Proposed Venue : Auditorium FSUU Morelos Campus, Libertad, Butuan City

I. Background/Rationale
Section 1, Article V of the 1987 Philippine Constitution provides that the right to “suffrage may be
exercised by all citizens of the Philippines not otherwise disqualified by law, who are at least
eighteen years of age, and who shall have resided in the Philippines for at least one year xxx. No
literacy, property, or other substantive requirement shall be imposed on the exercise of suffrage.”
Thus, the 2019 local election is scheduled on May 13, 2019. To support the conduct of a well
informed and peaceful elections in the City of Butuan and Agusan Del Norte, the Father Saturino
Urios University (FSUU) and the Urian Legal Assistance Program (ULAP) in coordination with the
Commission on Elections (COMELEC) will conduct a Candidates Forum 2019.
The said Forum is intended to bring together the candidates for the Mayoralty and Congressional
District Representative for the 1st District of Agusan Del Norte, Butuan City and Las Nieves
election for discussion of their platform and position on various issues confronting the City.
Further, it is intended to reach a wide array of audiences through various media (e.g. air,
broadcast, social media).

II. Objectives
The activity aims to:
1. Contribute in ensuring a well-informed and peaceful exercise one’s right to vote consistent
with the spirit of democracy among the residents of Butuan City and the 1st District of
Agusan Del Norte and the Municipality of Las Nieves;
2. Serve as an avenue for a conflict sensitive and conflict transformative discussion of issues
and development priorities of the candidates in the 2019 mayoralty (Butuan City) and
congressional district representative (1st District of Agusan Del Norte and Las Nieves)
elections;
3. Provide the candidates with an opportunity to inform the voters on their stand on socio-
economic and political issues in the City of Butuan/1st District of Agusan Del Norte and
Last Nieves; and
4. Provide an inclusive and engaging flatform thru online citizen/public involvement in
designing the Candidates Forum 2019.

III. Expected Outputs


The following are the expected outputs of the activity:
a. Documentation (audio, video and photo documentation);
b. Highlights of the Candidates Forum; and
c. Press release/New article.

I. Opening Statements

Each of the candidates shall be given 2 minutes to deliver their opening speeches. The order of
the speakers shall be drawn by lot before the forum starts. Opening statements shall only include
information about the candidate, his brief statement about his/her platform(s), and matters relating
to his/her candidacy or that of his political party.

II and III. 1st Round Q & A (Mayoralty and Congressional)

Order of speakers and questions to be asked shall be drawn by lot before the forum starts. Each
candidate shall be asked 5 questions each for the 1st round and each is given 1 minute and 30
seconds to address every question. Thirty (30) seconds before the allotted time, a warning is

given to the speaker. When the timer reaches 1 minute and 30 seconds the microphone will be
automatically turned off and the candidate’s speech will be overridden with music.
The first set of persons to be asked shall be the Mayoralty Candidates. The 2nd set of persons to
be asked shall be the Congressional Candidates.

IV. 2nd Round Fast Talk (Mayoralty & Congressional)

Questions for the 2nd Round Fast Talk Segment shall be crowd-sourced through the
social media platforms (e.g. Facebook, Instagram, etc.) and will be finalized at least a week before
the Forum. Questions for the Fast Talk Round shall be unique for every candidate. During this
portion, the voting public are encouraged to submit questions that they want to ask a specific
candidate. The order of speakers shall also be drawn by lot before the forum starts for this
segment.
Each speaker is granted only 2 minutes to answer the question posed upon him. The first set of
persons to be asked shall be the Congressional Candidates. The 2nd set of persons to be asked
shall be the Mayoralty Candidates.

V. Closing Statements

The order of closing statement speakers shall be drawn by lot before the forum starts for this
segment. Each speaker is given only 1 minute and 30 seconds to give such statement. The first
set of persons to be asked shall be the Mayoralty Candidates. The 2nd set of persons to be asked
shall be the Congressional Candidates.

Closing statement content is up to the discretion of the candidate but shall not include charges
or personal attacks against another candidate or his political party. If a candidate violates this rule
and the attacked candidate has already completed his or her closing statement, the moderator
may offer the attacked candidate the optional right to make a short rebuttal (30 seconds or less),
if time permits, after the closing statement segment has been completed.

