1.1 Overview
The network element management system supports concurrent login of multiple users
through different clients. The mutually exclusive access ensures that only one user
can operate a Network Element (NE) through a client at a time. In the Configuration
Management window, you can set mutually exclusive access for the NE.
You select View > Configuration Management, and the Configuration Management
window is displayed, see Figure 1-1.
Network Element Tree is located at the bottom-left corner of the screen. The following
mutually exclusive access operations can be performed on a managed element:
l Applying for mutually exclusive access
l Releasing mutually exclusive access
l Batch Managing mutually exclusive access
When a user applies for and obtains the mutually exclusive access for an NE through
a client (for example, client A), a green lock icon appears beside the NE node in the
1-1
Network Element Tree on client A, indicating this user can perform operations on the
node and all its child nodes. Correspondingly, a red lock icon appears beside this NE
node on other clients (for example, client B), indicating the mutually exclusive access for
the NE has been obtained by another user.
Before performing modification operations such as restoration, synchronization, import,
configuration data modification, and license enabling, you must ensure that:
l This user has applied for mutually exclusive access for the NE.
l If mutually exclusive access is released, the system automatically applies for mutually
exclusive access for the NE when modification operations are performed.
Prerequisite
The NE to be applied is not used by other clients.
Steps
1. In the Network Element Tree, right-click a managed element node, and select Apply
for Mutex Right.
– End of Steps –
Result
The icon appears before the managed element node, indicating that the mutually
exclusive access of the NE and its child nodes is occupied by this client, see Figure 1-2.
The icon appears beside the NE on the topological view of other clients, indicating that
the mutually exclusive access of the NE has been occupied by a client.
1-2
mutually exclusive access and the client who does not apply for mutually exclusive access
can release it.
After mutually exclusive access is released, the green lock icon before the managed
element node disappears, indicating that no one obtains mutually exclusive access for it.
Steps
1. In the Network Element Tree, right-click a managed element node, and select
Release for Mutex Right.
– End of Steps –
Result
The icon beside the managed element node disappears, indicating the mutually
exclusive access of this NE is not occupied, see Figure 1-3.

The ground parameter template is stored in GROUND, and the UMTS radio parameter
template is stored in UMTS.
As the ground parameter template files have the same format as the radio parameter
template files. This procedure uses the template V4_Template_Equipment.xls as an
example to create a template file.
2-19
Steps
1. Open the EXCEL-format template file in your computer, see Figure 2-16.
Note:
The Result column records the import result of the template and does not need to be
filled in.
The fifth row of each sheet indicates the attributes of the parameter in the
corresponding column.
l Primary Key: indicates the parameter is a primary key that must be configured
when you create, delete, or modify a managed element.
l R: indicates the parameter is read-only.
l W: indicates the parameter is writable.
l I: indicates the parameter must be configured when you create a managed
element.
R-W-I indicates the parameter is readable and writable, and must be configured when
you create managed elements for an NE.
2. Select a sheet in the template based on the managed object name, see Figure 2-17.

l The TemplateInfo sheet records the telecommunication mode and the version
information. The template file import is performed only when the template version
conforms to the system version. This sheet must not be deleted or modified.
l The Index sheet records the managed object name and their corresponding
sheets. This sheet helps users to navigate to MO data sheets. The sheet must
not be deleted or modified.
l The MO sheet is a sheet recording the data of MOs to be imported.

the Network Management System after the configuration file import.
l D: indicates the corresponding parameter values in the database of the Network
Management System will be deleted after the configuration file import.
l M: indicates the corresponding parameter values in the database of the Network
Management System will be modified after the configuration file import.
l P: indicates the parameter values in the current row have already been imported.
They will be skipped in the current import.
l S: indicates bearer migration. That is, under the prerequisite that no UIubLink or
radio object is deleted, but the bearer mode of the Iub office is adjusted, such as
migrating from a pure ATM bearer to a pure IP bearer or migrating from a pure
ATM bearer to an ATM+IP bearer.
