Job description

POST: Safeguarding Adults Specialist Nurse

BAND: 6 (37.5 hours)

REPORTS TO &
RESPONSIBLE TO: Head of Safeguarding Adults & Prevent (Named Nurse)

ACCOUNTABLE TO: Deputy Chief Nurse

JOB SUMMARY:

To support Head of Safeguarding Adults & Prevent in the operational delivery, service
development and monitoring of the statutory and regulatory Safeguarding adults duties as
outlined within the Care Act 2014

To support high quality “hands on” clinical presence, specialist advice and training to staff in
relation to
- Safeguarding adults
- Mental Capacity Act (MCA) 2007 and Deprivation of Liberty Safeguards (DOLS) 2009
- Associated continuous professional development & service requirements as identified
by the named Nurse

To provide effective clinical leadership and work with team colleagues to meet local key
performance indicators (KPI), CQC Standards of Care and regulatory & commissioning
contractual requirements.

SECTION 1- MAIN RESPONSIBILITIES:

PROFESSIONAL / CLINICAL:
 To ensure in conjunction with team colleagues that effective local and national policies
in particular to the Care Act, 2014 are in place and Safeguarding Boards procedures are
adhered to.

 To assist the administrative team(s) to deliver daily operational priorities, local KPI
within agreed deadlines, escalating any concerns to the safeguarding practitioner
/Named nurse

 To provide strong clinical presence and assistance, specialist advice /training and input
at operational level on matters relating to the wider Safeguarding Adults agenda, which
include standards, associated with MAPPA, MCA and DOLS, general safeguarding,
escalating any complex staff related concerns to named nurse.

 To ensure staff follow the above processes to put into place real time protection plans,
and undertake robust enquiries within timescales in order to promote a high standard of

safeguarding practice, escalating complex /Trust acquired
cases to Head of Safeguarding Adults.

 To provide specialist clinical presence / input relating to complex decisions in relation to


restrictive practices and restraint processes, ensuring staff follow appropriate policies
and governance systems to support personalised care, escalating high risk cases to
named nurse /safeguarding practitioner.

 To support audit ( and where appropriate lead on ) accuracy of information in relation to


referrals and enquiries to the Mental Capacity Act and DoLS maintaining audit of
relevant activity in relation to the implementation of the Mental Capacity Act including
DoLS as directed.

 To support direction for staff at the interface with the relevant Local authority
(Supervisory Body) for the completion of complex assessments of capacity and best
interest decision makings and authorisation of DoLS.

 To attend and support /manage strategy meetings, input in case conferences and
relevant meetings, sharing health information according to the Caldicott principles as
required.

 To assist in coordination and the submission of a range of information requests, source


of evidence, and appropriate safeguarding reports /dashboards/ audit data/ regulatory
requirements as required.

 To support any promotional / safeguarding events as advised.

 To support and input on specific policy and (where appropriate lead on) service
development requirements as identified by the Head of Safeguarding Adults within
agreed timescales, producing associated action plans and reports and safeguarding
alerts.

 To signpost staff to liaise with the Trust Legal Office for matters relating to Lasting
Power Attorneys, Advance directives, Court of Protection and relevant legal /Coroners
Inquest requirements

 To identify gaps in practice and areas for development around the implementation of the
wider safeguarding practice, Mental Capacity Act/DoLS and assist in the formulation of
appropriate strategies to strengthen good practice.

 To ensure information both written and verbal (which is often confidential, sensitive and
highly complex information) is shared in a timely, accurate manner and recorded.

 To support audit (where appropriate lead on) activity relevant to area of practice and/
or as part of the wider safeguarding audit / work plan as agreed with the head of adult

safeguarding and ensure learning from relevant
audits/improvements are fed back to the relevant team(s)

 To ensure the wider safeguarding team are supported in order to achieve the relevant
key performance indicators / service targets.

 To support the dissemination of any learning from Serious Case Reviews, management
reviews, multiagency learning reviews and other events in conjunction with the wider
team(s)

 To have knowledge of the safeguarding team’s databases and to be proficient in using


the systems; covering these duties during the absence of administrative support as
required

• Provide accurate and relevant data to inform service planning and monitoring
requirements as required.

 To facilitate the learning experience of staff of various disciplines and levels, (where
appropriate lead on) in order to ensure they have the opportunity to meet their learning
outcomes.

 To ensure correct information sharing processes are used on a “needs to know basis “
and PID protected.

 To assist in the planning, development and implementation of data collection, recording


systems and analysis in relation to the wider safeguarding work

TRAINING & DEVELOPMENT

 To participate in the planning and implementation of basic awareness induction training


for safeguarding and MCA/DOLS, Prevent and wider safeguarding /multi agency events
as required.
.
 To keep abreast of national developments, which influence local implementation of the
Mental Capacity Act including DOLS, and Safeguarding cases and those aligned to the
interagency collegiate guidance for adult safeguarding.

 To provide briefings to Head of Safeguarding Adults as required particularly in relation


to Police, Staff related or Complex cases.

 To use a range of methods of delivery to support staff awareness, staff confidence and
knowledge in response to the wider safeguarding agenda, escalating through divisional
line management structures any areas of noncompliance.

 To support submission of training need analysis, coordination and data requests


associated with safeguarding training activity or returns.

 To ensure own knowledge of safeguarding related
government publications and initiatives are up to date and
evidence based.

 To be responsible for self-development of skills and competence through participation in


learning and developing activities within NMC requirements in order to meet validation
requirements or agreed competency requirements.

