1.1 INTRODUCTION

The purpose of this Method statement is to outline the erection procedure to be implemented
and maintained by SPECTRUM to ensure that all project activities and services are in
conformity with the client’s specifications and requirements.

In order to maintain a proper Method statement and to make sure this method is strictly
followed, the Site Engineer shall monitor the work keeping in view objectives and procedures
stated in this report and report directly to the Project Manager.

The Quality System to be followed for the MEP works shall meet the project specifications/
requirements.

2.0 Method Statement for Testing & Commissioning Procedure

2.1 TESTING & COMMISSIONING PROCEDURE FOR ELECTRICAL WORKS

2.1.1 GENERAL

After completion of the Electrical work, the complete systems shall be tested thoroughly before
commissioning.

The tests outlined herein shall be in addition to, and not substitution for, the tests of the
individual items at the manufacturer’s plant. Insulation and grounding resistance test shall be
made before operating tests. Proper rotation shall determine before permanent connections
are made.
The tests shall be conducted in the presence of the Consultant Engineer and local power
(ADWEA/ADDC) authority’s representative.

Certificates when so required shall be submitted for any equipment installed under this
contract originating by an authorized inspecting body in the country of the manufacturer.
Test shall include the following:-

A. TEST TO BE DONE BEFORE ENERGIZATION/SUPPLY


1. Continuity Test
2. Insulation Resistance Test
3. Polarity Test
4. Earth Electrode Resistance Test

B. TEST TO BE DONE AFTER ENERGIZATION/SUPPLY


1. External Earth Fault Loop Impedance Test
2. Polarity Test (After Energization)
3. Internal Earth Fault Loop Impedance Test
4. RCD Operation Test

A. TESTS TO BE DONE BEFORE

A.1 CONTINUITY TEST :

(a) Purpose of Test :


The purpose of this test is to make sure that all conductors are having no breakage. i.e.,
all earth conductors, phase conductors and neutral conductors should be checked for
continuity.
(b) Instrument to be used :
The continuity test should be carried out with an instrument having a no load voltage
between 4V and 24V DC or AC and a short circuit current not less than 200mA.

(c) Safety Precautions/Risk Assessments :
1. Follow all site/municipality/PAL HSE guidelines, rules and regulations.
2. Make sure that the electric supply to the system is totally disconnected.
3. Make sure that the isolator of SMDB or MDB is in OFF position.
4. Ware proper PPE before entering to the site.
5. Use proper tools and equipment for testing.
(c) Test Procedure :
Method A : Test combined Phase and Earth Resistance(R1+R2) for each circuit by
shorting together the two conductors at the DB and measuring from the terminals of
farthest point or socket. For Ring circuit, the two phases and earth conductors of the
Ring should be cross connected and record the resistance value on test report.
Method B : In this method, a shorting cable is applied between the neutral and earth
bar at distribution board and measuring from the farthest point between Phase and
Earth or Phase and Neutral and Neutral to Earth.
(d) Result :
The resistance value of continued circuit (R1+R2) might be less than 0.05 ohms.
A beep sound could be observed for the continuous circuit if the instrument is in Alarm
mode.
The resistance value when the circuit is not continuous (R1+R2) should be Over Limit
(OL)/infinity.

A.2 INSULATION RESISTANCE TEST :

(a) Purpose of Test :


Insulation Resistance test provides the indication of the insulation condition used to
provide the basic protection against electric shock and prevent Earth faults. The
purpose of test is to ensure enough insulation resistance lies among all current carrying
conductors.

(b) Instrument to be used :


A test instrument to be used which is capable to produce a DC test voltage of 500V for
single core cable LV system and 1000V for XLPE cable LV system when loaded to 1mA
and capable of measurement of up to 200 Mohm. Commonly Megger is used as the
test equipment.

