Rt Hon Jacinda Ardern Prime Minister Parliament Buildings PO Box 18888 WELLINGTON 6160 icinda,ardern @parliament.govt.nz 18 June 2019 Dear Prime Minister 1am the mother of Nicole Tuxford and | am writing to you about the torture, rape and murder of my beloved daughter, by Paul Russell Wilson last year. My Nicole lost her life, and | have lost my Nicole and | did not need to. Nicole was murdered in the most chillingly deliberate, cruel and sadistic way. It should never have happened. If it was not for repeated failures by the justice system, my Nicole would be alive today. 1 ask you to please help me get an independent review of the handling of the entire case surrounding my daughter’s murder carried out Ihave the support of Nancy Schroder, the mother of Kimberley Schroder. Kimberley was also tortured, raped and murdered by Wilson in 1994 (letter attached). ‘We want some justice for our daughters. No mother should go through this. We want to try and make sure no other mother and their daughter have to suffer like this again. (Sadly, Nancy's husband Gary took his own life after hearing his daughter's killer had re-offended and killed mine, meaning this has actually cost three lives). We believe Wilson (also known as Paul Pounamu Tainui) should not have been released by the Parole Board after Kimberley’s murder, as the Schroders had repeatedly warned them he would murder again but were ignored. There were also many mistakes while Wilson was out on parole. | want to make you aware of six separate incidents, which if handled properly by the Police and Corrections, should have resulted in Wilson being recalled to prison (itemised list of failures attached). It has been so hard for me, trying to get information out of all the different departments (Parole Board, Police, and Corrections). They are all holding things back and blaming each other. | do not have the money to get lawyers to help and | am not experienced in doing this sort of thing (my job is helping to care for disabled adults). | can see so many failings and it is obvious they all need to be looked at as one, by someone from outside the departments. | honestly think it would find things that could stop someone from getting murdered like this again. Nicole’s future was stolen from her and from what | now know, it should never have happened. How do | live with knowing that? The realisation for me is had the Parole Board, Police and Corrections done their jobs properly then Nicole would not have been tortured, raped and murdered by Wilson. We have been let down by the Justice System every step of the way. This is simply nowhere near good enough, my Nicole paid with her life for this lack of action. If there is anything you can do to help me to instigate an independent review of the handling of the entire case by all agencies involved, | would be so very grateful | do not want to ever hear of another girl losing her life in such a horrific way and so needlessly, or for another family to have to try and live with the knowledge it should never have happened to them. Please help me help my Nicole. Kind regards Cherie Gillatt Mother of Nicole Tuxford Suzieblue 1@hotm: Mobile 020 4118 0073 Home 03 488 6065 List of Justice System failures in killing of Nicole Tuxford: Parole Board: © Wilson’s release on Parole Police and Corrections: + In May 2015, Police failed to act on a complaint by a woman called Melissa that was posted on the Canterbury Police’s FB page, where she reported that she had met Wilson in a pub, he had offered her and her friends acid and boasted about murdering Kimberley Schroder and that she felt intimidated by him. + InSeptember 2016, Police simplistically took Wilson’s side in a family violence situation without fully investigating the dynamics of the relationship or his part in its dysfunction. + In October 2017, after Wilson was involved in two car accidents, Police failed to support a Probation Services’ recall application, by withdrawing careless driving charges. + Following their liaison with Probations Services in October 2017, Police failed to register, an alert around Wilson’s use of alcohol despite being advised by Probation Services that they were looking at his escalation in risk, were concerned that he may have been driving while drunk and were considering recalling him. This alert would have been picked up by the police who stopped him at a checkpoint on 6 April, as they expressly checked to see whether he was in breach of his parole conditions. + On6 April 2019, when Wilson was on his way to Nicole’s house to murder her, Police stopped him at a drink checkpoint where he tested as three times over the legal limit Police charged him with drink driving but did not apprehend him or apply to recall him, despite this being an offence which qualified him for recall + Atthe same checkpoint, the police officers became aware that Wilson was carrying two butchers’ knives in his vehicle and observed him acting furtively. One officer even described a feeling of anxiety and a need to act with caution around Wilson. Yet, despite knowing that Wilson had been convicted of a stabbing murder, Police took no steps to apprehend Wilson nor did they even seek advice on what steps they should take,
