President Rodrigo Duterte can be impeached if he forces the uniformed personnel
to “illegally” arrest his critic, Senator Antonio Trillanes IV, opposition lawmakers
warned on Wednesday.

Akbayan Rep. Tom Villarin and Albay 1st District Rep. Edcel Lagman said Duterte’s
Proclamation No. 572 voiding the amnesty grant to Trillanes was not by itself a
warrant of arrest because only a competent court can issue an arrest warrant on
the basis of a pending criminal case. This, they said, is stipulated under Article 2,
Section 2 of the Constitution.

“The presidential order is unconstitutional. If Duterte forces the AFP and PNP to
enforce it, it’s an illegal order that they will be held liable and Duterte committing
an impeachable act,” Villarin said in a statement.

Lagman, meanwhile, underscored that there can be no warrant of arrest against


the senator because all of his criminal cases before the regular courts and military
tribunals, arising from the Oakwood mutiny and other coup attempts, had already
been dismissed after he was granted amnesty on Jan. 31, 2011, under
Department of National Defense Ad Hoc Committee Resolution No. 2.

UAAP: Tolentino teams up with Parker as FEU tops La Salle

As expected, Arvin Tolentino and Jasper Parker fronted the charge for Far Eastern
University as they opened their campaign in the UAAP 81 Men’s Basketball
Tournament.

It was Tolentino and Parker conspired for the telling run in the last four minutes
that spurred the Tamaraws past competitive De La Salle University, 68-61, on
Sunday at the MOA Arena.

After Santi Santillan put the Green Archers up by one with under five minutes to
go, Parker found Tolentino for his own triple that proved to be the go-ahead
basket.

Following another defensive stop, Parker and Hubert Cani then built up their lead
to 62-56 with back-to-back baskets.

That margin was more than enough to register for FEU its first triumph over La
Salle in three years.

Daniel Matsunaga receives honorary doctoral degree

Daniel Matsunaga received an honorary doctoral degree over the weekend from a
religious institution.

Matsunaga was conferred with a Ph.D. in Humanities, major in Social Work from
Brethren Evangelical School Of Theology (BEST), based in Gapan, Nueva Ecija.

The awarding ceremony was held on Saturday, Sept. 8 in a restaurant in Cubao,


Quezon City.

The Brazilian-Japanese actor-athlete marked his achievement with a video on


Instagram, which included pictures of the ceremony. “I am very honored to be the
recipient of such an amazing award. I just want to thank God for everything He
has done in my life… also to the executives for believing and trusting me with
such a big award,” he said.

His family was in attendance, including sister Vanessa Matsunaga.

Matsunaga has participated in charitable endeavors, such as being a celebrity


ambassador to the Philippine Animal Welfare Society (PAWS).

Low pressure area brings rain to parts of Luzon

A low pressure area (LPA) is bringing rain to parts of Luzon on Sunday, the
Philippine Atmospheric, Geophysical, and Astronomical Services Administration
(Pagasa) said in an advisory.

In its 11 a.m. weather bulletin, Pagasa said the LPA is already 145 kilometers
northeast of Basco, Batanes, and is bringing moderate to heavy rain to Batanes
and the Babuyan Group of Islands, as well as light to moderate rain to northern
Cagayan, Apayao, Abra, Kalinga, and the Ilocos Region.

The LPA could strengthen into a tropical depression within the next 24 to 36
hours, according to Pagasa.

Meanwhile, the state weather bureau said that a tropical storm outside the
Philippine Area of Responsibility (PAR) has intensified into a severe tropical storm,
international “Mangkhut.”

Mangkhut is 3,255 kilometers east of Southern Luzon, moving west at a relatively


fast 35 kilometers per hour (km/h) toward the Northern Mariana Islands.

The severe tropical storm has maximum winds of 110 km/h and gustiness of up to
135 km/h.

It might enter PAR on Wednesday, Pagasa said.
