1.0 GENERAL
1.1 Medium Voltage Motor Control Centers and auxiliary equipment shall be the
manufacturer's latest standard design, proven in service to meet the requirements
and intent of this Specification, the Material Requisition, and the attachments.
1.2 All components and materials shall be new, of current manufacture by generally
recognized well-established firms in the industry. Replacement parts required for
normal maintenance shall be readily available from stock.
1.3 The attached Data Sheets indicate specific requirements as follows:

1.4 Any conflicts between the referenced documents shall be identified in writing to
the Buyer for resolution. In general, when resolving conflicts, the following order

1.5 Bidder shall provide the information requested in the attached “Form of
proposal”. Bid submitted with incomplete form of proposal will not accepted.

2.0 CODES AND STANDARDS


Motor Control Centers shall conform to NEMA standards including aspects
related to safety, health, or local municipal laws or decrees.
Seller shall supply all equipment covered by this Specification, properly designed
for continuous operation at full load at field conditions as indicated in Section 4
of the Material Requisition “Site Specific Information”.
Equipment, materials, components, and functions not covered by these codes
shall be designed, built, rated, tested, and shall perform in accordance with the
latest applicable standards, requirements, and guides of the following:

3.0 RATINGS
3.1 Medium voltage circuit breakers shall be rated as required by ANSI C37.06 and
the attached Data Sheets.
3.2 Load interrupter switches shall be rated as required by ANSI C37.20.4, ANSI
C.37.22 and the attached Data Sheets.
3.3 Medium voltage controllers shall be fully rated and designed as required by
NEMA ICS-2-324 and UL Specification 347.
3.4 Voltage, current, and power ratings of equipment furnished under this
Specification shall be derated for altitude according to applicable ANSI
standards. The equipment shall be installed at 11,150 ft a.m.s.l. (3,400 m).
3.5 Medium Voltage Motor Control Centers and components shall be designed to
withstand the maximum design earthquake for a UBC 4 seismic zone, without
permanent damage, significant permanent deformation of parts, or any form of
miss-operation that would be destructive to the Medium Voltage Motor Control
Centers or components.

4.0 DESIGN AND CONSTRUCTION DETAILS


4.1 General
4.1.1 The Motor Control Centers shall consist of a line-up of 4.16 kV factory
assembled metal-clad, draw-out power circuit breakers, medium voltage
controllers and medium voltage switches and shall be of the dead-front metal-
enclosed type with horizontal insulated bus bar construction. Access to all wiring
spaces, components, and connections shall be from the front.
4.1.2 Each Motor Control Center shall be arranged as required by the Material
Requisition. For the Buyer to consider alternate arrangements, the Bidder shall
include a separate price for providing the alternate arrangement.

4.1.3 Except for special units produced to meet the requirements of the Data Sheets
and the Material Requisition, all Motor Control Center structures, units, and
components shall be UL labeled or listed as applicable. Vendor shall advise
those components that are not UL listed.
4.1.4 Except for ends with transitions to other types of equipment, each Motor Control
Center shall be designed to permit extension at either end.
4.2 Enclosures
4.2.1 Enclosures shall be NEMA 1A gasketed, 96 inches (2.43 m) high (nominal) rigid
freestanding steel structures for indoor service unless otherwise required by Data 2

Sheets or the Material Requisition.


4.2.2 Enclosures and housings shall have adequate strength to withstand all stresses
imposed by shipping, handling, and operation including earthquake, without
distortion or other damage. Integrity shall be maintained and enclosure doors
shall remain closed during any rated fault condition.
4.2.3 Enclosures and housings shall be designed to be bolted to their foundations for
all service conditions.
4.2.4 When required by the Data Sheets or the Material Requisition, a NEMA 4
weatherproof housing shall be provided to enclose and protect the Motor Control
Center. Where walk-in or walk-through housings are specified, space for unit
withdrawal and maintenance shall be provided, and they shall be at least 72
inches (1.8 m) wide.
4.2.5 Space heaters shall be on separate independent circuits, wired to terminals at a
single location in each Motor Control Center housing.
4.2.6 Enclosures and housings shall not have sharp edges or pointed objects, such as
the pointed ends of sheet metal screws, on the exterior or inside any wireway.
4.2.7 Enclosures shall include low voltage horizontal wireways for Buyer's use in
interwiring between vertical sections.
4.3 Busbars
4.3.1 Horizontal main power busbars shall be of copper and have silver plated joints
and terminals with a minimum covering of 2.5 microns.
4.3.2 Busbars, connections, and supports shall be the manufacturer's latest standard
design and guaranteed to withstand all mechanical stresses and heat due to short
circuit currents at least equal to those specified for the circuit breakers.
4.3.3 The main buses shall be non-tapered with a continuous current rating as required
by the Data Sheets. The main buses shall extend through all vertical sections,
including auxiliary compartments, to each end of the Motor Control Center.
4.3.4 All bus connections within each unit shall have continuous current ratings at least
equal to the Motor Control Center rating.