(c) Safety Precautions/Risk Assessments :
1. Follow all site/municipality/PAL HSE guidelines, rules and regulations.
2. Make sure that the electric supply to the system is totally disconnected.
3. Make sure that the isolator of SMDB or MDB is in OFF position.
4. Make sure that all the current consuming equipment/lights are disconnected from
the circuit or switches are in OFF position.
5. Since the instrument supply is about 500V or 1000V, make sure that there is no
direct or indirect contact.
6. Ware proper PPE before entering to the site.
7. Use proper tools and equipment for testing.
8. Discharge each circuit by shorting with earth terminal after test.
9. The other end of the cable under test should be isolated and protected from direct
contact.
(c) Test Procedure :

1. The test instrument should be capable to produce a DC voltage of 500V, 1000V


when loaded to 1mA and should be capable to read up to 200Mohm.
2. Make sure that the all the current consuming equipment are switched off and the
lights connected to the circuit are disconnected/switch is in OFF position.
3. Conduct the test in between the line conductors, between Phase and Neutral and in
between each phase and earth conductors.
4. Connect the test leads of the instrument to any two cables/wires of any circuit and
press test button to start the test.
5. The due consideration is to be given for the lengths of the cables under test. As long
length cables, takes more time to fully charged.
6. Record the readings from the instrument display and tabulate in the test report.
7. The minimum acceptable value of insulation resistance for LV system is 0.5 Mohm.
8. The final test should be made between the Neutral Bar and the Earth Bar; if the
reading of less than 2 Mohm is observed, then each neutral conductor should be
tested separately to Earth.

(d) Result :
It’s observed that;
For healthy insulation of wires/cables, the insulation resistance value is 0.5 Mohm or
more in LV system.
For healthy insulation of wires/cables, the insulation resistance value is 0.25 Mohm or
more in SELV & PELV system.
For weak insulation of wires/cables, the insulation resistance value is less than
0.5Mohm in LV system.

A.3 POLARITY TEST :


(a) Purpose of Test :

Polarity test is carried out to ensure that all load points (lights, sockets, etc.) which are
controlled by switches are properly connected with switches through live/phase wires
and neutral wires are directly connected to load point. In case of earth fault, RCD will
not operate if load points are connected directly to Phase/live wires and neutral wires
through switches.
(b) Instrument to be used :
The polarity test should be carried out with an instrument having a no load voltage
between 4V to 24V DC or AC and short circuit current not less than 200mA.

(c) Safety Precautions/Risk Assessments :
1. Follow all site/municipality/PAL HSE guidelines, rules and regulations.

4. Ware proper PPE before entering to the site.
5. Use proper tools and equipment for testing.

(d) Test Procedure :


1. The main isolator must be secured in the OFF position.
2. Provide the shorting cable in between the phase and the earth conductors of the
circuit under test at final DB.
3. Move the position of switch of circuit under test to ‘ON’ position.
4. Check the continuity at the load point (lights, sockets, etc.)
5. The circuit should be continued through switch up to the load point and a beep
sound will be observed from the instrument if selected an Alarm mode.
6. Now move the position of switch to ‘OFF’ position; it will show open circuit or no
continuity and the instrument will display Over Limit sign.
7. If continuity is not observed at step 3 & 4, then check the wiring of the circuit under
test. The neutral wire might be connected through switch and phase wire directly to
the load point.

(e) Result :
It’s found that the single pole devices are only being connected with the live conductor
and the neutral conductors of all circuits are directly connected and continuous up to
end.

A.4 EARTH ELECTRODE RESISTANCE TEST :

(a) Purpose of Test :

This test is carried out to ensure maximum safety against electric shock in case of direct
or indirect contact with exposed metallic parts of Electric Devices.

(b) Instrument to be used :


Commonly Earth Electrode Resistance Tester is used for this test.

Calibration Certificate will be provided at the time of testing.

(c) Safety Precautions/Risk Assessments :


1. Follow all site/municipality/PAL HSE guidelines, rules and regulations.
2. Make sure that the electric supply to the system is totally disconnected.
3. Make sure that the isolator of SMDB is in OFF position.
4. Ware proper PPE before entering to the site.
5. Use proper tools and equipment for testing.

(d) Test Procedure :

1. An Earth electrode resistance tester consists of three test leads or terminals C, P,


and E as shown above.
2. Connect E lead to Earth electrode under test.
3. P and C should be connected to auxiliary earth spikes being driven into earth at the
distance of 5 to 10 meter apart from the Earth electrode under test.
4. A resistance value of less than 1 ohm is required.
5. An additional number of electrodes may be required (or deeper electrodes) to
achieve the required earth resistance value.
6. Due consideration should be given to future changes in soil condition (e.g., drying
out)

7. Sufficient time should be allowed if special chemicals or salts are added to the
ground to improve the earth resistance values.

(e) Result :
The Earth Electrode Resistance value should be less than 1 ohm.
If a value more than 1ohm is observed, then take necessary action to achieve the
required value.