 To consistently act as a role model to other staff in the expected behaviours and
values/standards set within the team and to respectively challenge staff behaviours/
conflicts that lead to poor performance or wider concerns. Escalating concerns as
appropriate.

 To outline own development requirements, access relevant / mandatory training and


maintain records to meet validation requirements.

 To be responsible for individual safeguarding supervision in relation to safeguarding


adults and relevant staff involved in safeguarding activity as appropriate.

 To ensure safe and efficient use of equipment, resources and consumables at all times

 To support the Head of safeguarding adults in the monitoring and efficient use of all
equipment, resources and consumables

 To be responsible for management and delivery of individual responsibilities, objectives


and duties as agreed, escalating any areas of concerns.

 To actively identify gaps for further improvement, and participate in the required
changes and implementation of service delivery and ongoing development in relation to
safeguarding adults.

 To receive and deliver highly complex, highly sensitive and highly contentious
information to service users, carers, advocates and other stakeholders through both
written and verbal means as required.

 To be responsive to a range of changing /challenging priorities and urgent requests as


they occur or in relation to safeguarding agenda in real time, escalate any areas or
complex cases in advance that require attention to Head of Safeguarding Adults &
Prevent.

 To work in collaboration with other Safeguarding practitioner’s in the delivery of service


requirements, providing cross cover as required.

HUMAN RESOURCES MANAGEMENT:

 Induct new staff to the department, support new or less experienced work colleagues to
adapt to the workplace and safeguarding standards/systems

 Provide onsite training and input to staff in the
management of safeguarding processes, and associated safeguarding systems within
the relevant clinical areas.

 To provide daily supervision to safeguarding administrative team as required – ensuring


key priorities are communicated and delivered, linking with team colleagues for issues
of concern.

 To ensure the admin team produce accurate activity reports and dashboards as
directed

 Use own car to drive to community visits and other clinical/non-clinical venues and
meetings

 To manage areas of conflict and / or tension in a professional and sensitive manner


whilst upholding trust values and effective team working

 To convey information effectively and professionally, often within a highly charged


emotional atmosphere where a consensus viewpoint is not held, retaining effective
summary notes.

SECTION 2- KNOWLEDGE AND SKILLS

 To keep up to date with wider Care Act, DOLS /MCA legislation, policies and
associated best practice, based on research within the sphere of responsibilities.

 To maintain professional registration with the relevant professional organization,


including professional /Clinical supervision with Line manager.

 To support staff in enabling the development and implementation of policies and


information.

 To be a trained Safeguarding Adult Manager.

SECTION 3- EFFORT AND ENVIRONMENT

 To write reports and concentrate for long periods of time when managing complex
cases and ethical decision making.

 To manage unpredictable work patterns, which requires constant re-prioritisation of


workload to meet urgent deadlines, e.g. service user crisis, serious and urgent
decisions; complaints.

 To manage specific safeguarding cases and provide input
on a regular basis especially where individual patients
may present challenging behaviours and display associated risks within a distressing
and highly charged environment including

- Frequent exposure to distressing or emotional circumstances, e.g. service user in


crisis, legal restrictions, complex decision making

 To manage occasional exposure to unpleasant working conditions, e.g. verbal


aggression, members of the public and clients when dealing with decision making.

SECTION 4- ADDITIONAL REQUIREMENTS

1. To provide cover for colleagues as directed by your manager.

2. Risk Management (Health & Safety)


a) You will follow risk management procedures at all times. The Risk Management procedures for
the Trust and the department are kept by the departmental manager.

b) You are personally responsible for Risk Management issues in respect of yourself and your
colleagues.

c) If you identify a potential hazard you should report it to your manager / supervisor at once. If in
doubt you should speak to your manager for guidance.

d) You must always use safety equipment provided, and report any defects to your manager. You
must attend Risk Management Training as directed by your manager.

e) If you are a manager or have line management responsibilities for staff or a department or
area of work, you are responsible for the Risk Management issues in that area. You will ensure
that there is an annual Risk Management audit in your area and make sure that where
necessary, an action plan eradicating risks is drawn up and implemented.

f) Should you need help in resolving Risk Management matters, you must seek assistance from
your manager.

3. Infection Prevention and Control


a) You are personally responsible for ensuring that you protect yourself, patients, visitors and
colleagues from the risks of infection associated with health care activities and the care
environment.

b) You must adhere to infection prevention and control policies at all times liaising with the
infection control team and acting on any instructions given.

c) You must attend regular infection prevention and control update training.

d) You should at all times promote and demonstrate good practice for the prevention and control
of infection.

4. To avoid any behaviour which discriminates against your

6 Child Protection and Vulnerable People


It is the responsibility of all staff to safeguard children and/or vulnerable adults, to access training
to ensure they know what constitutes abuse, and what support is available to them, at a level
appropriate to their role and responsibilities.
To report any concerns, without delay, to the identified person within their department/division or
area of responsibility as per the relevant policies, keeping clear records, and following up as
required to ensure necessary actions have been taken.

7. No Smoking Policy
The Trust operates a No Smoking Policy which states that smoking is prohibited within all Trust
premises and on the site. This includes entrances, exits, cars, lease cars, car parks, pavements
and walkways, areas hidden from general view and residences. As an employee of the Trust you
are expected to comply with this policy, failure to do so may result in disciplinary action being
taken under the Trust’s Conduct and Disciplinary Policy.
