SPECIFICATIONS FOR ON GRID SOLAR PANEL SYSTEM & ACCESSORIES

1.0 PART 1 - GENERAL


1.1 SCOPE

Scope of the work shall be as follows:

I. Supply and installation of solar net-accounting system complete with all necessary mounting
structures and associated civil works on the allocated space of the roof for the Lakkam sales center and
Food lab roof area

II. Supply and installation all other standard components to complete the system including solar
inverter, power box, AC and DC cables, surge protection and protection devices.

III. Provide necessary earthing system

IV. Coordinating of interconnection with existing CEB installation and commissioning of the system
under “Net Accounting” scheme.

V. Certification of the system that complied with CEB regulations to obtain Net-accounting facility
with fulfillment of terms and conditions.

All the equipment offered shall be brand new, quality products, latest in model/version & technology
and currently in production. It shall be completed with standard components and accessories to perform
the desired functions and conform to the given specification.

1.2 QUALITY ASSURANCE

The solar panels and Inverter manufactures shall have a test certificate for total quality assurance of the
manufacturing process from the relevant authority (BSI, ISO etc) for the manufacturing facility of the
solar panel and inverter.

Total quality assurance system shall comply with ISO 9001:2008 or an equivalent acceptable to the
engineer. The certificate valid for the current production year shall be produced with the offer.

Solar panel, Inverter and other accessories to be supplied under this contract shall only be from the
approved factory location.

1.3 UNIT RESPOSIBILITY

The contractor shall cause all equipment specified under this contract to be furnished by solar panel and
Inverter manufacture who shall be responsible for the adequacy of compatibility to control the system.
Any component of solar panel and Inverter not imported shall be designed, fabricate, tested and
installed by factory authorized representatives experienced in design and manufacture of such
components. This requirement however shall not be constructed as relieving the contractor of the
overall responsibility for this portion of work.
1.4 FACTORY TESTING

1.4.1 Solar panels/Inverters

Solar panel and inverter shall be completely tested by the manufacturer. The solar panel and inverter
shall be subjected to the computerized system test. All testing and manufacturer’s procedures shall be
ISO 9001:2008 certified.

1.5 ENVIRONMENTAL CONDITIONS

The equipment to be provided under this contract shall be suitable for installation and operation at
elevations of about 500 m above Sea level inside Weather Protected Structures. Outside ambient
temperatures range between 25 and 40 C and water temperature varies between 25 and 40 C.
Maximum relative humidity expected is 95%. Atmosphere is dusty.

1.6 SUBMITTALS

The information listed below shall be submitted with the offer to the Engineer for review. The
submittals shall include:

1. Shop drawing to describe and shows solar panel and Inverter and material (feature, Dimensions,
cross sectional drawings etc.)

2. Solar panel and inverters performance characteristic curves

3. Printed literature supporting details given in the questionnaire

4. Site installation arrangement of solar panels

5. Technical specification and manuals for solar panels, Inverters, surge protection and online
monitoring portal etc.

6. ISO certification of solar panel and Inverters for manufacturing process

7. Previous installation details of offered make and model of solar panel and inverters in Sri Lanka
(Contract Name, Contract Numbers, Contract person details etc.)

8. Details of Similar work done by the company

9. Manufacture authorization letter for solar panel and Inverters

1.7 INFORMATION TO BE PROVIDED

The contractor shall provide the following in three copies at least 14 days before handing over.

1. Manufacturer’s warranty for both solar panel and Inverters

2. One original and two copies of catalogue, operation manuals etc.


1.8 EVALUATION OF BIDS

Each proposal will be evaluated for selection on the information given in the proposal and data
submitted in the brochure. The proposed systems will be evaluated on the basis of capital cost and cost
of power consumption reduction due to net power generation will be determined by computing the
simple payback period.

1. Economic life of solar panel and equipment

2. Overall efficiency of the unit

Additional factors affecting selection will be previous installation details, after sales details, delivery
time. The IDB reserve the right to select any proposes or alternatives it deems to be best. If the main
parameters such as overall efficiency, specified are not met as stipulated by the tenderer than the
additional cost due to any of the above factors shall be recovered from the local component of the
tender sum and performance guarantee. The basis of determining the recoverable amount shall be
similar to the method of computing above.

