In writing the monthly D.O letter for the month of March, 2019, I would like to put down the
following information before you with reference to 2nd Battalion Tripura State Rifles.
Parliamentary Election, 2019’s deployment: - Total -337 (Three hundred thirty seven) personnel of
this Unit have been deployed in West Tripura, Sepahijala and Khowai District including AD-Hoc TSR Bn
meant for ensuing Parliamentary Election, 2019 in addition to existing District reserve and Police station
reserve.
As per instruction of the higher formation, Battalion level Election Cell as well as Coy level Election
Cell has been opened headed by one Nodal officer at Bn Headquarter and at Coy level headed by respective
Coy Commander with comprising of subordinate staff to carry out election related matters.
Electoral roll- This Unit submitted total -935 Nos. form –12 A (654) for West PC and form-12 –
(210) for East PC to ARO/RO ( SDM) Jirania, Khowai –(53) and Sepahijala (18) through respective District
SPs’. However, in respect of outside state voters whose names are not enrolled in the electoral roll of Tripura
clarification is sought and instruction is awaited.
Expenditure of allotted funds: The Fund allotted to this Unit during financial year, 2018-2019 has
been utilized fully within the financial year. On the basis of this performance, DIGP (AP) has appreciated this
office by sending letters of appreciation for timely and effective spending of fund of budgets & expenditure.
Damages in Posts due to storm: - During storm on 31.03.2019 as many as 6 barracks of different
camps were fully or partially damaged alongside many other structures of posts.
The following outlying posts of this Unit had damaged in the recent cyclone/gusty winds on
31.03.2019.
(i)Dhanai post, (ii) Chaigaria post, (iii) Gangthalong Post, (iv) Wakshimalong Post, (v) Baramura
tunnel Post ( vi) Baramura Post (Phase-II) (vii) Sonaram Sadhu Para Post, (viii) Burakha Post (ix) Patni Post
(x) Manikong Post and (x) Madhab Para Post.

As a result, the post personnel are facing innumerable hardship and the condition of these posts are
though repairing started in war footing with available resources. To restoration of the damaged
accommodations, urgent repairing/construction of accommodations are required. In this connection, this office
has already approached with DIGP (AP) Tripura vide No. F.673/TSR-II/QM/2018/3944 dated, the 1st
April,2019 for placement of fund for an amount of Rs.4, 51,000/- (Rupees Lakh fifty one thousand) only to
this Unit under the Head of Account” Minor Works” for undertaking the repairing works of the said posts at
the earliest. Therefore, it is earnestly requested the concerned authority may kindly be appraised for placing
of funds at an early so that the camps’ can be repaired fully.
Minor repairing/renovation works on self help basis: - During the month of March,2019, the
following minor repairing/construction works have been carried out within the limited resources of the
Battalion:- (i) one M.T section barrack repaired (ii) Dry Canteen kitchen room repaired (iii) Main office Ops
room ceiling roof repaired (iv) Baramura tunnel post’s Jawan barracks repaired (v) Patni post boundary
fencing repaired with barbed wire (vi) Jawan barrack of Washimalong post repaired (vii) SOs’ Mess dining
hasll repaired (viii) boundary repaired adjacent to gate no .02 is repaired (ix) One Grocery shop near to Wet
canteen completed for the welfare of family members.
The morale of the troops is high and positive.

(1) WELFARE MEASURES:

The following welfare activities have been extended –

(a) Special drive given on kitchen garden/vegetation through a competition among all Coys /Posts to reduce
jawan money/ expenditure on self help basis.

(b) Yoga implemented twice in a week and acrobatics once in a week for greater interest of jawan.

(c) On line Darbar implemented in every Friday for a period of 02 hours.

(d) Sports activities started within unit level under different Coys.

(e) Visit of Specialist Doctors is arranged in addition to regular Medical Officer.

(f) 04(four) Buses are providing regularly for carrying of School Students.

(g) TSR Primary School providing basic education to the tiny tots, which has been recognized by the
Director of School education recently.

(h) Aerobics implemented once in a week in the PT Session.

(i) Sports Kits are supplied to TSR Primary School students for School Children.

(j) Food Warmer has been provided to Adm Coy Mess to keep meals hot.

(k) Children’s Park has been constructed with the financial assistance of ONGC.

(l) Top Up/ Recharge Vouchers are made available to all residential occupants through canteen service.

(m) A Family Welfare Centre was establishment at 2 nd Bn TSR HQr with multiple projects like Tailoring/
Embroidery Centre, Beauty Parlour, Toys / Gift Items Manufacturing Unit and Food Processing Unit
etc.

(n) A Dental Chair with the help of NEEPCO under CSR was installed at 2nd Bn TSR MI Room. One
Dentist namely Dr. Ekanta Ghosh has voluntarily offered free dental service to the rsr jawans and family
members of 2nd Bn TSR twice in a week (Monday and Thursday).

(o) All private funds of 2nd Bn TSR are regulated as per the provision of order circulated vide PHQ, Tripura
L/No.46449-77/F.8(233)-PHQ/TSR/11 dated 10.10.2011 (Administrative Manual). A committee has
been formed for taking decision for the welfare of Jawan.
 Morale of the troops is found to be very high.
