Sub: Quotation for Developing and Printing of ‘Success Stories Booklet’

Dear Sir,

Louis Berger was awarded a (3) three year project namely Punjab Youth Workforce
Development (PYWD) by USAID in 2016. The PYWD project is going to be ended in
September 2019. Louis Berger/ PYWD Project intends to hire qualified vendor/service
provider/firm to design and print the PYWD Project’s ‘Success Stories Booklet’ in required
quantity and delivery point. The details of required work and other information are given in
this RFQ document. This Request for quotation (RFQ) is comprised of two (02) sections,
listed as under:

Section 1: Scope of Work

The required Scope of Work with specifications are as follows.

Purpose:

This document serves as a detailed Terms of Reference/Work Scope description, USAID-Punjab Youth
Workforce Development (PYWD) presents to invite vendors/service providers/firms to design,
compile, and print a high-quality Success Stories booklet. This collection of success stories will serve
to showcase the Project’s scale, scope, interventions, achievements, and impact in its four intervention-
focused districts of Multan, Lodhran, Bahawalpur, and Muzaffargarh in South Punjab.

Background Information:

Already into its third year of implementation as commenced in 2016, the USAID-Punjab Youth
Workforce Development (PYWD) is a United States Agency for International Development (USAID)
funded Project with an aim to train and capacity enhancement of youth through skills (technical and
soft) development, place on jobs, start or expand their small businesses through interest-free loans,
and gain career counseling services, focused at poverty alleviation, improved livelihoods and overall
economic growth.

Furthermore, the project is playing an instrumental role in fostering socially constructive attitude
among marginalized youth (including35 % females), aged 16 to 29, under-privileged sections of
society, and other vulnerable groups, enabling them to become productive assets. In a bid to sensitize
its beneficiaries, the Project initiated a robust and well-planned behavior change campaign through
creative communication means, in order to induce responsible citizenship, social ethics, positive
attitude, leadership skills, work place and conversation ethics, gender equality, and health & hygiene
that lead to increased stability and improved livelihoods.

The PYWD Project’s vital contribution is to address the challenges confronted by the TVET sector in
the areas of infrastructure, equipment and human development, thus to maximize job creation in
productive sectors through prioritization of training for in-demand job profiles.

Target Audience:

Primary Audience: Potential donors, partners, public, private stakeholders

Secondary Audience: Youth, community members, community organizations, community influential


activists, Local and Provincial Government representatives and other influencers.

Objectives:

 The USAID-PYWD Project desires to compile a narrative documentation of its human imprint,
the Project manages to establish through its carefully tailored intervention programs. With an
outreach to thousands of youth in Southern Punjab, the Project has earned multitude of
individual as well as programmatic success stories. It is in this regard, the PYWD Project
intends to get published a high quality, engaging, imaginatively rich and purpose-oriented
photo-stories which will be compiled, designed and get printed into Project’s success stories
compilation.
 The compilation will provide a sneak-peek into the lives of youth, USAID-PYWD was able to
turn around for better.
 The Collection will convey a sense about the mighty odds, the youth of South Punjab have to
overcome to get access to quality education (technical trainings), sustainable employment and
meaningful socio-economic engagement.
 To register primarily the beneficiaries’ feedback for the benefit of lager audience, and of
Project’s major stakeholders in terms of its key interventions.

Work Specifications:

 In close coordination with USAID-PYWD, the shortlisted vendor/service provider/firm will


receive the selected individual-focused and program success stories which will first be
compiled, designed in presentable bookish layout and eventually be printed.
 A minimum of 30 success-stories/case stories will be identified and provided by the
Communications Team at USAID-PYWD Project.
 Designing Software preference: The design will be preferred to be designed in Abode
Illustrator or Adobe InDesign and accordingly the final source files are to be provided in the
same version.
 Dimension: The Collection book will be in Portrait orientation and will be of size may be 7” W
x 9.5” H.

Specific Deliverables:

 All photographs (fine tweaked and edited) will be provided separately by the Project team, with
appropriate captions accordingly
 The designed zero draft will be provided for initial review.
 The final design draft (editing/designing) will be produced along with all the proposed changes
incorporated. Please note that the Project team can ask for 2-3 rounds of revisions before final
approval.
 A dummy version will be provided before proceeding to mass production.
 The printed version will be furnished within one week of finalization of design and associated
content material.

Lingual Medium:

The content-material for the booklet shall be English.