4.3.5 Buses and connections shall be completely insulated at the factory. Suitable
non-flammable material shall be furnished for field insulating bus joints at
shipping splits and for outgoing bus connections.
4.3.6 Shutters providing coverage for the bus stabs when circuit breakers are
disconnected shall have provisions to prevent them from becoming dislodged
from their guides and operating mechanism.
4.3.7 A copper ground bus, having a momentary current rating at least equal to the
highest momentary current rating of any controller in the assembly, shall extend
the full length of each Motor Control Center bus section. Each stationary unit
shall be grounded directly to the ground bus. The frame of each contactor shall
be grounded through heavy multiple finger contacts at all times except when the
contactor primary disconnecting devices are separated a safe distance. Each end
of each ground bus shall be provided with a clamp type lug for Buyer's #4/0
AWG bare copper ground cable.

4.4 Draw-out Power Circuit Breakers


4.4.1 Circuit breakers shall be of the vacuum, drawout stored energy type, 3-pole,
single throw, mechanically and electrically trip free, with electrically operated
close and trip mechanisms. The circuit breaker stored energy device shall employ
an electric motor-charged compression spring. Each circuit breaker shall have
both "test" and "disconnected" drawout positions in which it may be left with the
door closed. Circuit breakers shall be provided with emergency manual trip, and
the open or closed state shall be readily ascertained by visual observation.
4.4.2 Circuit breakers shall include an anti-pumping system and shall not close until the
spring is fully charged. The spring shall be automatically recharged after closing.
Manual recharging shall also be provided, with automatic disconnection of the
motor drive when inserting the respective crank. The stored energy of the
operating mechanism shall assure at least one complete operation cycle (close and
open) after open, without auxiliary voltage.
4.4.3 Each drawout circuit-interrupting device shall be equipped with non-conducting
automatic safety shutters. These shutters shall automatically close when the
device is in the “disconnected”, “test” and “withdrawn” positions, effectively
isolating all primary connections.
4.4.4 Circuit breaker stationary auxiliary contacts (device 52S) shall be electrically
separate, and they shall be operated by the breaker mechanism in the operating
position only. All unused auxiliary contacts shall be wired to terminal blocks.
4.4.5 The controls of all circuit breakers shall be wired to outgoing terminal blocks to
allow for remote trip and close operation and/or remote interlocks.

4.4.6 Each circuit breaker unit shall be furnished with four electrically separate truck
operated cell switch contacts (device 52H) wired to outgoing terminal blocks and
set to operate when the breaker is withdrawn from the operating position.
Individual sets of 52H contacts shall be wired to permit ready connection in series
with local "close" and remote "trip" and "close" control contacts. Remote control
contacts shall be connected to operate only in the operating position. The controls
shall be wired to the terminal blocks in a manner that permits changing from local
close control only in the test position to local close control in the operating and
test position by adding jumpers on the terminal blocks. The fourth contact shall
be closed in the breaker operating position and shall be wired to the terminal
blocks.
4.4.7 Each circuit breaker shall be mechanically interlocked with its compartment to
prevent the use of another circuit breaker with a lower rating or different
connections in that compartment.
4.4.8 When specified in the Data Sheets, the breaker shall be supplied with a 125 V dc
direct acting trip device for loss of control voltage.
4.4.9 Breakers shall be designed to satisfactorily perform without maintenance under
any of the following service conditions:
1,000 make/breaks without load current
400 breaks at full rated current
3 years in the closed or open position without any operation
In addition to the above, the isolation mechanism shall be suitable for 200
operations per year.
4.4.10 Each circuit breaker shall have under voltage trip device in the control circuit.
4.5 Medium Voltage Controllers
4.5.1 Controllers shall be 3 pole, NEMA Class E2, two (2) high contactor type, rated
60 kV peak BIL.
4.5.2 All controllers shall include a disconnect switch (ground connected in open
position) and vacuum contactors, drawout type.
4.5.3 Each controller shall be furnished with an integral, medium to low voltage,
control power transformer equipped with primary and secondary fuses.
4.5.4 Each controller shall receive an external source of test control power at its
control terminals. The transfer mechanism for the control power shall be an
integral part of the controller. Plugs and receptacles used for control power
transfer shall have a NEMA standard grounding type configuration. The control
power source in the controller shall be grounded on the source side of the transfer
mechanism.

