FMS.9 - FMS 10.2 UTILITIES MANAGEMENT PLAN – OUTLINE √ If Present

 Purpose
o To ensure potable water and electrical power are available 24 hours a day,
seven days a week, through regular or alternative sources to meet patient
needs
o To establish a plan for providing and maintaining an uninterrupted source
of clean water and electrical power that is essential to meet patient care
needs
o To provide an emergency process to protect facility occupants in the event
of water or electrical disruption, contamination, or failure

 Goals (measurable for what is to be accomplished or maintained (annually


updated)

 Responsible individual designated with scope of authority defined


o Responsibilities defined

 Program strategies
o Identify resources and provide for potable/alternative source water to be
available 24 hours a day, 7 days a week
o Identify provision for electrical power availability 24 hours a day, 7 days a
week
o Identify areas and services at greatest risk when power fails or water is
contaminated or interrupted
 Establish strategies to reduce the risks of such events
 Plan for alternative sources of power and water in emergencies
 Establish process for regular testing of alternative sources of water
and electricity and documentation of results
o Identifies equipment, systems, and locations that pose the highest risk to
patients and staff
o Assess and minimize the risks of utility system failures in these
areas,
o Plans for emergency power and clean water sources for these areas

 Regular testing and inspections of systems


o Establish process for regular water quality testing in dialysis program
o Establish process for water quality regular testing

o Establish regular inspections, testing, maintenance, and improvement, as


necessary, for electrical, water, waste, ventilation, medical gas, and other
key system
o Establish monitoring documentation process for medical gas utility
management and to establish the process and expectation that monitoring
data are used for planning and improvements

 Monitoring data (measures) for improvements in the safety and security


program
o Define monitoring measures
o Define collection, aggregation, report structure, reporting process and
frequency (according to schedule)
o Identifies opportunities for improvement and take action
o Integration of data and analysis to Quality Improvement Committee

 Define staff education related to roles and responsibilities


o Departmental staff trained relevant to utilities management, such as
turning off medical gases
o Any quality control testing requirements, such as in dialysis units

 Annual plan evaluation process


o Statement describing the process for the annual evaluation including use of
existing quality control data, disruption events data and analysis,
performance improvement data, review of program goals, and
recommendations for program or policy and training changes.