2. Ground Rules

1. Time limits on statements, answers, rebuttals and responses will be strictly enforced.
2. No participant in the debate (neither candidates nor moderators) shall be allowed to use
props or visuals.
3. Debate personnel (both candidates and moderators) may refer to limited notes as
prompts.
4. Candidates may bring written/printed notes and should be placed in front of the speaker.
They may be written/printed on any sheet of paper or index cards, but candidates shall
not show said notes to the public or other candidates, as they are only allowed to read
them.

The following are the proposed questions that may be asked to the candidates (First Round only).

a. First Round: Mayoralty Candidates (5 questions to be selected)
1. Neighboring cities are known for particular attractions, which is why their tourism is so
alive. While there are some attractions around Butuan City, they do not bring in as many
tourists compared to that of other cities. How can we improve Tourism in Butuan?
2. It is always reported in the news how our country is currently facing rice shortage.
Considering Butuan City is in an agricultural region, and the city itself is still rich in
agricultural areas, how would you increase our local farmers’ productivity and not only
prevent the increase of prices for rice varieties in our city?
3. As a Mayor, what would you do, or what would you do differently to address the city’s
problem on low water supply?
4. What basic service in Butuan you believe needs improvement and how do you propose to
bring solution to it?
5. Considering you and your family are tied to certain businesses in Butuan. As Mayor, how,
in your opinion, would you avoid conflict of interest in the selection of businesses to tap in
connection to government projects?
6. How would you propose to bring solution to the lack of employment opportunities to the
young professionals of Butuan City, those with good qualifications, entitled to better paying
jobs, but are unemployed because of the lack of good-paying jobs in Butuan?
7. In your opinion, what do you think is the reason why Butuan City is lagging behind its
neighbors (ex, CDO, Davao) in terms of development? Is it possible for Butuan to achieve
the same level of development, and how?
8. Pre-election surveys have always been viewed by many as “mind-conditioning”. Would
you agree that pre-election surveys should be banned? Why or why not?
9. Beginning some few years ago, the streets of Butuan are becoming more packed with
vehicles, and there is a noticeable difficulty in looking for parking space. What immediate
and long-term solution do you have in mind to alleviate this problem?
10. Are you agreeable to continuing the unfinished projects of a previous administration?
11. Is there anything that Butuan is known for? And if so, or if not so, how can we promote
Butuan to increase visits to the city, keeping in mind that increased Tourism is an income
generator for any city?

12. What is your vision for Butuan for the next 3 years? If elected Mayor, how will you fulfill
said vision?

1. If elected in Congress, would you support the anti-dynasty bill?
2. EO No 02 (FOI law) was signed by the President into law on Jul 23, 2016, but it seems
that until now, the law lacks lack teeth and the public continues to clamor for transparency
in government deals, most especially. What, in your opinion, should be done, in order to
fully implement FOI in such way that people can truly see the transparency that is
advocated/advanced by the FOI?
3. Do you believe that the state of President’s health should be divulged in Public, agreeing
that people have the right to it? If yes, how would you propose to make it mandatory that
the public be properly informed on the matter of the President’s health? If no, why?
4. Mindanao is currently under extended Martial Law. Butuan, being part of Mindanao, would
undeniably be affected of any outcome in connection to Martial Law. Do you believe we
need Martial Law? Why or why not?
5. What is your position on the proposal to shift from a presidential to federal form of
government?
6. Philippines has just recently withdrawn its membership from the ICC, and such was done
without the Senate’s concurrence. There is a mix of opinion as to whether said withdrawal
is valid (considering its lack of Senate concurrence) and whether the decision of the
President itself pertaining to the withdrawal from ICC is also proper. What is your stand
on these 2 issues? (1) The validity of PH withdrawal form ICC; (2) Whether withdrawing
from ICC is beneficial or deleterious to the Philippines?
7. The house of Representatives recently approved on its 3rd and final reading House Bill
8858 lowering the age of criminal responsibility from 15 yrs old to 12 years old (originally
proposed at 9 years old, but was revised to 12 after backlash from several sectors). Are
you in agreement with the approval of said bill? and why?
8. Art 6 Sec 6 of our Constitution dictates that A Member of the House of Representatives
should be a natural-born citizen of the Philippines and, on the day of the election, is at
least twenty-five (25) years of age, able to read and write, and, a registered voter in the
district in which he shall be elected, and a resident thereof for a period of not less than
one year immediately proceeding the day of the election. One of the main functions of a
congressman, being member of the legislative body of the govt, as assigned in the same
1987 Constitution, is to make laws, or amend and repeal existing laws, or to propose
amendments to the Constitution. Given this important function, do you believe that in order
for one to be qualified for a seat in the Congress, is that he or she should be a lawyer, to
ensure he can carry on the duty of making, amending or repealing laws. Do you believe
there is a need to amend the existing qualifications for Congressmen so as to include that
he or she should be a member of the Integrated Bar?
9. Is the government doing enough to assist returning OFWs? Are there ways we can
improve assistance to them?
10. There is a continuing debate on whether we should re-implement death penalty? If asked
to vote on the matter, would you vote in favor, or against death penalty?