4.5.5 Each controller shall be equipped with an interposing relay and wired for remote
control.
4.5.6 Each motor controller shall be equipped with a NEMA A600 disconnect and
control for Buyer's single phase three wire motor space heater power circuit.
Control shall be by means of N.C. contacts on the controller interposing relay.
4.5.7 Each motor controller shall be equipped with a Multilin 469 solid state 2
multifunction motor protection relay prewired to terminal blocks, with Modbus
communication via an RS485 port as shown in single line diagrams.

4.6 Medium Voltage Switches


4.6.1 Switches shall be 3-pole, spring operated, quick-make, quick-break, load
interrupting switches. The voltage rating, continuous, momentary, interrupting
currents, and the fault close ratings shall be as indicated on the data sheets. Air
interrupter switches shall be designed, manufactured and listed in accordance with
ANSI/IEEE C37.20.3.
4.6.2 Load interrupting switches shall have an interrupting capacity, which is not less
than the load interrupting capacity specified in the attached data sheets. Load
interrupting switches shall be rated for transformer inrush magnetizing currents.
4.6.3 The enclosure of each switch shall include an inspection window which permits a
full view of the position of all three blades of the switch through the closed door.
An internal cabinet light with an external push button for control shall be provided
for viewing each switch.
4.6.4 The enclosure door shall be interlocked with the switch to prevent inadvertent
closing of the switch when the door is open or opening of the door when the
switch is closed.
4.6.5 Each fused switch shall either have a separate door providing access to the fuses
or the switch shall have an internal grounded metal cover in front of the switch to
prevent inadvertent contact with the switch when fuses are being replaced.
4.6.6 Power fuses shall be current limiting type or boric acid expulsion type, as
indicated on the data sheets. Each fused switch shall be provided with one set of
spare fuses (quantity of 3) with provision for storage within the switch enclosure.
4.6.7 Each switch shall have provision for padlocking the switch in the open and closed
positions. Each switch mechanism shall be provided with two additional sets (2
N.O. and 2 N.C.) of auxiliary contacts in addition to those used internally.
4.6.8 Transformer primary windings for transformers equipped with primary switches
shall be connected only to the hinge ends of the switches (via fuses when fuses
are required). All switches shall be mounted with their hinge ends down and the
fuses shall be located below the switches.

4.6.9 Fused disconnect switch power fuses shall be provided with blown fuse sensing
capability on each fuse provided. A minimum of two field reversible contacts
wired to the terminal blocks shall be supplied for alarm and single phase
detection.
4.7 Wiring
4.7.1 All connections to Buyer's external circuits shall be brought to terminal blocks.
At least 15 percent spare terminal block points shall be provided in each unit or
compartment. Terminal blocks shall be marked (numbered), and they shall be
accessible only from the front of the compartment. Terminal blocks shall not be
mounted on the top sheet of any compartment or unit.
4.7.2 All spare contacts shall be independently wired to terminal blocks.
4.7.3 Space shall be provided for the bending radii of cables and the application of
stress cones. Suitable flanges, bar risers, and connections shall be provided
where metal-enclosed bus is to be attached.
4.7.4 Each indicating light shall be connected to the end of its control circuit in order
to supervise the continuity of the wiring in the circuit.
4.7.5 All devices shall be wired in their respective circuits in the sequence indicated in
the attached Single Line Diagrams.
4.7.6 When wire markers are required by the Data Sheets, each wire shall be marked at
every termination. Marking jumpers on devices is not required. The wire
numbers shall be unique at any location within the switchgear / Motor Control
Center, i.e.: identical circuits can use identical wire numbers provided that the
wires do not share or pass through a common location.
4.7.7 All devices requiring ground connections shall be wired to the ground bus. Steel
unit enclosures shall not be used as ground conductors.
4.8 Control And Instrument Transformers
4.8.1 Control and Instrument transformers shall be furnished in quantities and
locations, as specified on the reference drawings and data sheets.
4.8.2 Potential Transformers
• Potential transformers shall have standard metering accuracy class in
accordance with the applicable codes and standards.
• The primary side windings of the potential transformers shall be fuse
protected. The primary side fuses shall be current limiting type with
interrupting capacity to match the Medium Voltage Motor Control Center
ratings. The secondary side winding shall be protected by a miniature power
circuit breaker coordinated with the high voltage fuses.
• Potential transformers shall be mounted on a drawout type assembly which
shall disconnect both primary and secondary sides in the withdrawn position
and shall also ground the primary side winding.