As per the scope of work tenderer shall be quoted for option describe. Each option will be evaluated as
mention above.

1.9 WARRANTY

The contractor shall provide manufacturer’s warranty to the employer that the goods and services
supplied under the contract will comply strictly with the contract and shall be first class in every case
and shall be free from defects. The supplier shall further warrants to the purchaser that all materials,
equipment and supplies furnished by the supplier for the purpose of the goods will be new,
merchantable of the most suitable grade, and fit for their intended purposes. The supplier shall warrant
that the services to be carried out under this contract will conform to generally accept professional
standards and engineering principals. The contractor shall provide manufacturer’s warranty to the solar
panels for 25 years’ linear performance warranty and 10-year product warranty from manufacturer, for
the inverters for 12-year warranty from manufacturer.

The contractor should provide required materials, labour and transport during the warranty period
without any charges to IDB. The warranty period commenced from the completion date as per the
completion certificate. The contractor has to ensure that he is equipped with sufficient resources to
attend any maintenance or major breakdowns immediately after inform by IDB.

Any part of the equipment which fails or does not give satisfactory performance during this period of
warranty, shall be replaced within two (02) days from the date the contractor has been notified to do so.
2.0 PART 2 - EQUIPMENT

2.1 SOLAR PANEL TECHNICAL SPECIFICATIONS & REQUIREMENTS

1. Solar Array

• Solar array should consist of minimum number of solar modules to generate AC power as per
the given table at average solar radiance of 1,000 W/m2 in no shading conditions. (State the annual
average power production of the proposed system)

• Cell technology should be Mono or Polly crystalline with a minimum module efficiency of 16.5
%. Module rating should be 300 Wp or higher. Rated output of modules should be within 0 to + 5 % of
the declared value.

• Solar modules should be IEC 61215, IEC 61730, ISO 9001:2008 & ISO 14001:2004 certified.
(Certificate copies should be provided)

• Module manufacturer should have at least 3 years of performance history in Sri Lanka.

• The front glass should be at least 3.2 mm tempered glass, module frame should be anodized
aluminum, series fuse rating should be 15 A and the junction box should be IP65.

• The solar module should be glass / glass type, not glass / plastic type.

• The bidder should be an Authorized Representative to market and service this product in Sri
Lanka (Attach a copy of the Authorization letters from the manufacturers)

• Individual panel monitoring system is required.


2.2 SOLAR INVERTERS

• The inverter operation shall be based on Module Level Maximum Power Point Tracking (MPPT)
principle. The product should confirm Module Level Power Electronics technology or equivalent
technology for solar PV systems. Manufacturer should have a good track record in case of
manufacturing and monitoring solutions more than 5 years with the indication of country of origin.

• The grid interconnection protection scheme required (shall be as per the standards and in to
inverter or separately provided (Most of the modern inverters are equipped with this protection scheme
as a built capability). The bidders are expected to study and understand the protection scheme required
at the grid interface prior to choosing the inverter.

• Inverter manufacturer should have at least 3 years of performance history in Sri Lanka.

• The power quality of the inverter output shall be as specified by the Ceylon Electricity Board (as
per the standard and specifications of Net Accounting Scheme stipulated by Ceylon Electricity Board).

• The nominal inverter power output shall be delivered to the existing low voltage network at
three (03) phases, 400 V, 50 Hz.

• The operating range of the inverter shall be +/- 10 % nominal voltage and +/- 5 % of power
frequency. These settings should be adjustable to set the inverter operating range.

• The maximum inverter efficiency shall be 98 % or more. Applicable IP class shall be IP 65 or


higher. The inverter shall be built with capability to log data, remote monitoring and data transferring to
remote computer.

• Fire safety needs to comply with the IEC 60947 and module level shutdown should be available,
complying with Article 690 in NEC 2014.

• Inverter shall be warranted for a minimum of twelve (12) years.


2.3 MOUNTING FRAME

All the railings and other items used to mount the solar modules shall be PV industry standard anodized
Aluminum railings and stainless steel brackets and bolts.

