Inland Revenue (IRD) is
contacting investors to correct
their tax rate after an estimated
$42 million was overpaid by
around 950,000 New Zealanders
in the 2019 tax year.

been on the wrong prescribed
tax rate, according to IRD.

IRD said that 1.5 million New
Zealand investors, including KiwiSavers,
were on the incorrect prescribed tax rate
(PIR).
Around 550,000 of those have underpaid
their investments, according to IR, with
an average of $80-$90 owing in tax.
However, almost double that number have
overpaid by an average of $44 per person.
Inland Revenue deputy commissioner
Sharon Thompson said current
legislation does not allow for a refund of
overpayment.
Ms Thompson said trying to go back
over past years and determine incorrect
payments based on wrong PIRs would
have required significant work not just
for Inland Revenue but for individual
taxpayers and financial institutions.
"For the 2019 tax year, an estimated $42

million was overpaid. Current estimates
show between $45 and $50 million of
investment tax was underpaid, and that
will be recovered," she said.
"But these figures are changing as IR's new
system continues to receive information."
Ms Thompson said IRD will be getting in
contact with investors to correct the error.
"From mid-July 2019, we'll begin
proactively contacting customers who are
on an incorrect PIR to let them know they
need to change it to avoid paying too little
or too much tax in the future. They can
then contact their investment provider to
change their rate.
"And in the future, we'll contact customers
during the year if we identify they are
using an incorrect PIR. This will be an on-
going process to ensure that customers

The World Elder Abuse Awareness Day
was celebrated in Auckland on Saturday
15 June, at Mt Roskill War Memorial Hall,
May Rd, Auckland.
The Shanti Niwas Charitable Trust
marked the occasion with awareness
programmes and cultural entertainment
with a large number fo guests from all
walks of life who gathered to hear about
the Prevention of Elder Abuse.
"Elder abuse also happens in our
community, there are some people who
are affected by this abuse," said Nilima
Venkat, general manager at Shanti Niwas.
"And we at Shanti Niwas are here to
support them, we have registered social
workers qualified in this field of work.

Three Defence Force staff were stood
down from their roles after the Ministry
of Education reported inappropriate
behaviour during a training course run by
the military for high school students.
Documents obtained by RNZ under
the Official Information Act show the
ministry told the military about the
conduct of staff during a youth course in
March last year. The course was held at
the Waiouru Military Training Facility in
the central North Island.
The unit trains high school students at
two bases in activities such as physical
training and military procedures, however
it said no firearms were used.
The military said there was no formal
complaint made by the school - which
was not named - or the students, however
feedback was provided on 13 August after
a survey of the unit's performance.
Two days later, the military informed
Defence Minister Ron Mark.
"The allegations made centred around
the use of inappropriate language by an
instructor," the documents said.
It did not say what language was used;
however, three Defence Force staff were
stood down from instructional duties
while an investigation took place.

