Governance

Governance

 refer to process of directing, controlling a group of people


applying the rule of law. It s about power – the ability or
capacity to influence or persuade others to a point of
view or action to which they may not always agree.
 The social structure of any society is defined by a system of
government – which the laws of a nation are made and carried.

 Governance is categorized according to rule of the majority; rule


of the few; rule of the family or dictatorship.

 It means position, power, status, wealth

 The moneyed class; elite; intellectuals, economic cartel vs. the


powerless, the poor, voiceless
Governance is about

 Order (Laws and ordinances)


 Systematic management of people (hierarchy)
 Control of power (who dictates people)
 Control of people (act according to the rule of
law)
 Control of resources (can command the use of
resources) ex. Mining; closure of Boracay
The political structure of the society is defined by
governance

Laws as guide principles


Lawmakers as authors (politicians should know the laws)
Institutions as anchors of power (President; Senate; Congress,
Judiciary)
Institutional arrangement among agencies (flow of information
top down)
Laws of the indigenous tribe may differ from mainstream laws
Institutional arrangements

 Should know the political networking and how agencies are crafted
 Must be sensitive to the power holders and gate keepers
 In research, institutional arrangement is an important literature review
as research should not only be theoretically anchored but also include
legal framework
 Must know the hierarchy of agencies even in the barangay level
 Awareness of Informal rules in the community; who has access to power
and who controls power
