It is my pleasure to greet the Legislative-Executive Development Advisory


Council (LEDAC) on the publication of your Annual Report for CY 2011. The
accomplishments contained in this report reflect the results of the hard work
and collaboration that the Council has undertaken with the Executive and
Legislative branches of government, as well as with other sectors of society,
toward the crafting of a Common Legislative Agenda.

It is imperative that legislation addressing the country’s socioeconomic


problems and other development issues be made priority measures of the
15th Congress. LEDAC has proved efficient in this regard. Some priority bills
have been enacted into law while others have been reviewed, refined, and
debated on further to ensure that the legislations passed will redound to
elevating the quality of life of our countrymen across the archipelago.

The new laws include the synchronization of the ARMM elections with the
national and local elections, which we confidently believe would help end
the culture of impunity in the region. Another is the GOCC Governance Act
to ensure that our government-owned and controlled corporations operate
with transparency and accountability, thus truly serving the Filipino people.
We have also passed another critical law concerning the protection of women
nightworkers from abuse.

Much more, however, remains to be done and the Filipino people are keenly
expectant of the outcomes of the Common Legislative Agenda. Achieving the
goals of inclusive progress can only be accomplished by integrating justice
as the central component of our development agenda, with the enlightened
and productive partnership between all branches of government. With our
combined efforts, we can sustain the momentum of reform and help facilitate
the legislation need to move our country forward.

The Legislative-Executive Development Advisory Council (LEDAC) has been an


instrument and venue for discussion of important issues, policies and priority
legislations to support economic development. Under Republic Act (RA) 7640,
the LEDAC aims to serve as an effective advisory and consultative mechanism
to ensure consistency in coordinating executive development planning
and congressional budgeting. LEDAC thus drives constant interaction and
coordination between the executive and legislative departments to complement
development planning, legislation and policy-making process of the government.
Counterpart representatives from local government units, the youth, and private
sectors are also involved to generate consensus on priority legislations and
sound policies that are crucial to achieve the goals of national development.

This report underscores the results of continuing consultations and consensus-


building of LEDAC for CY 2011. With the genuine cooperation among its
members and other concerned entities, two meetings were conducted during
the year and, as a result, 35 priority measures were included in the Common
Legislative Agenda (CLA). Some of the CLAs have already been enacted into law
while others are being thoroughly threshed out in the legislative mill.

The LEDAC Secretariat has continued to provide overall technical, secretariat and
administrative support to the Council’s activities. In August 2011, the Secretariat
initiated and co-organized a workshop to reinvigorate the Legislative Liaison
Officers in the Legislative Liaison System and establish a strategic network
guided by human rights parameters to proactively shepherd in Congress the
President’s legislative agenda.

As the 15th Congress keeps on, LEDAC continues to face challenges in consensus-
building. This includes the passage of legislative agenda outlined in the Philippine
Development Plan (PDP) that aims to establish the authority direction and priority
for action on public policy. The PDP has at least 120 measures which aim to
achieve inclusive growth, generate employment opportunities and eradicate
poverty. An effective partnership between the executive and legislative
branches of government as well as all other sectors need to be sustained and
strengthened to ensure that more coordinated and constant interaction shall lead
to desired results in our country’s development.

Legislative-Executive Development Advisory Council

The LEDAC has proven to be an effective advisory and consultative


mechanism in addressing vital issues and concerns relevant to the
country’s socioeconomic development. Through its mandate under
Republic Act (RA) 7640, the LEDAC facilitated the discussions and
consultations of socioeconomic programs and priority legislative
agenda. The dynamic participation of the Council members from the
executive and legislative branches as well as representatives from
the local government unit, youth and private sector contributed to
productive process of the Council.

The Council had two meetings during the year, on February 28, and
on August 16, with the President presiding. A total of 22 priority
bills were adopted as Common Legislative Agenda (CLA) in the first
meeting; and 13 priority bills in the second. Among the priority bills
discussed in the meeting and included in the CLA, some have already
been enacted into law, to wit:

1. RA 10149 or the Government-Owned or Controlled Corporations


(GOCC) Governance and Management Law;

2. RA 10151 or the Night Work Prohibition on Women Workers


Law; and
3. RA 10153 – Law Synchronizing ARMM Regular Elections with
the National Elections

In December 2011, the President called for an informal meeting


with the leaders of both chambers of Congress to discuss additional
measures and priority activities for 2012.

The Council
As a result of its meetings, the Council agreed to prioritize 32 legislative
measures included in the CLA for legislative action. As of December
14, 2011, status/updates1 of said CLAs are as follows:

The Secretariat
With its mandate under RA 7640, the LEDAC Secretariat provided
technical and secretariat support to the Council. Specifically, the
Secretariat pursued the following: (a) evaluated/prepared comments/
recommendations on proposed bills by interested parties for possible
inclusion in the President’s Priority Legislative Agenda; (b) worked
with officials of the Presidential Legislative Liaison Office (PLLO) in
both houses of Congress, OP-PMS, and other agencies concerned; (c)
prepared annual budget and accountability reports; and (d) maintained
the Council’s official records.

In August 2011, the Secretariat co-organized with the PLLO and the
Commission on Human Rights, a Learning Workshop on the Legislative
Process, Lobbying and the Human Rights-Based Approach or HRBA to
Legislation and Policy Development through the auspices of the United

Nations Development Programme (UNDP). The workshop capacitated


the Legislative Liaison Officers (LLOs) in the Legislative Liaison System
(LLS) with lobbying and advocacy skills. LLOs were also able to
exchange best practices and establish strategic linkages in a network
that advocates law and policy guided by human rights standards and
principles. At the end of the workshop, the LLS adopted a Covenant
signed by heads responsible duty-bearers, namely: PLLO, NEDA and
CHR. Under the Covenant, the LLOs undertake to, among others: (a)
support the President’s development objectives and reform agenda;
(b) ensure the passage of people-centered legislation by employing
a process intervention that builds consensus between and among
stakeholders and the executive advocates; and (c) strengthen executive-
legislative cooperation that redounds to better application of and support
for the President’s legislative initiatives and program of governance.

On personnel complement, the Secretariat has three contractual positions


and it operated with an authorized budgetary program of PhP2.185
million. The current budget covers the personnel services (PS) as well as
maintenance and other operating expenses (MOOE) of the Secretariat.