Chaos in west Bengal
-one big challenge for Amit Shah
T
he whole nation has been witnessing a spate of violent incidents since last couple of
months in the state of West Bengal. It all started with West Bengal chief Minister’s
obstinate and stubborn attitude first against Prime Minister Narendra Modi
personally and then she carried it forward too, against the government of India. She has
completely destroyed the established civil norms of a Federal democratic system by non-
complying the orders from Central government and even the Apex Court of the country.
She has gone loggerhead with central government on numerous occasions with no valid
reasons and challenging the constitution and very federal structure of India.
Her biggest challenge and astounding statement came when she declared that she does not
even consider Narendra Modi as the Prime Minister of the country of which West Bengal
is a part of. It is her this kind of anarchist approach that has led the state of West Bengal
in this chaotic situation. Her simple rule to run her state is that everyone must obey to
all her eccentric orders, but she is not obliged to listen to anyone including the Central
Government. She has been unabashedly and systematically destroying the social fabric of
the community by her biased policies which favour one community over others. If anyone
questions to her wrongdoing, they are dealt with firm hands of violence including killing
those people who dare to open their mouth. The country watched in horror when all
national news channels showing the very ugly and crazy face of Mamata Banerjee yelling at
the crowd of bystanders who merely shouted slogans of ‘Jai Shri Ram’ while she happens to
pass by. She finds this slogan so offending that she threatened the crowed to send them to
jail if they shout the slogan again and later a many of them got thrashed and killed by the
goons of her party TMC.
In the recent incidence of doctor’s strike after a group of junior doctors were beaten by a
mob of violent family members of an old patient who died during treatment. This a very
normal law and order issue for any state but she politicised this small matter as well, to
make it worse, as doctors from all over state went on strike in support of the beaten doctors
demanding assurance of their safety before returning to work. If anyone objects to her any
wrongdoing, she would straightaway brand them as outsiders or BJP agents. This kind of
unruly and anarchic situation in the state is not a good sign for a healthy democracy and
needs to be contained sooner than later. This continuance of unbated political violence
and killings over the years is evidently a matter of deep concern. Her this attitude only has
led her lose ground in her home state which was once a very stronghold of her party and
she was almost invincible in her state. In West Bengal, in this year only 26 people have been
killed so far in 773 incidents of violence. Mamata Banerjee, clearly has not come to terms
after Lok Sabha election debacle of TMC and BJP making inroads in her stronghold.
Its time now that people of West Bengal teach Mamata Banerjee a lesson of her lifetime and
through her out of the power as there is no room for the dictatorial attitude in a democracy
and this is what she is exactly doing. The new Modi government need to work proactively in
this matter and if Mamata Banerjee does not mend her ways and continues with her terror
tactics to rule the people there should be no second thought about putting the state under
President’s Rule. It is the duty of the central government to ensure the safety, security and
welfare of the people of every state of India.
Mamata Banerjee is one of those cynical dictators who can go to any extent to satisfy
their whims or fancies but she should not be allowed to do this now at the cost of lives of
millions of people of West Bengal and also at the cost of unity and integrity of the country.
It certainly is a big challenge for newly christened Home Minister Amit Shah to not only
contain the continuing violence in the state but also bring the order back in West Bengal
so the common man can live a peaceful and dignified life and I am hopeful that he will not
disappoint to the people of India by not taking a firm action soon.

Airbnb's explosive growth
shakes up the hotel industry
Recent study has found that the exponential growth of Airbnb is shaking up the
hotel industry as it is devouring an increasing share of hotel revenues. Moreover, it is
dropping down room prices and occupancy rates.
The research published in Tourism Management examined the effects of Airbnb in 10
major United States cities between 2008 and 2017.
"This is the first study confirming the negative impact on those three-key metrics in the
hotel industry. Increased competition from Airbnb is mainly affecting hotel prices and
revenues, but occupancy rates are also down slightly," said Tarik Dogru. Over the past
10 years, Airbnb has grown into the world's largest online marketplace for lodgings and
now qualifies as a disruptive innovation, Dogru said. The company's listings have grown
more than 100 per cent a year- Airbnb now boasts six million listings in 81,000 cities
worldwide- and that dramatically larger supply of accommodations has significantly
affected hotels' room prices and revenues.
Dogru found a one per cent increase in Airbnb's supply lowered hotel revenues
between 0.02 and 0.04 per cent, which he estimated in New York City alone would have
amounted to a loss ranging between USD 91 million and USD 365 million in 2016. The
lost revenues came mainly from economy and luxury hotel listings.
That's a new finding for the luxury segment compared to previous research. Dogru
attributed it to Airbnb's push to offer more luxury experiences. The company recently
launched Beyond by Airbnb, a travel-planning service featuring high-end designer
homes and other upscale properties, such as castles, treehouses, boats, and yurts.
Dogru also found Airbnb negatively affected midscale hotels. Past research concluded
room prices were so similar between midscale hotels and most Airbnb listings that
consumers were not motivated to switch to Airbnb.
The study found increasing demand for authenticity in lodging, and travellers felt
Airbnb properties were more authentic than franchised hotels. "Consumers don't
want to stay in a new city but in the same old hotel. More people want an authentic
experience, and Airbnb’s offer that- the chance to engage with local people and have
localized experiences," he said.
Airbnb's business model has flourished for many reasons. Customers like having
access to an enormous supply of properties and rooms at a wide variety of prices, often
more competitive than hotels, and Airbnb collects commissions on every booking. In
addition, Dogru said the company does not follow conventional rules.
"Airbnb does not ensure the security of guests, it's not taxed in some jurisdictions, and it
has the flexibility to add new supply because of a lack of regulation," Dogru said.
"Those are some reasons why Airbnb has a significant competitive advantage against
the hotel industry because adding a new hotel to the market can take several years," he
added.
The lack of regulation in many Airbnb locations translates into less money for cities
and local governments, and that reality raises questions for lawmakers and other
policymakers because they cannot simply ban Airbnb. "Decisions on how to regulate
sharing-economy platforms will not be straightforward. The application of excessive
legislation and regulation driven by the interests of incumbent industries has the
potential to stifle innovation that ultimately benefits the consumer. Lawmakers are
clearly still grappling with the nuances of this emerging phenomenon," Dogru added.
Dogru believes local communities need Airbnb because it creates indirect economic
benefits for restaurants, entertainment and leisure activities.
"You need Airbnb, especially when there is excess demand for rooms, but there must be
regulation without killing innovation. Airbnb is still in its infancy, and more hosts are
being added to its supply every day in many markets. Airbnb is indeed a disruptor, and
it is here to stay," Dogru said.

