1. Provide qualified technicians, tools and equipment’s necessary to conduct the


Preventive Maintenance (PM) work.
2. The PM checks, if rank A, B, & C shall be conducted when appropriate as scheduled.
The enrolled unit will be inspected monthly.
3. Service reports will be submitted to the customer’s representative immediately upon
check-up or repair completion.
4. The flat rate charge per check-up visit of the unit and its accessories shall include
travel and food expenses.
5. Minor repairs will be done for FREE.
6. Product improvements instituted by by the factory relating to the enrolled unit shall
be relayed to the customer so that proper action can be done immediately.
7. Respond to the customer’s service call within 24 hours.
8. Damages on the unit resulting to non-compliance to factory recommended
procedures and practices shall be at supplier cost. Downtime, business and incidental
loss due to non-operation of the unit uis under supplier’s responsibility. If the unit is
non-operational due to some technical reasons, supplier shall rent or provide a
service unit for temporary back-up power.

Customer Responsibilities
1. Maintenance materials like oil, filters and coolant additives will be charged to
customer. Only the specified oil, filters and coolant additives will be used.
2. Daily check-up of the unit conditions to include levels; recording and updating the
maintenance log sheet to include load conditions, gauge reading and reporting
immediately to the supplier unusual sound or performance deviation.
3. Immediately feedback regarding unit operational problem/s must be relayed to the
supplier thru established communication system.
Terms

1. Unit enrolled shall be charged Php per unit monthly visit.


2. Unscheduled repairs outside the Preventive Maintenance check-up schedule upon
customer’s request will be charged as follows;
a. Php per unit during emergency call. Any parts found defective will be
quoted separately including labor cost.
