MESSAGE
Greetings of peace!

The 2018 State of Barangay Governance Report is prepared based on the


formulated guidelines provided by the Department of Interior and Local
Government, Region I. which contains the performance eof Barangay Caranglaan
along with the four (4) performance areas namely: Administration, Social Service,
Economic Development and Environmental Management.

The report show the formulation of programs, projects and activities by the
barangay aim to strengthening the capability in visualizing all the problems and the
needs of the barangay identified project and activities to be undertaken on a certain
period.

In behalf of my dear constituents I am expecting much more from your continuing


and unwavering support to my administration for the future. Reassured that we the
Barangay Officials will do its best to maintain peace and order, promote the welfare
of our Barangaymates.

Brief History of the Barangay

The Barangay got its name from the word “Cadanglaan” meaning a
place where medicinal trees called “Dangla” an abundance medicinal tree.
As day passed by, because of the influence of the Pangasinan dialect which
has the manner of changing the letter “d” to “r” and named the word
“Cadanglaan” was conceived from the Pangasinan word “Caranglaan”.

Barangay Performance for Calendar Year 2014 are summed as follows:

The State of Barangay Governance Report shows that the barangay’s overall
performance rating is 2.75 or equivalent to Fair. The area of Economic development
and Governance should be the top priority for development considering that the
adjectival rating is Low to focus on the service areas of Barangay Agriculture
Support System and Presence of Legislative Tracking or Monitoring System

In general, the level of effort which had brought about desirable performance
or condition in the areas of Environmental Management and Administration has to
be sustained.

Problematic areas have to be given full consideration. Otherwise, the pace of


development and change will be slowed down by the problems. Starting on the
ensuing year, the following initiatives shall be pursued:

The CY 2018 Budget amounted to
1,736,185.00. The expenditures were
distributed as follows:

On the other hand, the total picture of the


fund utilization shows that the barangay
incurred 100% expenses of its budget. Overall, it

The barangay garnered an overall performance rating of 3 or an adjectival rating of


Fair. Despite overcoming the rigorous processes in the implementation of the
different policies and programs in the barangay, there are still several
issues/deficiencies which need necessary improvement:

On Administration, which scored an average performance level of two (3) which


denotes an adjectival rating of fair. This is attributed to Transparency and Revenue
Generation. Some of the contributory factors that attributed well to the rating were
citizens participation.

On Social Services, we obtained an average performance level of 3 which indicates


high but not excellent performance. This is credited to the Health and Nutrition.

On Economic Development, the barangay got an average rating of 2 or Low which


pointed out in the establishment of barangay livelihood program and support

programs of job and employment creation in the

Also rated is how the barangay High in Environmental Management under the
Service Areas of Natural Resources Management the barangay contributed very well
with the full cooperation of all sectors concerned, this paved the way towards the
success of the year under review, CY 2018.

IV. Report Findings

1. Administration
All local government units including the barangay need to undergo self-
assesment to measure their performance in terms of delivery of services. This
includes the Administrative System and Procedures, the Sanggunian uses in
running the affairs of the barangay. It contains indicators that measures
barangays performance which includes the assessment on the functionality of
barangay equipment or facilities. Barangay administration is one of the crucial
and essential function of the barangay. This includes nine indicators: Barangay
legislation, Transparency, Citizens Participation, Development Planning, Revenue
Generation, Revenue Allocation and Utilization, Financial Accountability, Facilities
and Customer Service, and Human Resource Development and Managements.

 BARANGAY LEGISLATION
Legislation is the heart of governance. This is the foundation of effective
implementation of laws which leads to a better management and development
of the LGU.

One of the basic functions/roles of the Sanggunian is the enactment of


ordinances and adoption of resolution. This process is called legislation. In order
to formulate responsive ordinances/resolutions, there is a need to have proper
structure and processes. A monitoring process is needed in order to check the
implementation of ordinances.

 TRANSPARENCY

Public trust should always be given premium/importance by the barangay


officials. It is necessary that their constituents are informed and made aware of the
operation of the barangay affairs. This is easily done if the barangay opens in all its
transactions and operation to the public.

2. Social Services
The Barangay, although the smallest political unit, plays a very important role
in the delivery of basic services to its constituents as provided for in the Local
Government Code. There are three services under this performance area that
determines if the barangay’s program, project and activities are in harmony with
the LGC. The 3 service areas are Health and Nutrition, Education, Culture and Sports
and Peace.

 HEALTH AND NUTRITION

Health is wealth. This is the reason why most officials prioritize health and
nutrition services. Although higher LGUs, such as the province and municipality,

BARANGAY GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (BGPMS).

SAPAGKAT, ang barangay ang pangunahing yunit pulitikal na


bumabalangkas at nagsasakatuparan ng mga patakaran, plano, programa, proyekto
at mga gawain sa isang pamayanan, ito rin ay nagsisilbing “forum” o daluyan kung
saan ang mga samu’t-saring usapin ay maaaring maipahayag, bigyang-linaw at
isaalang-alang, dito rin maaaring dinggin at ayusin ang mga ‘di pagkakasundo;

SAPAGKAT, ang pagbalangkas at pagsasakatuparan ng mga nabanggit na


gawain ay nangangailangan ng isang mabisang mekanismo upang maging batayan
para sa mas mahusay at epektibong pamamahala;

SAPAGKAT, ang Department of the Interior and Local Government (DILG) ang
pangunahing tanggapan ng pamahalaan na umaagapay at nagtataguyod sa mga
pamahalaang lokal tungo sa pagkakaroon ng isang mahusay at epektibong