11. The 4Ps, or the Pantawid Pamilyang Pilipino Program, provides conditional cash grants
to the poorest of the poor, to improve the health, nutrition, and the education of children
aged 0-18. It is patterned after the conditional cash transfer (CCT) schemes other
countries. Do you believe that 4Ps should be continued? Or abolished? Or Instead
Improved, and how?
12. What sector of the society, in your opinion, is the biggest contributor to our country’s
income – and are there any steps taken to ensure that the government is taking care of
that sector?

VII. Decorum of Participants


Audiences and Supports
The audiences and supporters are required to observe the following decorum during the event:

1. The event must be started on time. Thus, everyone must come at least 10 minutes prior
to the designated time;
2. The audience will be instructed or briefed that they are to watch and listen to the
candidates and to consider the candidates position on the question or issues being asked,
for them to have an idea on who are they going to vote this coming election;
3. Cellular Phones should be turned off or in a silent mode;
4. No clapping, cheering and booing allowed;
5. The audience will be given time to applaud when the candidate will be introduced and also
after the debate is over.
6. Proper dress code must be observed. (NO spaghetti strapped blouse, tube tops, sando,
short pants and no wearing of slippers)
7. Event Staff must wear a uniform color shirt with print “EVENT STAFF” for Identity.
8. Frequent standing is discouraged;
9. Rules must be strictly followed; and
10. ID must be worn at all times by the media men.

Candidates
The candidates are required to observe the following decorum:
1. Proper attire must be worn. Polo, or Polo shirt and Long Pants, Close shoes;
2. No wearing of Slippers;
3. They should follow the mechanics given by the moderator;
4. The candidates must use polite and respectful words; and
5. Harmonious Atmosphere is encouraged.

IX. Promotion of the Forum


Pre-event Publicity
 Prepare a press release stating the name, date, time and venue of the event as early as
possible and distribute it to local media outlets.
 Create publicity materials (i.e. tarpaulins, posters, flyers) and post them in conspicuous
places around the city.
 Invite local and regional media representatives to the event.
 Assign spokesperson for media interviews.
 Create a website/webpage to publicize updates and latest news of the forum and to solicit
questions from the netizens that they would like to be answered by the candidates at the
candidate’s forum.

During the event
 Streaming the event via Facebook to broadcast the forum. All broadcast are recorded live,
in their entirety and are not edited to ensure that the candidate’s statements will not be
quoted out of context.
 Media recording and live viewing of the forum thru the local cable television channel.
 No unauthorized individual recording is allowed inside the venue other than those of the
invited media representatives.

Post-event Publicity
 Grant media the access to candidates after the event to get their comments or to clarify
anything they may have said at the forum thru post-debate commentary.
 Press release showing photos or videos of the highlights of the forum.

Pat: Good evening from the FSUU Morelos Campus Auditorium. I'm Maria Patricia Low-Sanchez
of FSUU College of Law, and I welcome you to the 2019 Candidates Forum.

Pat: This debate is sponsored by the Father Saturnino Urios University, FSUU College of Law
and the Urian Legal Assistance Program (ULAP) in partnership with the Commission on Election
(COMELEC), Philippine Information Agency (PIA) and the Philippine National Police. The FSUU
College of Law has designed the format:

candidates themselves. Each candidate shall be asked 5 questions each for the 1st round and
each is given 1 minute and 30 seconds to address every question. Thirty (30) seconds before the
allotted time, a warning is given to the speaker. When the timer reaches 1 minute and 30 seconds
the microphone will be automatically turned off and the candidate’s speech will be overridden with
music.

All candidates have agreed to those rules.

For the record, the FSUU College of Law decided the topics and the questions in each topic. None
of those questions has been shared with the candidates. The audience here in the hall has
promised to remain silent. No cheers, boos, or other interruptions so we and you can focus on
what the candidates have to say.

Furthermore, questions for the 2nd Round Fast Talk Segment shall be crowd-sourced through