B. TESTS TO BE DONE AFTER

B.1 EXTERNAL EARTH FAULT LOOP IMPEDANCE TEST :

(a) Purpose of Test :

Earth Fault Loop Impedance Test is to be carried out to ensure that the Earth Fault Loop
Impedance is low enough to ensure enough current can flow through the circuit to
operate the protective devices(Incoming Supply) in required time.

(b) Instrument to be used :


Earth Fault Loop Tester is to be used for calculating the Earth Fault Loop Impedance.
Manufacture Name : (will be provided during testing)

Calibration Certificate will be provided at the time of testing.

(c) Safety Precautions/Risk Assessments :


1. Caution : This test is carried out on live circuit.
2. Follow all site/municipality/PAL HSE guidelines, rules and regulations.
3. Secure the main isolator in OFF condition.
4. Ware proper PPE before entering to the site.
5. Must use proper testing leads (crocodile, pin types etc.)
6. Test all the direct contacts and make sure that there is no supply in it before testing
leads to be used.
7. Before testing, the main equipotential bonding conductors are to be disconnected.
8. Use proper tools and equipment for testing.

(d) Test Procedure :


1. Disconnect the Main Earth Conductor from Main Earth Terminal.
2. Secure the main isolator in OFF position.
3. Connect the test leads of instrument in between the incoming phase line and the
disconnected main earth conductor.
4. Press the test button to start the test.
5. Record the EFLI value from the display screen of instrument and tabulate in the test
report.

6. Matchthe EFLI value for protective devices in the circuit being tested from the below
table. As the EFLI value should not exceed the rated EFLI value tabulated in the
below table, for the safe instantaneous tripping of the protective devices (MCCBs) in
required time.
7. Select the Protective device as per the Earth Fault Loop Impedance.

(e) Result :
Please find the Earth Fault Loop Impedance Table and verify the result from the table.
For 160A MCCB, EFLI value is 0.17ohms

B.2 POLARITY TEST FOR RECONFIRMATION (After Energization) :


(a) Purpose of Test :

Polarity test is carried out to ensure that all load points (lights, sockets, etc.) which are
controlled by switches are properly connected with switches through live/phase wires
and neutral wires are directly connected to load point. In case of earth fault, RCD will
not operate if load points are connected directly to Phase/live wires and neutral wires
through switches. And reverse polarity also effects the life span of electrical devices.
(b) Instrument to be used :
The polarity test should be carried out with the special instrument, Polarity Tester.
(c) Manufacture Name : (will be provided during testing)

(e) Calibration Certificate will be provided at the time of testing.

(f) Safety Precautions/Risk Assessments :


1. Caution : This test is carried out on live circuit.
2. Follow all site/municipality/PAL HSE guidelines, rules and regulations.
3. Ware proper PPE before entering to the site.
4. Must use proper testing leads (crocodile, pin types etc.)/plugs.
5. All the load points should be in OFF position.
6. Use proper tools and equipment for testing.

(g) Test Procedure :


1. Make sure that all the isolators/breakers are in ‘ON’ position.
2. Connect the polarity tester directly to any of the socket outlet in the circuit under
test.
3. Move the switch of socket to ‘ON’ position.
4. Check the LED lights (P, N, and E) on the front panel of the instrument.
5. If all LED lights (P, N, and E) glow with green color, then the polarity of the circuit
under test is okay.
6. If any of LED lights (P, N and E) glows with Orange blinking lights, then polarity of
the circuit is reverse. Replace the Socket connection in correct sequence and repeat
the test.

(h) Result :
It’s found that the single pole devices are only being connected with the live conductor
and the neutral conductors of all circuits are directly connected.

B.3 INTERNAL EARTH FAULT LOOP IMPEDANCE TEST :

(a) Purpose of Test :

Earth Fault Loop Impedance Test is to be carried out to ensure that the Earth Fault Loop
Impedance is low enough to ensure enough current can flow through the circuit to
operate the protective devices in required time. The earth fault loop impedance must
be lower than the protection devices MCB or MCCB rated earth fault loop impedance
for instantaneous tripping as shown in the table. Please refer table shown below.

Earth Fault Loop Impedance Tester is to be used for calculating the Earth Fault Loop
Impedance.