New Zealanders deserve a justice system
that is both safe and effective, and the
government is addressing this as a
priority. I am well aware that many of
our ethnic communities, and the Indian
community in particular, have voiced
their concerns on this issue and have been
very actively canvassing for the criminal
justice system to be looked at, and I want
to share an update on the government’s
work.

paramount to international consumers.
That’s why it’s important we continue to
support the sectors growth and ensure
our policy is fit for purpose.
As our global population grows, we need
to produce more food, so it’s important
that we have the workforce to manage,
develop and maintain New Zealand’s
agricultural and horticultural businesses.
National are proposing a Primary Sector
Visa to address this important issue. The
visa would act as an avenue for skilled
and experienced migrants to help get
residence and build their futures here.
National are aware we need to be
providing pathways for young New
Zealanders to enter the primary sector as
well. Last year the Coalition Government
announced the closure of Taratahi, the
leading vocational training establishment.
We will work hard to support vocational
education and agricultural training and

a long-term sustainable justice system.
The overwhelming message from the
community is that regardless of how they
come into contact with the justice system,
it is failing both victims and perpetrators,
and there is a need for transformative and
sustainable change. This report shows
us that New Zealanders want to see less
offending, less reoffending and fewer
victims of crime who are better supported.
The community has spoken about their
experiences and shared stories from
victims, families, offenders and several
organisations. The stories are upsetting,
especially those about the failings
in the system that could be avoided
through simple, early and appropriate
interventions. The report speaks about
many victims who are left with a sense
that justice has not been done; they feel
let down at their most vulnerable times. It
also discusses how the current system is
skills to succeed in the primary sector.
We’ve also outlined in the document the
importance of biosecurity and protecting
our sector from devastating incursions.
Our frontline is under immense pressure
with 5.5million people crossing our shores
each year and more items flowing through
our mail pathways. National are proposing
to strengthen biosecurity penalties to
deter people from taking unnecessary
risks that could have big consequences.
This means giving biosecurity officers the
power to deport those knowingly bringing
in high risk items, ensuring importers are
held accountable for signing off Import
Health Standards on goods that aren’t free
of biosecurity risk items, and increasing
fines from the current $400 to $1000 for
those found to have risk materials.
Rural health is also a big focus, and
we’re committed to ensuring that rural
communities have access to core services
that meet their needs. The Coalition
Government have been letting these

simply not delivering effective justice and
that a 60 percent reoffending rate within
two years of a person leaving prison
illustrates the system’s ineffectiveness.
However, I want to recognise that this
report also offers hope. The overwhelming
sense is that we can make changes for the
better and deliver safer and more effective
justice for our communities. From what
the public has said, we are convinced
that solutions already exist and that New
Zealanders from all sectors of society
want to be engaged in building a justice
system of which all Kiwis can be proud.
Te Uepu is now working on reform options
for the Government that will contribute to
a safer and more effective justice system.
These recommendations are expected to
be available at the end of this year.