• The potential transformers shall have, as a minimum, sufficient capacity for


1.5 times their connected burdens at the specified accuracy class.
4.8.3 Current Transformers
• Current transformers shall be mounted as an integral part of the Medium
Voltage Motor Control Center and shall have standard metering and
relaying class in accordance with the latest applicable codes and standards.
• Current transformer’s mechanical and thermal ratings shall be coordinated
with the short circuit ratings of the system.
• The current transformer shall have, as a minimum, sufficient capacity for
1.1 times their connected burdens at the specified accuracy class.
4.8.4 Control Power Transformers
• Control power transformers shall have adequate capacity for their connected
burden and shall have a minimum of 25 percent spare capacity to operate
external auxiliary control device.
• The high voltage winding of the transformer shall be fuse protected. The
low voltage winding shall be protected by a miniature power circuit breaker
coordinated with the high voltage fuses.
4.9 Relays and Meters
4.9.1 Protective and auxiliary relays shall be multifunction solid-state type Multilin
750 or 737 or equivalent for the feeders, and 469+ or equivalent for motor
feeders. The Data Sheets indicate each desired relay. The Seller may substitute
the equivalent model of another make with the written approval of the Buyer,
except where the Data Sheets specify that substitution is not permissible.
4.9.2 In the case of relays protecting converter loads, the Seller shall select relays that
minimize the effect of converter-induced harmonics on relay performance and
reliability.
4.9.3 Protective relays shall be semi-flush drawout type mounted on the front of the
compartment door.
4.9.4 The Seller shall be responsible for programming / adjusting the solid-state
protective relays / meters included in the Motor Control Center. The Buyer will
provide the Seller with a document indicating the values that must be entered.
4.10 Alarms
4.10.1 All alarm contacts shall preferably be closed in normal operation and open to
alarm (fail safe operation). All alarm contacts shall be form “C”, dry contacts.
4.10.2 The operation of any alarm shall open a set of general contacts used to signal
Motor Control Center trouble on the Buyer's remote annunciator.
4.10.3 The required alarms are indicated on the attached single line diagram.

4.10.4 None of the above precludes the installation of any standard accessories or alarm
devices normally provided by the Seller.
4.11 Miscellaneous
4.11.1 Each auxiliary relay and each lockout relay shall be provided with two (2) N.O.
and two (2) N.C. spare contacts.
4.11.2 Indoor Motor Control Centers shall be provided with guarded 230V space
heaters, connected to an external 120 V, 1 phase, 60 Hz supply. The heaters shall
be adequate to preclude formation of condensation on working parts during
storage. Space heaters shall include a selector switch and thermostat for
automatic operation. Heater wiring shall be complete.
4.11.3 All medium voltage fuses shall be current limiting type. All medium voltage
fuses shall have blown fuse indicators.
4.11.4 Adhesives shall not be used for mounting devices, parts or components. All
devices, parts, and components including nameplates, wireways, and wire
supports shall be mounted with screws or bolts.
4.12 Accessories
Accessory equipment, consisting of at least the following, shall be furnished for
each Motor Control Center:
• 1 set of special tools required for the installation and maintenance of the
Motor Control Center
• 1 complete contactor lifting and handling device when such a device is
required for one person to remove or install contactors
• 2 sets of test plugs for test switches and drawout meters and relays
• 1 coupling cable for testing a contactor in the drawout position

5.0 FINISH AND PAINTING


The Motor Control Center shall be cleaned, primed, and finish painted in
accordance with the manufacturer's standard Specification. The color of indoor
equipment shall be ANSI 61 “light gray”.

6.0 NAMEPLATES
6.1 Spanish nameplates shall be provided for each unit or compartment and each
motor controller. Nameplates shall also be provided for each control switch,
instrument, relay, meter, or other device. Each Motor Control Center nameplate
shall bear Buyer's equipment tag number, purchase order number, and requisition
item number.
6.2 Engraved lamicoid nameplates shall be used as described in the Data Sheets.

6.3 Nameplates shall be engraved lamicoid plastic, black letters on white background,
and be permanently attached with screws or bolts (adhesives are not acceptable).

7.0 ASSEMBLY AND TESTING


7.1 Prior to shipment, Motor Control Centers including shipping splits and bus joints
shall be completely assembled, wired, and tested by the manufacturer as follows:
7.1.1 Each contactor shall be inserted and operated in every applicable location in the
equipment in order to insure correct fits and interchangeability. Buyer’s
inspector shall witness this test.
7.1.2 In addition to the Seller’s standard tests, a dc hi-pot test of each Motor Control
Center bus shall be performed.
7.1.3 A functional test shall be performed, consisting of simulating the purchaser's
devices with test switches, relays, lights or resistors so as to exercise each circuit.
7.2 All defects detected as a result of testing shall be replaced or repaired by the
manufacturer at his own expense.
7.3 Authorized representatives of Buyer shall be allowed free access to the
manufacturer's shops at all times for purposes of inspection or obtaining
information on the progress of the work.
7.4 Material improperly detailed, fabricated, or assembled, so that its installation in
the field requires extra work, shall be the responsibility of the Seller, who shall
pay the entire cost of correction of shop errors and replacement of incorrectly
fabricated parts.
7.5 Motor Control Centers shall be shipped assembled to the maximum extent
possible as allowed by shipping limitations.