(c) Safety Precautions/Risk Assessments :
1. This test is carried out in live circuit. So necessary precautions to be taken.
2. Follow all site/municipality/PAL HSE guidelines, rules and regulations.
3. Ware proper PPE before entering to the site.
4. Avoid direct/indirect contact with the electrical live conductors and equipments.
5. Before testing, the main equipotential bonding conductors are to be disconnected.
6. Use proper tools and equipment for testing.

(d) Test Procedure :


1. Earth Fault Loop Impedance should be measured directly at any load points (lights,
socket, etc.) by the specialist instruments like Earth Fault Loop Impedance Tester.
2. Make sure that all RCD and main isolator are in ‘ON’ positions.
3. Connect the instrument to any socket in the circuit under test.
4. Move the selection knob of the instrument to loop test (no trip).
5. Press the test button; it’ll calculate the loop impedance.
6. The test should be repeated at least twice to allow for the effect of transient
variations in the supply voltage.
7. During test, RCD/ELCB devices should not be operated.
8. Match the EFLI value for protective devices in the circuit being tested from the
below table. As the EFLI value should not exceed the rated EFLI value tabulated in
the below table, for the safe instantaneous tripping of the protective devices
(MCBs)

Note : The above values are given for the conductor’s temperature at 70°C as
measurements are normally taken at room temperature. The measured values must be
approximately 20% less than tabulated values above.

(e) Result :
Earth Fault Loop Impedance value is found out and the Protective device is selected
accordingly.
The EFLI value for 10A MCB(Type B) = 4.80 ohm.
The EFLI value for 20A MCB(Type B) = 2.40 ohm.
The EFLI value for 32A MCB(Type B) = 1.50 ohm.

B.4 RCD OPEARATION TEST :


(a) Purpose of Test :

This test is carried out to ensure that the RCDs/ELCB operate correctly on their rated
residual current rating. In this test, actually we inject the specific amount of current like
(30mA/100mA) into the circuit of RCD/ELCB and checks the tripping time of the
RCD/ELCB. A RCD/ELCB should trip within 200ms on its rated residual current in case of
earth fault. RCD devices for final circuits must have a time-current performance
characteristic complying with BS EN 61008 and BS 4293. This requires that the device

must operate within 200ms at its residual current rating and within 40ms at 5 times its
residual current rating. And it must not operate below 50% of its residual current rating.
(b) Instrument to be used :
A test instrument to be used which can inject a current 5 times greater than the RCD
devices rated residual current installed and also could inject a current half of the
residual current of the RCDs.

(c) Safety Precautions/Risk Assessments :


1. Caution : This test is carried out on live circuit.
2. Follow all site/municipality/PAL HSE guidelines, rules and regulations.
3. Secure the main isolator in OFF condition.
4. Ware proper PPE before entering to the site.
5. Must use proper testing leads (crocodile, pin types etc.)
6. All the load points should be in OFF position.
7. Use proper tools and equipment for testing.
(d) Test Procedure :
There are three parts of the test.
1. Half time rated current test :

1.1 Plug the instrument test lead into any of the power socket of the RCD circuit.
1.2 Select the Residual current rating in the instrument. For example, 30mA or 100mA
depend upon the RCD under test.
1.3 Now set the adjustable knob of the instrument to half times of Rated current (x1/2)
and press the Test button. It will inject a current half of the Rated current selected.
1.4 Check the RCD/ELCB which should not trip on its half of rated residual current.

2. One time rated current test :


1. Repeat the step No. 1.1 and 1.2

2. Now set the adjustable knob of the instrument to one time of rated current (x1) and
Press the Test button it will trip the RCD. RCD should trip within 200ms. Check the
tripping time from the Display of instrument.
3. Five times rated current test :
3.1 Reset the RCD/ELCB into ON position.
3.2 Repeat the step number 1.1 and 1.2
3.3 Now set the adjustable knob of the instrument to five times of the Rated current
(x5) and press the test button. It will inject a current 5 times greater than the rated
current.
3.4 Now check the RCD/ELCB. It should trip the RCD/ELCB with in 40ms.
4. Manual Test Button Test :
4.1 Reset the ELCB to ON position.
4.2 Press Test button provided on the front panel of RCD. It will immediately trip the
RCD.
(e) Results :
1. RCD should not trip on its half times of rated residual current.
2. RCD must trip on its one times of rated residual current within 200ms.
3. RCD must trip on its five times of rated residual current within 40ms.