USAID-PYWD Project’s Role and Responsibilities:

 The project will extend full cooperation with the vendor/service provider/firm to such extent
as shall be reasonably required to enable the producers to carry out the service.
 USAID-PYWD will assist in developing the content material.

Qualification Pre-Requisites:

The selected Graphics and Printing services provider must have:


 A proven institutional track record with relevant technical human resource and facilities.
 Minimum of 3 years of demonstrated experience in the realms of graphics and printing.
 Previous Experience of working with development / humanitarian organizations. Vendors who
have worked with USAID-funded projects and organizations engaged in youth-related
interventions will be preferred.
 Must have all the relevant certifications, permits and licenses as issued and attested by
Government of Pakistan respective ministries, commissions and competent authorities, to
perform the intended works.

Products Rights Reserved:

 Ownership and copyright of the final product coming out of this assignment rests with USAID-
PYWD Project alone. The Service Provider will not be liable to use or disseminate the product
content on any medium feasible.

Delivery Location: PYWD Lahore office.


Please note that organization will consider following factors in evaluating the offers by the applicants.
The applicants are required to mention the following in the quotation:

 Best competitive quoted price.


 Delivery time.
 Sample of Success Stories Booklet
 Price should be given in PKR inclusive of designing, printing and delivery. The quoted prices of
each item should specify price of each task, GST and the total amount. GST Tax amount must be
shown separately.

Please specifically note that Louis Berger will withhold applicable taxes, as per the tax laws in
Pakistan. The price should include all applicable taxes. GST should be mentioned separately.

Section 2: Instructions to the bidder/ offerors

 The Award committee reserve the right to increase or decrease the quantities and/or
specifications of the item requested.
 The Award Committee intend to award a fixed price contract/purchase order on the
basis of offers received without further discussions. Therefore, each offer should
contain the Offeror’s/bidders best terms from the cost or price and technical
standpoint.
 The proposed fixed price purchase order is expected to be awarded, after award
process is completed and necessary approvals are sought by the management. Please
note that complete printing, binding and delivery process is expected to be completed
within minimum possible time.
 Furnish information of the offerors for example full legal name, address, telephone &
fax number, e-mail of the organization submitting the quotation, and the date of
submission.
 Please provide copy of the profile and list of relevant past experiences . A limited
number of relevant documents may be included in the appendices of this section.
These documents could be registration document of the organization, cop y of N.T.N,
Sales Tax Number etc.
 Please provide information regarding delivery period, in calendar days.
 Requests for additional information, clarifications or other questions must be
submitted in writing (by e-mail sismail@louisberger.com) by 10:00 Hours
Wednesday June 19, 2019.
 Last date of the submission of quotations is, 12:00 Hours on Thursday June 20,
2019.
 Price should be given in Pakistani Rupees. The offered price should be DDP PYWD
Office Lahore basis.
 The quoted prices of each item should specify price of item, GST and the total amount.
GST Tax amount must be shown separately for each item for comparison purposes.
 Please specifically note that Louis Berger will withhold applicable taxes, as per the

 Printing Services are required at the earliest. Please mention delivery time in your
quotation.
 In cooperation with the Office of the Inspector General, USAID/Pakistan established
the “Anti-Fraud Hotline” to provide an avenue for the reporting of fraud, waste, and
abuse potentially associated with USAID-funded projects in Pakistan. The Anti-Fraud
Hotline handles complaints with complete confidentiality and individuals are
encouraged to report when corruption, fraud, waste or abuse may exist in the
USAID/Pakistan activities. Reports can be filed anonymously via the easy -to-use

 Louis Berger/ PYWD Project reserve the right to reject one or all quotations/ offers.
The organization will consider best value of money and ensure most advantageous

offer is awarded. For that reasons, the offerors are encouraged to offer more than one
alternate.
 Source and Nationality Requirements:
All goods and services offered in response to this RFQ are to be quoted and supplied,
must meet USAID Geographic Code 937 in accordance with the United States Code of
Federal Regulations (CFR), 22 CFR 228. The cooperating country f or this procurement
is ‘Pakistan’. Please fill and attach the Geographic Location compliance sheet (format
given in Annex-A) with the quotation after signatures and company seal. Attachment
to the compliance sheet with the Quotation is mandatory.
In addition, offerors/ bidders may not offer or supply any commodities or services
that are manufactured or assembled in, shipped from, transported through, or
otherwise involving any of the following countries: Burma (Myanmar), Cuba, Iran,
North Korea, (North) Sudan, Syria.
Please send the quotation by 12:00 Hours Thursday, June 20, 2019 addressed to The