2.4 CABLING
2.4.1 Power Cables

Main power cable shall be Cu/PVC/XLPE or CU/PVC/XLPE/SWA, 4 core. Cable sizes shall be determined
in accordance with latest IEE wiring regulations.

Note: Contractor must be taken their own measurement of the power cables to proper installations.

2.4.2 DC cable

All DC cables shall be compatible with solar power systems.

2.4.3 Cable Installation

Method of installation for cables shall be selected in accordance with IEE wiring regulations to suit the
specific application. However, the following requirements are to be met.

(a) Cables which are to be run on walls, ceilings or other building structures shall be secured on
cable trays, ladders or enclosed in conduits or trunking. When cables are to be run in conduits, complete
conduit system shall be installed (with sufficient junction boxes) without the cable.

(b) Cables should be drawing only after words. However, if the conduits size becomes impracticable
for this other methods of installation shall be adopted.

(b) Where building structure incorporates covered trench system cable shall be laid on horizontal
trays against the side(s) of the trench.

(c) Every cable shall be permanently identified at each end by cable markers with semi rigid black
PVC carrier strip which shall be fixed axially by means of 2 PVC straps.

(d) All power cables (AC and DC) to be run external to the buildings shall be in type 400 PVC pipes
so that the cable can be pulled out for inspection and easy replacement.
2.5 EARTHING

2.5.1 Earth electrodes

The Earth electrode shall be minimum of 50 mm in diameter and be driven in to the ground at least to
2m below the ground level. Where multiple rods are installed they shall be separated by a distance not
less than their driven length. Earth electrodes shall be provided with a nonferrous clamp and the
connections shall be made in a concrete inspection chamber set flush with the finished ground level. The
inspection chamber shall be permanently marked "ELECTRICAL EARTH".

Where said conditions make the use of rod type electrode impractical or uneconomical a grid
configuration may be used. The grid shall comprise horizontally buried bare copper tape or multi
standard cable.

Earth resistance of the earth shall not exceed 10 ohms.

2.5.2 Earth Conductors

Earth conductors shall be sized in accordance with BS codes of practice BS 7430 and IEE regulations. PVC
cable insulation shall be green / yellow. Cable armoring and screens shall not be used as sole earth
protective conductor.

2.5.3 Items to be Earthed

The following equipment shall be earth by means of earthing conductor with cross sectional area as per
requirement of IEE wiring regulations;

a) Solar Panels

b) Mounting Structure

c) Surge arrester
3.0 PART III – EXECUTION

3.1 INSTALLATION, TESTING AND COMMISSIONING

The contractor shall provide all labour, materials and incidentals necessary for installation of all
equipment and trained personnel to supervise installation and initial operation of all components. The
solar panels, Inverters, motor control panel & other accessories shall be properly installed & connected
with the existing system at the location. Contractor shall certify that the equipment is installed in a
manner to ensure proper operation.

3.2 TESTING AND TAKING OVER

After the completion of installation on grid solar panel system shall be field tested to ensure compliance
with the performance requirements specified. Any additional cost that may be incurred due to non-
performance of the equipment shall be recovered from the contractor as per the clause 1.8 of this
specification and any time necessary for this additional works will be considered as contractors delay.

3.3 SUPPLY AND INSTALLATION PERIOD

The Contractor shall complete the whole of the works within 21 days as specified in the tender condition
from the date of award of the tender. The equipment shall be readily available in order to complete the
whole of the works within the specified period.

3.4 TRAINING

Contractor shall provide training on Operation & Maintenance of the System for IDB staff after
commissioning & testing.

4.0 PART IV – TECHNICAL REQUIREMENT

Site Details

The contractor is expected to obtain all data necessary to design the solar PV capacity to the respective
locations and verify the accuracy thereof. Contractor shall inspect the site prior to bidding and design
the system to obtain maximum solar PV output.

For site inspections, contractor shall contact the respective nominee and schedule the site inspection.

Desired Output

All systems shall be designed to achieve the maximum energy output during a year, which the roof areas
and the specific contractor’s technology permits.
