The Directorate has been receiving representations from candidates, in


possession of engineering degrees in various streams of Mechanical/ Naval
Architecture Engineering, requesting to allow them to pursue their career in
Merchant Navy as Marine Engineer Oflicer.
1. WHEREAS the Merchant Shipping (STCW) Rules, 2014, Chapter III,
Rule 35 deals with "Marine Engineer offrcer class IV (ofiicer in charie of an
engineering watch on ships powered by main propulsion machinery"of 7s0
kw propulsion power or more (oIC Ew)" - and provides for iraining
requirements for Mechanicar and Navel Architecture Engineering degree
holders to be qualified and eligible for Marine Engineerin{officer tlasi v
Certificate of Competency (COC) examination.

2. WHEREAS there are nine streams of training available to be quarified


and eligible for Marine Engineering oflicer class IV certiiicate of compet"ncy
(coc) examination as per TEAp Manual, part A'in section il17 t anJ t'hat trre
stream 4 and 5 of the flow diagram no.rll/ 1 prescribe the eligibility criteria

streams (stream no. 4 & 5) requires a full-time r)egree course in Mechanicar,
Naval Architecture or Mechanical & Automation Engineering from
a cottege
or Institute approved by the A11 India council for Techiical Education
(AICTE) or from the Indian Institute of Technologz or from University

undergo Training course. "

3. Noting that the engineering institutions have been granting degrees of


Mechanical and Naval Architecture Engineering in combinatiori wit*h other
streams such as Mechanical & Automob e, Navar Architecture & ship
building, etc. and that these candidates are thus not eligible to undergo
training as per the existing rures as such degrees are not ipecified in flow
diagram no III/ 1 of TEAP manual, part A,.

4. THEREFORE, in consideration of the representations made bv the
candidates, the Competent Authority, in supersession of
previously on this subject, has now prescribed the
