2016 was indeed a good year for the Office because the year was earmarked by a 2.6
Billion Annual Revenue from all sources. Along with this, the major plans of the City
Government of Cagayan materialized into actual accomplished projects, through the
leadership of Mayor Oscar S. Moreno and his team. To name a few are the construction of
new school buildings, new roads, major rehabilitation of the JR Borja General Hospital, these
projects are put into the limelight because they are the product of Mayor Moreno’s
PRIMEHAT concept of leadership. These projects were locally funded and exemplifies the
City’s total financial stability because of effective collection and efficient revenue generation.
The R in PRIMEHAT means revenue generation which is the major task of this office, to
legally and effectively collect taxes which are intended for public use.
The year of 2017 experienced a medium surge in revenue generation and collection
due to a rise in local investments as the annual gross sales from establishments reached a
high of 93 Billion, the number of business establishments which includes corporations and
sole-proprietors along with new and renewed business permits reached the mark of 23,763
during the end of the year, summing up the total annual revenue to 3 Billion. This year was
really worth remembering because it was during November of 2017 wherein the City
Government of Cagayan de Oro became the Champion as Best in Digital Payment
Category during the eGOV awards sponsored by the DILG, NICP and DICT. This project was
spearheaded by the IT division of this Office. As we are already in the age of internet and
social media, this office utilized the advantages of internet technology by incorporating
online payment through the use of credit cards. With this, taxpayers are provided with
convenience because they are able to pay their business taxes and real property taxes
without having to leave their homes.
Here comes year 2018, the continuous increase in revenue and investments are still
evident. Mainly due to the actual hire of additional field personnel and revenue collectors
that brought positive results to the office’s collective work harmony. The annual revenue
reached the 3.3 billion mark along with the increase in investments of 26,352 business
permits and the annual gross sales reached a noticeable high of 112 Billion.
Currently, we are still in 1st quarter of year 2019 month of February, the collection
efforts of this office is just starting and yet this Office has already generated more than 1
Billion from business taxes, and other fees alone, along with 15,568 business permits
renewed. Still, we are looking forward to further increases in revenue generation, because
truly taxes are the lifeblood of the government, without which the government can neither
exist nor endure.
