5.0 ACCESS ROADS & PLATFORMS

5.1 Reference standard

This procedure includes the regulations applicable in India

• Specifications for Road and Bridge works – Ministry of Road Transport and
Highways
• IRC 5 : 1998 – Standard specifications and code of practices for roads and
bridges, Section I
• IRC SP 20 : 2002 - Rural roads manual
• OP112271-en Rev0 – Gamesa Manual for Access roads G97
• IS 2720 – Methods for test for soils

5.2 Road dimension & turning radius

Avoid sudden changes in grade if possible. Grade change over a less than or equal to
16m is never permitted.
Due to the dimensions of certain components like nacelle & bottom tower, these
components must be transported using low bed trailers which are very low ground
clearance (15 – 40cm). So the road must be flat as possible, with no projections such as
rocks, boulder stones etc.

The Minimum width of wind farm access road must be 5 useable meters for transporting
WTG components and crane components. The minimum width of internal wind farm
access road must be 12m usable meters in case of marching the crane over access road.

LONGITUDINAL GRADIENT in straight section – 13%

LONGITUDINAL GRADIENT in curve section – 7%

Turning radius at curve should not be less than 25m at interior. Minimum road width
required at curvature is 14m towards exterior.

5.3 Platform dimension

The Platforms must be flat as possible, with no projections such as rocks, boulder stones
etc.

The Minimum size of Platform must be 50 m X 40m useable meters WTG components
unloading, crane assembly and Turbine assembly for G114.

LONGITUDINAL and Transverse GRADIENT in straight section – 10-15%

5.4 Road and Platform composition and structure

5.4.1 Clearing and Grubbing:

This work shall consist of cutting, removing and disposing of all materials such as trees,
bushes, shrubs, roots, grass and lop organic soil / mother soil of 150mm thick from the
natural ground level. Clearing and grubbing shall be performed only in suitable soil as per
direction of Gamesa Engineer. During clearing and grubbing the contractor shall take all
adequate precautions against soil erosion, water pollution etc. Roadside trees, fences,
signs, monuments, buildings, pipelines, poles, sewers in public roads are not to be
disturbed. All materials arising from clearing, grubbing and excavation operations shall be
disposed and dumped away from the road.

5.4.2 Excavation for roadwork:

This work shall consist of excavation, removal and satisfactory disposal of excavated
material necessary for construction of roadway and drains.
Excavation for constructing roadway is based on the classification of soil such as black
cotton, silt clay, mud, sand etc. All materials arising from excavation operations shall be
disposed and dumped away from the road. Excavation is applicable wherever it is
required.

5.4.3 Sub Base : Requirements for all layers:

This work shall consist of compacting well leveled / excavated surface in accordance with
the requirements of these specifications.

The dressed surface of earth shall be rolled with 2 passes of roller

Speed of the roller shall not exceed 5 km /hr. Rolling shall be continued all the density
achieved is at least 95% of the maximum dry density of the material as per IS 2720 (part
8)..

Base Layer I:

Base material of grading specified in the table / contract shall be spread on the prepared
ground with the help of dozer / JCB.
Immediately thereafter rolling shall start with pneumatic tyred vibratory roller in dry
condition and then sprinkle with water and roll it again. During rolling, the grade and cross
fall shall be checked and any high spots or depressions, which become apparent, it should
be corrected by removing or adding fresh material. Speed of the roller shall not exceed 5
km /hr. Rolling shall be continued all the density achieved is at least 95% of the maximum
dry density of the material as per IS 2720 (part 8). The required soil bearing capacity of
this layer should not less than 40T/m² and thickness of this layer shall be 150mm/ 200mm.

Layer II (Wearing course):

Normally this layer shall consist of laying and compacting red gravel / moorum / quarry
dust – aggregate mix on top of sub base layer as finishing layer of compacted thickness
20mm.

Typical Platform cross section for all type of soils

Roads & Platform on Hard stratums, Soft & Hard rock stratums

Road and platform shall be constructed by dozing and filling the undulation, required side
drainage shall be provided, drain excavated material can be used for leveling.

5.5 Drainage

The local study of flow of water in the vicinity of WTG/Road pathway has to be studied and
accordingly drainage flow to be decided based on site condition.
Excavation/Formation of Drain:
One side earthen drainage has to be provided along the road wherever necessary as per
site condition.
They should be dressed periodically so that they always confirm to the requisite cross fall
and are not higher than the level of carriage way at any time.
While forming the drainage it is to be ensured that no standing water is allowed on the side
of the road embankment. The shoulders should be accorded special attention during the
maintenance operation too.
In order to allow flow of water from one side of road to other side, wherever road crossing
if required NP2 class Hume pipe drain crossing to be provided as per drawing.
Cushion of min 0.6m is required above the Hume pipe with good earth.
However the size & no of pipes, specification and design of drainage shall be decided
based on site condition as per GAMESA Engineer direction. Local government body
requirements shall be followed wherever applicable.

Hilly Terrain roads:

In case of hilly terrains road formation in cutting area, based on the soil type at cutting
portion 1) for hard and good type of soil proper compaction is enough 2) for weak layers
below cutting portion then above mentioned road procedure shall be executed. In the filling
portion of hilly roads above the required embankment with suitable soil, the above
specified road shall be constructed.

6.0 Testing Frequency

• Material characterization test will be carried out every time that there is a change in
the type of material used for fill, for each new service area as well as each time a
different procedure / compacting machinery used (Grain size analysis, Atterberg
limits, Organic material content )
• Compaction test for each layer once in every 1000m on wind farm access roads
(external) by using proctor compactor test.
• Compaction test for each layer once in every 500m on internal wind farm access
roads by using proctor compactor test.

Acceptance Criteria for Roads:

The acceptable supporting or load capacity of the wind farm access roads must be at least
2 kg/sq.cm (approx.0.2mpa) and of the internal wind farm roads must be at least
4Kg/Sq.cm (appox.0.4mpa),at wearing course level. This value must remain to a depth of
at least 1m on wind farm access roads and 3m on the roads among the wind turbines.

Acceptance Criteria for Platforms

The acceptable supporting leveled area for assembly and dismantling of the boom
,including auxiliary crane positioning areas, must have a supporting capacity over entire
area at work level of 2kg/Sq.cm (appox.0.2mpa) , Which must remain for up to at least 2m
in depth, thus requiring the necessary compaction.

Applicability of this document:

This is a general document for Indian Wind farms briefs the execution procedure of roads
and platforms. However site specific document shall be applied based on the site soil
conditions which shall comply with acceptance criteria.
